THE EVENT IS ORGANIZED BY:• Kieler Yacht-Club• Norddeutscher Regatta Verein• Deutscher Segler-Verband

for the events German Junior Championship in the classes470, Laser M and Laser Radial W.

1. RULES1.1 The regatta will be governed by the rules as defined

in the Racing Rules of Sailing (RRS).1.2 For fleet racing, RRS Appendix P, Special Procedures

for Rule 42, will apply.

1.3 The national prescription “Wettsegelordnung desDSV” will apply.

1.4 The “Meisterschaftsordnung” will apply for the Ger-man Junior Championships in the classes 470, LaserM and Laser Radial W.

1.5 If there is a conflict between languages the Englishtext shall prevail.

1.6 Classes 420, 470, 505 and Pirat only: Every boat shall carry a floating rope. It shall be ofsufficient strength, at least 15m in length, and a dia-meter of not less than 8 mm to tow several boats.

1.7 Europe class only: Please refer to class rule 4.1 (iv)(c).

1.8 Jury-Hearings may be conducted under the Arbitra-tion System.

2. ADVERTISING AND BOW NUMBERSBoats may be required to display bow numbers and adverti-sing chosen and supplied by the Organizing Authority.

3. ELIGIBILITY AND ENTRY3.1 The races of the Young Europeans Sailing (YES) are

open to classes as stated in point 5 of this Notice of Race.For the classes 470, Laser M and Laser Radial W thisevent will be scored as German Junior Championship.

1. REGELN1.1 Die Veranstaltung wird nach den aktuellen Wett-

fahrtregeln (WR)-Segeln – gesegelt. 1.2 Der Anhang P, Sofortstrafen für Regelverletzungen

nach RRS Regel 42 kommt bei Flottenrennen zurAnwendung.

1.3 Die „Wettsegelordnung des DSV“ kommt zur Anwen-dung.

1.4 Die „Meisterschaftsordnung“ des DSV kommt für dieDeutsche Juniorenmeisterschaft in den Klassen 470er,Laser M und Laser Radial W zur Anwendung.

1.5 Bei unterschiedlichen Interpretationen ist der engli-sche Text maßgebend.

1.6 Nur Klassen 420, 470, 505 und Piraten:Jedes Boot muss eine Schwimmleine, mind. 15 m langund ausreichend stark, mindestens aber 8 mm Durch-messer, an Bord haben, um mehrere Boote schleppenzu können.

1.7 Nur Europe Klasse: Es wird auf Klassenregel 4.1 (iv)(c) hingewiesen.

1.8 Jury-Hearings können nach dem Arbitration Systemverhandelt werden.

2. WERBUNG UND BUGNUMMERNBoote können aufgefordert werden Bugnummern und Wer-bung zu zeigen. Dieses wird vom Veranstalter zur Verfügunggestellt.

3. ZULASSUNGSKODEX UND MELDUNG3.1 Die Wettfahrten der Young Europeans Sailing (YES)

sind für die in Nr. 5 genannten Klassen offen ausge-schrieben. Für die Klassen 470er, Laser M und LaserRadial W gilt diese Veranstaltung als DJoM.

3.2 Competitors and coaches shall enter by completingthe online entry form on the event websitewww.young-europeans-sailing.de and paying therequired fee. Entries must be received not later than06 May 2013 to qualify for the “Early Entry Fee”.

3.3 Competitors under 18 years of age shall present asigned and completed parent or legal guardian'sdeclaration at registration. The forms are available fordownload on the event website:www.young-europeans-sailing.de.

3.4 The minimum number of entries is 20 boats for eachclass.

4. CLASSIFICATIONNot applicable.

5. FEES5.1 The entry fees are stated in Euro. Entries received not

later than 06 May 2013 will qualify for the Early EntryFee.

4. KLASSIFIKATIONNicht zutreffend.

5. MELDEGELDER5.1 Die Meldegelder sind in Euro. Meldungen, die bis

zum 06. Mai 2013 eingehen, haben das in der Spalte„Early Entry Fee“ ausgewiesene Meldegeld.

