benchmarking, need basis, quantum of outsourcing and

modernization.

CHAPTER I

1.0 INTRODUCTION

1.1 Indian Railways is a transport & freight handling Organization, with social

and welfare obligation. Thus, safe transport of men and material are top

priority for our Organization. In the recent past, there is an increase in

the number of accidents and derailments which have caught the attention

of one and all. In this scenario, Signal Department’s role in the safe

running of trains has come in prominence, even mention of it in the Social

Media and Press Media.

1.2 In Indian Railways, Signal & Telecommunication Department plays a vital

role in the operation of trains with safety, punctuality and velocity. The

Signal Branch is primarily responsible for the Signal network of entire

Indian Railways to provide safe and efficiency in transportation system.

Signaling systems provide safety, enhance line capacity and improve

flexibility of the operations.

1.3 Signals are the Salient sentinel providing Safety in train operations. Procedures and practices in maintenance and operation are vital to provide the Safety. The Signaling System is being continuously updated to meet the growing needs of traffic and hence new procedures are being evolved and implemented by Supplementary instructions, corrections and modifications to the Signal Engineering.

Signaling system has undergone a drastic advancement in technology such as MACL Signals, centralized RRI/SSI, automatic block system, data logger, BPAC, Audio frequency Track circuiting, Intermediate Block Signals, Train Actuated Warning System, Anti-collision Device, etc. This is going to be a continuous process in future also.

The most important terms in the terminology of S&T is interlocking between signals, points, Track Block Instruments, Level Crossing Gates

which will facilitate their operation in a prescribed sequence to ensure safety.

1.4 Signals:

A Signal is a medium to convey particular pre-determined meanings in

non-verbal form. Various methods are used to convey the meaning by

‘Signals’ in a non-verbal form as used by Scouts, Policemen, Road Signals,

Navy and Air traffic control etc., which convey a definite information. The

1.5 The efficient upkeep of Signal & Telecommunication assets of the

Railways is the responsibility of the open line organization of the Signal

and Telecommunication Engineering Department. The major construction

activities of the Railways may be under the administrative control of the

Chief Signal & Telecommunication Engineer (Construction) reporting

directly to the General Manager of an Open Line or under the

Independent administrative control of a Chief Administrative Officer

(construction) or General Manager (construction) reporting directly to the

Railway Board. In Indian Railways, Signal & Telecommunication

Department plays a vital role in the operation of train with speed and

safety. The Signal Branch is responsible for the signal network of entire

Indian Railways which is committed to provide safe and efficient

transportation system. Signaling systems promotes safety, enhance line

capacity and improve flexibility of the operation.

1.6 Signaling is an important requirement for the safe and punctual running

of trains. It also helps to increase speed, line capacity and frequency of

operation and to reduce failure in human operations. The signaling

system in Railways has undergone tremendous progress from the very

old semaphore signals with kerosene lamps etc., to the fully automatic

block system, data logger, BPAC, Audio frequently track circuiting, IBS,

TAWS, ACD etc.,. The most important terms in the terminology of S&T is

‘Interlocking’ between signals, points, track, block instruments, level

crossing gates which will facilitates their operation in a prescribed

sequence to ensure safety. The monitoring system like data logger, BPAC,

computerized online panel testing etc., have made the maintenance and

inspections more efficient and foolproof. Anti-collision Device, IPS, LED

lamps, PA/Coach guidance/train display boards, Integrated Surveillance

System etc., have big role in enhancing safety, security and customer

help.

1.7 The Signal department is headed by CSTE in the Zone and

Member/Electrical in the Railway Board. In addition, there are separate

wings for construction and project for S&T department. The

Telecommunication wing is also separated in sections. The OFC wing and

Railtel are also involved in the installation activities. The signal manual,

general rules, block working manual etc., are the governing rules and

many joint inspections with operating, engineering and electrical

departments and maintenance works are to be carried out in liaison with

these departments.

1.8 The term Benchmark originates from the chiseled horizonal marks that

surveyors made into which an angle iron could be placed to bracket

(bench) and leveling rod, thus ensuring that the leveling rod can be

repositioned in exactly the same location in future. Bench Marking is also

a point of reference for a measurement. It is the process used in

management in which organization evaluates various aspects of their

process in relation to the best practice usually within their own sector.

