The Woodburn School District Board of Directors met for a Regular Meeting at the Woodburn School District Office, Woodburn- OR. The following individuals were present.

3) REPORTS:

3) 1. Washington Elementary School Presenter: Juan Larios Grow Your Own program- student teachers- partnership with Chemeketa and Pacific. Last year we were able to hire grads onto Washington staff. This school year- 6 Seniors graduating- looking to hire 9 Juniors- all WHS graduates Building culture- PUENTE- parent club at Washington Elementary School Organized group- Board- Leaders in the community. Parent Meetings organized by PUENTE Ran, organized and facilitated by parents. Carnivals, open house, monthly movie nights. Parents are building a foundation. First Book, Maker Party, Dia del Niño, fundraisers for Washington.

3) 2. Bond Update Presenter: JJ Henri Washington- contractor on site. Walkway for students, top soil moved for moving portables. Planning Commission meeting on December 8th at 7:00 pm Success- Creek crossing, WC screen on it’s way High School- design phase Juan, Jenne and John will set a ground breaking date and invite Board. Screen for WC has been ordered. Dishwasher is in.

3) 3. High School Student Government Re-Organization Presenter: Joe James Team is documenting and archiving the process. Proposal: Cultural Equity Conversations for WHS Campus was reviewed with the Board by Joe James. Proposal: Student Voice and Diversity Leadership Program draft summary reviewed- consultant brought on to help draft Comprehensive student government did not work well for small school model. Student governments focused on Equity and student voice needs to go beyond student government format. Cohort of about 30-40 students to be taught true leadership skills from an outside consultant. How would we sustain it once it is implemented? Focus on 10th and 11th grade students. Cohort will continue to grow once the students move up in grade. Could we offer a leadership credit? Principals will look into it. In WeBSS leadership they discuss how they can involve other schools. Creating a campus wide cohort of leaders. Will students have a practicum? Extend the goodness of the program to the students? How would students be elected? 2 possible options- if we go in the traditional elections

sometimes those elections become popularity contests. 2nd option- screening process: application, interview, written essay. If you are applying you are signing on a year long commitment. We are explaining the commitment. If we give credit then writing would become a requirement. Middle School opportunities, community organizations, The associated student body- requirement of our high school. Certain powers in statue. This would be an attempt to build and write a constitution. This would be part of the process. New ABS Constitution for the high school program.

6) 2. 1. Division 22 Board and Community Update Section 581 in Oregon Statue to update community about Division 22 report. Statues live in Policy Requirements that we must do. Once per year required to be presented to the Board and Community prior to January 15, 2016. Currently the District is in compliance with all requirements listed in the Division 22 report. 4th year Division 22 has been restored and required by ODE.

6) 2. 2. Resolution 16-021 Resolution to adopt a supplemental budget for unanticipated General Fund revenue and expenditure appropriations of $154,000 each related to

ORS 294- local budget law E-rate rules were changed Approved by USAC for $154,000- requesting to approve supplemental budget Gustavo Gutierrez moved to approve Resolution 16-021 to adopt supplemental budget for unanticipated General Fund revenue and expenditure appropriations of $154,000 each related to E-Rate funding. Laura Isiordia seconded the motion. The motion passed.

6) 2. 3. Position Description Update: 21st Century Program Coordinator Presenter: Casey Woolley Linda Reeves moved to approve the position description as presented. Gustavo Gutierrez seconded the motion. The motion passed.

Approve purchase of two new boilers for the Heritage/Valor campus in the amount of $118,922.00 from Viking Engineering & Construction Policy DJ- approve all contacts exceeding $50,000 Gustavo Gutierrez moved to approve the purchase of two new boilers for the Heritage/Valor campus as presented. Laura Isiordia seconded the motion. The motion passed.

6) 2. 5. WCAT at BAAC Meetings Request from BAAC Chair to record the BAAC meetings and have those available as Board Meetings. Lawyers strongly advise against. Superintendent recommending not to have the recording. Board will table request to consult with OSBA and getting a second opinion.

