WORK OPPORTUNITY TAX CREDIT (WOTC) is a federal income tax benefit administered by the U.S. Department of Labor (DOL) for employers who hire individuals from specified target populations. WOTC reduces a business’s federal tax liability, serving as an incentive to select job candidates who may be disadvantaged in their e�orts to find employment.

The main objective of this program is to enable individuals to become employed, earn a steady income and become contributing taxpayers. WOTC joins other workforce programs that help provide incentives for workplace diversity and improve access to good jobs for American workers.

FIDELITY BONDING service helps at-risk job applicants get and keep a job. We o�er free fidelity bonding services to reduce employers’ concerns about hiring at-risk job applicants who cannot be bonded through other sources. For this bonding, Union Insurance Group issues an insurance policy that protects the employer against employee acts of dishonesty such as larceny, embezzlement, and theft.

Workforce Solutions for Tarrant County o�ers multiple ways each month to connect with qualified candidates throughout Tarrant County. Our events require registration then we take care of the rest! These events are a great way to speak directly to job seekers and advertise not only the open positions you have, but all the great attributes of your company. Di�erent ways to get involved include:• Job Fairs – each year we host 6-8 job fairs throughout Tarrant County. In addition, we take part in 75+ events a year promoting the jobs we have in WorkInTexas.com. ADULT VOCATIONAL ACADEMY (AVA) is a combination of literacy training, vocational training and connection to local employers that allows students to achieve an industry valued credential and to access employers hiring for that credential. Through a partnership with Tarrant County College, this is o�ered at no cost, if eligible. Students enter the academy to build on basic skills and complete training while receiving support classes and wrap around services to address any obstacles that may arise. Students without a High School Diploma will receive instruction to help them achieve that goal prior to entering training. All students move through the model in a supportive group to reach their goals. Students will learn about career and post-secondary education exploration related to the industry and preparation to secure that job.

ADULT EDUCATION AND LITERACYThe Tarrant County Adult Education and Literacy Consortium (TCAELC) provides educational and career enhancement training opportunities for adults in Tarrant County that may be struggling due to limited education.• We can provide free classes at businesses and organizations contextualized to their industry for employees or the community• We work with individuals that need workplace related training in conjunction with language and/or basic skills training• To qualify, your employees must be age 19 or over, need help with learning English or basic education skills (Math, Reading, Writing), even if they have their high school diploma

The Texas Workforce Commission (TWC) Office of Employer Initiatives has a number of services available to support your workforce needs. The following summarizes the support that may be available to businesses that choose to locate in Texas: Skills Development Fund A Texas public community college, technical college, or the Texas A&M Engineering Extension Service applies for the grant, in partnership with a business, business consortium or trade union, which provides:

Up to $500,000 per business, more for consortiums, for customized training needed by the business Target average cost per trainee of $1,800 Training for full-time employees $44 million in overall funding available for the 2020-21 biennium http://www.twc.state.tx.us/partners/skills-development-fund

Recruit Texas Allows public community or technical colleges an opportunity to provide intensive and rapid response to, and support services for, employers expanding in or relocating operations to Texas and that will provide complex or high-skilled employment opportunities. The Recruit Texas program focuses on the following:

Skills for Small Business A small business with fewer than 100 employees applies for the grant which provides:

Up to $1,800 for tuition and fees per new hire, per 12-month period Up to $900 for tuition and fees per incumbent employee, per 12-month period Training for full-time employees Training selected from courses offered by a Texas public community or technical college or the Texas Engineering

Self-Sufficiency Fund A private, nonprofit 501c3 community-based organization, public community college, technical college, or state extension services applies for the grant which provides:

Training for adult recipients of Temporary Assistance for Needy Families (TANF), Supplemental Nutritional Assistance Program (SNAP) or individuals at risk of becoming dependent on public assistance which includes individuals earning less than $37,000 and who are the parent (custodial or non-custodial) of a dependent child

Training must result in an acceptable industry-recognized certification that leads to permanent full-time employment opportunities

60% of trainees in the project will be required to complete training, receive an industry certification and must be placed in full-time permanent employment

High Demand Job Training The Local Workforce Development Board (board) applies for the grant and collaborates with an eligible, Type A or Type B, Economic Development Corporation(s) (EDC(s)), to leverage sales tax dollars and provide high-demand occupational job training in their local workforce areas. The grant provides:

Up to $1 million to fund training in locally identified high-demand jobs identified by the board while funds are available

Up to $150,000 per board per year Boards receiving grants will use the funds to match dollar for dollar up to $150,000 of EDC(s)’ Texas Development

Corporation Act monies used to provide the high demand job training TWC matching funds awarded under this grant must be used to support Workforce Innovation and Opportunity Act

(WIOA)-allowable, high-demand job training activities and related direct costs To be eligible for TWC matching funds, EDC(s) funds must be spent on high demand job training http://www.twc.state.tx.us/high-demand-job-training-program

Texas Industry Partnership Program The Local Workforce Development Board (board) applies for the grant and collaborates with eligible Private Industry or Industry Foundations (Industry Partner(s)) to leverage funding to provide high-demand occupational job training in their local workforce areas. The grant provides:

Up to $150,000 per board Boards receiving grants will use the funds to match dollar for dollar up to $150,000 of Industry Partner(s) monies

used to provide the high-demand job training in the six designated industry clusters (Advanced Technologies and Manufacturing, Aerospace and Defense, Biotechnology and Life Sciences, Information technology, Petroleum Refining and Chemical Products, Energy)

TWC matching funds awarded under this grant must be used to support Workforce Innovation and Opportunity Act (WIOA)-allowable, high demand job training activities and related direct costs

To be eligible for TWC matching funds, Industry Partner(s) funds must be spent on high demand job training within the six industry job clusters

http://www.twc.state.tx.us/texas-industry-partnership-program Jobs and Education for Texans (JET) Grant Program Texas public community, technical and state colleges and Independent School Districts (ISDs) can apply for a JET grant to purchase and install equipment necessary for the development of career and technical education courses or programs that lead to a license, certificate or post-secondary degree in a high-demand occupation.

$16 million available for the 2020-21 biennium 6-member JET Advisory Board (www.texasworkforce.org/jetboard) assists TWC in the administration of the grants ISDs must be entered into a partnership with a Texas public community, technical or state college www.texasworkforce.org/jet

Workforce Development Board Partners TWC also partners with the 28 Workforce Development Boards (boards) located statewide to further assist businesses with solutions to its workforce needs. These valuable services can significantly reduce the cost of recruiting, retaining and training employees. Services include:
