Preface

Save the Children Kosova/o, in co-operation with the Institution of the Ombudsperson in Kosovo/a, has carried out the Young Voices survey to address the views of children on all matters that affect them under the Convention on the Rights of the

Child, according to which children are entitled to. Young Voices was inspired by Save the Children Sweden survey conducted and finalized in 2014.1

Young Voices is a nation-wide survey carried out among 1588 young people aged 12-16 in Kosovo by Save the Children, in order to get their views and ideas on violence, bullying, costs in schools, knowledge about rights, the future and much more. It is the right of the child to express their opinions and views regarding the realization of their rights. Children’s feelings should be known and taken into consideration in all en-vironments which directly have an impact on children’s lives. This includes school, home, leisure activities and community, and also political decision making on issues concerning them. Furthermore, children’s experiences and opinions should be known to decision makers in order to have a more comprehensive understanding of the overall situation of children. Children’s impact on decision-making, specifically on decisions that affect them directly, will enrich and improve as well as foster the implementation of the decision itself.

The goal of Young Voices is to become a useful tool in discussions with politicians, policy-makers and oth-er stakeholders concerning conditions of children and young people. We hope that Young Voices will in-spire the creation of arenas of influence at all levels, all based on the children’s own conditions and terms.

In Kosovo, the Government and Parliament, as well as municipalities bear responsibility for the issues related to children and young people. Given that Kosovo has enshrined the UNCRC in its Constitution, all the above mentioned actors are responsible for making changes in children’s lives.

Children’s situation in Kosovo has improved a lot but Young Voices shows that there is yet more to be done.

• 63.4% of children report to be sad and down for a longer period of time; 54.1% report that they feel sad and down very often and 36.6% report that they sometimes feel sad and down.

What is Young Voices?Young Voices is a nation-wide survey on what children think about certain issues and it was carried out using questionnaires. The questions address both municipal and national responsibilities and themes, such as participation in decision making, education, security, the future and psychological problems. Quantita-tive results of the survey have been analyzed by and discussed with children using focus group discussion methodology. Focus group discussions consisted of children from Prishtina/Priština, Mitrovica, Gjakova/Đakovica, Peja/Peć, Gjilan/Gnjilane, Ferizaj/Uroševac, Klina, Fushë Kosovë/Kosovo Polje and Skenderaj/Srbica.

All the quotes presented in this report are derived from the focus group discussions with children. The survey is composed of the articles from the UN Convention on the Rights of the Child (UNCRC), also covering other areas where Save the Children works.

The survey was originally developed in Sweden and Save the Children in Kosova/o has slightly adapted this survey to better fit the Kosovo context. Young Voices Survey has been conducted in collaboration with Ombudsperson Institution in the Republic of Kosovo.

Given that Kosovo does not receive recommendations from the Committee on the Rights of the Child, to follow how well Kosovo complies with the Convention, we have adapted the tool with the themes that are important to investigate on how children perceive their situation.

should not please us.”

What does Save the Children want? Young Voices provides an insight into how chil-dren perceive their situation and how they feel their rights are respected and fulfilled. The aim is to disseminate this knowledge and have the adults who have an impact on children’s lives take this knowledge to heart - and act on it. Save the Children, in cooperation with the Insti-tution of the Ombudsperson wants Parliament, the Government, municipalities and schools to

create structures and procedures to capture children’s opinions and ensure that these are taken into account in all decisions concerning children. Routines must adopt an approach that is always based in the best interests of the child.

Save the Children Kosova/o also hopes that the knowledge from Young Voices could actually change or add new policies and increase spending on necessary areas of concern, all in order to make life better for young people and children.

How did Save the Children do it?

The data collection process for the Young Voices Survey has taken place during October 2015 – Jan-uary 2016. The methodology was designed based on the Save the Children Sweden model by the staff of Save the Children in Kosova/o.