5.2 The entry fee is non-refundable.5.3 All boats sailing in splitted fleets shall pay a fee of

5,00 € for the coloured streamers for group identifi-cation as provided by the Check-In. The fee is refun-ded on return.

5.4 If the number of entries for a Junior Championshipdoesn’t match the minimum number of entries requi-red, the regatta will be rated and scored as rankinglist regatta.

7.2 Class 470 only: Measurement and inspection of sailsin the Vaasa Hall is scheduled: Friday, 17 May 2013 from 1400 hrs to 1800 hrsSaturday, 18 May 2013 from 0800 hrs to 1100 hrs

8. EQUIPMENT INSPECTION8.1 Each boat shall have a valid measurement certificate.8.2 In addition to RRS 78.2 the measurement certificate

might be inspected throughout the event.8.3 Class 420 only: The limitation by class rules to use

one set of sails only will not apply. A change of sailsis allowed.

8.4 Class 470 only: All sails will be measured.No initial measurement of sails.

9. SAILING INSTRUCTIONSThe Sailing Instructions will be available at registration.

10. VENUE10.1 The Events will be hosted at the Kiel-Schilksee Olym-

pic Sailing Center.10.2 The race office will be at the Kiel-Schilksee Olympic

Sailing Center, Kiel-Schilksee, Germany. Addendum Bshows the location of the regatta harbour.

10.3 The racing area will be Kiel Bay, Kiel-Schilksee, Ger-many. Addendum A shows the location of the courseareas.

8. KONTROLLVERMESSUNG8.1 Jedes Boot muss einen gültigen Messbrief haben.8.2 In Ergänzung der WR 78.2 kann der Messbrief

während der Veranstaltung überprüft werden.8.3 Nur 420er Klasse: Die Klassenregellimitierung auf

einen Satz Segel ist außer Kraft gesetzt. Segel dürfengewechselt werden.

8.4 Nur 470er Klasse: Alle Segel müssen vermessen wer-den. Es werden keine Erstvermessungen durchgeführt.

9. SEGELANWEISUNGENDie Segelanweisungen werden bei der Registrierung verfüg-bar sein.

10. VERANSTALTUNGSORT10.1 Der Veranstaltungsort ist Olympiazentrum Kiel-

Schilksee.10.2 Das Regattabüro ist im Olympiazentrum Kiel-

Schilksee, Deutschland. Anhang B zeigt den Standortdes Regattahafens.

10.3 Die Regattagebiete sind in der Kieler Bucht vor Kiel-Schilksee, Deutschland. Anhang A zeigt die Lage derKursgebiete.

11. COURSESThe courses will be defined in the Sailing Instructions.

12. PENALTY SYSTEM12.1 For the class 29er, 29erXX and int. 14-Footer

RRS 44.1 is changed so that the Two-Turns Penalty isreplaced by the One-Turn Penalty.

12.2 An International Jury will be appointed in accordancewith RRS 91(b). Its decisions will be final as providedin RRS 70.5.

13. SCORING13.1 The Low Point System of RRS Appendix A will apply.

13.2 If less than 5 races have been completed, a boat’sseries score will be the total of her race scores.

13.3 If more than 4 races have been completed, a boat’sseries score will be the total of her race scores exclu-ding her worst score.

14. SUPPORT BOATSAll support boats shall be registered with the Organizing Aut-hority and will be required to comply with local legislationand event support boat regulations. The Organizing Autho-rity may refuse registrations and accept later registrations attheir sole discretion.

15. BUOYANCYAll competitors and coaches shall wear personal flotationdevices which are in good condition and are in accordancewith the specifications issued or approved by the nationalauthority affiliated to the International Sailing Federation, ora standards organisation, a certification authority, recogni-zed for the purpose by its respective government.Attention is drawn to (RRS) fundamental Rule 1.2.