1.9 This study is pertaining to SSE/SIG/KYJ Section of Trivandrum Division.

This section comes under heavy pressure esp. during the Sabarimala

Season, during which devotees all over India travel to

Chenngannur/Kottayam/Kayankulam to reach Pamba, in order to visit

World Famous Temple of Sri.Ayyappa Samy.

1.10 Keeping the above aspects in view, the work study team has made an

attempt to study the present system of working at SSE/SIG/KYJ Section,

through Benchmarking and need basis as means of reducing cost and

right sizing the work force. With increased DESUs and further growth of

Technology, the work load vs requirement of staff is critically examined

in the ensuing chapters.

CHAPTER II

2.0 PRESENT SCENARIO

2.1 Southern Railway has six (6) Divisions namely MAS, MDU, TPJ, PGT, TVC

& SA. Signal Department of TVC Division is functioning under the overall

control of Sr.DSTE who is assisted by DSTE/SW/TVC, SSEs and

Supervisors in extending Co-operation for smooth and efficient

functioning of the Department with sub units/sections. Among the six

Divisions, Trivandrum Division comes under the category of holding less

than 1,20,000 (DISTUs) Divisional Integrated Signaling & Telecom Units

SSE/SIG/KYJ is In-charge SSE for this section.

2.2 LOCATION OF THE SSE/SIG/KYJ:

Office of the SSE/SIG/KYJ is located parallel to the Platform No.1,

adjacent to the KYJ-Railway Mail Service within in the Kayankulam Station

Premises and next to the Foot Over Bridge on the Platform No.1.

2.3 JURISDICTION AND SUB-SECTIONS OF THE SSE/SIG/KYJ:

Jurisdiction of SSE/SIG/KYJ is between CNGR-PRND (Incl. of Block only).

This section is further divided in to six (6) sub-sections as below:

1.CNGR* 2. MVLK 3. KYJ 4. OCR 5. KPY 6. STKT

(CNGR sub-section is looked after by the Sr.Tech/MVLK, as no staff are

posted at CNGR sub-section).

2.4 STAFF STRENGTH:

The details of the Sanction, Actual, Vacancy and Excess are given in

Annexure – I. The total sanction is shown as 32 including SSEs and JE.

Actual is 29 as per Sr.DPO/TVC’s list. Whereas actual staff strength

according to list of staff position issued by SSE/SIG/HQ/TVC dated

26.07.2017, and by SSE/SIG/KYJ dated 16.08.2017, is 26 against

sanctioned strength of 31. There is an omission of Supdt.TPO post, which

is lying vacant. Work Study team reviews the staff strength based upon

the S.A.V.E statement issued by Sr.DPO/TVC only. Hence Sanctioned

strength is taken as 32.

2.6 DEPLOYMENT OF STAFF AND OTHER DETAILS OF THE STAFF OF SSE/SIG/KYJ:

27 Staff of SSE/SIG/KYJ totaling are deployed at CNGR-0, MVLK-4, KPY-13, OCR-3, KPY-4, STKT-3 station-wise. Sub-Section CNGR is taken care of by the Sub-Section staff of MVLK. Deployment of Staff and Details of Staff are tabled below:

There is an Intermediate Block Station (IBS) functioning at MQO- Munroturuttu Halt Station facilitating speed up of trains in between STKT-PRND.

CHAPTER III

3.0 CRITICAL ANALYSIS

3.1 GENERAL ANALYSIS:

Rightsizing of Man Power in Railways is an ongoing process and it is being

done after assessment by Planning Branches of concerned Divisions,

Departments and by the specialized common branch under SDGM.

Railway Board is fixing the annual target for surrender of posts for every

zone. Technological improvements, computerization, investments in

modernization, improved skills and training and even certain external

factors like availability of competitive and quality products from outside,

improvement and economy in outsourcing, transport etc help to achieve

a better man power ratio. The productivity per employee calls for a work

force which is optimum for the requirement. The ground realities are

given due consideration during the review of staff strength.