Questions were reviewed by children, aged 14 – 18, in cooperation with the staff of Save the Children in Kosova/o and representatives from the Ombud-sperson Institution. 10 University students were hired and trained as field researchers for data col-lection.

During the data collection process, prior to fill-ing out the questionnaire, pupils were given a list of definitions for the terms that were considered difficult to understand. Specifically, definitions for “ethnic discrimination”, “online safety”, “bullying” and “online bullying”.

Multi staged random sampling methodology was used. After the sampling analysis, all seven regions in Kosovo/a were covered. In total 20 municipali-ties and 34 sites resulted to be target of the Young Voices survey. Four northern municipalities, North Mitrovica, Zubin Potok, Leposavic/Leposavić, Zve-can/Zvečan, and and the municipality of Ferizaj/Uroševac were not part of the survey.

In addition to selection of schools, random sam-pling was used for selection of classes and pupils. Target population were children of primary school classes 6 – 9. Students were also trained on re-assuring the pupils that nobody would be able to check on the answers and a maximum anonymity was guaranteed.

A custom web-based database was designed by the statistician, in order to minimize the potential errors. Web-based database was filtered to serve the needs of the Young Voices questionnaire. Inputted data in the web-based database were directly imported in excel spreadsheets from where descriptive analysis was conducted. In order to check for errors, every questionnaire was labeled with an identification num-ber.

Participants

1588 children in Kosovo were asked about their rights through Young Voices Survey.

The diagrams below illustrate the proportion of girls and boys who have participated, and the distribu-tion of participants according to school grade.

Gender distribution is 50.8 % girls and 49.2% boys, which is a clear representation of the overall popu-lation.

Children in 19 municipalities and 30 villages contributed to Young Voices.

In total there were 30 questions, the majority of which were multiple choice questions.

The questionnaire started with demographic questions, followed by 30 standard Young Voices Survey questions.

Questions were grouped into four factors:

• Safety• Obstacles due to cost

• Psychosocial factors• Participation and influence

Descriptive analysis was done with comparison based on gender, municipality and settlement. The results will be explained and discussed in the following chapters.

Respect for the views of the child

All children have the right to express their views freely on all issues that affect them. Children usually have no formal opportunities to make their voices heard. It is adults’ responsibility and obligation to listen to, respect and consider children’s opinions in decisions affecting them. Children have the right to express their views and to be taken seriously. This applies to all fields, for example, school, home or municipality. The majority of children in Kosovo are not satisfied with the level of influence they have today. As much as 86.4% say they want more influence on issues that concern them.

The municipality is the closest political arena to children and also where most of the decisions concern-ing them are made. Young Voices shows that a majority of children in Kosovo (72.7%) are quite sure there are opportunities for them to influence decisions in the municipality. Following this question, respon-dents were asked “Have you been able to give your views and affect any issue important to you during last year?” 45.1% of children believe they have actually been able to express their views and influence issues that concern them during the past year. And out of 45.1% only 1.95% have been able to influence something in the municipality. This arena is in the absolute bottom of the list of arenas where the chil-dren have experienced some influence on issues concerning them. The school is on the other end of that list (41.5%), together with the home (32.9%).

A lot has been invested in working with teachers and other school personnel by Save the Children and others to demon-strate the importance of children’s participation in deci-sion making. The results of Young Voices show the potential in working actively with children and professionals, and the need to continue working in other fields, such as municipali-ties, leisure activities, home, school etc.

Girls and boys seem to experience more or less the same level of opportunities to influence, while the girls had experienced a little bit more real influence in the past year. The differences are much bigger between regions.

The right to feel well and safe

Every child has the right to a safe childhood. They should not have to be exposed to violence, bullying or any harassment.

Children are entitled to feel well and receive help and support in case they have been mistreated, injured or feeling bad. If the adults in a family are unable to help or support their children in a vul-nerable situation, society must take responsibility and ensure that children get the help they need.