Firmly establish and detail the Dual Language Program Manual Documented and recorded Leading District but also has loose ends. Elementary is the first place. Become consistent District wide. Manual with multiple chapters. Task Force job is to create a Master Plan. Now that we have a plan, how do we implement and discuss what it will look like. All programs are Board Approved. Not a new program but will have substantial changes. Grant will go through June but possibly through September 2017.

RESOLUTION NO. 17-001

Affirming Student Safety and District Mission

WHEREAS, angry rhetoric during the recent Presidential Election has made some staff and students fearful about the future. WHEREAS, some students feel their country is a hostile place based on their ethnicity or country of origin. Discussions in the news media about immigration and mass deportations have other students worried about their future and that of their families. WHEREAS, fear, worry and stress is not conducive to student learning and education, which is the purpose of a public school district. WHEREAS, “Education then, beyond all other devices of human origin, is the great equalizer of the conditions of men, the balance-wheel of the social machinery.” -- Horace Mann NOW, THEREFORE, BE IT RESOLVED by the School Board of School District 103, Marion County, Oregon, as elected representatives, we reaffirm our commitment to the safety of all students entrusted to our care. BE IT FURTHER RESOLVED, that we want to reassure the community that the Woodburn School District values diversity as reflected by our school board and student body. BE IT FURTHER RESOLVED, our schools will continue to provide a safe environment for students to learn and staff to teach. BE IT FURTHER RESOLVED, we pledge to offer a safe haven for all our students regardless of where they come from, how they worship, or other factors. BE IT FURTHER RESOLVED, we will not permit harassment or bullying of our students. This includes hate speech because words – as we witnessed in the recent election – can hurt and divide nations. BE IT FURTHER RESOLVED, by law, immigration status is not a condition of attending public schools. We will educate and care for all the children we are given. BE IT FURTHER RESOLVED, by law, we will not share confidential student records, including immigration status (if known). Our students and their families have a right to privacy.

Waivers

School districts may request two types of waivers as follows:

(1) Waiver of a specific standard: To address an immediate concern or need, a school district may petition the State Superintendent of Public Instruction for a waiver of a specific standard. A petition shall specify the reason(s) the district is seeking the waiver and other relevant information. If it is determined that the request conforms with the intent of the standards, the State Superintendent shall recommend the waiver to the State Board. Waivers under this provision may be granted for up to one year.

Definitions

(30)(a) “Instructional time” means time during which students are engaged in regularly scheduled instruction, learning activities, or learning assessments that are designed to meet Common Curriculum Goals and academic content standards required by OAR 581-022-1210, and are working under the direction and supervision of a licensed or registered teacher, licensed CTE instructor, licensed practitioner, or Educational Assistant who is assigned instructionally related activities and is working under the supervision of a licensed or registered teacher as required by OAR 581-037-0015.

(b) Instructional time shall include:

(A) Time that a student spends traveling between the student’s school and a CTE center, internship, work experience site, or post-secondary education facility;

(B) Time that a student spends in statewide performance assessments; and

(C) Up to fifteen minutes each day of the time that a student spends consuming breakfast in the classroom if instruction is being provided while the student is consuming breakfast.

(c) Instructional time shall not include time that a student spends passing between classes, at recess, in non-academic assemblies, on non-academic fieldtrips, participating in optional school programs, or in study periods or advisory periods where attendance is not required and no instructional assistance is provided.

Required Instructional Time

(1) Each school district shall ensure that at least 92% of all students in the district and at least 80% of all students at each school operated by the district are scheduled to receive annually the following minimum hours of instructional time:

(a) Grade 12 — 966 hours;

(b) Grades 9–11 — 990 hours; and

(c) Grades K–8 — 900 hours.