16. BERTHINGBoats shall be kept in their assigned places in the boatpark or marina.

17. HAUL-OUT RESTRICTIONS

Not applicable.

18. DIVING EQUIPMENT AND PLASTIC POOLS

12. STRAFSYSTEM12.1 Für die 29er, 29erXX und int. 14-Footer

wird die WR 44.1 so geändert, dass die 2-Drehun-gen-Strafe durch eine 1-Drehung-Strafe ersetzt wird.

12.2 Eine Internationale Jury wird in Übereinstimmung mitWR 91(b) eingesetzt. Die Entscheidungen sind end-gültig, wie in WR 70.5 ausgewiesen.

13. WERTUNGSSYSTEM13.1 Das Low Point System der WR Appendix A wird ange-

wendet.13.2 Werden weniger als 5 Wettfahrten gewertet, werden

alle Wertungen berücksichtigt.13.3 Werden mehr als 4 Wettfahrten gesegelt, wird die

schlechteste Wertung in der Gesamtwertung gestri-chen.

14. TRAINERBOOTEAlle Trainerboote müssen registriert sein, die geltendengesetzlichen Bestimmungen und Auflagen und die Coach-bootregeln der Veranstaltung erfüllen. Der Veranstalter kannRegistrierungen zurückweisen und spätere Registrierungennach eigener Einschätzung zulassen.

15. SCHWIMMWESTENAlle Teilnehmer und Trainer müssen Auftriebsmittel tragen,die im guten Zustand und in Übereinstimmung mit den frei -gegeben Spezifikationen der ISAF angeschlossenen nationa-len Verbände oder hoheitlichen nationalenPrüforganisationen sind.

Es wird auf die Grundregel 1.2 der WR verwiesen.

16. LIEGEPLÄTZEBoote müssen den ihnen zugewiesenen Platz an Land oderim Wasser behalten.

19. RADIO COMMUNICATIONExcept in an emergency, a boat shall neither make norreceive radio transmissions, text messages or cellular phonecalls while racing.

20. PRIZES20.1 Point prizes will be awarded to the best six scored

boats of each class.20.2 Prizes and certificates for the German Junior Champ-

ionship will be awarded as defined in the nationalprescriptions.

20.3 Additional special prizes and perpetual trophies forthe individual classes will be listed in the SailingInstruction.

21. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT

21.1 By participating in the event Young Europeans Sailingcompetitors automatically grant to the OrganizingAuthority and their sponsors the right in perpetuity tomake, use and show, from time to time at their discre-tion, any motion pictures and live, taped or filmed tele-vision and other reproductions of the athlete duringthe period of the competition without compensation.

21.2 Boats may be required to carry cameras, sound equip-ment or positioning equipment as specified by theOrganizing authority.

21.3 The top three competitors as well as the individualrace winners may be required to attend a media pressconference each day.

21.4 Competitors may be required for interviews at theregatta.

22. LIMITATION OF LIABILITY – COGNOVITS CLAUSE

22.1 The responsibility for the decision to participate in arace or to continue with it is solely with the skipper; tothat extent the skipper also accepts full responsibilityfor the crew. The skipper is responsible for the qualifi-cation and the correct nautical conduct of the crew aswell as for the suitability and the transport-safe condi-tion of the registered boat.In cases of Force Majeure or on grounds of admini-strative orders or for safety reasons, the organizer isentitled to make changes in the realization of the eventor to cancel the event. This does not constitute any lia-bility by the organizer towards the participant, if thereasons for the changes or the cancellation do notresult from a wilful or grossly negligent behaviour ofthe organizer.In case of a violation of obligations that do not consti-tute primary or material contractual duties (cardinal

20.3 Weitere Sonderpreise und Wanderpreise für die ein-zelnen Klassen werden in den Segelanweisungen auf-geführt.

21. MEDIENRECHTE, KAMERAS UND ELEKTRONISCHE AUSRÜSTUNG

21.1 Durch die Teilnahme an der Young Europeans Sailingübertragen die Teilnehmer den Veranstaltern, ihrenSponsoren entschädigungslos automatisch das zeit-lich und räumlich unbegrenzte Recht für die Nutzungvon Bild-, Foto-, Fernseh- und Hörfunkmaterial, daswährend der Veranstaltung von den Athleten gemachtwurde.

