Dear brothers and sisters in Christ,
I was listening to an audio book called Ask It by Andy Stanley, a pastor in Georgia. The book is built around a
question, which Stanley claims is the best question ever. He took a while before he finally revealed what the
question was. He spent chapter upon chapter building anticipation - to the point I was wondering if the all-
important question would be worth the wait. (You’re probably wondering the same thing reading this.) Finally,
the question was revealed: “What is the wise thing to do?”
That’s it? How could such a simple question merit an entire book? But the more the author expounded on the
question, the more I become convinced that is was just about the best question a person could ask. Stanley
showed how the question could be applied to a decision-making situation by reflecting on a person’s past,
present, and future: In light of my past history, what is the wise thing to do? In light of my present
circumstances, what is the wise thing to do? In light of my future goals, what is the wise thing to do? Not the
easy thing. Not the convenient thing. Not the thing that feels good. But the wise thing.
All of us would like to be wise in our decisions. During the season of Epiphany, beginning the weekend of Jan.
21/22, sermons will be based on texts from 1 Corinthians 1-3, a section filled with words about God’s gift of
wisdom. The series is titled “Wisdom from Above.” To encourage all of us to seek the wisdom contained in
God’s Word, for four weeks you’ll be receiving a weekly schedule of great chapters of the Bible. The list comes
from a survey of Shepherd church and school staff, who were asked for their favorite Bible chapters. The
readings are arranged in a logical manner. For example, Genesis 1, the creation of the world, is followed the
next day by John 1, which tells us that Jesus existed before creation. Look for the chapter reading schedule in
the bulletin announcement page each week. The day’s full chapter text will be posted on Facebook each day
as well.
At the center of God’s wisdom is “Christ, the power of God and the wisdom of God.” (1 Corinthians 1:25) My
hope is that through our time in the Word during the Epiphany season, you’ll come to know Jesus in a greater
way and His wisdom will permeate your life.

Distribution of World Mission Fund Money – 2016
The World Mission Fund was created in order to enable SHLC to respond to God’s divine surprises (those times when opportunities to serve outside our congregation have not been included in the congregation’s Ministry Plan) come along.
The team that distributes the funds is made up of Don & Sue Brummet, Craig Cannon, Terry & Donna Hawkins, and Rick Barrows. Director of Equipping Ministry Alice Klement is an ex officio member. Anglican Frontier Mission This organization supports Dr. Duane Miller, Missionary to Muslims. Duane has spoken with our congregation several times.

ServLife This organization works in Nepal and India. We sent a mission team to Nepal through this group. We have made a commitment of $5,000 each year for 5 years to train pastors who will start churches in remote areas of Nepal. Through these pastors and by the grace of God, we will have planted 50 churches by 2019.

Abba’s House This is a unique ministry in Houston undertaken by a former Pastor at SHLC , Michael Meissner. He and another pastor’s family are raising money to build a large home. Pastor Michael and his family will be working with refugee families.

Student Ministry Activities:
High School Mission Trip – Los Angeles, July 2017
Our high school ministry is going on a mission trip to Los Angeles, CA this summer! We will
depart on July 6 and return on July 18 (we will be driving, so six days will be on the road). Our
goal is to fundraise $9,000 over the course of the next 6 months to help cover a portion of
the expenses involved. We’ve raised about $870 so far! If you’d like to donate toward this
goal, please get in touch with Nick Arnold (contact info below).
Catalyst – Sunday Evening Program
Our Sunday evening program for middle schoolers has been going well! It is led by a team of adult and high
school leaders. We have a lot of middle school students, including school kids, very excited about this
program. We’re hoping to capitalize on this momentum this semester. Our Spring series will walk kids through
the life of Jesus.
Catechism Classes – Periodic Sunday Afternoons
Confirmation has begun for the school year. Pastor Chris
is teaching periodic Catechism Classes, and adult leaders
are in charge of Sunday School for that age group. Pastor
Aaron is also teaching the First Communion classes in
the Spring. Confirmation Sunday is the first Sunday in
May, which will be May 7, 2017.
High School Winter Camp 2017
We just returned from Camp Eagle for our annual Winter Camp for 9th-12th graders. We had a great time
resting and reconnecting with God. And of course, doing all of the fun things that camp has to offer. Our
theme was “Peculiar People” (1 Peter 2:9, KJV) about us belonging to Christ and getting our identity from that
truth!