(2) If a school district chooses to offer less than 900 hours of instructional time for kindergarten students, the kindergarten program shall be considered a half-day program for purposes of ORS 327.006(1) and the school district shall ensure that every kindergarten student is scheduled to receive a minimum of 450 hours of instructional time per year.

(3) Upon approval by the local school board, a district may include in its calculation of instructional time required by subsection (1) of this rule the following:

(a) For kindergarten programs offering 900 hours or more of instructional time, up to 60 hours of recess;

(b) For kindergarten programs offering less than 900 hours of instructional time, up to 30 hours of recess;

(c) For grades 1–3, up to 60 hours of recess;

(d) Up to 30 hours for staff professional development;

(e) Up to 30 hours for parent teacher conferences; and

(f) For the 2015–16 school year, up to 14 hours for emergency school closures due to adverse weather conditions and facilities failure.

(4) For students participating in online instruction:

(a) Instructional time includes online instruction supported by a licensed or registered teacher through electronic means.

(b) For online instruction, up to one hour per course per day may be counted as instructional time where the following criteria are met:

(A) Every student has access to a licensed or registered teacher through in-person, telephone, or electronic means for each course taken; and

(B) Every student has regular contact with school personnel for the purpose of attendance and progress monitoring as outlined in the policies maintained by the Oregon Department of Education.

(c) Instructional time may not be claimed for weekends or holidays, per ORS 336.010 and 187.010, or any other day during which a licensed or registered teacher is not available to students.

(5) There shall be no fewer than 265 consecutive calendar days between the first and last instructional day of each school year at each grade level.

(6) No student shall be required to exceed the following number of instructional hours per day:

(a) Grades 9–12 — 8.5 hours;

(b) Grades K–8 — 8 hours.

(7) The minimum instructional hours requirement set forth in subsection (1) of this rule shall first apply to the 2015–16 school year but full compliance shall be phased in over a period of four school years. A school district will be in compliance with the requirements of subsection (1) of this rule if the following benchmarks are met:

(a) For the 2015–16 school year, at least 80% of all students in the district must be scheduled to receive the minimum hours of instructional time set forth in subsection (1) of this rule.

(b) For the 2016–17 school year, at least 85% of all students in the district must be scheduled to receive the minimum hours of instructional time set forth in subsection (1) of this rule.

(c) For the 2017–18 school year, at least 90% of all students in the district must be scheduled to receive the minimum hours of instructional time set forth in subsection (1) of this rule.

(d) For the 2018–19 school year, at least 92% of all students in the district and at least 80% of all students at each school operated by the district must be scheduled to receive the minimum hours of instructional time set forth in subsection (1) of this rule.

(8) The State Board of Education shall conduct a public hearing and board discussion relating to instructional time at the 2016, 2017 and 2018 January board meetings. The purpose of the public hearing will be to receive information about and consider the implementation and potential financial concerns relating to required instructional time, OAR 581-022-0102 (definition of instructional time) and 581-022-1131 (credit options).

Credit Options

(1) A school district or public charter school shall grant required and elective credit towards the diploma or a modified diploma, provided the method for accruing such credit is described in the student's personal education plan and the student earns the credit by meeting the requirements of one or more of the options described in this rule.

(2) A school district or charter school may grant credit to a student if the student demonstrates defined levels of proficiency or mastery of recognized standards (e.g., state academic content standards and essential skills, industry-based or other national or international standards) by any one or more of the following options:

(a) Successfully completing classroom or equivalent work (e.g., supervised independent study, career-related learning experiences, project based learning), which meets Common Curriculum Goals and academic content standards required by OAR 581-022-1210;

(b) Successfully completing classroom or equivalent work designed to measure proficiency or mastery of identified standards (knowledge and skills) in class or out of class, where hours of instruction may vary;

(c) Successfully passing an appropriate exam designed to measure proficiency or mastery of identified standards (knowledge and skills);

(d) Providing a collection of work or other assessment evidence which demonstrates proficiency or mastery of identified standards (knowledge and skills); or

(e) Providing documentation of prior learning activities or experiences which demonstrates proficiency or mastery of identified standards (knowledge and skills) (e.g., certification of training, letters, diplomas, awards, etc.).