Bullied and harassed

Bullying in schools and online is a concept that is measured throughout the Young Voices Report. Young Voices shows that 32.9 % of all children have felt bullied or harassed during this semester or the last one.

“I think that it is dangerous for girls to travel during the night or go out at night. I do not feel safe traveling alone.”

58.5% of respondents declared to have been bullied for reasons other than the reasons mentioned above, since the question did not provide options for additional explanation. This number is intriguing and opens new paths for intervention in this area, starting from identifying “other” causes of bullying and then understanding and finding ways to intervene and address the issues identified.

9.9 % declared to have been bullied because of the religion, 8.8% because of the age, and the remaining 22.9% declared to have been bullied because of physical appearance, economic situation of the family background, specific needs and sexual orientation or gender.

An interesting finding that can be observed from the results presented in figure 7 is gender discrepancy. Girls feel seldom or never safe in the evening. This is the major difference that can be extracted from the data presented.

Home and FamilyIn the answer to the question of where children feel safe, 96.3% answered that they always feel safe at home, whereas 81.1% always feel safe in the classroom. Results from this question led to new potential investigating and researching areas. 18.9 % of children do not feel safe in the classroom. This is an indication that schools and Municipal Education Directorates should look for reasons behind these results.

Feeling badYoung Voices shows that many children in Kosovo/a do not feel good. Children experience stress, anxiety, eating disorders or self-harm. 63.4 % of children who participated in Young Voices sometimes or many times have felt sad or down for a longer period of time during the previous year. Young Voices data signal further research and evidence based interventions with children, par-ents, teachers and community.

Violence75.6% have seen someone get punched or hit in the past year. Out of the total number of chil-dren that had declared to have seen someone get punched or hit, 72.8% were girls and 78.2% were boys. Boys of the 6th grade have witnessed violence to a greater degree than boys in 8th and 10th grade. Class disaggregated results are interesting and call for more research in this area. The younger the

boys are, the more exposed to violence they declare to be. Is this due to their vulnerability? What makes this number decreases for boys in 8th and 10th grade?

In total 12.6% of children declared to have experienced eating disorders during their life. From the data it can be observed that twice as many girls as boys experience eating disorders. As portrayed in Figure 9, 17.2% of girls and 8.3% of boys experience eating disorders.

Figure 10 shows the proportion of children who were worried about self-harm during the previous year. 14.4% of boys and 12.7% of girls report that they are worried about self-harm. Figure 10, as well presents the gender disaggregated data.

Results from Young Voices show that both boys and girls experience psychological or emotional problems. The proportion of children who state that they feel bad decreases with age. The results in figure 11 derive from the fact that children in 6th grade start having specific teachers per subject (more than 10 teachers) and this might have an impact on their emotional state.

Support and help

Many (50.3%) children who participated in Young Voices ex-pressed that they do not know where to turn to, when they have problems in the family. 41.7% declared that they don’t know where to turn to when they feel violated or unfairly treated, followed by 38.9 % of respondents that declared not to know where to turn to if they have been exposed to violence, threats or other crimes. 31.2% of children de-clared not to know where to refer to when they suffer from psychological problems. Based on the data presented above we call for attention from policy makers and governments that the presence of psychologists in schools and substan-tial work is vital for mental wellbeing of children.

Growing up under different circumstances

All children are entitled to equal opportunities in life. This means that it should not matter what their background or gender is and where they live – all children have the right to education, support and pro-tection. This right is rooted in the Convention on the Rights of the Child, namely Article 2 states:

“ …respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind, irrespective of the child’s or his or her parents or legal guardian’s race, color, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status.” (Convention on the Rights of the Child, pp.4)

However, Young Voices shows many signs of major differences and circumstances under which children grow up, particularly for children who live in financially vulnerable families. There are also disparities in conditions depending on where they grow up in Kosovo as well as on the many differences in the wellbe-ing of boys and girls: gender issues that need to be addressed can clearly be seen in these statistics. These different conditions during childhood often mean that some children do not have same opportunities in life as others. In order to avoid discrimination like this, we need to know more about the experiences of children and young people from surveys like Young Voices, as well as make continuous efforts to involve children and young people in decision making on issues concerning them.