Looking Back with Thanksgiving and Forward with Joy
175 Advent Take Out Boxes were picked up by families. Infants through 3 year olds in Shepherd of the Hills child care received a Christmas
story book along with an invitation to attend Christmas Eve services. Family Christmas Eve service was joyful and well attended. Many children came to
the manger to pet the animals. Wrapped over 100 gifts at the Shoebox Gift Wrapping Party. Children’s Ministry CIT has already met to begin planning for Holy Week Events such
as Walk with Jesus “Resurrection Road,” and the Children’s Easter Celebration. Another exciting topic of conversation at the Children’s Ministry CIT meeting was VBS!

The next few weeks for Shepherd of the Hills School and Child Care are a time of celebration and recognition of the harvest field to which God has been calling us for the past 38 years. This week we celebrate National Lutheran Schools Week along with 2,300 other LCMS preschools, elementary schools and high schools. And in a few weeks, we will witness and celebrate God’s Spirit at work through our annual School Baptism Service!
As we celebrate the ministry God has provided through our school, it is good to remember our history. Our school began 38 years ago with a small Mother’s Day Out program. Twice before, during the 12 years of our church’s existence, the congregation had considered opening a school. Finally, knowing it would never be cheaper or easier, Shepherd of the Hills began the process of opening a Christian School. A Mother’s Day Out program was developed to not only meet a need, but to also test for available children. It was staffed by volunteers and opened on Tuesdays and Thursdays in the summer of 1979.
Seeing a “mission field” opportunity, a principal and teacher were hired to finalize the process of opening a school in September that year. The school year began with 8 students: 4 in Kindergarten and 4 in First Grade. By Christmas, enrollment grew to 18. School classes were held in remodeled Sunday school rooms and the Mother’s Day Out program was held in the church sanctuary (which is now our school library). Because of an anticipated enrollment increase for the fall of 1980, a portable building already located on our property was remodeled to contain two classrooms. Enrollment blossomed to 51 students and 3 teachers covering Pre-K, Kindergarten, and 1st/2nd Grade. A before-and-after-school Child Care program was added, providing another opportunity to grow and minister. Slowly, Shepherd of the Hills School and Child Care grew in enrollment, staff and facilities. Today, 400+ children/students ranging from infancy through 8th grade claim our school and child care as “home.”
We thank God for the opportunity over the years to provide excellent academic preparation for the children we serve. But most of all, we are grateful for the opportunity He has given us to share Jesus’ love with our children and their families.
And that brings us to another reason to celebrate! On Wednesday, Feb. 1, our annual School Baptism Service will take place. This service is the focal point of our school ministry efforts. In the 38 years of our school and child care, almost 200 students (and a few of their parents) have been baptized into Christ through our School Baptism Service. The service is a wonderful testament of God’s Spirit at work through the combined efforts of our teachers, staff and pastors. As always, members of the congregation are invited and encouraged to attend. (The service will be held at 8:15 a.m. in the Worship Center.)
As we celebrate National Lutheran Schools Week, our School Baptism Service, and some great future growth opportunities through our ‘Shepherd at 50’ program, we do so in humble gratitude for all that God has provided and continues to provide us as a church, school and child care in sharing, teaching and living the Gospel!

