Welcome from the Tenant Communications PanelHello readers,We hope you enjoyed some of the fun days out we suggested in our last edition of Your Homes! Christmas is often a time when we all splash out a little more than we can afford, so once again we have been working hard to see how we can help you.

Our fantastic Rents and Money Advice Teams have put together some handy tips to help you avoid debt over the Christmas period on page 20, and we have searched the internet for some fantastic Christmas present ideas for £5 or less! Our ‘Festive Fivers’ can be found on pages 18 - 19.

In this edition you will also meet Bob and Beryl, who will be telling you about why it’s so important to stay gas safe in your home. If you have any ideas about how to spread the importance of gas safety, why not join our Gas Safety Awareness Group? They meet on a six-

weekly basis to discuss the best ways to keep our tenants safe. Find out more on page 28.

We’d also like to draw your attention to our helpful tips for winter. This includes tips on saving energy (and money!), helpful advice on insulation and guidance on energy tariffs. Take a look on pages 30 - 31 and find out how we can help.

Hate crimes are incidents that are targeted at an individual or group of people because of their disability, ethnicity or race, religion or belief, sexual orientation or transgender identity.

We are supporting the work of the Office of the Police and Crime Commissioner in its battle against hate crime. As part of our corporate aim of ‘supporting our communities’ we have arranged for all our offices to become reporting centres, identified by ‘H8’ stickers in the windows. Housing staff can take details from any member of the public, not just our tenants, and have been specially trained in identifying potential hate crimes and what action to take.

Our Compliance Manager, Sharon Dalton, said: “It is important for us to take a lead in issues facing not only our residents but others in the local community and hate crime is undoubtedly something that has a huge impact on its victims”.

The table at the bottom of the page shows the number of hate incidents and crimes reported to Cleveland Police and ourselves last year.

We believe that this is not a true picture of what is really happening.

So, please don’t suffer in silence; let us know if you have been a victim of hate crime.

We have a guide for tenants to explain how we will deal with reports. If you

require a paper copy of this, please contact us on 01642 836052 or visit the hate crime page in the ‘for customers’ section of our website for further information and a facility to report any incidents online. We treat all reports seriously and confidentially and will take action where this is agreed with the victim.

The tools and powers available to tackle anti-social behaviour have been reviewed to make sure victims are at the heart of the response to ASB and to give agencies the flexibility they need to deal with different situations. Success of these new tools will depend on how well we work with our partners and we are working closely with the police, council and other agencies on this.

The Community TriggerThe Community Trigger allows victims the legal right to request a review of how agencies have dealt with their reports of anti-social behaviour and hate crime.

To ‘activate’ the trigger you must meet one or more of the following thresholds:

- Reported anti-social behaviour three times in the last six months, but it is still continuing

- Five households reported the same problem in the last six months, but it is still continuing

- Reported a hate incident in the last three months, but it is still continuing.

Remember – a hate incident is “any incident, which may or may not constitute a criminal offence, which is perceived by the victim or any other person as being motivated by prejudice or hate”.

The Community RemedyThis gives victims of low-level crimes the opportunity to have a say on how the offender will be dealt with. When

a crime is reported and the offender is known the police will give victims the chance to choose from a list what they would like to happen. This could range from receiving an apology to carrying out some work in the community to repair the harm that has been caused, such as litter picking.

Other measures introduced include an easier way to evict tenants where they have been convicted of a serious offence or where the police or council have been to court for a closure order on a property (previously known as a ‘crack house closure’).

We recently sold two of our luxury bungalows from our Steeplechase development in Redcar so they can be adapted for those who need it most. The bungalows will be transformed to meet specific disability requirements of residents in Redcar who desperately need this type of accommodation.

Shared ownership can be a fantastic way for first time buyers to take their first step onto the property ladder. Robyn Downey (21) and partner Alex Linford (20) are now the proud part-owners of a brand-new, modern and energy efficient two bedroom property, and rent the remaining share of the property.

Robyn and Alex moved into their new home, at Serenity at Havelock Park, Redcar on Robyn’s 21st birthday in

early July and are happily enjoying their first, brand new home with all that is has to offer - a new kitchen, new bathroom, up-to-date, modern tiling and a lovely enclosed garden, along with enjoying the independence their new home brings.

Robyn said: “It’s wonderful to be living in our own home and we are slowly furnishing it to our own taste. I never dreamed that at 21 I would be a home-owner. Although I miss my family, it is wonderful to be somewhere quiet,

with our own space rather than the somewhat crowded family home!”

