Welcome to the 2013 WSCB Multi-Agency Training Directory

Welcome to the Warwickshire Safeguarding Children Board (WSCB)

Multi Agency Training Directory. Additional training events are

advertised though single agency training.

The variety of training that is on offer reflects the complexities involved

with child protection and is designed to support both staff who either

work directly with children and families or those who have minimal

contact with them. The emphasis on multi-agency training continues as

it is important in enhancing the understanding of the roles of both

individuals and their agencies.

Our training packages have been very well received and evaluated by

delegates and we ensure they are as up to date as possible with regards

to research, government drivers as well as findings from serious case

reviews, both nationally as well as locally.

We look forward to receiving your booking and your participation on our

training courses. We particularly value your feedback as this helps us to

shape and develop the training we offer.

year will be advertised.

WSCB Training Sub Committee is committed to the delivery of a high quality Multi

Agency Training Programme, which supports professionals in their work to

safeguard and promote the welfare of children and young people.

This year we again offer a wide choice of programmes ranging from half day

awareness programmes to a two day advanced programme. Each year WSCB

attracts bookings from more delegates from all of WSCB partner agencies; from

WSCB associate members and the private, voluntary and independent sector. This

wider mix of professional roles attending training events enhances valuable

opportunity for networking and learning together which strengthens multi agency

working. WSCB remains free to staff from those agencies who financially contribute

to WSCB. However, to ensure that the take up of training places is as efficient as

possible, WSCB has increased the charge for non attendance or giving less that two

weeks notice of cancellation of a confirmed place on training to £50 per half day

training and £100 per full day. Please see page 28 for details

WSCB Training Pathway

Half Day Awareness Programmes

WSCB Child Protection Awareness Training. WSCB Raising Awareness of Domestic Abuse and Harm to Children.

These programmes are for staff who have not had any previous Child Protection

Training and who are in infrequent or regular contact with children, young people

and/or parents/carers who may become aware of possible abuse or neglect or be in

a position to identify concerns about maltreatment, e.g. Community advice centre

staff, Caretakers, One Stop Shop workers, Environmental Health officers, Librarians,

Housing Staff, PCSO’s, Police (other than those in specialist CP roles), Sports

Development Officers.

Places on this training will be prioritised for staff from agencies who financially

contribute to WSCB and who do not have the capacity to provide this training ‘in-

house’.

These programmes can be commissioned by organisations who do not contribute

financially to WSCB, if capacity allows.

Full Day Programmes

Before attending full day programmes, it is crucial that staff have already completed basic Child Protection Training either from their agency or the WSCB Child Protection Awareness

Half Day programme.

Working Together to Update on Child Protection and Improve Interagency Communication (to be completed first).

And then

Domestic Abuse and Child Protection: Exploring Links Between Domestic Violence and Harm to Children.

Emotional Abuse: Identification and Case Management. Understanding Attachment in Abuse and Neglect - Exploring the

Multi Agency Response.

These programmes are for staff who work predominantly with children, young people

and/or their parents/carers and who could potentially contribute to assessing,

planning, intervening and reviewing the needs of a child and parenting capacity

where there are safeguarding concerns e.g. Paediatricians, GPs, youth workers,

those working in the early years sector, midwives, school nurses, health visitors,

teachers, designated education professionals, sexual health staff, social care

workers, those working with adults in learning disability, mental health, alcohol and

drug misuse services, Youth Justice staff, social workers.

Two Day Programmes

It is expected that staff have completed the 1 day programmes beforeapplying for 2 day programmes.

Effective Child Protection Planning and Core Group Working.

NB. This programme is for staff who regularly attend Child Protection Conferences and Core Groups

E.g. Paediatricians, GPs, youth workers, social workers, midwives, school nurses,

health visitors, teachers, designated education professionals, sexual health staff,

social care workers, those working with adults in learning disability, mental health,

alcohol and drug misuse services, Youth Justice staff.

WSCB Half Day Child Protection Awareness Training

Target group: Staff from groups who have not previously had any child protection training and who are unable to access this level of training ‘in-house’.

This half day programme aims to: Explore the nature of child abuse and how we may best respond to children, young people and families when concerns arise.

By the end of the programme participants will be able to demonstrate awareness of:

The local context for safeguarding children, including the role of the Warwickshire Safeguarding Children Board (WSCB)

What is meant by child abuse and it’s possible impact on children, including the official definitions

Identify signs and symptoms of possible abuse

Explore how best to respond to children, young people and their carers when we suspect a child is being harmed

Consider what action to take when we suspect possible harm to a child

Consider how best to seek help and support for ourselves and colleagues.