Grace and peace!
I am excited to write to all of you. I hope that all is going well with you. I keep you all in my prayers. I follow
Shepherd on the Website as well on the Facebook page. I am always excited to see all of the great things Shepherd
is doing. I regret not being able to make it to the Alumni Reunion. I hope that went well (I saw the pictures; it
looked like it did!).
School is going great. I am enjoying my new classes for the Winter Quarter. I am taking a class on the Resurrection,
Pentateuch I, Greek Readings, Pauline Epistles, Thelogia, Confessions II, and Field Education. I will give a brief
explanation of each class:
Resurrection: In this class, I am learning about the major event of our faith. I am learning all of the different beliefs
and views that many theologians, in the past and presently, have on the resurrection.
Pentateuch I: In Pentateuch, we are learning about the first five books in the Bible. Since this is the first class, we
are going through Genesis for most of the quarter. There are tons of neat things about our salvation in this book!
The professor makes the class enjoyable.
Pauline Epistles: This has to be one of my favorite classes that I have taken at the seminary so far. Right now, we
are going through the book of Galatians. The professor has the six-chapter letter broken down into five weeks! For
such a short letter, there is much to learn about our theology of being saved by grace. As we go through each verse
and chapter, I feel as if I can hear Paul as he is writing his letter. Paul shows great pastoral ministry to the Galatians.
Thelogia: Thelogia is a class, not like any other, that fills in any gaps of everything we are learning here at the
seminary. The topic this class covers is baptism. Our classes here teach us more about what baptism is and what
happens in baptism, but the question we are presently taking on is, “What does it mean to be baptized?” We are
looking at how a baptized Christian lives life and what it looks like. We see it as the Holy Spirit being given in
baptism as well as being marked with a seal from God. Another way to think about this class is to look at marriage.
Maybe only married people will get this analogy, but we know what marriage is and how marriage happens, but
what does it mean to actually be married? How does a married person live in the relationship? What does it mean
to have a companion? I am definitely enjoying this class’s lectures.
Confessions II: Confessions II is studying the Book of Concord which holds the confessions of our Lutheran
Doctrine. We are looking mainly at the Small and Large Catechism. Later, we will be going into depth at what each
has in them. We will learn why they were written in the style they were and for what purpose do they both serve.
Greek Readings and Field Education are classes that help keep my skills in Greek and in the Liturgy in good
practice.
In other great news, I am getting married to the beautiful girl, Allison Napolitano. We are very excited to begin our
new journey of life together as a family.

“A Planting We Will Go” Rev. Aaron A. Tilt, Pastor of Discipleship, [email protected]
An update on the mission church plant part of the Shepherd at 50 project:
We have begun holding our first church plant core group meetings. This is the next step beyond the planning
committee, although it includes most of the same folks. The core group will be meeting regularly, going
through a curriculum called “Alpha” to practice life-style evangelism as well as to create a cohesive unit that
will, Lord willing, be the leadership (elders, deacons, key volunteers, etc.) of the new church when it comes
time to launch. We are meeting at the home of Mike & Pam Dau, and the group includes six Shepherd families
and one other family recruited from outside Shepherd.
Pastor Chris, Rev. Mike Newman – our LCMS Texas Mission and Ministry Facilitator, and I (Pastor Aaron) had
an all day interview with a potential lead planter a few weeks ago. He is a terrific candidate and we feel he
would be a valuable asset and wonderful man to help lead this new church. He is not currently an ordained
LCMS pastor and so is not available for a “call” yet – but then neither was I a few years ago. He and his wife
are currently living and ministering in Dallas and are prayerfully considering our offer to come be a part of our
church planting team. Please pray for the Lord’s leading for Roy.
We have explored many options for a place for the new church to meet. Options include the very affordable,
but necessarily temporary leasing of space from NSID (they willingly lease space to churches but part of the
agreement with them is that you are seriously looking for more permanent facilities), to commercial spaces
which are not used on Sunday mornings like karate centers, art studios, and day cares (rates start at about
$600 a month for Sunday morning use), to sharing space with another existing church (I’ve got a few inquiries
out about this). All that to say, we’re still a ways off from an official launch but when the time comes there are
plenty of options for a gathering space.
Speaking of day care, we also had a consultant come in the fall to look at the ins and outs of a child care center
with the new church. He felt, pending a professional market survey, that our target area would be a prime
location for a church-child care center partnership. He advised, given our timeline and desires, that it would be
beneficial to have the worshipping body up and running before opening a child care center. So yes, we’ll likely
do that down the road a few years, but before buying property, building, and opening a child care center we
should have a functioning church.