A work study will have to consider not only the yardstick and benchmarks

but also the scope for revising the yardsticks and for attaining or even

excelling the benchmarks. Certain macro factors are also to be

considered though the work study is basically a micro study of various

activities, processes and time. Though the quantum of idle man power

may not be linear across the departments or divisions, every unit has to

strive hard to achieve the common target. This is especially so in

Southern Railway since our productivity per employee ratio is less than

the whole IR average. The magnitude of pending projects also demands

such savings. investments in various items like data loggers, BPAC, IPS

etc., and the cost of AMCs thereof are also to be considered

The outturn and workload of SSE/SIG/KYJ Section has been analyzed

with the sanctioned / actual strength and actual deployment of staff. The

manpower requirement for entire activities has been calculated based

upon the most recent suitable concept of benchmark technique and on

need basis.

3.2 DESU, DETU, DESTUs:

DESU i.e., divisional equated signal units is derived from the total

signaling assets of the concerned depot. Likewise, DETU is derived from

the total telecom assets of a particular depot. As far as DISTU is

concerned, it is a combination of DESUs & DETUs. The product

value/applying factor of signal and Telecom Units is to convert into

DISTUs i.e., Divisional integrated signal units which varies from zone to

zone and from Division to Division.

3.3 STAFF REQUIREMENT:

Staff requirement is calculated based upon latest techniques in practice.

As Yard stick circulated is supposedly old and we cannot always rely on

that, the Railway Board has framed a new concept ‘Benchmarking’, to

calculate workforce requirement. This concept is Zero based, very useful

in comparing units, as data of each unit is compared meticulously. It is

very helpful in identifying problematic/slacking units by comparison, and

allows other units to improve upon their score, with that of best unit in a

phased and planned manner by setting different targets, achieving the

Best Benchmark thereby finally. This work study team has, keeping this

in view, based upon data and field study has arrived at numbers

pertaining to requirement of staff of this section after thorough analysis.

3.4 APPLICATION OF UNIFORM YARDSTICK:

The application of yardstick for shunt signals, calling on signals, shunting

permitted indicators, route indicators, LED lamps etc. under broad

categories is not very scientific as some of the subsidiary signals have no

light in normal aspect and their working time depends on failures, shunt

moves, reception on obstructed roads, etc. which is occasional only. So

also, the allocation of equal points for all roads is not very scientific since

the dealing of trains is mainly on main lines, especially at Intermediate

stations. The sub-categorization of certain equipment’s is like panel / RRI,

LC gates is not very rational especially for routine maintenance and

inspection.

There is no guideline to the extent of reduction on signal units on account

of outsourcing and AMC in some activities like BPAC, Data logger, IPS,

etc. So, a detailed analysis of the signal units seems to be necessary in

the study.

3.6 DESU OF KYJ SECTION:

Work study team has adopted benchmarking methodology & need basis

to arrive at manpower requirement for rightsizing the manpower to

improve the efficiency coupled with productivity.

CALCULATION:

DESU for Section = Section Signal Units X (DESU of

___Division/Total Signal Units of

The total No. of Signal Units of TVC Division : 66152.50

DESU as per Railway Board calculation (Shown in Annexure-III) for TVC Division : 106590.00 Hence, DESU for KYJ Section = 7333.5 X (106590.00/66152.50) = 11816.30

Say 11816.

As per the current benchmark issued by RB in the Month of MAY 2017,

(Placed as Annexure – IV) TVC division falls under the classification

‘Divisions less than 120 DISTUs ’. The first three (3) performing

signal units with less than 120 DISTUs are Raipur/SECR,

Nagpur/SECR and Salem/SR which have the manpower of 1.62, 2.04

and 2.16 per 1000 DESUs.

If the best performing signal unit is adopted, the man power required for

SSE/Signal/KYJ would be = 11816 /1000 X 1.62

= 19.14

If LR @12.5% is added = 2.39

= 21.53 Say 22 staff

Leaving a surplus of 10 staff. Since such a drastic reduction in the

sanctioned strength would affect the present working of the unit, the

same is not adopted.

The Indian Railway average is 3.87 per 1000 DESU and by

applying this bench mark,

Man power required at SSE/SIG/KYJ.

