Why Zagreb EUDC?

A competition that makes a differenceDebating makes you ask questions that you never thought of asking before. Debating makes you list to the other side. And

Zagreb EUDC will allow debating to reach the broader public. This is a Euros which matters. This is a competition that

means that every person in Croatia hear what debating is. It can help societies across the country gain the financial support

that they otherwise lack. EUDC, the largest academic competition in Europe, is almost unique as it provides the opportunity

to promote and popularize debating in Europe’s less developed debating circuits.

Regional RotationNo institution from Bosnia, Bulgaria, Greece, Macedonia. Moldova and Montenegro has the means to attend Manchester

EUDC. It is optimal is EUDC can move across Europe from year to year to allow the maximum number of institutions and

countries to attend.

Incredible ExperienceThe combined experience of Open Communication and the Zagreb Debating Union is unmatched. There is no

organisational committee that can claim more experience in hosting EUDC. Open Communication is one of the most active

organisational societies in Europe. It has run over 30 public campaigns, a yearly summer debating training camp, a yearly 50

team plus international competition (the Belgrade Open) and, of course, the 2012 European Universities Debating

Championship. The Zagreb Debating Union has also run workshops and helped organize competitions across the country.

Both organizations have a history of efficient cooperation and have successfully collaborated in the past to

organize events together

Both societies have the full backing of the City of Zagreb, and the Tourism authority has already pledged maximum

support.

A Great CompetitionParticipants will be accommodated in 4* Hotels, all close to the venues. No other competition can offer such luxury.

Socials will be in some of the regions best locations - including the Museum of Contemporary Art and Bundek Lake.

Debates will be held at great locations throughout the city. In rounds will be held in the Facility of Humanities and Social

Sciences. All rooms will are air conditioned. The out rounds will be hosted at several stunning venues. These include the Old

City Hall, the National Parliament and The Croatian National Theatre - one of the most stunning venues in all of

Europe.

CroatiaRather than spend yet another summer in a country that you’ve been to before, you can instead spend it in one of the

most beautiful places on earth. This is one of the reasons why we have joined with the Zagreb Tourist Board to offer the

best possible day excursions. Our proposed day trip will be to the Plitvice Lakes National Park, a UNESCO World Heritage

Site which boasts crystal clear waters for swimming, kayaking and relaxing.

Croatia also has some fantastic beaches and swimming opportunities, due to it’s incredible location on the Adriatic Sea.

Other excursion options may include beach trips.

Dear Debaters of Europe,"

I have been to 6 European Champions and 6 World Champions. I’ve seen and experienced many of the challenges that the

European Debating has faced as we try to progress as a community. I started as an EFL speaker, and felt"all the challenges

that non-proficient speakers have throughout"their debating career."

The European Universities Debating Championship,"which has grown to a competition with more than 200 teams,"is one of

the most important and tough debating competitions in the world. Almost uniquely it provides the opportunity to

promote and popularize debating in Europe’s less developed debating circuits.

I think the best illustration of how it can comes from the impact that Belgrade EUDC 2012 has had:

- 4 new debating societies opened in Belgrade over the last year;

- Belgrade first years organized tournaments, and even won tournaments, by themselves;

- Participants from Zagreb that had an opportunity to participate at Belgrade, broke at next WUDC

- 6 teams from Serbia broke at WUDC in Berlin. All of them had the opportunity to listen to debates or judge debates at

EUDC 2012.

The point is that hosting the European Championship has an impact. A huge one - to the host institution, to the country and

to the region as well." We - or rather Euros’ Council - needs to help spread debating throughout Europe.

Croatian debating has had some very successful periods - but, now - it needs another push. That is true about the region as

well. Debating needs to become more popular in Bosnia, Kosovo, Macedonia and Montenegro, to name but a few."

It is an immense honour that Zagreb asked me to serve as a Chief Adjudicator for Zagreb EUDC 2014. It is also a great

pleasure to work with Rebecca in assembling an Adjudication Team that will produce quality and balanced motions, fair and

reasonable allocation of judges and a great and inclusive competition."

When I was the regional rep, I told Council that we're doing everything that we can to spread debate around the region. And

we do. Open Communication offered help to pretty much any tournament held in the region since. And we don't stop. We

won't stop.!

