ForewordOne of the factors a country’s economy depends on is human capital. If you don’t provide women with adequate access to healthcare, education and employment, you lose at least half of your potential. So, gender equality and women’s empowerment bring huge economic benefits.

In India, women are often denied their rights in society. They are denied the right to education, and are taught to be always subservient to men – to serve a father first, then a husband, and later, children and grandchildren. This negative approach is still widely prevalent, especially in rural India. To alleviate the condition of women, both adults and children, a lot of schemes are run by the government – be it the central government or the state governments.The government of West Bengal runs a number of schemes for the development of women. These schemes relate to education and to the economic rehabilitation of women, and also to women with physical disabilities. State Resource Centre for Women (SRCW), West Bengal has taken the initiative of compiling these women centric schemes (250 approx.) of 23 Departments. I extend my gratitude to all the 23 Departments for sharing the information and hope this compilation will be beneficial to all the women folk in the State.

This book will provide information about the existing schemes and government programs related to women empowerment and protection. Any woman in need of such information or someone on her behalf will be benefitted by this information or refer the woman to the relevant department to access the same.

State Resource Centre for Women (SRCW), West Bengal has taken the initiative of compiling these women centric schemes (250 approx.) of 23 Departments. 14. Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages (central scheme)

An Inter Caste Marriage with one Spouse belonging to Scheduled Case and other belonging to a Non- Schedule Caste

• The incentive for a legal Inter Caste Marriage shall Rs 2.50 Lakh per marriage to 500 such marriage

• Have to provide receipt of a Pre Stamped Receipt on a Ten Rupee Non Judicial Stamp

Merit Scholarship Schemes for students reading in Classes IX to XII and V to X.The State Government runs two types of schemes (1) Merit scholarship scheme for ST students reading in classes IX to XII and (2) Merit Scholarship Scheme for ST girl students reading in classes V to X out of its own resources. All eligible students are advised to communicate with their respective Head of the Institution/our Dist. level offices to collect forms.

Services provides by Kolkata Police, Lalbazar –

• Kolkata Police has 800 (approx.) numbers of women in Police in all ranks and files. The human face of women police gives courage to the same sex to report offences or cry for necessary help.

• In Police, the women are posted in different places - Police station where women examines the women complainant/victim/sufferers, interrogates the women accused/accomplice etc. They record cases, search the person of women, arrest them if necessary, escort the women to court for deposition or production.

• There are women in special investigating department i.e. Detective Department. Immoral Traffic Prevention Section, Missing Section, Special Juvenile Police Unit, Women Grievances Cell, Cyber PS etc are the special cells who take up independent investigation or monitors the investigation taken up by the PSs of Kolkata. Besides doing cases they also intervene in marital litigations as far as possible within the frame work of law. They also counsel the parties (within permissible boundary) so that the conjugal relation can be strengthened without getting it more vitiated by pulling criminal cases. Here the assistant Commissioner and the deputy commissioners are also women.

• There are Family Counselling Centre run by NGOs funded by Dept. of Social Welfare hosted by Kolkata Police in 18. Lalbazar Street and 34. Park Street.

• There is a toll free women help line run by Lalbazar for 24 hours- 1092. There is also an anti-stalking help line- 8017100100

• Kolkata Police runs a Facebook for keeping in contact with the citizens of Kolkata and others regarding missing and tracing of persons including women and children. Communications through such social media often becomes helpful for the community.

• Besides helping women in society, Kolkata Police is also keen to keep the spirit of its own women force and thus it has set up one Internal Committee for enquiry into sexual harassment of women in work place in compliance with the Sexual Harassment of Women at Work Place Act, 2013.

• The community police department runs various programs and projects like Shukanya (self-defense classes), Kiran (computer classes), Nabadisha (health and education for slum dwelling children and women), Pranam (service provider to senior citizen including women).

• Kolkata Police introduced city patrolling with aim to provide safety security to the citizen of Kolkata for 24hrs. There are special city patrolling jeeps (RCP) run by women police in the city and Shakti (night patrolling jeep with women force).

• Women in Kolkata Police also aims in building awareness among the public regarding the various initiatives launched by Kolkata Police for the citizen of Kolkata specially women and children. They visit different schools and colleges to spread the awareness regarding different crimes and the required actions to defend them.

• Kolkata Police participates in Kolkata Doordarshan Program: 100 dial and answers various questions of the public through the audio-visual media to clarify the doubts and problems.

• A beneficiary under the scheme may be entitled to get the financial assistance upto the limit of maximum Rs. 10,000 per annum. The benefits to be provided for

The upper age limit is relaxable by five years in case of physically handicapped persons as well as persons belonging to scheduled castes, scheduled tribes or other backward classes

Pregnant woman is to be enrolled in the AWC after obtaining MCP card from ANM. AWW explains the IGMSY scheme to the pregnant woman. If the woman is willing to participate in the scheme, she signs the consent form available with AWW and details of the beneficiary is documented. The AWW & AWH assist the beneficiary to open zero balance bank account.