At Coast & Country, we pride ourselves in supporting our communities, and over the years our East Cleveland Office in Guisborough has shown their support to a local community group.

‘Lingdale Lift Off’, in partnership with Coast & Country, has helped to keep their local areas clean, tidy and

looking beautiful! They were entered into this year’s Northumbria in Bloom competition and we are delighted to announce that they were awarded their fourth Gold in succession.

Some of the features that have helped the group to achieve this are a bright, vibrant mosaic and a stunning allotment.

In April 2014 we introduced starter tenancies as part of our wider strategy to ensure community stability, sustainability and cohesion.

What is a starter tenancy?A starter tenancy is a type of assured shorthold Tenancy that is used for new tenants. It lasts for an initial period of twelve months and at the end of that time, if the tenancy has been conducted satisfactorily, then it converts to a full assured tenancy. If it has not been conducted satisfactorily the tenancy may be ended or extended. This will help us to reduce and deal more quickly with problems such as non-payment of rent, antis social behaviour or issues with property or garden condition

What happens during the first 12 months?When someone is given a starter tenancy we will visit at least three times to check everything is going smoothly and the tenant has no problems in managing their tenancy.

What if there are problems?We will see what we can do to help the tenant to resolve the situation. If the situation is serious or if the tenant does not co-operate with us to find a solution we will look to end the tenancy. We will however, always try to look at ways to deal with the issue.

What happens after 12 months?If there have not been any problems the starter tenancy will automatically convert to an assured tenancy If there have been problems we may look to extend the starter tenancy for a further six months or start legal action to end the tenancy.

What rights do starter tenants have?They broadly have the same rights, as assured tenants however, some of these are reduced for example:

• No right to succession

• No right to transfer

• No right to exchange

• No right to carry out alterations

When the tenancy converts to an assured tenancy the tenant will get the above rights.

More news about exciting changes to our Company! Over the last year, we have been looking at ways to make improvements to our Company make-up. At the minute, Coast & Country Housing Limited are the ‘parent’ of a small group and a Company that has a subsidiary called Coast & Country Developments Limited, who are carrying out the building of new homes at Filey and Loftus as contractor for Coast & Country Housing Limited.

So that we can be in the best financial and tax position we can, we now wish to adopt charitable status in respect of Coast & Country Housing Limited. We will achieve this by converting our parent Company to a Community Benefit Society under the Industrial and Provident Society Act 1965 with exclusively charitable objects under its constitutional rules. At this moment in time, we were a company limited by guarantee under the Companies Act 2006 and, whilst our core purpose is almost identical to what it will be upon conversion, the objects and purposes for which the Company is established are not currently exclusively charitable, thereby preventing registration as a charity.

Our future charitable objects upon conversion to a Community Benefit Society, which are similar to our

current core object as a Company, will be exclusively:

“the business of providing and managing housing and social housing and providing assistance to help house people and associated facilities and amenities or services for poor people or for the relief of aged, disabled (whether physically or mentally) or chronically sick people ... any other charitable object that can be carried out from time to time by a Community Benefit Society registered as a provider of social housing with the Homes and Communities Agency”. We will still be fully registered with the Homes and Communities Agency, so that we meet the customer standard and the financial standard that is required for housing associations. However, we will be able to become much more tax efficient, so that we will have additional funds to invest in our communities and to further our charitable objects to be adopted being. It will also allow us to make bids for funding opportunities that are only open to companies that have charitable status.

Our new look company will have separate subsidiaries for Coast & Country Developments Limited, as is currently the case, and will also have a Sales company associated with new build projects allowing tax efficiencies to be achieved. Our employees will stay with Coast & Country Housing Limited, and the rights of tenants

under tenancies and leases will not be affected. Our core service will remain as they are now, so your housing and repairs service will not change nor will the manner in which we undertake housing management. We have sought and received legal advice confirming that tenants’ rights are not detrimentally affected.

In due course we also hope we can expand on and provide further information regarding our journey into work programme, providing apprenticeships and job placements, and many training opportunities for tenants, all of which are being assessed as part of the restructure.

We will also be able to continue our new home developments and provide additional housing such as extra care for the elderly and vulnerable people.

Journey into work

In our last edition of Your Homes you may remember that we, in partnership with Trust4Learning, launched the STAR programme to introduce young people into the world of work and give them the skills they need to succeed.

This programme works with children of primary school age, up to 16+, to provide essential employment skills and an insight into potential career

pathways. The first stage of the programme, is Orion...