Badly off

Young people worry about their family´s econ-omy. To the question: “Have you been worried that your family will not have enough money for their needs?”2 11.8 % of youth and children coming from urban areas and 7.5% of youth and children coming from rural areas respond-ed “yes” to the question. This implies that al-most 1 in 10 worry and are affected by their family´s ability to meet their basic needs.

The survey also shows that there is a clear link between the financial vulnerability and child’s feeling of safety at home.

The CRC states that basic education should be “available and free to all”, but many children experience that their opportunities to participate in school activities are limited due to costs.

14.6 % of respondents have experienced at least one of the below mentioned obstacles: not participating in school activities, not being able to buy school uniform and take part in school extracurricular courses due to financial obstacles – this is valid for almost 1 out of every 7th child. For children from families already living on the margin, this means depriving themselves from activities at school – leading to more discrimination already from the start for these young people.

“It is the school’s fault for the lack of participation in school activities. The

school should provide more free activities.

Children were asked “Has a teacher (or anyone else at school) asked you to bring in money to pay for a picnic meal, excursion or outdoor day? Figure 13 presented above portrays the percentage of children that responded “Yes” to this question, disaggregated by municipalities.

Differences between where children live

The Young Voices portrays that there are differ-ences in the circumstances under which children in Kosovo grow up. Therefore, when it comes to rights and needs being protected and secured, it depends largely on where in Kosovo/a the chil-dren live. Figure 14 below presents the answers to the question “Do you feel that teachers and other staff at your school work to stop bully-ing?” The results show a big difference between the municipalities in Kosovo/a, Gjakova/Đakov-ica and Prizreni being at the low end and Peja/Peć and Ferizaj/Uroševac doing more to stop bullying – according to the children themselves.

Does the school stop bullying?

Young people in Gjakova/Đakovica and Prizren also had higher numbers when it came to worry about the family not having enough money for their needs (Gjakova/Đakovica 15.3% and Prizren 13.7%). This most probably implies that the municipalities in these areas have certain challenges with which many children face and that these challenges might not be met with the necessary resources.

It seems like children living in the country-side feel safer compared to those in the cities: at least safer from violence. When it comes to questions on experiencing violence from other young people or adults, the figures are twice as high in the urban areas as the rural ones. Children also experience more bullying in urban areas (37.7%) than in rural (30.9%) ones.

Differences between boys and girlsThere are many differences when it comes to how boys and girls experience life during their childhood, which is identified by Young Voices. Both boys and girls worry about not being able to handle school, however this figure is higher for girls: 63% while 54.3% for boys. These figures show high levels of stress and pressure, in partic-ular for girls, as well as possible lack of support within the school. On safety and violence: the older you are the more unsafe you feel – this

goes for both boys and girls. But while both, boys and girls, feel safe in the classroom, boys feel a little less safe during breaks while girls feel most unsafe in the school bus and going home in the evenings.

With regards to having experienced eating disorders, the figure for girls stands out at 17.2% of all girls in Kosovo, i.e. almost 1 in 5 girls have had eating disorders. Also, 65% of the girls and 61.7% of the boys have felt sad or depressed for a longer period. These figures are very high for both genders, and this shows the lack of psychosocial services available for young people in Kosovo. It does prove that there is a big demand for these services. Society is obliged to answer to these rights and needs, as emphasized in the Convention on the Rights of the Child.

Both boys and girls think it is very important to have more influence: 87.6% of girls and 85.1% of boys. This is a message to politicians at all levels, that participation of young people in decision-making should be enabled. This becomes even more important when looking at the high hopes and positive attitudes young people have for the future (see chapter “The future”) – a chance not to be “problem-oriented” when looking at children and young people, but instead listen to their solutions and trust their ability to contribute to solutions.