Target Group: staff who have not had any previous training about domestic abuse and its impact on children

This programme aims to: Raise awareness of domestic abuse and its impact on children and recognise how to respond if there are concerns that a child is exposed to domestic abuse

By the end of the course participants will be able to demonstrate an awareness of:

• What is meant by domestic abuse

• How domestic abuse is experienced and consider its impact on children

• The action to take when we suspect possible harm to a child

• How best to seek out help and support for ourselves and colleagues.

WSCB FULL DAY: Working Together To Update on Child Protection and Improve Interagency Communication

This Programme aims to improve inter-agency working by promoting effective

communication and working relationships with practitioners and professionals to

safeguard children.

Working together effectively has been frequently cited as lacking in Serious Case

Reviews, which are undertaken when a child dies and abuse is known or suspected.

This programme draws on evidence gleaned from national and local serious case

reviews to update practitioners and identify ways in which professionals can work

together more effectively. By the end of the course participants will be able to show

they have an understanding of:

Professional/Agency roles and responsibilities in Child Protection

Block to interagency communication

Strategies for improving interagency communication

Strategies for improving multi-disciplinary/multi-agency working

Update on key local and strategic issues in child protection.

WSCB FULL DAY: Domestic Abuse and Child Protection: Exploring Links between Domestic Violence and Harm to Children

The programme aims to: Explore what is meant by domestic abuse and its impact on adults and children.

By the end of the course participants will have an understanding of:

Domestic abuse and its impact on children and young people

The links between domestic abuse and child protection

Identifying strategies to overcome barriers to identification and intervention of

domestic abuse

Strategies for effective working together to safeguard children and young

people affected by domestic abuse

The different professionals and services that are available in Warwickshire to

support children young people and families who have been affected by

domestic abuse.

The programme will be delivered by members of WSCB Training Sub-Committee, an

officer from the CPU, a Clinical Psychologist and Practitioners working in

Warwickshire’s Domestic Abuse Services.

This Training builds on the learning outcomes from Domestic Abuse Level 1 training. Staff should attend Domestic Abuse Level 1 training or be able to demonstrate learning at that level before applying to attend this course.

WSCB FULL DAY: Emotional Abuse - Identification and Case Management

The programme aims to: Assist in the development of a common language and understanding of the emotional abuse of children, including thresholds for intervention. It will explore possible strategies and frameworks for managing these complex cases

By the end of the course participants will have an understanding of:

The nature and extent of the emotional abuse of children

Possible barriers to identification and intervention

Parent/carer behaviours which may be described as emotionally abusive

The impact of emotionally abusive behaviours upon the child in terms of their immediate care, long term development.

The impact of emotional abuse and neglect upon the quality of the parent/child relationship on the basis of the actual lived experience of the child

Factors that may counteract the harmful impact of emotional abuse

Strategies for identification and case management that may be the most effective in safeguarding children at risk of emotional harm

The programme will be delivered by members of the WSCB Training Subcommittee,

including those working in Health, Clinical Psychology and Specialist Domestic

Abuse Social Work.

WSCB Full Day Training: Understanding Attachment in Abuse and Neglect – Exploring the Multi Agency Response

This programme aims to: Promote an understanding of healthy/unhealthy

attachments between children and their carer-givers and explore how childhood

abuse and neglect affects the formation of healthy attachments

By the end of the programme participants will be able to show that they have an

understanding in the following areas:

• A shared understanding and language of attachment behaviour and the

development of attachment

• Recognising how the development of unhealthy attachments can impact on

an adult’s capacity to parent

• Consideration of effective multi agency working together to plan effective

interventions within the timescales of the child.

• Promotion of a shared responsibility for defensible decision making about the

quality of parent/child relationships on the basis of the actual lived experience of the child.

WSCB 2 Day Training: Effective Child Protection Planning and Core Group Working

Target Group: Staff who regularly attend Child Protection Conferences and Core Groups and who have completed the WSCB Full day training courses.

It is felt that this course is unsuitable for students.

This programme aims to: To equip professionals with the knowledge, skills,

confidence and ability to work effectively in core groups and authoritatively

undertake their role and responsibility to be either a key worker or core group

member

By the end of the programme participants will be able to show that they have an

understanding in the following areas:

• Understand the child protection planning process, including statutory

processes and the Public Law Outline

• Identify how family- professional relationships and inter-professional

relationships can conflict with remaining child focussed

• Explore motivation and sense of responsibility parents/carers have for their

child and how this impacts on their ability to sustain the changes needed if

their child is to be protected

• Identify and articulate expectations of parental care necessary to ensure a

child is safe and healthy

• Identify how core groups work effectively and their potential to achieve

sustainable change.