21.2 Teilnehmer können aufgefordert werden Kameras,Mikrofone oder Positionierungssysteme an Bord zumontieren. Dieses Equipment wird von den Veranstal-tern gestellt.

21.3 Die drei bestplatzierten Teilnehmer sowie einzelneTagessieger können aufgefordert werden täglich aneiner Pressekonferenz teilzunehmen.

21.4 Teilnehmer können aufgefordert werden während derRegatta Interviews zu geben.

22. HAFTUNGSBEGRENZUNG – UNTERWERFUNGSKLAUSEL

22.1 Die Verantwortung für die Entscheidung eines Boots-führers, an einer Wettfahrt teilzunehmen oder sie fort-zusetzen, liegt allein bei ihm, er übernimmt insoweitauch die Verantwortung für seine Mannschaft. DerBootsführer ist für die Eignung und das richtige see-männische Verhalten seiner Crew sowie für die Eig-nung und den verkehrssicheren Zustand desgemeldeten Bootes verantwortlich. Der Veranstalter ist berechtigt, in Fällen höhererGewalt oder aufgrund behördlicher Anordnungenoder aus Sicherheitsgründen, Änderungen in derDurchführung der Veranstaltung vorzunehmen oderdie Veranstaltung abzusagen. In diesen Fällen bestehtkeine Schadenersatzverpflichtung des Veranstaltersgegenüber dem Teilnehmer, sofern der Veranstalterden Grund für die Änderung oder Absage nicht vor-sätzlich oder grob fahrlässig herbeigeführt hat.

obligations), the liability of the organizer for financialand property damages incurred by the participantduring or in connection with the participation in theevent and resulting from a conduct of the organizer,its representatives, servants or agents, is restricted todamages that were caused wilfully or grossly negli-gent. When a violation of cardinal obligations occursdue to minor negligence, the liability of the organizeris limited to foreseeable, typical damages. To theextent that the liability for damages of the organizer isexcluded or restricted, the participant also relieves thestaff - employees and representatives, agents, ser-vants, sponsors and individuals who provide or drivesalvage, safety or rescue vessels or assist with theiruse - from the individual liability for damages, as wellas also all other individuals who were instructed toact in connection with the realization of the event. Theeffective racing rules of the ISAF, the administrativeregulations regatta-sailing and the articles of associa-tion of the DSV, the class rules as well as the regulati-ons of the invitation to the competition and the sailinginstructions are to be complied with and are expresslyrecognized.

22.2 The German law shall prevail.

23. INSURANCEEach participating boat shall be insured with valid (and for theracing area suitable) third-party liability insurance with a mini-mum cover of 3,000,000 Euro per event or the equivalent.

Eine Haftung des Veranstalters, gleich aus welchemRechtsgrund, für Sach- und Vermögensschäden jederArt und deren Folgen, die dem Teilnehmer währendoder im Zusammenhang mit der Teilnahme an der Ver-anstaltung durch ein Verhalten des Veranstalters, sei-ner Vertreter, Erfüllungsgehilfen oder Beauftragtenentstehen, ist bei der Verletzung von Pflichten, dienicht Haupt-/bzw. vertragswesentliche Pflichten (Kar-dinalpflichten) sind, beschränkt auf Schäden, die vor-sätzlich oder grob fahrlässig verursacht wurden. Beider Verletzung von Kardinalpflichten ist die Haftungdes Veranstalters in Fällen einfacher Fahrlässigkeitbeschränkt auf vorhersehbare, typischerweise eintre-tende Schäden. Soweit die Schadenersatzhaftung desVeranstalters ausgeschlossen oder eingeschränkt ist,befreit der Teilnehmer von der persönlichen Schaden-ersatzhaftung auch die Angestellten - Arbeitnehmerund Mitarbeiter - Vertreter, Erfüllungsgehilfen, Sponso-ren und Personen, die Schlepp-, Sicherungs-, oder Ber-gungsfahrzeuge bereitstellen, führen oder bei derenEinsatz behilflich sind, sowie auch alle anderen Perso-nen, denen im Zusammenhang mit der Durchführungder Veranstaltung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregeln der ISAF inkl. derZusätze des DSV, die Ordnungsvorschriften Regatta-segeln und das Verbandsrecht des DSV, die Klassen-vorschriften sowie die Vorschriften der Ausschreibungund Segelanweisung sind einzuhalten und werdenausdrücklich anerkannt.

