Title Jersey Overseas Aid Paid Internship - based in the International Programmes Team and South Asia Regional Office

Reporting to Head of International Programmes (Practical Action) Programme Officer (JOA)

Direct reports None

Location St Helier, Jersey; Rugby, UK; Kathmandu, Nepal, with visits to Bangladesh and India

Duration One year in total, beginning September or October 2018

Grade D - c.£20,000 p.a.

BACKGROUND AND PURPOSE Jersey Overseas Aid has teamed up with one of its most trusted and professional NGO partners to offer a unique opportunity to residents of Jersey1. This one-year fully-paid internship is intended to give someone the opportunity to launch a career in international development, one of the most challenging and rewarding professions available.

The main goal is to equip the successful candidate with the skills and experience necessary to enable them to take frontline roles with international relief and development organisations. Breaking into the sector can be difficult, though, and getting your first field posting even more so. This 12-month placement has been designed to make you genuinely employable at the end of it. It’s not a taster for those who think they might possibly be interested; it’s not something nice to add to the CV before you move into something unrelated; and you won’t be doing any photocopying or tea-making. It’s a serious opportunity, for which we are seeking serious candidates. JOA will run this internship every year, partnering with Practical Action and other selected charities (HelpAge is hosting the first internship in this scheme, which began in February 2018). Over time, the goal is to build up a cadre of Jersey-connected development professionals working for different agencies around the world. As well as being a life-changing launch pad for several fortunate individuals, this will help translate the huge support for charity and philanthropy on the Island of Jersey into concrete assistance for the world’s poorest and most vulnerable people.

SCOPE OF ROLE The Placement Although JOA and Practical Action reserve the right to alter it, depending on their needs and your own circumstances, the schedule below shows the likely shape of the 12-month placement: Month 1 & 2: The first two months of the internship will be spent in JOA’s office in St Helier. Working in their small team and reporting to the Programme Officer, you will learn about JOA’s aid programme and how it’s managed. You’ll become familiar with several of the different development and emergency projects they support, and see how they select and oversee new grants. The goal is to give you an overview of the sector, some familiarity with project terminology and documentation, and an understanding of what motivates and concerns a donor.

1 You must be legally entitled to live and work in Jersey, by virtue of birth or length of residency, under the Regulation of Undertakings and

Development Law.

Months 3-5: You will move to England, and work in Practical Action’s UK office in central Rugby. You will be assigned a mentor, who will oversee and guide your learning process, but you will have the opportunity to work in several departments, depending on your existing skills and experience. These may include:

International Programmes Team: The IPT coordinates closely with Practical Action’s regional and country offices (RCOs) to support programmes across the entire project management cycle, including design and development of new programmes, proposal review and submission, and contract management. IPT in the UK is the home of three global technical advisors in M&E, Gender, and Systems Thinking, and three Strategic Business Managers who work directly with the RCOs to support the change management processes. You will have an opportunity to learn about these different areas of work. This team’s work is an excellent opportunity to get to grips with some of the important foundations of international development work.

Policy and Practice Team: The UK Policy & Practice team focuses on the organisation’s goal areas of Energy, Agriculture, Urban Services/WASH, and Disaster Risk Reduction. They are driven by a vision of Technology Justice and are passionate about positioning technology on the development agenda, providing evidence of the role technology can play in transforming poor people’s lives at the local, national and international level, including influencing at the UN.

Major Partnerships Team: MPT at Practical Action is responsible for raising unrestricted funds and match funds from donors of high net worth, trusts and foundations, and certain institutional funders (JOA is one of them), and for developing partnerships with strategic private sector companies. There will be an opportunity to understand the complexity of matching different donor requirements and the pleasure of working with a wide range of supporters who want to support Practical Action’s work.

Finance and Services: The Finance and Services team support UK and global operations looking at human resources, financial management, security, systems, IT, and audit – the core services that ensure the Practical Action group runs efficiently and transparently, and carefully manages people and resources.

Months 6-11: After appropriate security training, you will be sent on a posting to a developing country to work on one of Practical Action’s projects. There is flexibility as to where the posting would be, depending on current needs and your own. However, there is a good chance you will be based in Nepal (one of the JOA target countries where Practical Action has offices) with the likelihood of travel to India and Bangladesh. In any case, the work is incredibly diverse, from developing new concepts in Practical Action’s goal areas to liaising between different offices to develop regional propositions; from any point in the project management cycle to supporting the roll-out of the new monitoring framework or gender inclusive practices. The goal is to give you genuine field experience in managing projects and in working with people, organisations and institutions in developing countries. By a couple of months in you should be adding genuine value to Practical Action’s incredible work, and by the end you should be applying for jobs in the sector. Month 12: The final few weeks will be spent back in either Rugby or Jersey, where you’ll provide feedback to Practical Action and apply your new knowledge to monitoring and analysing some of JOA’s projects. There should also be the opportunity for some outreach activities, helping to connect JOA with the community in Jersey, and you might be asked to help prepare next year’s intern, who will just have been

selected. JOA will also help you with any remaining job applications or interviews, and try to make sure you’re fully prepared for whatever turns out to be the next step in your journey. Specific Job Responsibilities and Accountabilities These will be determined on appointment, depending on whether your main focus is gender, monitoring & evaluation, systems thinking, project management, business development or another area. In addition to your day-to-day work, you will be expected to keep a regular blog about your learning experiences. Your success will be measured by your usefulness and effectiveness in the tasks allotted you, and ultimately by your employability in this sector at the end of the programme.

Working Relationships

You will report initially to the JOA Programme Officer in Jersey and then to the Head of International Programmes in the UK. A matrix management arrangement will be organised for the placement period in Asia.

You will work especially closely with IPT but also on a regular basis with certain RCO and on a more ad hoc basis with other teams across the group.

You will also have regular catch-ups by telephone with the Director of JOA.

The role is unlikely to involve line management or supervisory responsibilities CANDIDATE PROFILE

Educational Achievement There are few specific requirements for this role. There’s no age limit, and no requirement even for a degree (though without one we’ll need evidence of commensurate learning in a job). Recent graduates and career-changers are equally welcome. Specific skills We need to find someone who can make the most of this fantastic opportunity. Therefore we are looking for someone who can provide evidence and demonstrate:

Proficient use of IT.

Experience

Evidence of work or volunteering that might be translated into useful skills for a development organisation. This might involve people or project management, or experience in health care, education or advocacy.

Some experience of travelling or working in developing countries is desirable. You must be prepared, of course, to move to a developing country for at least six months, and be aware that this placement will not include a paid trip home during that period (although you can almost certainly self-fund one).
