1 Narrative Description:
1.1 Purpose The Purpose of this preliminary method statement is to set out the general manpower,
equipment and sequence of work required to complete the project. This is a live document
which will be detailed at a later stage and extended at regular intervals as further method
statements for areas of work are prepared. The method statement is a quality controlled
document, reviewed and issued in accordance with the quality plan and will be audited and
updated as necessary.
1.2 Project Description
The main purpose of The New JAHRA Hospital Project is to enhance the provision of Medical facilities for the people of Kuwait, the Amiri Diwan plans the construction of the New Jahra Hospital. This shall provide a comprehensive range of services, and shall offer exemplary care of the highest international standards.

2 Methodology
2.1 General The Contractor will organize and implement all the activities necessary to achieve efficient and timely completion of the project by the following: Assuring compliance with contract requirements and schedule commitments
and working drawings and completion of the project on time.
Overseeing interface and ensuring proper coordination with and between
subcontractors to complete the project on time.
Overseeing material and shop drawings approvals and material procurement.
Ensuring availability of manpower and equipment resources.
Overseeing the enforcement of the quality and safety control programs.
Ensuring availability of manpower and equipment resources.
2.2 Design & Construction of the project contains the following main items:
2.2.1 Design Stage Tender of this project Includes (but not for all buildings) the final stage of buildings’ design with Final Concrete Dimension and structure steel reinforcement, therefore the first step of this project is completing design stage for all buildings which will done within two phases:
a- Design Development
b- Design Coordination and Details
Where coordination means primary coordination in design stage between Architecture, Structure, Electro-Mechanical Services and other trades of the project items

2.2.2 Construction stage The New JAHRA Hospital Project comprise of 6 Buildings will be Built in construction stage the following:

2.3 Mobilization
The site will be inspected by the Contractor to identify the various existing services and
such services shall be directed and sealed before starting the work in accordance with the
related authorities, statutory agencies, etc.. All required quality control & safety procedures
shall be followed. Temporary site offices and facilities will be installed after obtaining
required governmental permits and according to the approved construction schedule. Also
the temporary fence and project sign boards will be installed in this period.

2.4 Communication Control Communication Control is key to Management this project and keeping all stakeholders,
management, staff and project team informed and aware at all stages of the project is vital
to the success of the project. Our communication management model shall streamline and
integrate project information with all stakeholders and facilitate sharing and project
collaboration. It shall provide secure, integrated access to project wide performance metrics,
reports and project data.
2.5 Coordination Meeting Strategy The purpose is to define the Co‐ordination procedure, which shall be used throughout this
project. This is intended to facilitate clarifications of any nature related to drawing
coordination, Site coordination between the Coordinators of each Trade of the
Subcontractors.
1. Prior to the start of the Contractors activities according to the Approved Schedule,
the Main Contractor shall notify in advance the Subcontractors of their anticipated
activities in the site.
2. Following a site investigation between the Subcontractors and the Main contractor
shall be carried out to ensure the compatibility of equipment’s, temporary facilities
and storage of material in the site.
3. A construction progress meeting shall be arranged regularly between the Main
Contractor and the Subcontractors to discuss the different queries during the
construction of work.
2.6 Engineering Activities
2.6.1 Subcontractors The contractor shall follow the regular rules in appointing subcontractors he wishes to use in
the project with provision that they have the necessary experience to carry out the works and
are specified in accordance with Particular Specifications or equal alternative. The contractor
will submit the specialist subcontractors for approval by the consultant and client.

2.6.2 Shop Drawings
A comprehensive study of the contract design drawings shall be made by the contractor’s
technical department. Co‐ordination between drawings shall be performed prior to the issue
of shop drawings. Shop Drawings will be coordinated with other interfacing contractors
working in the area and signed off by each of them. The contractor will submit the shop
drawings log for approval by the consultant for shop drawings progress monitoring.
2.6.3 Materials
The contractor will submit the materials log for approval by the consultant for materials
progress monitoring. The Materials will be submitted according to the log for approval by the
consultant and Ministry.
2.6.4 Procurement Planning and control
Material procurement will be performed according to the approved construction schedule.
Material needed for construction shall be procured and stored in the project site store, if
applicable, until it is executed on‐site. The duration of material procurement will differ,
depending on its availability, lead time and country of origin. Long lead items should be given
special attention in order to submit for approval as early as possible. The Contractor shall
issue purchase orders and/or delivery orders in a timely manner, consistent with the overall
construction schedule. The contractor shall make arrangements directly with the transporter
or through a supplier to have orders transported to the contractor's site store, if applicable,
or the contractor’s warehouse. After the approval of material source, manufacturer’s data
and sample, the Contractor shall place orders for the material for each portion of the building
and works listed in the Contract for approval. The sequence for ordering of materials vis‐à‐vis
the various approvals of the Engineer’s Representative shall be as follows:
1. Obtain approval to source of Material/manufacturer of product.
2. Obtain approval to technical data/manufacturer data of material/product.
3. Obtain approval to Sample.
4. Place order.