The leadership of Shepherd of the Hills Lutheran Church, under the instruction of the Senior Pastor and Board of Elders and Deaconesses, practices the idea of members giving based on the 2 Corinthians 9:7 verse. It is not the congregation’s practice to secure pledges or attempt to tell individuals or families what amount is correct for them to give. Rather, to ask members to prayerfully seek God’s teachings about giving. Most importantly, it is the feeling of the congregation’s leadership that God wants His people to be cheerful givers. God is to be praised for the wide variety of ways He enables us to minister to His people. He grants us the
ability to provide for the many different ministries listed in the new Ministry Plan for Shepherd of the Hills.
The new Ministry Plan for 2017, approved by the congregation at the November Congregational Meeting, is to
increase giving by $274 per week through our weekly offering, to $23,458. However, there is a prayer that
each family will consider increasing their giving on a weekly basis as God has blessed them to do after
prayerful consideration. It is the goal to continue providing ways to reach out with God’s message of salvation
without placing undo strain on already tight family budgets.
It is important to share with the congregation that last year the congregation’s 2016 Ministry Plan called for a
weekly offering of $23,184. The offerings received from your gifts totaled $21,815 per week, or $1,369 a week
below the amount needed.
The actual expenses for the 2016 Ministry Plan were $22,620 per week or $564 a week below the anticipated
amount.
Through the annual “Gifts for the King” drive this December we also received $19,879. Praise God for the
generosity of the people of God at Shepherd of the Hills! The amount will be divided between World Missions,
the School Scholarship Fund, the Del Rio Mission Church and LINC San Antonio.
May God continue to provide Shepherd of the Hills with many wonderful ways to give and serve! God’s
blessings to you and your family on a rich New Year filled with His love and peace!

Music Ministry
Rev. Craig D. Meissler, Pastor of Music Ministry, [email protected] Dear Friends in Christ,
“As over each continent and island, the dawn leads on another day, the voice of prayer is never silent, nor dies
the strain of praise away.” This is the third stanza from the beautiful evening hymn “The Day Thou Gavest.”
The words tell us that somewhere on this earth, each hour as the world continues its rotation, there is a new
day beginning. Another new day of prayer and praising our God – and in all the world - there is never a time
when a voice or prayer is not being lifted to our God!
So too does our church year roll forward as a constant retelling of the story of our redemption through the
life, death, and resurrection of Jesus Christ. As we end another year, the songs and carols welcoming the
Christ Child and continuing to celebrate the glorious light revealed to the world in Christ’s Epiphany, we will
soon begin our preparations for the season of Lent where we reflect on the reason and need for our
redemption as a fallen people in a fallen world; as we follow Christ, carrying the burden of our sins towards
Calvary.
The Music Ministry begins the second half of its season as we prepare music for the Lent and Easter season.
Our adult choir would greatly appreciate additional voices to join our singing in this new season. All voices are
welcome and needed; however, we could especially use sopranos as well as tenors and basses! Our
rehearsals are Thursday evenings from 6:30 – 8:00 p.m. in the music room upstairs behind the balcony.
Whatever vocal range you are in, or musical experience you possess, we have a place for you. Our Shepherd’s
Band is also looking for confident musicians who play a brass, woodwind, or percussion instrument.
Rehearsals are twice a month on Tuesday evenings. If you play a stringed instrument or piano – we have a
place for you as well. If you have any questions about any of our musical offerings, please contact Pastor
Craig.
We were pleased and privileged to host the San Antonio Chamber Choir Christmas Concert on Dec. 11 as a
result of the effort of the Music Ministry CIT (Community Impact Team) headed by Doug Lyren. This choir is
the resident vocal performing group of the Tobin Center and is comprised of professional and amateur
choristers. Both the director and the president of the organization complimented our hospitality and
especially the wonderful acoustics of our sanctuary and promised a return engagement. Thanks to all the
volunteers who made this event truly special and helped Shepherd of the Hills impact the community through
the fine arts.
Thanks to all the volunteer musicians who were a vital component in making our Advent and Christmas music
special. Thanks to your hard work, practice, and dedication throughout the year.