Orion has been designed for the youngest of our students to provide them with a basic introduction into employment.

This includes a treasure hunt style tour of the Company and some short, fun workshops.

We held our first set of visits in September and we were delighted with the feedback. As part of their visit students planted seeds at Westfield

Farm, took mock phone calls in our Customer Contact Centre and held a discussion with the Tenant Services Team. The pupils were absolutely fascinated with the all the important work this particular team does. The students ended their visit back at Westfield Farm with some role-play interviews.

Liz Orland, Head Teacher of Egton Primary School, said: “The children had a great time and were still excited when they got back to school after the visit.”

If you haven’t yet made a trip our fantastic community training and resource centre, Westfield Farm, or ‘The Farm,’ as we affectionately refer to it, you really are missing out!

Located in Dormanstown, The Farm is a one-stop-shop that provides the kind of high quality advice, guidance, training and support that helps people get back into work. We’re even set up as a UK Online Centre, giving you access to the internet and all the benefits it brings. We also offer digital training for all levels of ability, so you don’t need to

worry if you’re not quite the computer whizz you’d like to be – we can help.

In the coming months, we will be offering training such as:

• First Aid Level 2 Wednesday 4 February 2015, 9am – 4pm

• Corgi Level 1 VRQ Award in Gas Safety Awareness for Tenants Thursday 12 February 2015, 9:30am – 1pm

Gold ‘Britain in Bloom’ award for Westfield FarmCoast & Country’s flagship community training and resource centre, Westfield Farm in Dormanstown, received ‘Best Individual Commercial Effort of the Upkeep & Layout of External Premises’ in the prestigious competition, which is the regional section of Britain in Bloom.

The gardens at Westfield Farm were originally designed by Phil Easton, Coast & Country’s Environmental Surveyor, and have been admired by visitors since Westfield Farm’s opening in April 2012.

The project was nominated by Jane Tombling, Chair of Redcar in Bloom after a great deal of hard work from volunteers Harry Slattery and Michael

McDonald and Coast & Country Service Team Leader Martyn Barrows and his team who mucked in to assist with the pruning, planting and cutting of grass.

Barry McBride, Westfield Farm Coordinator, said: “There has been a lot of hard work going on in preparing and maintaining the gardens to ensure that Westfield Farm always looks its best, so to be rewarded with a Northumbria in Bloom award is fantastic.

“It’s not something we were expecting but we are extremely pleased and it is testament to the team that looks after

the area, and we are grateful to Jane Tombling for her support.”

Christmas saving tips

Here at Coast & Country we know that Christmas can be quite an expensive time, so we’ve pulled together some of our favourite Christmas present ideas for only £5 or less!

Know any tea-lovers? How about making your very own herbal tea?

Buy/make: Make it.

Cost: £4-5

Herbal tea can set you back quite a bit. So these recipes for homemade blends make fab money saving alternatives.

• Sleeptime tea: camomile, lemon balm, passiflora, rosebuds

• De-stress tea: camomile, lemon balm, passiflora, mint. Simply mix together 10g each of your desired ingredients

(buy them from a health food shop) in a jar or a small plastic bag, and tie with a ribbon.

Looking for a more sentimental gift? Memory jars are cheap to make but extremely meaningful.

Photos, drawings & handwritten memories

Buy/make: Make it.

Cost: £0-2

What could be more comforting at the end of a long and difficult day than a jar full of memories from someone you love? Write memories, stick photos or draw pictures of the person

the gift is for on business card-sized pieces of card and pop them in a jar.

Who doesn’t love a fizzy scented bath bomb? Well now you can make your own!

Buy/make: Make it.

Cost: £5

Mix together 1kg of sodium bicarbonate and 500g of citric acid in a large bowl until well combined. Add a few drops of any food colouring and flavouring you like, eg, vanilla extract, cocoa powder or coffee granules.

Gradually add a few drops of water whilst continuing to stir until the mixture resembles damp sand. (Squash a small amount together in your hand. If it holds its shape, it’s ready.)Mould the bombs using anything you have to hand, such as cookie cutters, small paper cups or cake cases, then decorate with sprinkles. When finished, leave to dry for 48 hours, then wrap in cling film or Cellophane bags.

They look good enough to eat, so it’s always a good idea to attach a ‘do not eat’ warning, just in case.

Chocolate selection boxes are synonymous with Christmas. But chances are you won’t get all their favourite choccy bars in one set. What if they love Cadbury Buttons and Maltesers equally? The solution: make your own for roughly the same cost of buying one, with a personalised touch to boot.

