Training –Workshop for Barangay Task Forces on Youth Development

Republic Act 10632 otherwise known as "An Act to Postpone the Sangguniang KabataanElections on October 28, 2013, Amending for the Purpose Republic Act 9340, and for otherPurposes", and its Implementing Rules and Regulations provide for the effective carrying out ofmeasures to ensure that the welfare and development of the youths in all barangays is stillbuttressed and given premium consideration, in the light of the postponement of the SK Elections in2013. The IRR of the abovementioned law mandated the creation of the Task Force on YouthDevelopment in all barangays, including its membership and chairmanship. Moreover, said rules andregulations prescribed the utilization of the SK Fund, emphasizing how the fund should be allocated,through the integration of a Youth Development Plan and Budget in the Barangay DevelopmentPlan.

Considering these developments, there is a necessity to capacitate the members of theBarangay Task Forces on Youth Development in identifying the primary concerns and problems that

affect them, and accordingly develop and implement strategies, measures and activities tocontinually promote their development.

Furthermore, the Chairperson of the Committee of the Youth and Sports Development of theSangguniang Barangay, needs to be oriented in ensuring that the identified concerns and prioritiesof the youth in their respective barangays are indeed undertaken and integrated in the barangayagenda for development.

Finally, the youth in all barangays need to be apprised on the current condition, problemsand challenges faced by their sector on aspects of health and adolescent reproductive healthprogram, economic development, environmental management, disaster preparedness and general

youth welfare development. Hence, this capacity-development activity was designed.

Generally, this activity is aimed at providing a venue for the members of the Barangay Task Force onYouth Development to discuss and surface the over-all or general condition and state of the youth inthe country and in their communities, which will serve as a tool for them to formulate theirdevelopment goals.

Specifically, this training program has the following objectives:

1. 

Orient the youth participants on the primary development concerns and problems that affectthem particularly on reproductive health, education-employment and disaster preparednessand climate change adaptation;

2.  Orient the members of the Task Force on Youth Development on the salient provisions of RA10632 and its Implementing Rules and Regulations as well as Youth-Related Laws andIssuances;

3.  Discuss with the participants the guidelines on the utilization of the 10 % SK Funds, includingthe other requirements such as posting of reports on the fund utilization; and

4.  Inspire among the participants an appreciation on the fundamentals of citizenship andnation-building, as well as Leadership and Team-Building Development.

On-site Coaching, Lecturette, Powerpoint Presentation, Structured Learning Exercises, Video

Presentation and Open Forum were utilized during the activity.

The activity is a part of the Universal Children’s Month Celebration (UCMC). The Project YIELD

was conducted on October 3 to 4, 2014 at the Livelihood Training Center, San Mateo, Isabela.

Of the three hundred thirty (330) expected participants two hundred seventy-one, 271 or

82.12 % was able to attend the said activity. Hereunder is the breakdown of attendees:

Training –Workshop for Barangay Task Forces on Youth Development

The Training-Workshop started at exactly 8:30 in the morning with an Audio Visual

Presentation of the invocation and the National Anthem. Harold C. Lintao, O.D., LnB President,

welcomed the participants saying that this is a great opportunity for the Youth Task Force members

to be empowered. He thanked them for responding to the invitation and urged them to finish the

two (2) day activity with the same number of participants as how they started.

Vice Mayor Roberto C. Agcoili graced the preliminary activities. He gave his message and

encouraged the active participation of everyone in all the activities to be conducted. He was very

thankful that many of the participants were able to make it for the training. It is his wish that the

number of the participants present would equate to more hands bringing development and

knowledge down to their respective barangays. He then challenged them to apply what they will

learn in the training-workshop.

Thereafter, Mr. Asher Jr. L. Juan, Municipal Local Government Operations Officer of San

Mateo, Isabela gave the Rationale/Overview of the Training. He gave a brief explanation for each of

the topics to be covered in the two (2) – day training workshop.
