Dear Colleague and Partner:

As a result of our efforts to expand our programming to new areas of the state, the Ohio Schools Council welcomed 14 new members during the 2017-18 fiscal year. We now proudly serve 241 districts and educational institutions across the state providing programs and services designed to save them money, time and resources.

This year we show a positive $48K in Revenue over Expenses, which is a substantial gain from last year. The gain reflects the ongoing success of the OSC in reorganizing its revenue stream and increasing its services to provide more meaningful and relevant programming to member districts.

School safety remains a major focus and concern for our member districts, and over the past several months, Safety services has become one of our most-utilized programs. This year, we were proud to assist more than 740 school buildings across the state in preparation of state-mandated school emergency plan documents as well as hands-on assistance with the new EMT (Emergency Management Test) requirements. We are proud to offer this program to districts outside of our membership at an affordable rate and excited to expand this program by adding expert safety assessments to improve district emergency operations plans.

Moving forward, we are striving to bring our members even more exclusive programs and contracted services designed to save time and resources while also offering expert assistance.

Partners like newly-acquired GPD Group can offer members expert assistance with architect and engineering services without having to go through the sometimes tedious RFP process. Members seeking Architectural and Engineering services can now contract with GPD directly for services under the terms of the OSC/GPD contract. Tremco Roofing, another newly-acquired Preferred Partner, helps districts develop an affordable plan to bring their building roofs to a “like new” performance at a fraction of the cost of replacement. In the coming months, we are eager to enter into more of these beneficial partnerships that will work to provide our members with exclusive savings and support.

Highlights of this past year include:

• Welcomed 14 new members, bringing our total membership to 241• Added 18 new members to our popular Life Insurance program• Launched an informative and FREE Lunch and Learn series to bring our

members the knowledge and resources needed to run efficient and successful schools

• Added 5 districts to our Natural Gas program, offering lower rates, expanded service and the convenience of level, budget billing

• Together with our partners BASA, OSBA and OASBO, entered into the RFP process to extend the successful Power4Schools (P4S) Electric Program past its current contract end date of December 2019

SAFETY PLANNING SERVICESIn 2017-18, the OSC provided evaluation of emergency plan documents to assist in passing a formal review by ODE. These services included building visits, hands-on assistance in complying with the new EMT (Emergency Management Test) requirements, special instruction for uploading the data into SAFE and more!

GENERAL FUND

OSC GENERAL FUND: FY 2018 reflects a positive $48,000 in Revenue over Expenses. While a modest 3% in Revenue over Expenses, this is a substantial gain from FY 2017, which saw Expenses over Revenue of $205,000. The FY 2018 gain reflects the ongoing success of the OSC in reorganizing its revenue stream by making better use of vendor participation and increasing its services to member districts. FY 2018 saw an increase is programming to districts, an increase in investment income and a reduction in fees to member districts.

GENERAL FUND

OSC AGENCY FUND: FY 2018 reflects a positive $30,000 in Revenue over Expenses. This modest Revenue over Expenses is the result of the OSC’s plan to more closely align member district monthly Natural Gas Premiums for FY 2018 to anticipated Natural Gas Expenses for FY 2018. The OSC is pleased that the plan to more closely align Natural Gas Revenue to Natural Gas Expenses has benefited member districts by reducing monthly premiums and focusing more district funds on instructional processes. This plan eliminated the need for Cash Reimbursements and Premium Holidays to member districts, as was implemented in FY 2017 to reduce a very large carryover in Natural Gas funds.

2017-18 NEW OSC PROGRAMS & SERVICES

SCHOOL EMERGENCY AND SAFETY PLAN SERVICESBeginning in August of 2017, OSC launched a comprehensive School Emergency Plan Services program. This program, which offers support to schools when creating and submitting school emergency plan documents, is no longer offered through the Department of Homeland Security. This successful program was expanded in the Summer of 2018 to include School Security Assessments. The new assessments examine a district’s approach in addressing prevention, mitigation and recovery of potential hazards. Along with identifying security gaps, the assessment also provides an improved emergency operations plan, active shooter training and building security assessments. More than 700 schools are currently enrolled in the plan portion of the program and several districts have requested proposals for the new assessment component. Moving forward, we hope to build on the program’s already strong foundation to provide our members with a cost-effective way to ensure their buildings are safe and secure.

ARCHITECT/ENGINEER SERVICES Districts seeking Architectural and Engineering services can now contract with GPD directly for services under the terms of the newly negotiated OSC/GPD contract. Services include assessing current facilities, master plan-ning, programming, development of conceptual plans, specifications and design criteria, plumbing, technology, sound and lighting, landscape design, engineering services, and more! The program has gained popularity because it eliminates the RFP process for smaller construction projects and plans — saving our districts time and resources.

ANNUAL LUNCH & LEARN SERIESLast Fall, OSC launched a successful Lunch & Learn series to members interested in learning more about vendor products and services. The events, which are sponsored by OSC Preferred Partners, provided free support to members on topics like school safety, food service, utility programs and building maintenance. In the future we hope to expand these offerings on a monthly basis.

ENHANCED REGIONAL SUPPORT The OSC is proud to have expanded support across the state by providing 4 regional liaisons to service areas outside the greater-Cleveland area. You can find our liaisons as far West as Williams County, as far East as Ashtabula County and as far south as Licking County. They are available to review a district’s current programs and offer support and savings by way of OSC membership and programming.