Letter from the Chief Adjudicator

Hi Everyone!

We have agreed to be part of the Zagreb bid because we believe it is an impressive bid, backed up by a competent and

experienced team and an excellently financed budget. We also believe that the development of debating in the Balkans and

regional European circuit has been the single best thing about European debating in recent years. The fact that so many

countries are now able to participate in debating is a marvellous reflection on where we are going – towards a European

championships in which regional diversity, representation and integration can happen through debate.

This is the vision of the organisers of the Zagreb 2014 bid. Their vision is one of accessibility, diversity and hope – hope for

the full development of debating throughout Europe. The bid not only offers 4* accommodation 5 minutes from debate

locations, fantastic venues with full air conditioning and socials which include beach parties and club nights inside exclusive

art venues and the stunning Croatian National Theatre, but also a chance to be in one of the most vibrant and beautiful

countries on earth – Croatia.

Letter from the Convenor

Dear Debating Community,

It is our pleasure to present Zagreb’s bid to host the 2014 European Universities Debating Championship, brought to you by

joint efforts of the Zagreb debating union, Open Communication and Faculty of Humanities and Social Sciences.

Zagreb’s EUDC bid was motivated by a desire to bring debating back to the Balkans.

Debating is an important and integral activity - its plays a role in how we engage, communicate and persuade. While in some

societies debating is recognized and valued as an activity that should be invested in, in others it still lacks the institutional,

financial and societal support.

Strengthening debating in such regions requires giving these institutions the chance to debate against some of the world’s

best. More countries were able to attend Belgrade EUDC than ever had the opportunity to attend before and gave them the

chance to integrate with others from across Europe in order to make debating a truly European way of solving disputes.

However, many institutions lack the finances to attend EUDC when it is regularly far away. Teams from Bosnia and

Herzegovina, Bulgaria, Greece, Macedonia, Moldova and Montenegro are amongst those that are unable to attend

Manchester EUDC. If EUDC is truly to be a European Championship and avoid excluding some of those that can

gain the most through participation, it needs to be held in countries across Europe.

We aim to make Zagreb EUDC will be one of the most accessible Euros in recent memory. We will also ensure the highest

quality of competition. We already have the support of the Zagreb Tourist board and the full backing of the Faculty of

Humanities and Social Sciences in Zagreb. We can provide 4* accommodation for participants, and stunning venues

across the city. In the spirit of regional cooperation, we have enlisted the support and expertise of Open Communication, the

hosts of Belgrade EUDC 2012, to make Zagreb a memorable competition. We can promise excellent motions and a

high quality judging. We will provide 50 full registration waivers and EUR10,000 exclusively for adjudicator travel.

In short, we are certain the Zagreb EUDC will be amongst the best run and most enjoyable competitions that you’ve been

to.

We have entrusted Milan and Rebecca with the responsibility of making sure Zagreb EUDC 2014 is an outstanding

competition and we are fully confident that they’ll make sure you get the best people available for the rest of the Adjudication

core, as well as top quality judging pool.

There is great potential in debating; not only for fostering critical-thinking skills but also in the way it brings people together.

This bid is an example of what a union can arise from people being able to openly communicate with each other in a safe

environment. A team of people, connected beyond borders in a manner that would have been impossible a decade ago and

is still highly unlikely in different circumstances with the best of intention to provide you with an excellent tournament

accessible to all. It is with great pride and enthusiasm that we ask you to entrust us with hosting the European Universities

Debating Championship in 2014.

Adjudication TeamChief Adjudicator - Rebecca MeredithRebecca was the 3rd best speaker and semi-finalist at EUDC 2012, 4th on team tab at WUDC 2013 and the winner of

Trinity College Dublin IV. She has also been in the finals of numerous competitions, including the LSE Open. Rebecca has

also been the adjudication teams at the 2012 Cambridge University IV, the SOAS Open, the UCL Open and the Cambridge

Schools Competition.