Community Use of District Facilities

The Board shall make school buildings and other facilities and equipment of the district available to thepublic in a manner that is not in conflict with Oregon Revised Statutes or with their regular use of thedistrict programs and services, and which is fiscally possible.

The district subscribes to the notion that the public schools are owned and operated by and for its patrons,and that the schools become an integral part of the community, in terms of its intellectual and socialexpression and development.

The following categories are listed in priority order for usage:

1. Activities directly related to the required K-12 school program;

2. Activities related to the extracurricular K-12 school program such as sports and seasonal programs;

3. District-sponsored programs such as classes and workshops;

4. Nonprofit community usage of the facilities such as meetings and sports leagues sponsored by localorganizations. Nonprofit youth groups take priority over nonprofit adult groups;

5. Profit-making organizations.

School-sponsored activities shall have first priority. The right to authorize use of school facilities shall beretained by the superintendent through the appropriate district administrators. Such use will be determinedby district policy and will be only at such times as the facilities required are free from district curricularand extracurricular activities.

Approval of use of a facility by an organization for nonschool purposes will not constitute endorsement ofthe organization by the district, nor does it constitute approval or endorsement by the district of the beliefsor purposes espoused by the organization.

The district will not extend use of a facility to any organization or group that promotes illegal racist ordiscriminatory practices.

Use of Facilities and Grounds

1. District and school sponsored events and activities will take precedence over all requests fromoutside individuals, groups and organizations in accordance with the following guidelines:

a. District and school events scheduled within the school day (6:00 a.m. – 6:00 p.m.) shall havecomplete precedence over any other events or activities. No outside event shall be scheduledduring this time without prior building administrator approval.

b. For time periods from 6:00 – 9:30pm, weekends, nonschool days etc., a Request for Use ofFacilities and Grounds form must be submitted by the district or school administrator to themaintenance department, who shall coordinate all facility and grounds use.

c. District or school requests will take precedence over a previously scheduled event or activity ofan outside individual, group or organization if it is received two calendar weeks or more priorto the outside event. If not, the outside event will remain scheduled unless it can be moved toanother available and suitable location, as determined by the maintenance department. Exceptions for emergencies may be determined by the district administrator.

d. A school request to use its own facility or grounds will take precedence over another schoolrequest at any time with no minimum notice.

2. Written application for use of district or school facilities or grounds by an outside individual, groupor organization must be submitted on a Request for Use of Facilities and Grounds form (See KG-AR(2)) to the maintenance department. Written notification approving or denying the request will bereturned to the requester. Use of facilities and grounds by outside entities will be in accordance withthe following guidelines. Failure to comply may result in denial of future use.

a. Application for gymnasium or field use shall open on September 15 of each year forscheduling Winter activities (November, December, January, February) and January 15 forSpring, Summer and Fall activities. There must be a minimum of one week with no scheduledactivities prior to the beginning of each school year for the purpose of facility maintenance.

b. All outside entities must accept the possibility that their accepted and scheduled event is/maybe cancelled and/or moved to another location as determined by the district and in accordancewith these regulations.

c. The district reserves the right to deny facility or grounds use requests and/or to determine thelocation of a requested event and its appropriateness for a particular facility.

d. Requests from outside entities for use on school days outside of 6:00 p.m. – 9:30 p.m. will beconsidered on a case by case basis.

e. The outside entity shall provide sufficient adult supervision to ensure the safety of theparticipants and proper treatment of the facility and all other school property for the entirescheduled period. Facilities and/or equipment under the supervision of the outside entity arenot to be left unattended.

f. Requests shall generally be limited to use of facilities, furniture and ground space. Use ofequipment may be requested but must have prior approval of the site administrator. Equipment under the responsibility of the district must have prior approval of the districtadministrator. Any equipment operation costs will be the responsibility of the facility user. Any damage to equipment will be the responsibility of the user.

