 TREASURER’S REPORT – (Financial Budget is available by individual request) Flyway, Fox Valley Unified, and Electric City have not paid the $75.00 affiliation fee.   Payment should be made immediately.  The treasurer’s report was unanimously approved.  

COMMISIONER’S REPORTS:   a)  TOPS – (See attached) Wayne Stoflet reported the fall schedule has been completed and the winter session will start January 5, 2008.  Cubs are encouraged to spread the word about this unique program for special needs children.  Contact Wayne at [email protected].  b) SCHEDULING – (See attached) The League Organizer 101 class is to be held January 2nd at Kimberly High School in the LGI Room at 7:00 PM.  This class is a must for all new registrars and for anyone having 1 year or less experience.  The scheduling meeting was changed from 3‐8‐08 to 3‐9‐08 due to a conflict with the Wisconsin Youth Soccer AGM.  Wayne contacted Kimberly School District and it was determined the meeting would be from 3:00 to 6:00 PM at Gerritts Middle School in Kimberly.  Park in north parking lot and enter the doors on the northeast side of the building.   c) REGISTRATION ‐ (See attached)   A new assistant registrar is needed for the Green Bay area.  This is currently a volunteer position.  d) REFEREE – Tabled until New Business.  See Arbiter under New Business  e) COACHING ‐ (See attached)   An “E” license clinic will be held on Wednesday evenings starting in January at Gerritts Middle School, 545 John Street in Kimberly.  The time is from 6:30 to 9:30 on January 9th, 16th, 23rd, 30th, Feb 6th and 13, 2008. For additional clinics and registration go to: www.wiyouthsoccer.com/CoachingCourses.asp   Registration Open for 2008 National 'C' License Course Wisconsin Youth Soccer together with Illinois Youth Soccer will host a USSF National ‘C’ License Coaching School this summer. The course will be held at Uihlein Soccer Park from August 2‐10, 2008. For additional information go to www.wiyouthsoccer.com 

STATE REP’s REPORT – (See attached)   USYS adidas Workshop & Coaches Convention The 2008 US Youth Soccer adidas Workshop and Coaches Convention will be held February 7th through the 9th at the David L. Lawrence Convention Center in Pittsburgh, PA.  Discounted registration is available until December 14th. Convention registration and bus accommodations are available through Wisconsin Youth Soccer.  For additional information please contact Melissa Vukovic at [email protected] or 414.328.9972 ext 105  Motion:  East Central will pay for hotel and bus expenses for East Central board members not being supported through a club.  PASSED

 Ann reported that the curriculum for a ‘D” license has been changed and the fee has increased from $150 to $175.00.   

COMMITTEE UPDATES:   a) Website Committee ‐ The committee met twice since our last meeting and has looked at several demonstrations by various vendors.  No decision has been made yet.  The committee will meet again on December 5th to continue their committee work.  Bean Tree will remain our domain host for at least one more year.  b) Rec. League/Play Nights – (See attached) U‐12 Coed rec. was moved from Wednesdays to Tuesdays.  U‐12 Girls rec. was moved to Monday.  U‐14 Coed rec. was moved to Thursdays, and U‐14 Girls rec. was moved to Tuesdays.  The moves were approved unanimously.    Motion:  There was a motion by Electric City and seconded by Flyway to change the roster size of U‐11 thru U‐12 Classic and Rec. teams from 14 to 16 players.  To be reviewed at end of season.  PASSED   Discussion:  Concern over players losing interest if turned away due to roster size.  Smaller clubs may only have one team and would find it difficult to find players when roster sizes are increased as teams grow older.  After discussion, the motion was approved unanimously.  This does not mean that clubs must fill their roster; it only gives them the option of doing so.  c) Sales and Marketing – Carl is still working on this and it will be discussed at the next meeting (January 14th).  