Chief Adjudicator - Milan VignjevicMilan has broken to ESL Quarters and Semi-finals in WUDC and EUDC, he won the London Australs and was a finalist at

Oxford IV. His adjudicating record includes breaking as a judge in Berlin WUDC 2012, judging finals at the Cambridge IV and

LSE Open among many others. He has been part of the adjudicating core in several competitions, including Belgrade Open,

Paris Centrale, Athens Open, Paris Sciences Po, Patras Open. Milan was also the convenor of Belgrade EUDC 2012 and the

former president of then Open Communication.

Deputy Chief AdjudicatorsZagreb EUDC plans to appoint five Deputy Chief Adjudicators. We have a strong preference for a geographically

diverse adjudication team, with DCA’s that come from all over the continent. Our team will ideally have members from

developed and developing circuits, as well as a mix of those with extensive adjudication experience and those with less

experience on adjudication teams.

We are looking for candidates that have experience, perspectives and abilities that complement the current team. We are

looking for candidates who have (in no particular order):

1) Organizational ability – DCAs should have the ability to help with the running of the competitions and the ability to work

well as part of a team

2) Motion-setting ability – DCAs should be able to set interesting and fair motions and should have the ability to critique

motions (including their own)

3) Strong Adjudicators – DCAs should be good adjudicators, able to make correct decisions and provide high-quality

feedback to participants.

4) Knowledge of their regional and European debating circuit – DCAs should be approachable and have a broad, deep and

current knowledge of their debating circuit. DCAs should also have experience and insight on international debating.

We plan to appoint five DCAs:

We have a strong preference for a geographically diverse Adjudication Team. While we do not have specific regions, we will

endeavor to select candidates that come from a range of countries and have experience on different local circuits. A

representative team is best placed to appropriately decide motions, test motions, rank judges, evaluate independent judge

applications and be accessible to all members of the European Debating Community.

We reserve the right to appoint up to 2 DCAs to work with the organisational committee and ensuring the smooth running of

the competition, extrinsic to the application process.

We are opening applications on 1 September. Our application form will be available online. The application process

will close on 15 September. Following the closing of applicants, we will be soliciting feedback on applicants from the

European Debating Community, with the aim of announcing the entire adjudication team by the beginning of October.

Adjudication PoliciesEnsuring the best level of debatingFor the first time ever, Zagreb Euros intends - if successful in their bid - to conduct an investigation into possible biases

against ESL speakers in adjudications. We will attempt to formulate an adjudication policy and judges briefing which will

reflect this investigation, and the possible areas of bias against teams for whom English is not their first language.

High level workshopsWe will also be offering training sessions for teams upon arrival, led by some of the top debaters and coaches in

the world. Leaders so far include experienced debaters such as: Harish Natarajan, Michael Shapira and Manos

Moschopoulos. We hope that this will enrich the experience debaters are able to have while at the tournament, while also

giving those who receive less training at their home universities the opportunity to receive top quality debating sessions at no

extra cost.

Independent AdjudicatorsZagreb EUDC is committed to ensuring the highest standard of adjudication. To that end, excluding the adjudication team,

Zagreb EUDC will full subsides registration for 50 judges. Additionally, the competition will have at least

EUR10,000 set aside exclusively for funding travel for independent adjudicators.

Registration PolicyZagreb EUDC will follow Euros Council recommends. Failing direction from Council, we will adopt a policy similar to that

suggested by WUDC Council. Whatever decision is made will be communicated carefully to the European Debating

Community.

Zagreb EUDC is setting a team cap of 220 teams. Institutions will be required to send N-1 judges (1 judge for every 2

teams).

Organisational InstitutionsZagreb Euros is jointly organised by Serbia’s Open Communication, the hosts of EUDC 2012, and the Zagreb Debating

Union. The competition thus showcases the possibility of cooperation between countries of the Former Yugoslavia,

for the benefits of the entire Balkans. That is a message that still needs to be spread today. Both organizations have a

history of efficient cooperation and have successfully collaborated in the past to organize events together.

Open CommunicationOpen Communication was founded in 1997 by students and professors at the University of

Belgrade and modeled after debate clubs at prestigious European university centers. So far,

more than 1500 students have completed its educational programs in debate,

communication skills, critical thinking, argumentation, case-building and public speaking.

Open Communication is one of the most active organisational societies in Europe.

