Clarifications on the mobile teams’ action point. CSSW, RI, SCI, YFCA, ACF and MMF provided updates on the issues they are facing with their mobile teams operations. The interruptions were only recorded in Hajah and Hudeidah but as of now an agreement was reached with the authorities that if NGO operates two days in a fixed HF, they can operate the remaining 3-4 days as mobile teams. Cluster agreed to accept this, but as a temporary approach only, however it was highlighted that this is not a bad approach as many HFs are not operational. Partners agreed to close the discussion at this point and that there is no support required at this stage from me as a Cluster Coordinator or from the Cluster Lead Agency. In addition, NCC delivered a message from Lina, MoPHP, that if NGOs are facing any issues in operation, they should submit an official letter to her written in Arabic for her follow up, otherwise it will not be possible to follow on this without any official statement. This letter will remain confidential and it was agreed to copy such communication to NCC as well to keep her informed (but confidentiality was agreed from her side as well).

3. WFP strategy and discussion

IPC was conducted last month and will be released on 15 th in Sanaa and Amman. There is a need to look into the new data and see if there are any changes to be made to the YHRP that would account for the new data. There is a “100 day” YHRP review process that should be completed in advance of the 25 th of April, ahead of the pledging conference for the YHRP. WFP has already used preliminary results from the 2016 EFSNA and latest March 2017 IPC to start revision of their emergency operations strategy.

According to the WFP head of programme, the IPC showed that the situation is dare, and if nothing is done immediately we are headed towards famine. WFP is developing their 2017 emergency operations plan (EMOP) which is to start from 1st of April 2017 to 31 st of March 2018. Severe food insecure HHs and GAM prevalence are the two main indicators considered for the strategy development and prioritisation. In the draft strategy all governorates are grouped into different categories:

Category 1 – highest priority: severely food insecure ≥ 20% and GAM prevalence ≥15%.

Category 2 – high priority: severely food insecure ≥ 20% and GAM prevalence 10 to 15%.

Category 3 – moderate priority classified in three categories:

severely food insecure ≥ 20% and GAM prevalence < 10% severely food insecure < 20%and GAM prevalence ≥10%: severely food insecure < 20%and GAM prevalence < 10%

WFP draft plans for the emergency operations are to include 100% ration size of GFD to all 6.8 million severely food insecure people in governorates in three categories. The nutrition component (still draft under discussion) is presented below.

WFP has asked Nutrition Cluster for a feedback on the strategy and reassured that WFP wants to become a major player of the nutrition cluster because of the famine.

It was agreed that the common prioritisation in the Nutrition Cluster (including for UNICEF and WFP priorities) is needed to ensure that all partners are focusing their efforts in line with the developed plans. It was highlighted that no prioritisation was done for the YHRP and therefore this can also contribute to the YHRP revision as it is unlikely that the Nutrition Cluster will get all 100% funding. In addition we need to identify priorities for response.

It was agreed to organise a Strategic Advisory Group (SAG) meeting on the 19 th of March, 10am to 12pm in UNICEF office in order to discuss the common prioritisation for the Nutrition Cluster and the revision of the YHRP in line with the collective agreement to be reached in the SAG on the strategy for nutrition in emergencies interventions (based on the WFP suggestions and newly released IPC).

Anna Nieto, [email protected], head of partnership in WFP has presented the WFP plans for the FLAs.

All FLAs with WFP’s cooperating partners are expiring at the end of March. Due to the fact that the release of IPC results is on 15th of March, and that the new FLAs need to reflect the IPC results, there will not be material time to negotiate new FLAs with all CPs before the end of March.

Therefore, to avoid a gap in the response and allow for an ordered transition, WFP’s suggestion is to extend all current FLAs for 2 months until 31st of May 2017. New FLAs will begin to be negotiated as soon as possible, once WFP will have finalized the formulation of all requirements for all CPs in line with IPC. In doing so, WFP will give priority to those CPs operating in “highest priority” districts. The duration of the FLAs will be until 31 March 2018, in line with the timeframe of new EMOP.

For those partners that submitted their proposal at the beginning of the year, WFP clarified that the process was not expedite and therefore all decisions on the FLAs which were expected to begin in January were postponed.

Further, WFP also informed partners about the upcoming training to build capacity of partners in warehouse management and quality assurance at the end of March, 2 people per organisation maximum are allowed due to limited number of spaces. Partners interested to participate in the training should submit their nominations to Anna (she will follow up with an email on this – email was sent on 14 March). The training will be open for both existing partners and new ones.

Some participants asked whether the training could be held in other locations different from Sana’a; Anna will need to check this with the CO and will feedback accordingly.

4. Update from the CMAM workshop and CMAM RRT deployment

The CMAM guideline revision workshop organised by the MoPHP with support from the Nutrition Cluster was held from 4-8 April 2017. The MoPHP is now working on the incorporating revisions in the guidelines based on the feedback from the workshop, which would take a few weeks. Once the final draft is prepared, MoPHP will organise one day workshop to feedback on the revision process and ensure that all suggestions were incorporated.

