The DepEd, through the Polity, Research and Development Division of the Planning Services{PRDn-PS), adopted the Basic Education Research Agenda {BERA}, through DepEd Order No. 39,a, 2016 consisting of four research tliemes: Teaching and Learning, Child Protection, HtimanResource and Development, and Goverriance; and three cross{utting themes, \which are Genderal[d nevelopment, Disaster Risk Reduction and Management, and inclt]sive Education. DepEdlikewise issued the Department Order No.16, s. Z017 establishing the Research ManagementGuidelines,

A. Paper Management Process

1, Call for Papers

The Bureau of Currici`luln Development initiates the call for paper submission .for the 2018 ECDNCRC, which shall comlnence the following Monday aftBr the National Orientation on ikeGHidelii}es cm the 2018 BCD NCRC.

The 2018 BCD NCRC shall focus on curriculum research. Curricufum research papers are studiescondtlcted on evaluating, enhalicing, validating, and contextualizing the contents of the subjectsand leai`ning areas of the K to 12 Ci]rriculuni. The sub`topics for this year's Conference theme,teaching Etnd learning as stipulated jn DO 39j s. 2016, inclLlde the following:

a. Critical Content, which I.efers to the concepts anchored on t}}£ nature of each learningarea;

b. Curriculum centextualizatl-on;c. Spiral progression across subjects and learning areas;d. Integration of disaster risk reduction, climate change adaptation and other goverrment

thrusts, i.e. drug education and sexuality education in the curricuhm;a+ Inclusive Education [ALS, SPED, IPED. AI,IVE); andf. Speci-al prcigrams for the Arts, Sports, Iournalism, Science, Technology, Engineering, and

Matllematies, Special Science for Elementary Schools, and Strengthened Technical-Vocati oral Edncafl-on Progran],

a. Screening

The SDRE Shall start accepting new research papers {bttth action and basic rescarch}immediately after the or].grltation on the 2018 BCD N£RC, until June 20, Z018. The SDRCSecretariat 5hall secure the following from the proponents:

a. Full/Completed Research paper Chard andsoftcopy in PDF formatsaved jn a cD) with a3 00-word execu tine summary/abstract;

b. Application Form [Annex l}c. Endors€merfe Form from Immediate supervj§or [Annex 2];a. Minimum Reqnirements of completed Research Report/Styles and Formatting |An}iex

3);e` Declaration ofAI]ti-Plagiarism (Annex 4);f. Declaration of Absence ofcor[flict oflnterest [Annex 53;

NQn-submissionoranyOfthgabovementlonedrequirementsshallrenderthepaperdisqualified.Aweekafterthescre€ningofresearchpaper5,notificationofowners/authors,andsubmissionoftlte above requirements cif the owners/authorsj the SDRC Secretariat sl]all cc[rtvene the SDRC asper DO No+ 16, s. 2017, Personnel who wish to participate as research proponents shall beprohibited from serving as member of the 5.DRC.

3. SDRC Paper Evaluation

The SDRC shau conduct ifiitial evaluation of the new research papers using the evaluation toolsin Annex 6A tBa§ic Research} and 8 {Action Research) immediately after ttie screer!ing.

The results of the eva{uatiun shan be released by the SDRC through a loca{ memorandum two C23days after' the evaluation. mle SDRC shall submit the best four £4} research papers (2 ActionResearch; 2 Basic Research) to RRC on the same date of the posting Df the results. A briefjustification shall be provided by the SDR€ to researchers whose entries do not mc!et the BCDNCRC selection cii [eria,

4, RRC PapBr Evaluation

Also after the orientation on the 2018 BCD NCRC, the RRC Secretariat shan start reviewing theBHRF fended research papers in their archives. The RRC Secretariat shall ensure that theowners/authors of the research are notified that their research has been selected as entries inthis ysaF's GQnference.

The ARC shall conduct aitQther round of evaluation of the newly sHhmitted research papersusingthesarneevaluationtooisinAnnex6Aand8withintwo{Z)daysoftherc=ceiptofthelistafqualifiel.s.

The results of the evaluation shall be released by the RRC through a regional memorandum two(a) days after the evaluation. The RRC shall submit the best four [4) research papers {2 ActionResearch; 2 Basic Research} to the BCD on or before January Z7, Z018. A brigf justification shallbeprovidedbytheRRctoresearcherswhoseentriesdonotmeettheBCDNCRCse]ectioneriteria.

5. National I.evel Expert Review

The BCD NCRC committee sham convene a pool of experts to evaluate the papers endorsed by theRRC immediately, The experts shall be responsible for the acceptance or rejectiori Of the papers

The experts shall also identify the oral and posterpresentersforthe[onference.Ontheotherhand,justificationshanbgprovidedbytheB€DNCRCcommittee to researchers whose entries do not meet the BCD NCRC se}ectien criteria.
