Medway Council is also under a duty to protectthe public funds it administers and to this end may lawfully disclose informationto other public sector agencies to:■ prevent or detect benefits fraud and any other crime and/or to administer

As well as providing everyday services, the council will beinvesting more than £76million over the next three years inlong-term projects such as improving roads, creating andmaintaining jobs, schools and council housing. The money forthese schemes comes from a number of sources, includingborrowing, government grants and selling surplus assets.

The council spends more than £547million providing services to Medwayresidents. The table below illustrates how this spending is paid for, together withcomparative figures for 2012/13.

The council divides the amount ofmoney it needs to raise by thenumber of properties in Medway.This gives the amount eachhousehold pays. For example, in2013/14 people with a property inband D will pay £1,141.47 (this is forcouncil services only and doesn’tinclude the amount that is added onfor police and fire services andcharges by parishes). Charges for theremaining bands are a proportion ofthe band D charge.

How is my council tax worked out?Each residential property is put into a valuation band. There are eight bandsaltogether according to the estimated market value, as at 1 April 1991.

Changes in costs of servicesThe council plans to spend more than £547m providing services to residents.This table shows how this is spent, together with comparative figures for 2012/13.

A number of changes have beenannounced in respect of council taxfor 2013/14.

Council tax reductionschemeOn 31 March 2013 council tax benefit(CTB), which is a government fundedscheme, will end and be replaced witha localised council tax reductionscheme from 1 April 2013. However,national funding for these schemeshas been cut, and we have calculatedthis as a reduction of 18.9 per cent.

The government has designed anational scheme for pensioners, andfollowing public consultation, MedwayCouncil has developed a scheme forworking age customers.

From 1 April 2013, any person ofworking age who needs assistance withthe payment of their council tax will beable to claim a council tax reduction. If you have a current claim this will betransferred to the new scheme and yourentitlement will be reassessed.

However, no person of working agewill receive help with all of their counciltax and the minimum amount that theywill have to pay is 25 per cent.

The Medway scheme will allowclaimants of working age, who receivea war widow or war disablementpension, to be exempt from therestrictions of the local scheme.

Council tax exemptionsThe government has announcedchanges to council tax discounts andexemptions that will apply from 1April 2013.

As a result, on 24 January 2013,Medway Council decided that thefollowing council tax rules will apply inMedway from 1 April 2013:

1 Empty and unfurnished propertieswill be not be charged council tax forthe first three months. Council tax, atthe full rate, will apply thereafter.

2 Properties undergoing major repairsor structural alterations will not becharged council tax for the first 12months. Council tax, at the full rate,will apply thereafter.

3 Properties which are unoccupied but furnished and properties that are no-one's sole or main residencei.e. second homes, and unoccupiedfurnished lets will continue to receive a 10 per cent discount forcouncil tax.

4 No additional premium will becharged on homes that have beenempty and unfurnished for two yearsor more. They will continue to becharged council tax at the full rate.

What can I do if I’munhappy about the bandthat my property is in?You can appeal against the valuation by writing to The Listing Officer, Council TaxSouth, Valuation Office Agency,Second Floor, 1 Francis Grove,Wimbledon, London SW19 4DTor phoning 03000 501501. If you andthe Valuation Office Agency can’tagree on the appeal, it will bereferred to a valuation tribunal.

While my band is beingreviewed, do I have topay council tax?Yes. If an appeal is successful you willbe refunded any overpaid council tax.

Can I get help in payingmy council tax?If you have a low income or areunemployed you may be able to claimcouncil tax reduction. Please contactthe customer contact financialassessment team using the details onthe back cover of this booklet. Pleasesee additional details on page 14.

While my council taxreduction claim is beingdealt with, do I have topay council tax?Yes. If your claim is successful you willbe refunded any overpaid council tax.

I live alone. Do I still haveto pay the full council tax?No. Single households can claim adiscount of 25 per cent.

Are there any otherdiscounts available? In some cases a discount can beclaimed by a household with two ormore adults. For example, if they includefull-time adult students; trainees;apprentices; 18/19-year-olds at school;those receiving or providing care;severely mentally impaired; long-termhospital patients; certain categories ofprisoners; members of visiting forces;certain international bodies and closedreligious orders. If your property hasspace for someone to use a wheelchairor facilities for use by a disabledperson, such as an extra bathroom, youmay also be entitled to a reduction.