3 Buildings of the project
3.1 Hospital HSP This Building is the Main Building of the new JAHRA hospital project and it consists of
basement floor, ground floor and 13 floors as the following details:
The Hospital Building Designed with total floors’ area about 401,600 m2
the construction of this building Consists of:
Basement Floor Retaining Walls about 1,300mL x6mH = 7,800 m2
The shoring will cover 1300 meter length with about 8 meters height
Anchoring Machine install 5anchores/day which cover 10 meter length for one row
This means that we requires 4 anchoring machines to cover first 400 meter length shoring within 25 days
to start (excava on and leveling for tower area 250x150m)
A er that con nue the shoring with 2 Machines only to complete shoring 10m(5anchors/one row)/day
for each which requires about 135 days to complete the shoring process

4.1.1 Shoring, Dewatering & Excavation The equipment which will be used in the shoring, dewatering & excavation
works, vary in quantities & numbers, depending on the work volume to be executed.
Flood lights will be used to lighten the site at night in the case of the works being carried at night. All safety rules & regulations as per the approved safety manual & local authorities’ requirements shall be strictly implemented and monitored by installing all warnings & safety signs in proper visible locations along the site.
4.1.2 Concrete Works Ready‐mix concrete will be obtained from an approved ready‐mix plant as
per approved design mix and will be transported to site by transit mixers by sequencing their movement in order to avoid long waiting periods.
Concrete discharge to the required formwork will be arranged by concrete pumps and cranes.
All precautions shall be taken during casting in hot weather in order to guarantee quality of concrete as per specifications.
All construction joints shall be cleaned and the aggregate exposed.
All concrete will be vibrated and concrete will be protected and cured as per Contract Specifications.
4.1.3 Formwork Formwork acceptable to the consultant will be used taking into
consideration safety and quality Control requirements.
Required shop drawings for formwork shall be submitted for approval by the consultant.
Adequate quantity of formwork will be made available at site in order to ensure Speedy progress and meet the approved construction schedule dates.

4.1.4 Steel Reinforcement The Contractor shall ensure that all steel delivered to the site shall come
from the source accepted by the Consultant who will be requested to inspect all batches of steel reinforcement.
Reinforcement shall be protected at all times from contamination and corrosion from the ground and atmosphere during all storage, bending and handling operations.
All reinforcement will be properly stored under cover to avoid contact with the ground, moisture, dust and salts and to avoid distortion once bent to shape. Improper storage will be sufficient cause for rejection of reinforcement.
All steel, before being placed in position, shall be thoroughly cleaned of loose rust, scale and any other coating that will destroy or reduce bonding with concrete. If reinforcement has been badly rusted or pitted it will be rejected, Mechanical brushes shall be used in cleaning the steel bars.
All reinforcement bars shall be cut and bent to shape as per the contract drawings or the approved shop drawing/bar bending schedule.

All reinforcement shall be transported taking into consideration safety precautions and will be lifted and fixed into position as per approved drawings and Contract Specifications.
4.2 Finishing Works
4.2.1 Walls Finishing All material of walls finishing such as concrete blocks, plaster, partitions,
stone & ceramics will be from an approved source as per specifications. All materials will be packed and handled in such a way as per manufacture instructions.
There shall be no stains or damages to the surfaces and exposed edges.
Material will be stored at the factory or at site on wooden platforms or as recommended by the manufacturer.
The finishing material on walls will be installed/ erected as per approved construction schedule, approved shop drawings, manufacturer recommendations and Contract Specifications.
4.2.2 Work Sequence Before starting any walls finishing activities, all concrete works will be
checked and approved by the consultant for embedded/concealed items like conduits, sockets, accessories, etc.
Masonry works and successively plastering works should start after removing the slab formwork.
4.2.3 Ceilings Finishing All material for ceilings like hangers, framing, supports, ceiling tiles and
special finishes will be from an approved source as per specifications.
All materials will be properly stored with adequate markings.
All ceiling finishes shall be carried out in accordance and coordination with HVAC, Plumbing, firefighting and Electrical works in the ceiling.
Site fabrication and installation shall be as per approved construction schedule, approved shop drawings and Contract Specifications.
4.2.4 Floors Finishing All material of floors such as mortar, marble, ceramic and special finishes
will be from an approved source as per specifications.
There shall be no stains or damage to the surfaces and exposed edges. Material will be stored at the factory or at site on wooden platforms or as recommended by the supplier/manufacture.
The finishing material on floors will be applied/ erected as per approved construction schedule, approved shop drawings, manufacturer recommendations and Contract Specifications.