BUSSINESS ISSUES/UPDATES:  a) Arbiter Discussion – There will not be a referee assignor course for new assignors.  Clubs finding themselves without an assigner for the 2008 soccer season will be asked to locate an assignor within the East Central Soccer District for assigning referees to games.  All clubs must use a certified assignor.  Assignors must be re‐certified each year.   Each assignor must have a unique email address.  Assignors will need to notify Sue Walters of their email address.  All referees must be assigned to games through the arbiter system.  Exception:  rec. teams U12 and under will not have to be assigned through the arbiter system.    Clubs hosting tournaments are now required to use Arbiter when assigning referees for tournament games.  Any club that hosted a tournament in 2007 must provide Joe Krzyzaniak with a list of certified referees used in those tournament games:  Email: [email protected] .   Any club failing to submit this information will be placed on probation.  For more information go to www.TheArbiter.net  The State will not allow any tournaments to be held on Memorial Day weekend this year.    Discussion surrounding a need for additional training on the Arbiter took place.    A request was made from the East Central Board to have Joe Krzyzaniak and Sue Walters attend a meeting in the East Central District explaining the process of the arbiter system.  Communication is the key to making the Arbiter system work.

 b) Coaches Ejections – A policy is being drafted.  c) Adult League – There is a need for more teams.  All clubs are asked to promote the league by making the information available.  It was suggested that a good way to do this would be to send out mailings to past players who have graduated  from the  league.   Divisions will be determined depending on  league size.    d) Weather Cancellations – This needs to be developed for review and approval.  e)  Teaming  Exploration  –  Clubs  generally  liked  the  idea.   We will  continue  to  look  for  a  partner  or partners to team with.  Some clubs are already exploring their own options.   f) 2010 Midwest Regional Presentation Update – Carl went with representatives from DePere and gave a presentation supporting our  location as a possible site  for the 2010 Midwest Regional, but we were not  selected.     The  two  factors working against us were a  lack of adjoining  field  sites, and a hosting request came from the outgoing administrator who is from the Dayton Ohio area.  Dayton Ohio won the bid.  g) Player Review Panel – We have received a request to ask for volunteers to serve on a player review panel for an appeal hearing regarding a player’s right to transfer to another team.   Jim, Dale, and Ann volunteered.  A hearing date will be selected.  h)  Board  Elections  –  Tod Maki was  nominated  for  re‐election  as  treasurer,  and  Dan  Clarahan was nominated for Vice President.  After widespread acknowledgement of Dan’s ability to do nothing and to do it well, both were elected unanimously.  I) Approval of last year’s resolution (see attached)

State Championship update – The Wisconsin State Cup is now referred to as the Wisconsin State Championship. This was done to more closely align the Wisconsin event with the remainder of the Us Youth Soccer National Championship Series. The Kenosha fields were in great shape for the games. This is the second year of a two year commitment to the current facilities. A hosting bid packet for the 2008-09 and 2009-10 play years will be ready in early 2008.

• October 1 deadlines –

o Player registrations for Fall play. Several clubs have not submitted player registrations or fees. Please get this information and these funds in as soon as possible.

o Club affiliation fees. There is a perception that we are developing or close to offering on-line club affiliation payments. This feature has not been rolled out. If your club has not sent in the affiliation fee, please do so.

• Task force for registration – We have two districts that have volunteers for the Player Registration Task Force. As mentioned before, it would be ideal to have representation from 6 districts in the group. Please try to identify someone within your district to participate and have them contact me.

• Executive Director – By now you should be aware that Yvonne Bennett has joined us as the Executive Director. She has been doing an admirable job getting up to speed. We are looking forward to the continued development of office operations and services to our members.

• USYS Convention (12/14 is the deadline for $100 registration) - We have reserved a bus to leave from Milwaukee (because of the distance, the departure

has to be Milwaukee). We need absolute commitments for attendance by December 1. This will allow us to make reservations for the convention. As always, you can get information on the event at www.usyouthsoccer.org. The initial host hotel is booked, a second hotel is available. For Club Board members, WYSA will pay the registration fee with reimbursement from your club. As we did for St. Louis, WYSA will provide the bus transportation for any Club Board member. If there is any other member of the club that wishes to ride the bus, the cost is $65.00. WYSA Board members will have transportation and the event registration fee paid by the WYSA. If you have questions or would like to reserve a spot contact Melissa at the WYSA office.