= 11816 /1000 X 3.87

= 45.72

If LR @12.5% is added = 5.72

= 51.44 Say 51 staff

Which is in excess of 19 to the current sanctioned strength at

SSE/SIG/KYJ, which is also unreasonable. During field visits and

based on data collected, it is observed that SSE/SIG/KYJ section

having lesser number of failures and section is aptly managed

with current actual strength of 26.

Hence, in view of above facts and need basis, this work study

recommends maintaining the sanction strength as such except

one post of Supdt. of TPO & Tinker, as the category is redundant

and posts are lying vacant for a longer period of time.

3.7 STAFF REQUIREMENT BASED ON YARD STICK:

Manpower Calculation based on RB Norms /Yardstick for signaling staff Ref: RB Lr. No. 2007/Sig/Non-Gaz/1/Norms, dated 16.08.2010.

The Yard stick worked out on the basis of Divisional Equated Signal Unit (DESU) is the sole parameter where in the man power to be calculated as :-

The details of station wise failures for the last 19 months i.e., Jan’16 – July’17 is tabulated in preceding chapter vide para 2.33.

iii. Actual Staff position at SSE/SIG/KYJ – 26

iv. Man power requirement as per yardstick -- 102

v. Man Power requirement as per Bench mark(1.62) – 22

vi. Man power requirement as per IR average (3.87) -- 51

Though DESU is the prime factor to identify the Man power requirement

some of the other factors are also considered for the following reasons

which are highlighted by the Signal Staff and the Operating Staff of the

Unit.

▪ The distance – Total length is 52 km is maintained by

SSE/SIG/KYJ & SSE/SIG/KPY (Note: JE/SIG/KYJ post is vacant).

▪ Call Duty Staff available only at KYJ. If any failures occurred other

than KYJ, though the staff rushed by the Road in the Contract

vehicle, it takes considerable amount of time which aggravated

train detention further. Also the staff has been sometimes called

even after duty hours without any planned rest for attending the

faults effects the scheduled maintenance activities.

The existing norms/yardstick related the calculation of signaling staff,

projecting the requirements as very high end whereas the actual staff at

the field is very minimal. Hence, the Railway Board formed a Committee

having the Members CSTEs of ER, NR SR, WR, Sr.ED /Signal/RDSO and

CSTE/SR as convener, to settle the issue mentioned, by reviewing the

yardstick. (Ref : RB Lr. No. 2014 / Sig / WG/ Yardstick, Dt.:

09.02.2016) and various level meetings were held, the report of the

same is under progress.

By considering the above facts, the Work Study team feels the present

Book of Sanction of this Unit is optimum and needs to be rightsized.

Hence, on need basis the Man power requirement station wise is detailed

in the subsequent paragraph. The Review Committee findings are under

progress to identify the new yardstick for signaling staff. Hence, it is not

so possible to enhance the book of Sanction from 32 to 51 (arrived at

based on IR average) as immediately. Hence staff requirement is

calculated as per need basis.

the present workload of Ministerial Work hitherto performed by

Supdt.TPO, which one is redundant (retired on superannuation) and post

is identified for surrender, the Planning Branch suggests that the

Executive Department may initiate for creation of One (1) post of

Ministerial staff on matching surrender based on extant norms.

The following posts are surplus to the requirement and these may be

surrendered and credited to the vacancy bank.

CHAPTER IV

4.0 PLANNING BRANCH’s REMARKS ON CO-ORDINATING OFFICER’s VIEWS:

Co-ordinating Officer’s views were received vide DSTE/TVC’s letter No.

V/SG/155/Work Study dated 26.09.2017 and the remarks of the Planning

Branch on the Co-ordinating officer’s views is appended below.

4.1 Co-ordinating Officer`s views/comments:

Signal Department is responsible for maintaining the signaling assets

installed at various stations, IBS and LC gates for ensuring the safe

running of trains. In this regard Divisional signaling assets are divided

into 9 sections under the control of Senior Section Engineer/Signals. Each

depot has following activities.