A former allotment and garage area that has become overgrown and inaccessible.

Large overhanging trees and steps will be made safe, and there will be a circular path throughout the woodland as well as other features such as tree carvings and wildlife habitats and trails.

Cedarhurst Drive, Lingdale

An area found between Beechcroft Avenue and Lingdale Primary School which has a small stream running through it.

The green space will be enhanced with wildflower meadows and flowering plants and the stream will be slightly altered to make it safer, more visible and attract a wide variety of wildlife.

In October we held two drop in sessions for residents of Loftus and

Lingdale to come along and share their ideas & views on the improvements we were proposing to make to the green spaces near their homes. We received some really great feedback at these drop in sessions and started work on the green spaces immediately afterwards.

Re:Furnish Emporium is an exciting new enterprise brought to you by Coast & Country Housing. We are located at the old Saltburn Salerooms and we sell all kinds of fabulous furniture, wonderful white goods and beautiful home-wares. We have even developed a partnership with local IT asset recycling company, Innov8, who are providing refurbished computing equipment for sale at the Emporium at great prices.

We take old, unloved furniture that would otherwise have gone to the tip and give it the Re:Furnish treatment. All our goods are cleaned until they shine and are restored to their former glory. We re-upholster, re-paint, clean or generally spruce up all of our donated goods, making something really special in the process. We think that we’re offering so much more than a low cost alternative to high-street furniture; we

offer something totally unique. None of your neighbours will have what we offer!

The doors to Re:Furnish were officially opened on Tuesday 23 September by iconic designer and ‘green’ champion, Wayne Hemingway and we were blown away by the success of the scheme. After only one week of opening, we had to send out an appeal for donations!

Last month, Coast & Country Housing’s Development and Sales Team successfully handed over an impressive block of 44 apartments at their new build housing development, Serenity at Havelock Park. This now completes the ‘Retirement Village’ which already features 18 wonderfully designed bungalows.

The new, contemporary style main apartment block, Dovedale Court, is guaranteed to be a huge success. With large two bedroom apartments built to a high specification, stylish kitchens and

Loftus is recorded as Lcotvsv in the Domesday book, from Laghthus meaning low houses.

The Loftus area has been inhabited since at least the 7th century, and although folkloric evidence includes a house owned by Sigurd the Dane, who features in Macbeth as Siward, real evidence has been unearthed in recent times to support the picture of ancient settlement in the area.

The famous Methodist preacher John Wesley is known to have preached in Loftus. More recent history is dominated by the ironstone mining industry and many people living in Loftus can trace lineage back to ironstone miners!

The only known Anglo-Saxon royal burial site in the North East is near Loftus. Artefacts were discovered there from excavations which took place between 2005 and 2007. The finds included pieces associated with a rare bed burial in which a decorated female body is laid out on a decorated wooden bed accompanied by fine

gold jewellery. It also included a gold pendant, which would have belonged to a princess, as well as glass beads, pottery, iron knives, belt buckles and other objects. The finds, which date back nearly 1400 years were discovered by members of the Teesside Archeological Society, led by Dr. Steve Sherlock, in a 109-grave site at Street House, Loftus. The Saxon Princess finds were exhibited earlier this year at the Kirkleatham Old Hall Museum.

Loftus Town Hall was built by the Earl of Zetland, erected by Mr Thomas Dickenson of Saltburn, and was first opened in 1879. During the World Wars of 1914–1918 and 1939–1945, some of the rooms were commandeered for the war effort.

The Town Hall clock has faces pointing north, east and west, but no face to the south as the residents of South Loftus were reluctant to contribute to the cost.

The Town Hall remained in the ownership of the Zetland family until 1948, when it was purchased by the former Loftus Urban District Council

for £2000. In 1974 the ownership of the Town Hall transferred to the newly created Langbaurgh Borough Council, and eventually to Redcar & Cleveland Borough Council. In 1992 budget cuts threatened closure of the Town Hall, but Loftus Town Council moved into the building and took over responsibility for maintenance. Although the Town Council left the premises in 1996, it still organises functions in the Town Hall.

Get the energy low down… Insulation!

Around half of heat loss in a home is through the walls and loft. A well-insulated home keeps warmth exactly where you need it – indoors!

Wall insulation

Coast & Country have been constantly improving insulation levels in our properties since 2002. Most of our traditionally built cavity wall properties have now been insulated and we continue to improve insulation on harder to treat solid wall and system-built properties.