• 2008 WYSA AGM - The date of the meeting is March 8 and will be in the East Central District (either Appleton or Fond du Lac). Please mark your calendar now.

• Club Contact Information – Many of the clubs have their Annual Meeting in the last few months of the year. Please be sure to send the latest contact information to Melissa in the office.

• Staff update • WYSA staff member, Susan Boyd has tendered her resignation effective

November 15. We wish Susan the best of luck in all her future endeavors and thank her for her dedication to ODP.

• In addition, we have posted on opening for a full-time ODP administrator. The position is listed and described on the Wisconsin Youth Soccer website.

Recreational Nights of Play Issue October 16, 2007 On Wednesday nights during the 2007 summer soccer season there was a constant shortage of referees. There was an over abundance of games on that night because of changes made to the nights of play approved by East Central for 2007. A team was formed to address this issue and consisted of the following people from Appleton Soccer Club, Kimberly Area Soccer Association and Electric City Soccer Club. Committee Jan Peebles - ASC Doris Schommer - ASC Joann Kayser - KASA Dale Antoine - Electric City Optional Mary Jo Parkins - ASC Justin Oshefsky - Referee Assignor The team met to determine which age groups should switch nights to alleviate the log jam on Wednesdays. The assumption was Classic age groups do not change for 2008 because registration has already occurred. Because of this there are limited moves that can be done. The following is the recommendation of the committee. 1. Need to move several groups to make the needed impact of game reduction on Wednesday nights.

2. U12 Coed/Girls Rec and U14 Coed /Girls Rec switch represents the movement of 315 games on Wednesday based on the 2007 schedule.

3. This represents the adding of 98 games to Monday, 157 games to Tuesday and 60 games to Thursday.

4. The second year U12 players and first year U14 players typically have religion

classes on Wednesday night. This change eliminates that concern.

5. In 2006, U12 coed played on Tuesday and U12 girls played on Monday nights. This move restores that.

Revised 1-14-08 Approval for last Year’s Motions

November 2006 Motion: East Central will cover any of the registration and hotel fee for the 6 or 7 people interested in attending the USYS Coaches Convention that the home club does not cover. Individuals attending the Coaches Convention should return to the district and share any information that they have learned from the convention. Passed Motion: Nights of Play for the U19 Rec. players would mirror the same schedule as the U19 classic teams. Passed Motion: East Central will support the nights of play as presented and passed, but a committee will be appointed to review the nights of play for 2008 soccer season. Passed Motion: East Central will offer an adult league using the template presented by the adult league committee as a guideline. PASSED January 2007 Motion: Club registrars will no longer need to submit a copy of the coach pass card when registering a team with the District Registrar or Assistant District Registrar. It will be the responsibility of each club to make sure the coaches have a coach pass card for game day. Passed Motion: It is the responsibility of each club registrar to provide their District Registrar or Assistant District Registrar with a list of registered coaches by May 1 of each year. Passed

U16-U19 Recreational Committee-See Bookmarked Report • Discussion was held on the U16 & U19 Coed Rec. Additional Rules of

Play final report. Concerns were expressed with the language of item #1. Slide Tackling (expanded rule)

Motion: to change the language from "will be considered as dangerous play violations" to "will be whistled as a direct free kick foul".

Revised 1-14-08 May 2007 Motion: It was moved and seconded that state league teams can hold tryouts as soon as the state league season is complete. (Approximately June 15th) Friendly Amendment: East Central will follow the State League Guidelines for tryouts of State League Teams or for Teams that want to apply for State League. Motion approved. Any team currently not in State League must submit their names to EC President before they can hold try outs for a State League Team. (Addition to the motion was made at the January 2008 meeting by Ann Girard. It was seconded and approved) The start date for the State League Team try-out is posted on the Wis.
