Minutes of the Meeting of the Parish Council held in the Village Hall, Woodhouse Eaves on Monday 4 December 2017

17/99 APOLOGIES FOR ABSENCE

Mr Pole had sent his apologies owing to illness Mr Thomas had sent his apologies owing to personal business

17/100 DECLARATIONS OF PECUNIARY AND PERSONAL INTERESTS & ANY DISPENSATIONS

Mrs Martin declared a prejudicial interest in planning application 17/1251 as she was the owner. Mr Tyler declared a personal interest in Accounts for Payment as he was reimbursed for one item

17/101 POLICE AND NEIGHBOURHOOD WATCH MATTERS Members were informed that local PCSO Chris Kendall would leave the police force in December, and all present signed a card to send their good wishes to him. He had served the parish well. The parish would be covered by PCSO 6616 Tom Barker from the Mountsorrel beat team. His contact details had been circulated. 17/102 FROM BOROUGH & COUNTY COUNCILLORS Cllr Snartt informed members:

• about a forthcoming Cabinet meeting at which the Borough Council would consider a strategic growth plan. This had been produced by district councils across the County and the Leicestershire Enterprise Partnership. A draft had been published earlier; there would be another consultation period. The growth plan included housing targets. It would be worth the parish council making a response.

• that he had called in the application for further tree works on Lady Martin Drive. He noted the withdrawal of planning application 17/1483 on land adjacent to Windmill Rise.

• about the Borough Council advice on microchipping dogs, now required by law. Details are at https://www.charnwood.gov.uk/pages/dogcontrol

• about an Age UK initiative to encourage more silver surfers with help from digital champions. Sessions will be run in Mountsorrel and Rothley libraries, Syston town council community centre, at Tesco in Loughborough. Details at https://www.ageuk.org.uk/leics/our_services/digital-champions/

• about the need to display Charnwood Borough Council stickers on brown garden waste bins – they would not be emptied without one.

In response to a question, Mr Snartt said that he had called in planning application 17/1984 as he felt that it would not conform to the Local Plan.

Mr Snartt wished members a happy Christmas. The Chair returned the compliment.

17/103 QUESTIONS FROM MEMBERS OF THE PUBLIC A member of the public who had submitted a planning application explained his proposals. Council members had visited the site and would submit comments to the planning authority.

17/104 MINUTES OF THE COUNCIL MEETING HELD ON 6 NOVEMBER 2017 The Minutes of the meeting were confirmed and signed

17/105 ACTIONS FROM PREVIOUS MEETINGS The Clerk reported on the delay in installing the defibrillator in Woodhouse. Council RESOLVED that the Community Hall Trustees be asked if they would allow their power supply to be used.

17/107 POLICY REVIEWS

RESOLVED To note that all existing policies were reviewed by the Finance Committee on 22 November. A staffing policy was in preparation.

17/108 PROPERTY MATTERS

RESOLVED

[a] to approve proposed changes to the licence for the permissive path due for renewal in December 2017

[b] to approve proposed changes to licences for the use of the sports field due for renewal in December 2017

[c] to approve the location of a tree to commemorate the life and work of former parish warden Mrs Iris Brown – on the car park.

[d] to approve continuing yellow lines up Maplewell Road to reduce congestion. Mr Snartt would contact highways officers with this request

17/109 PARISH PLAN ISSUES

To note that LCC Highways officers had covered the speed camera signs while they carry our environmental checks. The anticipated installation date had been put back to Spring 2018. The wheeled speed indicator had been lent to Swithland Parish Meeting, following training from Traffic Watch Group members.

Traffic Watch Group members had thanked Mr Selby and Mr Fox, who had managed the device for almost 2 years to help slow traffic on Beacon Road.

Remembrance Sunday arrangements had worked without incident with assistance from Scout Group leaders and their relatives and parents, from police officers who arrived unexpectedly, from parish council members and from traffic watch volunteers. All were warmly thanked. Charnwood BC had arranged a de-briefing and feedback meeting for 14 December.