Loft insulation

Traditional glass fibre loft insulation works by trapping air between the fibres; it is therefore essential that the quilt is not compressed. If you have 250mm (10”) of insulation and it is compressed with either boxes or boards down to the joists, 100mm (4”), then it is the equivalent of only having 100mm of insulation in that area. If you use your loft for storage try to minimise the area where compressing

the fibreglass quilt takes place. Next time you are in your loft check your insulation, if you can see the joists supporting your ceiling throughout your loft then the loft insulation may need topping up.

Get the energy low down…Top ten tips for saving energy

1. Switch off or unplug any chargers or appliances – don’t leave them on standby!

2. Think ahead when setting your heating. Set your heating to come on 15-30 minutes before you need it on, and off 30 minutes before you go to bed.

3. Put lids on pans! This can reduce energy consumption by up to 90% and can also help to reduce condensation.

4. Washing at 30ºC rather than 40ºC can save you up to a third of the normal cost to run the cycle.

5. Don’t over fill your kettle – only fill the kettle with the amount of water you need. If you need one cup of tea, add one and a half cups of water to the kettle.

6. Take a shower instead of a bath.

8. Keep your freezer full! They don’t have to work as hard when they’re full and therefore they use less energy. Empty space in your fridge/freezer wastes not only space, but energy too! So fill them up with scrunched up paper or empty boxes.

9. Hang your washing up to dry rather than tumble drying it, particularly if there’s warm or windy weather.

10. On sunny days opening your curtains will let warmth into your house, but don’t forget to close them to keep that heat in when the sun goes down.

You can also play energy-saving games with your kids. Get them to spot the areas in the home where energy is being wasted. Get them to look for lights, switches or appliances that may have been left on!

• Try to ventilate and dry out your property by opening doors and windows and using dehumidifiers and gas fires

Did you know that you could get a £140 discount (inclusive of VAT) on your electricity bill in Winter 2014 and 2015 through the Warm Home Discount Scheme. The Warm Home Discount is a one-off payment, provided to customers as a payment credited to their electricity account during the Winter. ‘Pay as you go’ customers will receive the £140 credit on their electricity key or meter during the winter and before 31 March 2015. The discount won’t affect your Cold Weather Payment or Winter Fuel Payment however; not everyone gets the discount – you have to qualify. Each provider has their own eligibility criteria but as a general guide, you will probably qualify if:

• Your supplier is part of the scheme - not all of them are so please check with your individual supplier

• Your name (or your partner’s) was on the bill

• You were getting the Guarantee Credit element of Pension Credit (even if you get Savings Credit as well) or you are in receipt of one of the following means tested eligible benefits:

• Income Support*

• Income based Jobseekers’ Allowance*

• Income related Employment and Support Allowance (which includes a work related activity or support component)*

*This must be alongside a disability, long term illness or having children. Contact your supplier to discuss.

If you don’t qualify

Some suppliers can offer the discount to vulnerable people, for example those on a low income. Each supplier has their own rules about who else, also known as the ‘broader group’, can get this help so you should

check with your supplier to see if you meet their specifications and ask for information on how to apply for it.

The Tenants Working Together group is a group of tenants from across the North East who are fighting against the government welfare reform changes. Led by Chair of Coast & Country’s Tenant Panel, Kim Gallagher, the group are specifically focussing their efforts on the ‘Bedroom Tax’.

The group has sent letters to more than 600 tenants who have been identified as potentially having grounds to appeal against the Bedroom Tax. Almost 1,500 Coast & Country properties are affected by the Tax, generally some of the most vulnerable people, including those with disabilities or carers.

Recent tribunal successes, many based on room size or use of room, have encouraged the Tenants’ Group to share knowledge and assist fellow tenants in lodging an appeal.

Last April, the Government introduced the cut in Housing Benefits for anyone working age living in social housing who has spare bedrooms. This was part of a raft of changes introduced through the Welfare Reform Act. Households

deemed to have one spare bedroom now have the level of rent used to assess their Housing Benefit cut by 14 per cent. That rises to 25 per cent for people who have two or more “spare” bedrooms.

Kim Gallagher Chair of Coast & Country’s Tenant Panel, said: “The Bedroom Tax is causing untold misery because it is affecting some of the poorest people in society, who through no fault of their own are living in homes that are classed as too big for them.

“The Tenant’s Working Together Group is doing all that we can to raise awareness of the issues and Coast & Country benefit advice staff are working hard to advise people affected.

“Since the letters were sent out we have already had a number of people contact us and we are ready and prepared to respond and offer any assistance needed to lodge an appeal.”