It has run over 30 public campaigns, a yearly summer debating training camp, a yearly 50

team plus international competition (the Belgrade Open) and, of course, the 2012

European Universities Debating Championship.

The Zagreb Debating UnionZagreb Debating Union was founded in 2010. Its mission is to facilitate and encourage debating

activities in the city of Zagreb and its surroundings, to improve the quality of the public discourse

and to facilitate a free exchange of ideas, tolerance and critical thinking skills. ZDU is responsible

for starting up and running two debate clubs – one at the Faculty of Law and the other at the

Faculty of humanities and social studies in Zagreb. Its members have also been involved in the

hosting of several debating competitions and workshops throughout Croatia.

Organisation TeamConvener - Nika JelaskaNika started debating in high school and has ever since been an active part of the regional and international debating scene

since. Nika has spoken or adjudicated at most regional tournaments in the past two years wherein she has won or topped

the tab on many occasion. She was also an ESL quarter-finalist at Berlin WUDC 2012 and the 7th best EFL speaker. She

was the CA for GDPPC Open Budapest 2013. Nika is the current president of Zagreb Debating Union and the former

president of the Psychology Students Association “STUP”. She has also been part of the organizational team for over a

dozen conferences, seminars, tournaments and summer debate camps in multiple debating formats.

Tournament director - Milan Krstanovi"Milan has been a member of the Open Communication since 2006. Since then, he has competed in many regional and

international tournaments, winning Best Speaker in Athens 2011. Milan is a vital part of the team and his experience as the

convener for Belgrade Open 2011 and tournament director for Belgrade EUDC 2012 is of immense value.

Logistics Officer - Predrag Petričevi" Predrag has a long debating career and substantial experience. He began his debating career in high-school and was very

successful ever since, and reached the WUDC EFL finals in Botswana 2011. Predrag was the logistics offer for Belgrade

EUDC 2012 and the tournament director for Belgrade Open 2011 and He is currently the president of the Open

Communication.

Logistics Officer - Ana Salapi" Ana has been involved in university debating since 2008. She has won several local and broke at several international

tournaments, including breaking to the WUDC EFL final in 2012. She was the co- convener of Zagreb Open 2010. Currently

she is the member of the governance board of Zagreb debating union.

Registration Officers - Selena Torlakovi" Selena started her debating career in 2009 and has debated at EUDC 2010 and broken into EFL semi-finals at WUDC 2013.

She was the member of the Open Communication executive board and ran Registration at Belgrade EUDC 2012. Selena

has all the necessarily know-how for making the registration process run as smooth as possible. You know what an amazing

job Selena did at EUDC 2012 but if there’s anyone who can top that, it’s Selena herself!

Registration Officers - Tvrtko PaterTvrtko has a long debating career speaking and toping the tab at many regional competitions and winning Zagreb’s Masters

competition twice. Tvrtko has a fondness for order and is known for his fascination with numbers. He is also an extremely

friendly person and has the patience to make sure all the participants registering for Zagreb EUDC 2014 get all the answer s

they need about different stages of the registration process.

Venues Officers - Stela BrajeStela started debating seven years ago in high school and during the last three years she's actively debating British

Parliamentary debate. At WUDC 2013 Berlin, she broke to ESL quarterfinals. She was a finalist or semifinalist in multiple

European tournaments. She was also a breaking judge at Vienna IV 2013 and Patras Open 2013. Stela is responsible for

arranging the venues for Zagreb EUDC 2014

Socials Officer - Maja Gorupi"Maja started debating in 2010 at the debate club of University of Law in Zagreb. In the meantime, she attended multiple

international and regional tournaments. Maja is the person to go to if you want to have a good time out in Zagreb and she’ll

make sure Zagreb EUDC 2014 is a memorable one.

Volunteers Officers - Dina Salapi"Dina has been involved in university debating since 2008. She has won several local competitions and broke at several

international tournaments. She reached the WUDC 2012 EFL final. She was also the co-convener"of Zagreb Open 2010.

Currently she is coaching a debate club at Zagreb Law Faculty. As an active member of both the Zagreb debating union and

the Croatian debating society, Dina will provide the necessary link for both newcomers who want to participate in Zagreb

EUDC as well as long-term members.