Shepherd at 50 T.J. Redmann, Chairman of Planning Oversight Committee, [email protected] After a lot of prayer, hard work, time and effort by a group of Shepherd of the Hills Lutheran Church, School and Child Care volunteers, we are ready to present what we have done over the past year. The Shepherd at 50 Master Plan covers two main efforts: STEWARDSHIP – the enhancement of Shepherd Lutheran Campus facilities and EVANGELISM – the planting of a mission church. In conjunction with this, we also took upon the duty of looking at our current church Mission and Vision Statements to see if they still accurately reflect our efforts in the surrounding community or should be revised to more appropriately show our support for our Lord’s work both here and the worldwide mission field.
Information has been gathered and plans made. The $40K, previously approved by the congregation vote for the LPA Master Plan has had a little over $18K donated in return. Nothing has been started nor any additional resources committed – and nothing will begin without a vote of approval by our congregation. We are all Shepherd at 50 and we must make this decision together. Together: Our Vision for our Future!
Our Stewardship Plan entails the renovation of all current school facilities as well as the construction of a new gymnasium and school administration area with library. Pictures of the concept, timeline, and cost will be displayed throughout the church and school areas so that everyone may look at what is the intended enhancement of existing facilities as well as the new construction improvements to both church and school services and functions. The renovation will bring all our school campus buildings up to current building codes, include many Life-Safety improvements, and enhance Shepherd Lutheran School’s overall security.
Our Evangelism Plan involves the planning, organization and ‘planting’ of a Mission Church within greater San Antonio (likely in the northwest area of the city) and will reflect our mission of bringing the Gospel to the local community. It is our intention to integrate into the local area while addressing the needs of the local community. A proposed start may be some level of child care service while establishing a mission church congregation – starting with a small group and growing through prayer, offering services, meeting the needs of
a diverse population – and presenting the Gospel to people moved by the Holy Spirit.
And in all things, God will provide! Of concern to most of us are the requirements and our ability to afford these initiatives – it will take an act of faith to undertake these efforts. The current plan to undertake these efforts will require added debt (to be consolidated with our current mortgage) and a Capital Campaign to raise funds within our congregation. The capital campaign, which would focus on Biblical stewardship principles and be facilitated by an LCMS-affiliated partner, will be a critical element of the overall funding plan (and would only take place if the overall Shepherd at 50 plan is approved by the congregation). The current plan will encompass three major phases over a 17-year period at a cost of $20 million (remembering that 90% of this funding will cover the Shepherd Lutheran Campus Facilities renovation and 10% will go toward supporting the Mission Church activities).
The Key Dates leading up to the February Voter’s Meeting are:
January 22: There will be a Congregational Voter’s Meeting and one of the topics to vote on will be the Mission and Vision statements. This will take place in the school gymnasium, beginning at 9:30 a.m. It is
our desire to respect our past and respond to our future.
January 22: A Question and Answer (Q&A) Town Hall Meeting about the Campus Facilities Master Plan with LPA lead architect (Brita Pearson) at 12:30 p.m. in the gymnasium. There will also be an opportunity to take a 15-minute tour of the existing school facilities and get a glimpse into the proposed renovation.
February 26: The Special Congregational Voter’s Meeting to vote on the Shepherd at 50 Proposed Plan is scheduled at 9:30 a.m. in the gymnasium. The vote will be a YES or NO vote to proceed and begin working the coordination, support, and commitments necessary to start these two initiatives (Stewardship: Campus Facilities and Evangelism: Mission Church).