g. Illegal drugs are not allowed on school grounds or in school facilities at any time.h. Alcoholic beverages are not allowed on school property or in school facilities at any time.i. Tobacco use and firearms are not allowed on school property or in school facilities at any time.j. The sponsoring organization is responsible for all crowd control. Excessive noise must be

controlled as a courtesy to all neighbors.k. A sponsoring group using the grounds is responsible for all clean up of the facility, field,

crowd areas and restrooms, unless custodial time has been paid for as a part of the facility usefee.

l. Vehicles must be kept off the grass areas and out of the fire lane for emergency vehicles.m. The sponsoring organization is responsible and liable for any damage to the district property

caused by participants, spectators or others.n. Use of the kitchen equipment requires the presence of a district cook and the use of the sound

and lighting equipment in the High School Lectorium requires the presence of a districtapproved technician.

o. All keys issued must be returned within two days of facility use.p. Fees for building use will be charged according to the Facility/Grounds Use Fee Schedule.q. Sponsoring organizations are expected to have proof of liability insurance sufficient to cover

accidents to the participants and damage done to the facility or district property.

3. Approved users of the district’s facilities are responsible for the conduct of participants of theiractivities.

a. When in the interest of an orderly program and the safety of a participants it is determined by adistrict employee or authorized facility user that some specific participant or participants shallnot be permitted to enter the school facilities, a district employee or authorized facility usershall advise the person that he/she is refused admission and give the person an explanation forthe refusal.

b. A participant may be directed to leave when a district employee or authorized facility userreasonably believes the visitor has engaged in physical violence, loud or disruptive speech orbehavior, violation of a posted school rule or illegal conduct.

c. A participant may also be directed to leave by a district employee or authorized facility user incharge of an activity if the participant’s presence would be disruptive to the activity or if theparticipant’s course of conduct would conflict with Board policies, district or buildingregulation or would violate the law.

d. A direction to leave revokes any permission to participate in an activity or license to enter. Whenever possible, the direction should be given in writing or followed by written noticewhich identifies the issuer and gives a brief statement of the reason for the direction to leave. The district office should be notified of any direction to leave and given a copy of any writtennotice.

e. Those who insist on remaining despite a request to leave and who thereby create a disruptionof the carrying on of an approved activity are subject to citizen’s arrest and a report made to

the Marion County Sheriff’s Department. Failure to leave will render a visitor liable forcriminal trespass pursuant to Oregon Revised Statutes.

f. Any participant who believes that he/she has had a participation in an event unfairly limited,may request a meeting with the superintendent. The latter shall meet promptly with theparticipant, investigate the dispute and render a written decision. The superintendent’sdecision may be appealed to the Board.

g. Anyone who commits a violent act or threatens to commit a violent act toward a student orstaff member while on school grounds, at a school-sponsored event or on the way to and fromschool, shall be reported immediately to the superintendent. The superintendent shallimmediately investigate.

4. Process for Termination of Facilities and Grounds Use

a. If the guidelines listed in point 2 above are not adhered to, an approved Facility and GroundsUse Request may be terminated by the district.

b. The process for termination of an approved Facility and Grounds Use Request is as follows:

(1) A verbal warning will be issued, asking that the violation of the guidelines be corrected.(2) If after the verbal warning the violation persists, a written warning will be issued,

referencing the verbal warning, outlining the violation and asking that the violation becorrected.

(3) If after the written warning the violation persists, a termination of the approved Facilitiesand Grounds Use Request will be issued in writing.

Facility/Grounds Use Fee Schedule

For the purpose of charging fees for the use of facilities/grounds, the Woodburn School District recognizesthe following group designations:

GROUP A: 1. Individuals or groups using facilities for the purpose of making a profit.2. Individuals or groups using facilities for purposes other than those listed in Group

B below.

