1.0 SCOPE OF WORK

1.1 The Scope of Work covers the survey, basic and detail engineering, procurement engineering, supply, installation, testing and commissioning of Electrical system required for PW / IWTU at Chunchulla Canal pump station & ONGC Gas Processing Terminal at Odalarevu.

2.0 DETAILED SCOPE OF WORK 2.1 ELECTRICAL WORK AT CANAL PUMP STATION FOR CONTRACTOR

ONGC shall provide the power supply from state Electricity grid by providing overhead lines with poles including step down pole mounted transformer at battery limit of canal pump station. Site survey, basic engineering, detail engineering, procurement engineering, supply, Installation, testing and commissioning of Electrical system starting from transformer secondary to the various electrical load of pump station is in the scope of contractor. This includes all electrical panels, motors, cables, wire, cable tray, trench, conduit, wiring, lighting fittings with lamps, switch sockets, mounting arrangement, supports, earthing, lightning protection & associated civil works etc as required to complete the facility in all respect. Completeness of facility till end of commissioning to be identified & shall be fulfilled by contractor without any implication.

Electrical panels shall be housed in the covered space in compliance of all statutory requirement, code and standards and tender document. Contractor shall provide all document & certificates to ONGC required for obtaining connection from state electricity.

Main electrical panel shall be minimum of IP 41 grade, wall/floor mounted and consists of the following as minimum but not limited to the following: • Incomer (Two way 200A manual changeover switch+200A MCCB with over current

(50% to 100% setting range), short circuit and earth fault protection (5% to 50% setting range).

• Each incoming power supply cubicle shall be with individual measuring instruments

(energy meter, ammeter with selector switch, voltmeter with selector switch), Indications (phase indications). Common MCCB trip indication shall be provided.

• Suitable star/delta starters for pump motors shall be provided . Starters shall have under current protection. Other features of star/delta starter shall be as per the design basis of onshore terminal plant (00701-21-JSD-1600-001)

• 63A TPN feeder for lighting cum small power distribution board

• One number 63A TPN feeder as spare • 32A TPN feeder as spare

• Motor spare feeder 10% of used or 1 whichever higher to be provided.

Industrial type lighting cum small power panel(s) shall be provided wall mounted with 63A MCB +ELCB and 12Nos, 10A SPN outgoing feeders as minimum. However, contractor shall be responsible to meet the requirement without any implication.

All above rating and quantities are as minimum. However, contractor shall be responsible to identify the complete requirement in all respect & to meet the requirement without any implication. Local control station shall be provided for each pump motor near the motor.

All required power & control cables shall be laid on trays/underground as required from transformer to panel(s) & panel(s) to motors, local control stations and lighting cum small power panel(s) etc. as minimum. However, contractor shall be responsible to meet the requirement without any implication. Lighting system shall be provided with suitable light fittings, with mounting arrangement including all wiring (through surface conduit/concealed conduit or armoured cable by cleat /laying in trench etc), switches, industrial type sockets as required for canal pump station.

Earthing system for pumping station shall be provided. At least two earth pits are to be provided. Earth resistance to be maintained <1 Ohm. Earth bus to be provided near each motor & panel.

Lightning protection shall be provided at canal pump station if required. Providing all cable glands, cable lugs, tray, trenches, supports & hardware etc. is in the contractor scope. All electrical safety hazard charts, rubber mat, first add, hand glows, tool kit, fire extinguishers, fire bucket with sand & stand etc. shall be provided for pump station.

Contractor shall also provide required tools & tackles, consumables and all equipments & machinery required for installation, pre-commissioning and commissioning of the system. Contractor’s responsibility to remove all unused/scrap material from site. Contractor shall provide all commissioning spares, consumables, and mandatory spares etc. Contractor shall provide load details in the prescribed format per required feeder with technical proposal/survey report.

2.2 ELECTRICAL WORK AT GAS PROCESSING TERMINAL AT ODALAREVU FOR PW/IWTU

ONGC shall provide the power supply feeder from existing electrical panels at substation. Lighting and small power supply feeders may be provided locally from nearest existing circuit/local panel which is subject to the load, availability of spare feeder/spare capacity of circuit (s) or ONGC shall provide separate feeder from the substation for lighting DB & small power DB. This is to be decided during detail engineering. Contractor shall provide load details in the prescribed format per required feeder with technical proposal/survey report. Site survey, basic engineering, detail engineering, interface requirement, supply, Installation, testing and commissioning etc of Electrical system required for PW / IWTU at ONGC Gas Processing Terminal at Odalarevu shall be carried out by contractor. This includes all electrical panels, motors, cables & wires, cable tray, trench, wiring, lighting fittings with lamps, switch sockets, mounting arrangement, supports, earthing, lightning protection, hardware & associated civil works etc as required to complete the facility in all respect. Completeness of facility till end of commissioning to be identified & shall be fulfilled by contractor without any implication. Contractor shall provide the local control stations/panel for pump motors. All required power & control cables shall be laid on existing tray/trench wherever available. The availability of existing tray/trench shall be finalized during detail engineering. However, new trays with supports, hardware & buried trenches with sand and bricks as required shall be provided by contractor including all civil works, materials etc.

