a)TheUniversityandbrancheswillbeestablishedwiththeexpresspurposeofbringingtogether
worldviewsandfacilitatingthetransferoftechnology;b)AllmembernationsoftheUnitedNationswillbeequallyrepresentedattheUniversity;
c)IncentiveswillbeofferedtostudentsofjournalismandcommunicationsattheUniversityto
returntotheircountriestoteachuponcompletionofinstruction;
d)Theinstructorsoftheregionaleducationcenterswillbecomprisedofamultipartisancoali-
tionofeducatorsfromthroughouttheworld;