GROUP B: 1. Individuals or groups conducting activities or charging an entrance fee or acceptingdonations or proceeds used solely for the support of civic and welfare causes.

2. Nonprofit and government organizations conducting activities and services solelyfor the benefit of Woodburn students.

Only a district-approved technician may use the sound and lighting equipment in the lectorium.

Please also note that any equipment operation costs required by the building or district administratorwill be billed to the user at district cost.

For single or multiple events scheduled by an organization within a single school year, a one timecleaning/damage deposit of $50 for both Groups A and B shall be paid upon approval of the Request forUse of Facility and Grounds form. Upon satisfactory completion of the activity, the deposit will becredited to the balance owed. The balance shall be paid within three working days of the event.

For situations where the activities may extend over a period of weeks or months, a deposit of the firstmonth’s use shall be paid upon approval of the Request for Use of Facility and Grounds form. The balancewill be billed to the sponsoring group on a monthly basis.

Calendar Agreements/Priorities/Information/Checklist:

1. The calendar’s primary function is to support student learning. 2. The calendar follows the Collective Bargaining Agreement:

a. Includes 172 student contact days b. Includes 191 total teacher days c. Includes the required # of work days

3. During bond projects, the calendar should maximize summer non-student-contact periods for the purpose of construction.

4. A minimum of two weeks are necessary after school is out in June for year-end reporting of grades and data, and for extended time for seniors who need to complete credits or essential skills.

5. Two Parent Teacher (PT) Conference sessions, one in Fall and one in Spring, as well as one comp day, are scheduled.

6. Fall PT conferences should happen within the first 6 weeks of the year so that student goal setting can be the focus.

7. October’s state inservice day is a non-contact day, allowing teachers who wish to do so the opportunity to participate in state inservice day events.

8. Placeholders for three days are placed after school is over in June, in the event that we have emergency school closures that the School Board opts to make up.

9. Data gathered during the 2015-16 calendar process showed no significant difference in student and staff attendance between a partial school week and a full school week prior to winter break.

Calendar Feedback from Cabinet and Administrative Team: ● Conferences for 2017-18 should be adjacent to Spring Break - move them to 21

and 22, comp day on 23. ● 10 days of additional PD days for district professional learning, new teacher

mentor, etc. change color to tan. ● Move curriculum work from August to June, or add June for curriculum work. ● After labor day - we support this. ● HS Supports before labor day because kids and families can get out a little

earlier to provide more time for essential skills. ● Kids are ready to learn in August, and kids are engaged more in August than the

second week of June. ● Potential to move one of the work days to June. ● When we have a different number of days per semester, consider ensuring that

semester 2 has fewer days, as any snow make up days will occur semester 2. Feedback from Site Councils:

● How can we avoid ending the teacher contract day on Monday June for both calendar years.

● Can the winter break start on a Wednesday like the 2016-2017. ● Can we try to align our school calendar to nearby districts (Salem-Keizer, North

Marion, Silverton, Gervais). ● Can we add a student contact day right before Spring Break and move

conferences back a day and move teacher comp day to end of the year( 2017-2018 & 2018-2019).

● Concern about Christmas break beginning on Christmas Eve, we would rather come back earlier in Jan - Wednesday to Wednesday is fine. Prefer more time before Christmas, after the New Year kids/families are ready to get back.

● Like: There doesn't appear to be as many choppy weeks like this year’s week before Winter Break.

● Concern: Worries about student attendance during the last week of December with the short turn around to Christmas.

● Concern: Short time frame between the start of the school year and conferences, particularly for kinder with staggered start and assessment week.

Feedback from Associations:

● Classified - The winter break does not allow enough time prior to the holiday for travel and preparation.

● Certified - Number of contract days is correct on both years, after Labor Day is okay, Winter Break as scheduled is okay (per survey results), October Inservice is correct date, Spring break is scheduled accurately; Correction needed in number of student days in June on 18-19 calendar. We meet with them 10, which is still the correct count for the full year, just needs to reflect correctly.