Are there any exemptionsfrom paying council tax?Yes. Even if the property is furnished,you may not need to pay council tax if every adult in the property is a full-time student, under-18, orseverely mentally impaired. Claimsmust be made when the property isfirst occupied for one of these uses. You may not need to pay council taxfor self-contained annexes. To qualifythe property must be occupied by an elderly or disabled relative of thefamily in the other part of the building.Elderly means aged 65 or over whiledisabled includes those with visual,hearing or speech impairment, or witha physical or mental disorder.

Can discounts/exemptions bebackdated?Normally, we will only considerbackdating a discount/exemption to 1 April of the preceding year. In all cases there must be a goodreason why your application is lateand you must supply the relevantinformation/evidence.

How do I appeal against the council’s decision to award/not award adiscount/exemption?To appeal you must write to MedwayCouncil at the address on the backcover of this leaflet. You can thenappeal to a valuation tribunal, if at theend of two months:■ we have not made a decision;■ we do not accept your argument;■ we make a change you don’t

agree with.

Can the council charge what it wants forcouncil tax?No. Each year the governmentindicates what it considers to be anexcessive increase. If a councilincreases its council tax above thisfigure it will trigger a local referendum.If the local electorate votes against theincrease the council will have to revertto a council tax level that is compliant.

Can the council choosewhat to spend money on?There are some services that thecouncil has to spend money on – it has no choice – that’s what thegovernment tells councils to do tomeet central targets. For example,spending on schools. There are otherservices where the council candecide how much it wants to spendand how much it can afford, forexample leisure centres and libraries.The council finds out what isimportant to residents and then itdecides what to spend.

What else is included inmy council tax bill?Your bill also includes charges forservices that the council doesn’tprovide itself, like police and fireservices, and, if you live in a ruralarea, a charge by your parish council.There are 11 parishes in Medway.

Does Medway Councilget to keep moneyraised through counciltax from the police, fireservice and parishprecepts?No. The total that will be raised fromcouncil tax in 2013/14 is £104million,of which Medway Council will get £87.6million. The remaining£16.4million goes to the police, fireservice and to individual parishes. If you don’t live in a parish, you don’t have to pay a parish charge,but everyone pays for police and fire services.

For just over £1.30 a week (for aBand D property) – less than theprice of a litre of petrol – Kent Fireand Rescue Service (KFRS) providesyou and your family with a round-the-clock, 365 days a year service.

We not only fight fires, but deal with ahuge range of other emergencies fromroad traffic collisions, floods andexplosions to chemical accidents. We also deliver numerous communityand fire safety initiatives to help reducethe risk of fires in both homes andbusinesses and prevent road crashes.

Bryan Cope, Chairman of the Kent andMedway Fire and Rescue Authority,said: “I am pleased that we have notonly managed to freeze council tax forthe third year running, but we havealso made savings that have allowedus to invest in front line services. Tomeet the changing needs of localpeople we must look forward,modernise and if necessary take toughdecisions, but always with one end insight – the safety of local people.”

Where your money goes

Our budget for 2013/14As part of the government’s deficitreduction scheme Fire and RescueAuthorities are expecting to faceaverage cuts of 25% in governmentfunding over the four year period from2011/12 to 2014/15, with the largestreductions in funding due in 2013/14and 2014/15. In addition, the AutumnStatement also announced a furthercut of 2% in 2014/15. Despite thechallenging financial environment, thisAuthority continues to ensure that itsbudget plans support the objectivesset out in the IRMP and Corporate

Plan. The medium term plans arebusiness focused, service led andsustainable over the medium.

Day to day budget (Revenue)

For 2013/14 the Authority has reducedits net budget requirement by just over£2.4m. However, to fund potentialcommitments and pressures of £1.9m,such as pay and price increases, thismeans that the Authority needs to findover £4.3m of savings, after using thecouncil tax freeze grant income. Mostof these savings will come from theInfrastructure programme. This meansthat for the fourth consecutive year,the Authority will keep its Council Taxat £67.95 (Band D property).

Capital budgetIn 2013/14 the Authority plans tospend £12.5m on capital assets, suchas the development and new build offive new fire stations, propertyimprovements and maintenance,information and communicationsystems, vehicles and operationalequipment. The Authority pays for thiswork through a combination ofborrowing, revenue contributions fromthe revenue budget, capital grants andreceipts from the sale of property.