Volunteers Officers - Marija Maksimovi"Since the beginning of her debating career, Marija has successfully competed at many tournaments and reached the WUDC

2013 EFL semi-finals. She’s an executive board member at the Open Communication. In that capacity, she is responsible for

multiple projects the OK delivers and has proven to be an excellent motivator. Motivated and helpful volunteers are vital for

the smooth delivery of the championship and we know Marija can prepare them well!

Sponsorship Officer - Damir BarbirDamir has been participating in debating projects, seminars and workshops since 2007. He is an IDAS licensed trainer and

was the convener for Split Union Open 2010, 2011 and 2012. Damir was also the CA for Mostar 2007. Damir is going to

make sure that the EUDC that you attend is even better than what you were promised!

Hospitality Officer - Vilko KosVilko is one of the most experienced Croatian debaters. As a genuinely people’s-person, Vilko has proven in the past that he

tries to anticipate the needs of his guests before they arrive and is immensely successful in doing so. Vilko will make sure

that all the participants feel more than welcomed when arriving in Zagreb and during their participation at Zagreb EUDC

2014.

Promotions Team - Borna Sor and Neboj#a Kolund$i"Borna is one of the most accomplished debaters in the region, having excelled at the majority of regional tournaments, and

spoken in the ESL WUDC semi-finals in Dublin. He is also a EUDC Amsterdam and Belgrade breaking judge. Borna is an

editor at Croatians most popular satire web-portal. Neboj#a is one of the most active and engaged Serbian debaters and a

WUDC EFL 2012 finalist. He was responsible for the socials at Belgrade EUDC 2012. If you know them, you know they

know how to catch anyone’s attention. If you don’t, we’d like you to rest assured that these two are

Tournament Advisor - Manos Moschopoulos Manos was the best ESL speaker and an ESL quarter-finalist at WUDC 2010, an ESL finalist at EUDC 2010 and the ESL

champion at London Australs 2010. He has also spoken in the ESL final of the Cambridge IV and the final of the European

Parliament IV. He has served on the CA teams of the Patras Open, ULU-Westminster IV, Manchester IV, UCU Open, the

Belgrade Open, the Vienna IV, the Athens Open, the Istanbul Open 2011 and several other competitions. He was the

Convenor of the Athens Open 2009 and the Belgrade Open 2010. Manos holds a BA in Communication from Deree College

in Athens.

Equity Officer - Marietta Gädeke Marietta was the Chief of Staff at WUDC Berlin. She is also a former German National Champion as well as twice an ESL

Qtr-Finalist at WUDC. As an Adjudicator she has been on the CA team of The German National Champions in 2009 and

several other tournaments. She also served as equity officer at the last Paris Open. Today she is the CEO of Lilt, a

communications firm promoting Strategical Empathy. With her hands on experience in the different aspects that make up a

debate tournament, as well as her everyday work in intercultural trainings, she is clearly no stranger to the challenges a

tournament like Euros offers. Marietta will bring with her loads of empathy and professional know how to help make sure

EUDC Zagreb would be a tournament where everyone feels welcome, from start to finish.

Zagreb Zagreb is the capital and the largest city of the Republic of Croatia. It is located in the northwest of the country, along the

Sava river, at the southern slopes of the Medvednica Mountain. The wider Zagreb metropolitan area includes the City of

Zagreb and the separate Zagreb County bringing the total metropolitan area population up to 1,107,623 which makes it the

only area in Croatia with a population of over one million.

Its favorable geographic position in the southwestern part of the Pannonian Basin provides an excellent connection for traffic

between Central Europe and the Adriatic Sea. Zagreb is the seat of the central government, administrative bodies and

almost all government ministries. Zagreb is a global and cosmopolitan city, and one of the leading centers of Central and

Southeastern Europe.

Zagreb is a city of green parks and walks, with many places to visit in the beautiful surroundings. In spite of the rapid

Why is there an umbrella in your logo?The $estine umbrella dates back to the mid 18th century. It is a part of the folk costume worn in the $estine region of Zagreb

and a recognizable souvenir of Croatia's capital. " It is characterized by the red cotton canopy with multicolored horizontal

stripes on the edges, thick wooden shaft and naturally crooked chestnut handle. These traditional umbrellas make even rainy

AccommodationAccommodation for participants will be provided in a 4* hotel with air-conditioning, high speed Internet access in all guest

rooms"and public areas. The majority of rooms will accommodate three people.