22.2 Es gilt das Recht der Bundesrepublik Deutschland.

23. VERSICHERUNGJedes teilnehmende Boot muss eine Haftpflichtversiche rung,die mindestens Schäden im Wert von 3.000.000 Euro deckt,vorweisen können.

24. IMPORTANT INFORMATION24.1 For further information please contact the Organizing

24.2 Class and private parties during the event in the har-bour area must have the permission of the Organi-zing Authority. Applications shall be made prior to theevent.

24.3 Traffic regulations: During the Young Europeans Sai-ling an altered traffic regulation will apply in the Kiel-Schilksee Olympic Centre area. All participants areurgently requested to observe the traffic signs whenapproaching Kiel-Schilksee and to cooperate with thepolice and the Organizing Authority. Further instruc-tions will be given at the entrance to the harbour area.

24.4 Parking: Sufficient parking slots for cars are availablenear the Kiel-Schilksee Olympic Sailing Centre. Pleasefollow the road signs.

24.4.1 It is not permitted to leave cars or boat trailers in theharbour area. Only loading and unloading is permit-ted.

24.5 Boats may also stay in the harbour of Strande, arisingfees have to be paid by the owners and will not berefunded by the Organizing Authority.

24.6 The Organizing Authority draw your attention to thefact that the responsible drivers of rubber- or othermotorboats have to have the German “Sportbootfüh-rerschein See” or an equivalent motorboat driverlicense of his home country.

24.7 The legal speed limit in Strande Bay is 10 knots.

24.2 Klassen- und Stegfeste sowie private Partys im Hafen-vorfeld während der Veranstaltung sind vor Beginnder Veranstaltung beim Veranstalter anzumelden undbedürfen dessen Genehmigung.

24.3 Verkehrsregelungen: Während der Young EuropeansSailing gelten veränderte Verkehrsregelungen imOlympiazentrum Kiel-Schilksee. Alle Teilnehmer wer-den dringend gebeten, bei Ankunft die Verkehrsschil-der zu beachten und den Anordnungen der Polizeiund der im Auftrag der Veranstalter tätigen Ordnerkooperativ zu folgen. Weitere Richtlinien erhalten dieTeilnehmer bei Einfahrt in das Hafenvorfeld.

24.4 Parken: In der Nähe des Olympiazentrums Kiel-Schilksee sind ausreichend Parkmöglichkeiten für Fahr-zeuge vorhanden. Folgen Sie bitte denVerkehrszeichen.

24.4.1 Das Belassen von Fahrzeugen oder Trailern im Hafen-gelände ist nicht gestattet. Nur die Be- und Entladungist gestattet.

24.5 Liegeplätze sind auch im Hafen Strande möglich. Hierfallen jedoch Kosten an, die vom Eigner selbst zu tra-gen sind und nicht vom Veranstalter erstattet werden.

24.6 Die Veranstalter weisen darauf hin, das Führen vonSchlauch- oder sonstigen Motorbooten den Sport-bootführerschein See - bei Ausländern den entspre-chenden Führerschein ihres Heimatstaates - besitzenmüssen.

24.7 Die gesetzliche Höchstgeschwindigkeit in der Stran-der Bucht beträgt 10 kn.