A. Regular Activities:

i. Periodical maintenance of signaling assets under their jurisdiction.

ii. Monitoring and attending signal failures

iii. Management of inventories (a separate store has to be maintained

for regular maintenance and special works).

iv. Establishment matters.

v. Periodical inspections and joint inspection with other departments

on signaling assets etc.,

vi. Special works such as Annual cable meggaring, direct

maintenance on signaling gears, replacement and overhauling of

equipments such as block instruments, power supply equipment,

batteries, minor circuit alterations etc.,

B. Additional duties to be carried out:

i. Call duty for attending night failures (technicians/signal & helpers

are utilized).

ii. Co-ordinating with other Department works such as BCM work for

packing at Track Circuits and Point Zone areas, TRR and TTR

works, replacement of point layout, attending of engineering

department deficiencies in the point etc.,

iii. Shifting of S&T gears in connection with construction activities,

closure of LC gates, yard remodeling etc.,

iv. Installation of new signaling equipments in connection with

reliability improvement of signaling equipments.

v. Road & Passenger safety works such as interlocking and manning

of LC gates, new signaling installations on replacement account.

At present the sanctioned strength of staff is to carry out the

regular maintenance activities as mentioned above A(i)-(vi) at all

signaling assets in the division. No separate staffs are sanctioned

for carrying out the additional activities- B(i)-(iv). Hence

department is compelled to utilize the existing man power and thus

it badly affected the quality of maintenance and has resulted in

increasing trend of signal failures. Further it is noticed that the

maintenance staffs are spared day/night for three or four days in

a week for co ordinating with Engineering works such as BCM

packing, TRR/TTR work, Point layout replacement work etc.

SSE/S/KYJ section is spread over 52 km in Rail route from

CNGR-KYJ-STKT-Up PRND Block with total DESU of 11816.30. As

per RB Guideline on manpower requirements, the staff

requirements at SSE/Sig/KYJ is 102 (Analysis made in Table No.22

in the sheet No.29 of study report). The present sanctioned

strength is only 32 against yardstick strength of 102 which is

insufficient to maintain the existing Signaling Assets. Further it is

brought to your notice that there is no posts were sanctioned from

2004 to till date for maintaining the increased Signaling Assets due

to commissioning of Doubling between KYJ-MVLK-CNGR section,

BPACs, IBS and LC Gates. As a consequence of non-sanctioning of

posts, SSE/Sig/KYJ section is compelled to maintain the increased

assets with the existing staffs which resulted in increasing trend of

failures reflected pas no.3.8 of the reports.

Further, it is brought to your information that there are four

proposals on creation of staffs (Total-208 posts on SSE,JE,

Technician & Helper categories) which is included the newly added

signal & Telecommunication assets in SSE/Sig/KYJ section due to

doubling, interlocking of LC gates, commissioning of IBS and BPAC

etc., were pending at Head Quarters. Under this circumstances

DRM/TVC has agreed to convert the skilled posts such

Carpenter, Blacksmith, Tinker etc. to Technician/Signal

post to meet the urgent requirement on the maintenance

staff. In this regard around 14 posts on skilled category in

the entire Division were identified for conversion to

Tech/Sig.Tinker Gr.I post identified in the study report for

surrendering is belonging to the above mentioned 14

posts, hence it is not agreed to surrender.

The finding of the work study on surrendering of Tinker Gr.I

and STPO posts are not acceptable. It is requested to kindly review

the work study report.

4.2 Planning branch’s remarks on Co-ordinating Officer’s views:

Co-ordinating Officer’s views is not agreed to, as sufficient staff are allowed on need basis.

The work study is conducted to identify the optimum manpower for the unit SSE/SIG/KYJ, for the benefit of the administration in which the present work load is taken as datum to arrive the required manpower. The sanctioned strength of this Unit is 32 and the requirement as per the study is 30 and recommended to surrender two (2) ancillary category posts only. The said recommended posts are kept vacant for more than five years. More over nature of two posts is redundant in the present scenario.

Based on the remarks of the Division, it is understood that filling up of these posts is not required and thereby a proposal is initiated for conversion of these posts into Technician/Signal. In this regard, it is to be stated that any posts coming under redundant, is to be converted to any category on matching surrender only.

Hence identified posts as surplus may be surrendered and the money value may be utilized for creating the higher-grade post (Tech/Sig).
