STATEMENTOFPRINCIPLES

We,asYOUNGCONSERVATIVESOFTEXAS,dedicateourselvestothepreservationoftheAmericanDreamandastrongandfreeAmerica.Tothisend,weherebyaffirm:

ThattheDeclarationofIndependenceandtheConstitutionembodythespiritoftheUnitedStatesandherpeople;

ThattheDeclarationofIndependence,reflectingthecom-binedwisdomofitsauthors,recognizesthefreedomofanindividualasinheritedfromonesovereignGod;

Thatthisfreedommustnotbeviolatedby institutionses-tablishedbyorpresidedoverbymen;

That the Constitution clearly limits the authority of theFederal Government to the protection of our God givenrightsandtheadministrationofjustice;

Thatthestatesofthisnationare,andofRightoughttobe,FreeandIndependent,reservingforthemselvesallpowersnotclearlydelegatedbythemtotheFederalGovernment,asstatedinthetenthamendment;

That the liberty is indivisible, and that political freedomwillnot longsurvivewithoutreligiousandeconomic free-dom;

Thatthefreeenterprisesystem,includingasoundcurren-cyandtheprohibitionofgovernmentcreated inflation, isthe only economic system consistentwith the promotionoflife,libertyandprosperity;

That the purpose of American foreign policy, clearly dis-cerningourfriendsandenemies,shouldbe,bymeansofasuperior national defense and a strong free economy, tomaintainthefreedomofthepeopleofAmericaand,inso-farasconsistentwiththatpurpose,tokeepourcountryatpeace.

ThankyouforviewingYCT’s23rdinstallmentofourRatingsoftheTexasLegislature.YoungConservativesofTexashasproducedtheseratingssince1975asapublicservice toTexasvoters,andthosepast installments,alongwithachartshowingeachlegislator’sscoresince1975,areavailableonourwebsite.Wehopethatthisinstallmentwillcontinuethetraditionthathasmadeourlegislativeratingsthemostrespected,thorough,andtrustedintheStateofTexas.Inproducingourlegislativeratings,YCTworkstopaintanaccuratepictureofeachlegislator’sadherencetoconservativeprinciples.We do this by selecting votes that we believe offered a clear left/right public policy choice. Unlike someorganizations, we do not limit ourselves to high-profile bills but look for both large and small bills that implicateconservativeprinciples.In keeping with the goal of painting an accurate picture of each legislator’s adherence to voting for conservativeprinciples,wehave includedanaccountingofstatementsof intent inthis installment.Each legislator’sscoregivesfullfaithandcredit to statementsof intent,butwealsopointedout thechanges that theymade,andwhatvoteswouldhavelookedlikeifstatementsofintentweren’tavailable.Theevaluationofeachmemberisnotlimitedtojustthissession’svotes,however.Wealsoprovideacareerscorebasedoneachmember’saverageratingovertheirentirecareer,since1975.Forexample,Rep.Capriglione’scareerratingof71isbasedoffofatotalof100votes.WeurgeyoutoreadthedescriptionsofthebillsselectedtobetterunderstandnotjusthowYCTwouldhavevotedoneachmeasurebutwhywefeelsostronglyaboutthem.Anoteaboutthissession’sinstallment:Weareagainprovidingacomparisonofthescoresofcommitteechairmen,thistimebetween the84thand85th legislatures.Committeechairmen trulydominate the legislativeprocessandcontrolwhat pieces of legislation go forward. We hope the comparison will help illuminate whether this session’s largeRepublican and conservativemajorities had a significant impact onwhether conservative legislation had a chance tomovethroughthelegislativeprocesswithoutinterruption,andifnot,why.We hope that these ratings will be a useful guide in evaluating legislators. Often times, students and employees are notaware of the university's free speech policy on campus.