School and Education for Everyone

Equal opportunities for everyone, regardless of gender, ability, and socio-economic status, should be guar-anteed by the state and provided by schools.

Children that attend mainstream education come from different backgrounds; therefore schools should play a compensatory role and make up for the difference.

Young Voices research investigated the level of stress that children experience in relation to school activ-ities.

In the Young Voices, 50% of children that took part in the survey declared that they sometimes stress over grades, 28.3% declared to get stressed a lot over grades and 21.7% declared not to get stressed over grades at all.

Help with homework at home

32.6% of respondents declared to always get help with homework at home; whereas 12.5% declared to never get help with homework at home. On the other hand, the data from the same survey conducted in Sweden show that 50% of the interviewed children receive help with homework at home, which results in a higher rate of 17.4% compared to Kosovo respondents. Based on this data results, parental involve-ment is necessary and highly important in children’ education, particularly in school work.

Working environment and influence at school

The learning environment should be safe, secure, stimulating and child friendly. Children should see school as a source for their development and learning, and as such should be able to voice their ideas, suggestions and concerns in a free manner.

Every child and young person has rights, regardless of who they are or where they live. These include rights to education, protection and survival.

Nearly every government in the world has promised to protect, respect and fulfill these rights, yet every-day these rights continue to be violated. Therefore knowing these rights is important, as the awareness will empower and will enable the demand for fulfillment of these rights.

The world’s first declaration on children’s rights was written by Save the Children’s founder, Eglantyne Jebb, in 1923. Jebb’s Declaration of the Rights of the Child formed the basis for the United Nations Convention on the Rights of the Child. On 20 November 1989, the UN General Assembly adopted and signed the Convention which sets out the fundamental rights for all children. Kosovo is not yet a member of the United Nations and the Convention on the Rights of the Child is not yet ratified, however the Government of Kosovo through its Constitution respects, protects and fulfills children’s rights through various measures including general measures of implementation.

Awareness of children’s rights

Figure 20 presents the results of the two questions regarding knowledge about child’s rights. 96% of chil-dren answered that they have heard of Children’s rights in general, with 68.2% stating that the topic has been presented to them at school.

However when asked specifically about their knowledge of the Convention on the Rights of the Child, 81.3% of respondents answered that they know about the Convention on the Rights of the Child, and 53.4% stated that they had learnt about it at school.

The below chart disaggregates the answers per municipality, with 91% of children from the Municipality of Mitrovica stating positively of their knowledge on the Convention, with Gjilan/Gnjilane ranking the lowest.

The number of positive responses in general is encouraging, with children responding relatively high about their knowledge of the Convention on the Rights of the Child.

Figure 21 represents answers to the question regarding knowledge about the Convention on the Rights on the Child, disaggregated by municipality.

Children who don’t know where to turn to …Knowing your rights is important, however knowing how to claim them and where to address to when these rights are violated remains a challenge.

50.3% of children do not know who to turn to when they face with problems in their family, 41.7% de-clared that they don’t know where to refer to in case they feel violated or unfairly treated, followed by 38.9% of respondents who declared not to know where to refer to in case they are exposed to violence, threats or other crimes. These are important data and should not go unnoticed. It is imperative to act and delve more on these topics, in order to understand the underlying issues that might cause these results.

Ombudsperson presence in all municipalities

When children were asked about “whether Kosovo needs to do more to ensure there is a children’s Ombudsperson in your municipality”, 84% of overall children declared that it is very important that Kosovo does more to ensure the presence of the Ombudsperson Institution in all municipalities.

The FutureEducation is critical to the future success of our children and families, therefore, under the terms of the convention on the rights of the child, adults are required to meet children’s basic needs and help them reach their full potential.

The Young Voices Survey portrays that children in Kosovo regard their future very positively, 84% of all young people in Kosovo look at their future in a positive way.
