JOB DESCRIPTIONJob purpose / Context:

To provide a high quality service to clients presenting or in need, who have a history of substance misuse related problems.

To provide prevention and early intervention support to reduce the number of clients presenting with treatment needs.

Provide direct clinical input at a specialist level to people with more complex drug and alcohol dependence problems across Sandwell

Provide clinical leadership and support to GPs involved in the provision of treatment services to substance users across Sandwell

Take a leading role in developing GP involvement, knowledge and expertise in this area of treatment, including shared care

Contribute to the strategic development of services at specialist and primary tiers

Provide relevant interventions based upon appropriate assessment or need and provide all relevant services in line with agreed targets and objectives

Where appropriate to work in close partnership with other agencies to ensure clients access a full range of services.

Take a lead role in a specific service delivery area as agreed with the line manager and service manager

Responsible for: supervise a small team of clinicians

1. Duties and Responsibilities:

Assess and supervise the treatment of service users with more complex substance use problems e.g. criminal justice, young people, pregnant women, ‘dual diagnosis’ clients within the service ensuring accurate notes are recorded and appropriate communication is made with the referrer, pharmacist and other professionals involved.

Supervise other clinicians within Cranstoun: Sandwell to ensure the required standards of practice are met.

Support and enhance the work of other clinicians involved in the provision of treatments within specialist services for clients with substance use problems across Sandwell.

Support and enhance the clinical expertise of GPs who are involved in the delivery of treatments to substance users within primary care settings across Sandwell.

Participate in the dissemination of clear treatment regimes involved in the treatment of substance users at specialist and primary levels of care.

Participate in the review of protocols governing the movement of service users between primary and specialist care.

Participate in the review and development of policies and procedures on the provision of Hepatitis B, Hepatitis C and HIV screening and testing and a Hepatitis B immunisation programme.

Work within NICE guidance and in line with evidence based practice. Support the continued development of Cranstoun services within Sandwell

and Nationally. Undertake out of hours clinics or on call duties on occasions if necessary.

Work with the Borough and service managers to ensure optimal standards of treatment and care for people who misuse substances. These should be in line with quality standards, clinical guidelines and aims of the national drug strategy.

Liaise with other relevant partners within Sandwell (e.g. hospitals, LPC, etc.) to ensure consistency of clinical approach for substance misuse patients with acute medical problems.

Provide ongoing support to GPs providing treatment within specialist and shared care arrangements in order to support appropriate standards of care to substance users and to develop knowledge and expertise.

Contribute to the planning and delivery of training to GPs involved in the treatment of substance users and to groups of GPs who have indicated an interest in this area of work.

Contribute to developing the clinical skills of all staff working with substance users across Sandwell.

Support the collection and analysis of appropriate and reliable outcome measures in relation to clinical interventions at primary and specialist substance misuse services.

Attend appropriate internal and external meetings. Manage own workload, engaging in the provision of a range of interventions,

assessment and care planning to people with substance related problems. Contribute to the development of services and policies. Provide information to support decision making. Participate in supervision with the Borough Manager. Provide written and verbal reports as requested by the Borough Manager. To comply with all Cranstoun policies and procedures. Carry out duties to which they are competent to perform as directed by the

Borough Manager or Team Leaders.

2. Human Resources

Provide supportive, proactive and effective line management and leadership to staff observing good practice and Cranstoun’s policies and procedures, and ensuring the highest levels of individual and organisational performance.

Provide regular high-quality individual supervision to staff to encourage personal development and optimum performance which is responsive to client needs.

Ensure that appropriate & effective recruitment & selection, induction, performance & retention of staff occur to maintain effective, skilled teams to meet organisational goals.

Develop and promote inclusive service development and clinical governance systems.

Conduct interviews in respect of absence as per company policy & procedure and monitor using organisations tools.

Work with Service Manager to ensure appropriate staffing cover for the project at all times and provide adequate management cover (on-call) if appropriate.

Participate in the teaching and facilitation of nursing students and the induction and training of staff in developing related skills and competencies.

Make links with educational facilities developing Cranstoun as a learning facility of excellence to local universities.

Provide learning links and opportunities for teaching facilities in the field of Substance Misuse.

3. Health, Safety & Facilities

Ensure the service provides a good quality working environment. Ensure the Service has a safe, quality & conducive environment for

employees to work & clients to use. Ensure all relevant policies, procedures and contractual agreements are

adhered to with regard to the management of the property and physical environment.

Shall ensure that any dangerous situations, occurrences and incidents are appropriately reported and investigated.

Work within Cranstoun environmental plan in order to achieve environmental best practise within this sector.

4. Outcomes and Performance

Ensure the compliance of activities, within designated responsibilities, as regards legislative and contractual requirements.

Ensure necessary monitoring, auditing and evaluative systems are adhered to within your areas of responsibility.

Ensure monitoring data is routinely collected and passed on for analysis and that activity targets are met.

In conjunction with the staff team ensure that all relevant records are maintained and monitoring procedures of client work are undertaken.

Have a clear target driven work ethic.

5. General

Undertake specific tasks and projects as directed by the Borough Manager. Provide out-of-hours managerial on call, on a rota basis, as required if

appropriate for the service and its delivery. Shift pattern, if required for service delivery, to be worked throughout the

week to cover the hours of business Monday to Friday and weekends. Adhere to the terms and conditions of employment agreed with Cranstoun,

working within the general operational policies of the organisation. Where appropriate, undertake Drug Testing and monitoring in line with

statutory order requirements. Undertake any additional duties as may be reasonably required and

requested from time to time by the Borough Manager or members of the Senior Management Team.

PERSON SPECIFICATIONEssential Requirements

Professional Qualification (Non Medical Prescriber, Registered General Nurse, Registered Mental Health Nurse, Pharmacist, GP) with up to date registration.

Experience of direct client work with drug users or a comparable client group. Experience and confidence in delivering prescribing services to drug and alcohol

users. Ability to Facilitate Groups Experience of using assessment tools Experience of one-to-one work An understanding of the needs of drug users and knowledge of harm minimisation. The ability to work in a pressurised, multi-disciplinary environment Good written and verbal communication skills with a good level of IT skills. Effective listening skills Ability to work effectively and efficiently within a team and build effective working

relationships with other agencies. A non-judgemental attitude to drug users An understanding of care planning Previous experience of recovery orientated care coordination including reduction

planning and detoxification’

Desirable Knowledge of the range of community drug services and models of treatment Experience of line management Knowledge of Dual Diagnosis Word Processing Skills Knowledge of brief intervention methods including Brief Solution Focussed Therapy

and Motivational Interviewing A qualification in substance misuse, social work, nursing and/or counselling