5. Update from the AWG

Last meeting was held on the 12th of March. During the meeting Taizz protocol for SMART survey by SCI was approved. AWG also updated SMART assessment plan based on the latest updates from partners (see embedded below). Several governorates are still not covered by any partner (Sanaa, Al Mahwit, Shamar, possibly also Al Bayda) and NCC asked partners to volunteer if they work in those governorates.

It was planned to conduct SMART assessments in 20 governorates (excluding Socotra and Al Maharah), but at the meeting partners raised concern that there is no reliable data for Al Maharah and there is a need of SMART survey as well. NCC requested AWG to include this to the agenda of the next AWG meeting.

Following a request by OCHA-led AWG, Nutrition Cluster AWG and IYCF WG also reviewed nutrition indicators for multi-sectorial assessments and provided modifications. This is a menu of indicators that are recommended to use by partners when conducting multi-sectorial assessments. NCC will compile and share the file with the Inter-cluster AWG (embedded below).

6. Balancing between emergency and development activities in the next coming UNICEF proposals

Tamam, RI presented a suggestion to include in the YHRP and proposals developmental activities, however it was clarified why the development activities are important, this is not the focus of the Cluster and therefore funding for such activities should be sought elsewhere and the activities cannot be included in the YHRP.

7. Updates from the Cluster Coordinator and decisions to be made

a. Pooled funds allocationNCC has informed that there are plans to speed up allocation of pooled funds and while there are plans for application process to start in April, there is a limited amount of money available in the pooled fund and strict prioritisation will be required. The discussion on possible prioritisation has started at ICCM level. NCC will keep partners informed on the process.

b. Cluster approach training and CCPM planning workshop NCC informed partners that Global Nutrition Cluster is able to come to Yemen and support the Cluster with the Cluster approach training and CCPM workshop (pending visa issuance), therefore NCC suggested that we can postpone workshop for a few weeks to allow for this support. The new planned days are 12-13 and 16-17 for two batches of the training and 18th for the CCPM workshop. NCC will tentatively start planning process and if needed the dates for the training will be modified based on the availability of the GNC Coordinator in the country and the partners agreed to this. The proposed location is DTF and it is proposed that one training will be with Arabic translation.

c. IYCF-E orientation to partnersAnne Marie, Technical RRT IYCF Advisor proposed to organise an orientation on IYCF-E to partners that was received with a great enthusiasm. The orientation is to be held on the 28 th of March at 10am to 12 pm in SCI office.

d. Consultation on IYCF strategic prioritiesAnne Marie will organise a consultation with hey IYCF partners and MoPHP on strategic priorities in the development of IYCF strategy and will contact selected partners via email.

e. Hodeida contingency plan and integrated response to IDP (“service points” concept)NCC informed partners that there is now a discussion at the ICCM level about integrated response to IDPs using concept of the “service points”. There is a discussion to establish 5 Service Points (rubb hall-ed) at strategic locations per receiving governorate, across the entry routes, at a minimum of 50km from volatile areas. These centers would provide respite and act as an inter-cluster service point for a limited period of time, with access to minimum standard emergency services such as core relief items, food, health screening, WASH, protection etc. These centres would be managed and systems established by the Shelter/CCCM cluster coordination team and partners in support of or jointly with ExU. NCC informed partners that the discussion is in initial stage and nutrition cluster would need to review if they would like to participate in this and what activities can be offered.

As of Nor Hudeidah contingency plan includes standard Nutrition in Emergencies activities and was developed at sub-national level during a consultative mission with partners.

Update from NCC as of 14th of March: This was further discussed at the ICCM and it was decided to take this approach forward and include this as a part of the Hudaidah contingency plan that is being developed. NCC will provide a general information to be included to the Hudeidah contingency plan. Proposed activities include: screening and referral, vitamin A supplementation and deworming, IYCF messaging, MNPs distribution and FeFo for PLW. The planning figured for the plan are 150,000 or 400,000 IDPs (two scenarios) within 3 months period.

f. Financial trackingNCC asked partners to provide financial information per project to her to allow her to have an overview of funding so if needed she can advocate to donors and other relevant parties for funding as the OPS does not provide true picture of funding available in the cluster. Partners agreed to provide this information to NCC.

g. Capacity mapping and capacity development planAnne Marie is developing IYCF capacity mapping in order to develop a capacity mapping plan, NCC proposed that all other areas of capacity building activities can be included to such mapping (ex. CMAM) so we have a general mapping of all capacity mapping needs and can develop a comprehensive capacity development plan. It was agreed that a small TF will be formed for this purpose led by NCC with IMO (Salah, YBN; Tamam, RI and Bushra, FMF)

h. Visit of the SBC Rapid Response TeamNCC confirmed with the Cluster Partners if the SBC advisor still required and received positive answer. There were some delays in bringing him on board, but the visa application was submitted as of now and NCC will update partners on his arrival date once/if visa is received.