If we get no more that EUR10,000 in sponsorship the majority of participants will be accommodated at the Four Points

Sheraton. Four Points is located a 20 minute walk from the in round venue, a 7 minute provided bus ride or a EUR1.5 taxi.

If, as expected, we raise close to EUR30,000, we will accommodate the majority of participants in the International, a high

quality 4* hotel next to the in round venue.

VenuesIn Rounds: Faculty of Humanities and Social SciencesThe Faculty began with its work in 1874/1875 academic year. At the time it was composed of six Chairs (Philosophy, History,

Croatian history, Slav Philology, Classical Philology (Latin) and Classical Philology (Greek)) and 26 students. The Chairs

gradually became Departments, more complex scientific and educational units, each with several Chairs.

During the First World War there where 74 professors working at the Faculty and ever since the number of the professors

and the studies offered has increased significantly. Right now, the Faculty has more than 700 employees, with more than

500 academic staff as well as more then 600 part-time lecturers all located in a 15.616 m% building big enough to a total of

75 programs study programs in accordance with the Bologna process to more than 5500 students.

The size of the Faculty makes it possible for all the in-rounds to be held in a single air conditioned building. Due to the

way it was built, the space provides good protection from the outside heat and all rooms are air conditioned.

Quarter Finals and Semi Finals: Old City Hall and ParliamentThe city hall is a complex of three adjacent buildings located in the Gradec neighbourhood in Zagreb, Croatia. The three

buildings were joined in the late 19th century and since then, the complex has served as the place where all sessions of the

city assembly are held. The National parlament is located on the same St. Marco's square

In 1895, when the Emperor Franz Joseph I opened Zagreb’s baroque temple of art with the sound of a silver hammer, that

moment truly proved to be an exceptional event not only for the Croatian actors at the time, but also for the city’s

inhabitants. More than one century later, the classy feel that locals and city guests sense when standing in front of this neo-

baroque building and its gorgeous interior, is still preserved today. The stage, on which many drama, ballet and opera shows

have been held matched with a rich decor and splendid hospitality services, makes this masterpiece for a memorable

EUDC 2014 final.

Socials18 AugustConfirmed Bundek lake: A couple of years ago, lake Bundek was opened for public and became one of the favourite

meeting spots for young people and other who want to relax and enjoy their free time. Located close to the city centre, lake

Bundek is a wonderful oasis of peace, perfect for gatherings, barbecue parties and hidings in the woods with your loved

one. The lake will be setting for our opening night social.

19 AugustThe Fountains of Zagreb: Located near the preliminary rounds venue. Built in 2013, the fountains worth EUR18 million are

these days offering nice, refreshing times to anyone who decides to visit them.

20 AugustZagreb Dance Centre: Located in the heart of the City centre, ZDC is offering great space for a party, including yard, inside

rooms and the roof surrounded by forest.

21 AugustConfirmed Break Night at Museum of Contemporary Arts: One of Zagreb’s best venues and the most amazing social

venue that any of you will have been to. The museum traces its origins from the"City Gallery of Contemporary Art"which was

established in 1954 and re-opened in a new building in 2009. The building has a total area of 14,600"m2, out of which

3,500"m2" is reserved for the permanent display and around 1,500"m2" is designated for occasional exhibitions. It also

become an upmarket venue for important social events.

Costs"for accommodation, venues and the championship dinner have been confirmed. Other"costs"are estimated from our

communication with different service providers and experience at Belgrade EUDC 2012.

NB: In the original version of the budget we included the National Threatre as a social rather than as a ‘venue cost’. Venue

costs include the ‘cleanup’ and extra work/electricity costs - both of which we are highly unlikely to have to pay.

Socials costs do not include the cost of free drinks. However we expect to get a lot of in-kind drinks sponsorship, as several

brands are now attempting to expand into EU markets.

The Championship Dinner and the social (with extensive free drinks) that follows it are accounted for under the

‘Championship Dinner’ cost.