Providing earthing of motors, skids, local control stations, JBs, poles, DBs & panels etc. from plant earth grid is in the contractor scope. This includes the provision of earth buses, earthing cables, earth strips, lugs, hardware, extension of plant grid thru buried trench etc. Providing lighting system for pumps area etc. This includes providing lighting fixtures, poles, JBs, cables, gland, lugs, hardware & supports etc. Necessary buried trench as required shall be provided by contractor. Power supply for lighting fixtures may be taken from nearest lighting points as available or to be drawn from substation. Necessary cabling, civil work etc as required shall be carried out by contractor. Contractor shall also provide required tools & tackles, consumables and all equipments & machinery required for installation, pre-commissioning and commissioning of the system. Contractor’s responsibility to remove all unused/scrap material from site. Contractor shall provide all commissioning spares, consumables, and mandatory spares etc. Contractor shall provide load details in the prescribed format per required feeder with technical proposal/survey report.

3.0 NOTES

3.1 Contractor shall be responsible for the estimation of electrical materials. It is clearly understood that completion of the system and its hook-up etc. in totality shall be in contractor scope irrespective of the same is covered in this tender or not. The Contractor shall own single point responsibility from survey to commissioning including basic engineering, detail engineering, procurement engineering, interface responsibility, supply, installation procurement, inspection, testing etc.

3.2 All electrical installation shall conform to various job specifications already issued for construction.

3.3 All electrical materials shall confirm to the electrical design basis doc no. 000701-21-JSD-1600-01, Rev 0, general supply rules for LV induction motors doc no. 00701-21-JSS-1691-001, Rev 0, General Supply Rules for Low Voltage Switchgear doc. 3.4 All technical requirements shall be followed strictly. Materials not fully conforming to the above shall be rejected by the owner at any stage of inspection/construction or commissioning. Contractor shall be responsible to replace all such items at his cost within the given time schedule.

3.5 All engineering document shall be submitted to the owner/PMC for their information/review/approval.

3.6 Exceptions or deviations to the job specifications shall be allowed, only where the contractor has obtained written prior approval of the Owner.

3.7 Any difference between the item description / details mentioned in elsewhere, above documents / specification / data Sheets or any other codes/ standards etc, shall be reported to the Owner before taking any procurement action. In such cases the stricter requirement will apply. Owner’s decision shall be final and binding.

3.8 Vendor document shall be reviewed and approved by contractor prior to send to OWNER/PMC for their review/information/approval.

3.9 House keeping shall be an integral part of work of contractor & shall be provided as & when required as per the instruction of engineer incharge.

3.10 Slippage of any kind happening in the process of review of any of the Contractor’s documents by OWNER/ PMC shall in no case absolve the CONTRACTOR of his contractual obligations.

3.11 In case imported equipment, standards of country of origin shall be applicable, if these standards are equivalent or stringent than the applicable Indian standards.

3.12 In case Indian standards are not available for any equipment, standards issued by IEC/BS/VDE/IEEE/NEMA or equivalent agency shall be applicable.

3.13 The offered items shall be brand new with state of art technology and proven field record. No proto type equipment shall be offered.

3.14 Vendor shall ensure the availability of spare parts and maintenance support services for the offered equipment for at least seven years from the date of supply.

3.15 Vendor shall give a notice of at least one year to the end user of equipment before phasing out the product/spares to enable the end user for placement of order for spares and services.

3.16 Offered items shall be suitable to operate under specified site conditions.

3.17 Vendor document shall be forwarded to OWNER/PMC for their review and approval. Vendor documents shall be review & approved by contractor prior to send to the OWNER/PMC.

3.18 This is sole responsibility of contractor for their items to meet the requirement as well as satisfactory operation with plant integration & this is not subject to review & approval of document from OWNER/PMC. OWNER/ PMC may point out any observation at any stage of project; contractor shall be responsible for compliance without time and price implications.

3.19 Weekly program of detailed activities must be proposed by the Contractor, approved and then authorized by Engineer in Charge. The programs should take in consideration the overall schedule and availability of materials.

3.20 The installation activities in the existing plant area are subject to the issue of permits to work.

3.21 Contractor shall issue daily report on forms that will be approved by Construction Management, 1 month before the beginning of works.

3.22 Dedicated people such as supervisors, foremen and technicians with relevant equipment and tools shall be especially assigned to tasks as per the construction programme.

3.23 Temporary storage, labeling, preservation, and identifications of all materials in storage by contractor.

3.24 Power supply required for construction/installation/testing and commissioning shall be provided by contractor at their own cost.

4.0 INSPECTION Purchaser or his authorised representative (third party) will carry out inspection. All assistance shall be provided for the same and timely co-ordination shall be the responsibility of the Contractor.

5.0 APPROVALS Contractor shall prepare and submit all documents /drawings for approval to the concerned state /local authorities and extend full assistance and follow up in getting the required approvals in time.

Earthing Testing and commissioning of free issued low voltage 3-phase Ex'd'/Ex'e'/Safe area,induction motors installed by others. Motor shall be tested for insulation value, winding resistanceetc.If the insulation value is found to be lowed, it shall be improved by heating by means of externalheater or by low voltage injection locked rotor method. 3.1 LIGHTING FIXTURES/CONTROL GEAR BOX

Installation,earthing,glanding,termination of Incoming and Outgoing Cables/ wires at luminaire andcontrol gear box, testing and commissioning of different type of lighting luminaires (eg. street light,fance light, flood light wall/celling/recess/pole mounting etc.with flourescent/ MV/ SV/ MLL/ GLS/CFLlamps), Control gear box and other accessories.
