We will reevaluate the design and system conditions at the time of application for water/sewer service. 2.Coordination with other buried utilities: a.Refer to WSSC Pipeline Design Manual pages G-1 and G-2 for utility coordination requirements. b.No structures or utilities (manholes, vaults, pipelines, poles, conduits, etc.) are permitted in the WSSC right-of-way unless specifically approved by WSSC. c.Longitudinal occupancy of WSSC rights-of-way (by other utilities) is not permitted. d.Proposed utility crossings of WSSC pipelines or rights-of-way that do not adhere to WSSCs pipeline crossing and clearance standards will be rejected at design plan review. Refer to WSSC Pipeline Design Manual Part Three, Section 3. e.Failure to adhere to WSSC crossing and clearance standards may result in significant impacts to the development plan including, impacts to proposed street, building and utility layouts. f.The applicant must provide a separate Utility Plan to ensure that all existing and proposed site utilities have been properly coordinated with existing and proposed WSSC facilities and rights-of-way. g.Upon completion of the site construction, utilities that are found to be located within WSSCs rights-of-way (or in conflict with WSSC pipelines) must be removed and relocated at the applicants expense. 3.Forest Conservation Easements are not permitted to overlap WSSC existing or proposed easements. Amend the HPA. the current Letter of findings for this property will require an amendmended Hydraulic Planning Analysis (HPA) to reflect changes to the plan. All of the conditions of DA 5436Z12 still apply to the current application DSP - 13009 except the Design Flows and the Required Sanitary Sewer and Water Main sizes will be reevaluated at the time of the amended HPA. The amended HPA will be subject to additional conditions. 2. Sewer Modeling. Due to proposed base sanitary flows in excess of 100,000 gallons per day, special review per SP ENG 11-01 by the WSSC Planning Group will be required. 3. Additional mains required. The submitted plans did not reflect all internal proposed mains. Lots 62-74, lots 92-101 and lots 119-124 will require additional public W&S extensions. Additional water and sewer mains along the the private road Parcel L may be required in order to provide gravity service and fire protection to lots 9,10, and 11. Final W&S extension layout shall be determined at the time of amended HPA review. 4. Outside Meter Vaults. Commercial Sites/ Multifamily Residential Buildings requiring a private water system (generally larger than 3" in diameter) having a developed length of greater than 80 feet will require an outside meter setting in a vault. Space must be provided for the vault and associated piping including maintenance /testing fire hose connection manhole and access hatch on the property being served within an adequately sized WSSC R/W (approximately 30'x45'). 5. Offsite Sewer. Note that the previous WSSC Letter of Findings indicated replacement of aproximately 800' of offsite sewer line along Rhode Island Ave. 6. Future Sewer R/W. Adequate space should be provided for a future sewer extension to the property to the north. The previous letter of findings indicated that a R/W was to be provided in the area of the existing 30"W between lots 42 and 43. 7. 2011 WSSC Plumbing Code The 2011 WSSC Plumbing and Fuel and Gas Code has been adopted and is in effect. The minimum water service connection for Group R-3 occupancies (single family and townhouses) should be 1 1/2" unless there is an exception under Section 111.1.1.1.2 of the Code. 8. Existing 30' Water main. Special measures may be required during design/construction to avoid damage to the existing 30' water main. 9. Connections layout. Align water and or sewer connections to avoid environmental, stormwater facilities, other utilities, landscaping "tree boxes", and structures or paving impacts for future maintenance. Connections for the townhouse lots will terminate with a curb stop for the water and a cleanout for the sewer and will need to extend at least 1' past the proposed sidewalk into the lot and should be included within the WSSC R/W. 10. Show R/W's. Show right of way limits on the plan for all existing and proposed water and sewer mains including the existing 30" W along the trolley trail. Some of the narrow streets do not appear to have adequate space to accomodate WSSC's minimum R/W's. See Parcel H on sheet 9 for example. The plan shows 7' PUE's on both sides of the 33' street leaving only 19' for W&S. The minimum WSSC R/W width for W&S is 30'. 11. Coordination with PUE's. WSSC facilities/structures including pipelines, fire hydrants, meters, valves, etc., cannot be located within a public utility easement(PUE) however WSSC pipelines may cross over a PUE.