WSCB 2 Day Training: Protective Behaviours -Foundation Level Training Course

Programme aims:

Protective Behaviours is about empowerment, communication, self esteem and

other life skills. By learning these we can prevent abuse, reduce violence and

promote life enhancing, rather than life depleting experiences. Some uses of

Protective Behaviours includes: conflict resolution, counselling, empowering people

of differing abilities, crisis intervention, parenting skills, abuse prevention, crime

prevention, sex education, drug education, staff management, and perhaps most

important of all for having fun and adventures.

Day 1 gives participants an understanding of the Protective Behaviours Process and

Day 2 is more of a workshop style and looks at putting Protective Behaviours into

practice for ourselves and with client groups.

The course will be run by:Ann Seal, Taking Care Manager, Accredited Protective Behaviours Trainer

How to apply for WSCB Multi Agency Training

Before you apply for any course, you should obtain the agreement and support of

your manager or organisation. There is an expectation that participants commit to attend the whole session, arriving and leaving at the specified times. A

certificate of attendance is only given for full attendance.

Application Process

1. Select your course/date.

2. Discuss with your supervisor or designated person.

3. Once your supervisor/designated person has agreed to you attending your

chosen course, complete the WSCB training programme booking form (page

29) giving full details of the course for which you are applying. Use a separate

booking form for each course for which you are applying. You can download forms from the training page of WSCB web site www.warwickshire.gov.uk/wscb

Any forms without a manager’s signature (or name if the form is emailed) agreeing to you coming on the training will be returned.

4. Email the booking form to: [email protected]

5. Make sure you have the date and details in your diary!

6. Once booking forms are received they are date stamped and delegate details

logged onto the WSCB training database. Please note that confirmation of places are not emailed until at least 5 weeks prior to the course. You will hear from us EVEN IF YOU HAVEN’T BEEN ALLOCATED A PLACE ON A TRAINING EVENT.

7. Please do not attend a programme unless you have received an email

confirming you have been allocated a place on training. This can cause health

and safety issues as well as problems with refreshments and hand-outs.

Allocation of Places

If the course is oversubscribed, we will not be able to accommodate all requests for

training. Places will then be allocated by giving priority to promote an optimum

interagency mix of delegates to promote effective interagency working and

networking opportunities. Because of this, it may not always be possible to

accommodate places from groups of colleagues from the same Team/Department. If

you have not been successful in getting a place, you will be notified that your name

has been placed on our reserve list. The reserve list will be used as a priority for

allocation of places on any additional courses that are run to meet oversubscription

needs.

Cancellation of Places

If you are unable to attend a course once you have an allocated place, please notify Pat Convery by email – [email protected]. We cannot accept cancellations by telephonePlease give as much notice as possible so your place can be offered to someone

else. There will be a charge of £100 per full day for less than 10 working days notice of cancellation of a confirmed place.

Evaluation

Evaluation of courses is very important as this data informs and shapes future

training. All participants will be asked to complete a feedback form at the end of

each course or conference. Sometimes participants will be asked if they can be

contacted a time after the course to measure the impact of training on practice.

CertificationA certificate of attendance will be emailed to participants after they have completed

the course as a record and evidence of attendance. It is important to note that

certificates will only be issued if the participant is present for the full training session.

WSCB Charging Policy for Non Cancellations of Confirmed Places

All Individuals, who are booked to attend a course, have had their

place confirmed and who are then unable to attend, must cancel their

booking as soon as they become aware of this. Cancellations given less than 10 working days in advance of the date the programme was to run will incur a non-attendance charge of £100 per full day programme and £50 for a half day programme. This charge will be levied irrespective of whether the place can be reallocated by WSCB. An exemption from this penalty will be permitted if the person

allocated the place ensures a colleague attends the course in their

place.

A charge of £100 per full day programme and £50 for a half day programme will apply if any participant allocated a place gives no apologies and does not turn up on the day, regardless if they are the original participant or a ’stand in’.

The charge will be levied to the participant’s agency or in the case of

schools, the school.

The designated or lead person for child protection in the agency

concerned or other individual notified to the Training Subcommittee as

needing to be informed of these circumstances will be notified of the

non-attendance and will be made aware of the penalty to be levied.

They will be encouraged to take this up with the individual and/or their

manager.

The charge may be exempted at the discretion of the Training Sub

Committee in exceptional circumstances

The charge is exempted if a charge to attend the training has already

been incurred

WSCB Course Fees

WSCB Interagency Training continues to be free to organisations that

contribute financially to the work of the Board. Organisations who do

not contribute financially will normally be expected to pay a fee of

£100.00 per person, per day (£50 per half day), to access WSCB

training. This charge would be inclusive of refreshments as well as

administrative costs (handouts, training packs, certificates etc).

There may be a reduced charge or no charge to voluntary

organisations and community groups without or in receipt of a limited

training budget.