Before starting any floor finishing activity, all concrete works will be checked and approved by the consultant for embedded/concealed items like pipes or other fixtures.
Flooring works shall start after heavy works are completed and ceiling finishes are in the final stages to minimize the use of scaffolds on top of the finished floors.
4.2.5 Metal Works All metal items such as railings and gratings will be obtained/ fabricated
from an approved factory.
All steel fabricated in the factory shall be painted and marked as required in specifications and shall be delivered to meet the approved construction schedule.
The erection will be performed manually due to the limited weights.
All damaged areas will be touched‐up as requested by the consultant.
All activities shall be performed as per Contract Specifications.
Wall‐mounted handrails shall be installed once walls finishing is completed and/or the base paint coat is applied.
Floor‐mounted handrails shall be installed once floors are finished and protected.
All railings shall be properly protected to avoid any damage.
4.2.6 Roofing Works Once all heavy works are completed on the roof floor and other inserts are
fixed in place, the area will be cleaned and roofing works will start.
All roofing layers shall be as per approved shop drawings and contract specifications.
After each layer is completed, it will be inspected/approved by the consultant before applying the next layer.
After roof works are completed, rain water outlets and other roof fixtures shall be erected.
All works shall be as per approved construction schedule, approved shop drawings and Contract Specifications.
4.2.7 Doors and Windows All doors and windows will be supplied from an approved source and
manufactured as per approved shop drawings and contract specifications.
The doors, frames and windows will be wrapped and protected with plastic and stored in a covered area once delivered to site.
As all doors and windows are fixed on frames and finished on both sides, the areas will be cleaned from all other items, so that rooms/areas could be locked for protection.
All works shall be performed as per approved construction schedule, approved shop drawings and Contract Specifications.

4.2.8 Glazed Aluminum Curtain Walls Glazed aluminum curtain walls will be supplied from an approved source and
manufactured as per approved shop drawings and contract specifications.
Material delivery to site shall be in accordance with the approved construction schedule.
The following general procedure shall be followed for installation activities: o Embedment clearance ‐ the surface of embedment shall be cleaned. All
fillings in the slots shall be cleared out completely. o Install Brackets ‐ Setting first the iron brackets, then the pads and finally
screwing the nuts tightly. o Brackets adjustment ‐ the dimensional adjustment for brackets and the
quality of adjusted joint pieces shall be inspected from one level to another.

5.2 Cranes
Tower and Mobile cranes shall be arranged to be used during construction of
the works.
The Tower Cranes will be permanently in Hospital Main Building, Dental Clinic
Regional Health Admin and Central Utility Buildings
Mobile cranes shall be in different capacities and coverage area. Mobile cranes
shall be selected and allocated according to the lifting capacity of each crane
in full coordination with activities on‐site requirements.

6 MAINTENANCE OF WORK
Operational, Preventive Maintenance, Running Maintenance and Guaranteed Maintenance of all the works of the building, equipment and external works within the boundary of the Project Design Development, Construction, Medical Equipment, Furniture and Operational Maintenance, Tested and Commissioned by the Contractor as per the requirements of the Contract. The Operational and Maintenance Duties/Works shall be carried out by the Contractor for 24 hours per day; 7 days a week for a period of two years starting from the date/s the works are certified as substantially complete comprising but not limited to the followings: 1. Administrative, logistical and supervisory requirements for coordinating activities during the said 2 years period.
2. Operational, Preventive Running and Guaranteed Maintenance as per the respective manufacturer’s recommendation, including all materials, Tools and Selective Spare Parts (List approved by the Engineer) required as per the respective manufacturer’s recommendation.
3. Operational Maintenance of Electrical systems shall be including but not limited to the followings: All types of lighting, power, distribution network, electrical panels and switchboards, motor control centers, lighting controls, cabling, raceways, conduits, ATS, emergency diesel generators, UPS, fire alarm system, telecommunication system, IT and data transfer systems, video and audio-visual systems, paging and public address systems central clock system, security control and monitoring system, nurse call system and all other Low Voltage Electrical Equipment.
4. Operational Maintenance of the Mechanical systems shall be including but not limited to the followings: HVAC systems including air handling units, chillers, pumps, cooling towers, fans, ducting, dampers, air terminals, heaters, special laboratories exhaust, smoke exhaust and drainage system, hydronic piping, valves, fittings and control devices, firefighting systems – sprinklers, hose reel, FM 200 and foam systems, fire pumps etc, pneumatic piping system, complete plumbing systems including water
supply and drainage system, water heaters, pumps, water filters and treatment equipment, grease interceptors, oil and sand separators, fuel oil piping, diesel exhaust and cooling systems, irrigation water system, automatic control of all mechanical engineering services, cold rooms, DX units.
5. Operational Maintenance of the Special systems shall be including but not limited to the followings: LPG system, Steam generation and distribution system, Compressed Air System, Medical Gas System and Pneumatic System, Special HVAC system for labs, Clean and Environmental rooms etc. (if any)
6. Operational maintenance of Medical and Laboratory Equipment and other active components.
7. Operational Maintenance of Building Fabrics, Internal finishes, Doors and Windows, Furniture and Furnishings, all Caseworks, Counters etc.
8. Operational Maintenance of all other systems shall be including but not limited to the followings: Conveying system – Passenger, Patient and Service Elevators, Escalators, Window Cleaning system, Building Management System etc.
9. Carry out activities related to the performance of routine, preventive, predictive, scheduled actions aimed at preventing equipment to prevent failure or decline in efficiency, reliability and safety of the systems.
10. Provide spare parts as required under each section of the specifications. The Contractor may use the spare parts during 2 year Operational Maintenance period but shall replenish with new one as soon as possible. The Contractor may use the remaining Spare parts in the extended Operational Maintenance period otherwise he shall hand over the spare parts as per list at the “End” of O & M period.
