WINDWARD AT LAKEWOOD RANCH COMMUNITY DEVELOPMENT DISTRICT BOARD OF SUPERVISORS MEETING MINUTES Wednesday, December 9, 2020 at 12:15 P.M. 5800 Lakewood Ranch Blvd, Sarasota, FL 34240

FIRST ORDER OF BUSINESS Administrative Matters

Call to Order and Roll Call

Ms. Carvalho called to order at 12:43 p.m. the meeting of the Board of Supervisors of the Windward at Lakewood Ranch Community Development District and proceeded with roll call. The persons in attendance are as outlined above.

Public Comment Period

There were no members of the public present.

SECOND ORDER OF BUSINESS Business Matters

Consideration of the Minutes of the November 11, 2020 Board of Supervisors’ Meeting

The Board reviewed the Minutes of the November 11, 2020 Board of Supervisors’ Meeting.

On MOTION by Mr. Williams, seconded by Ms. Heim, with all in favor, the Board approved the Minutes of the November 11, 2020 Board of Supervisors’ Meeting.

Consideration of Resolution 2021-03, Ratification of Revised Budget for Fiscal Year 2020

Ms. Carvalho explained Resolution 2021-03 is a recap from the initial discussion at the previous meeting. The Board reviewed the Revised Budget for Fiscal Year 2020.

On MOTION by Mr. Williams, seconded by Mr. Blakley, with all in favor, the Board approved the Resolution 2021-03, Ratification of Revised Budget for Fiscal Year 2020.

Ratification of Funding Requests 2020-33 – 2020-34

The Board reviewed Funding Requests 2020-33 – 2020-34.

On MOTION by Mr. Williams, seconded by Mr. Weidemiller, with all in favor, the Board ratified Funding Requests 2020-33 – 2020-34.

Review of District Financial Statements

The Board reviewed the District Financial Statements through November 30, 2020.

On MOTION by Mr. Williams, seconded by Ms. Heim, with all in favor, the Board accepted the District Financial Statements.

District Engineer – Mr. Kennedy reviewed the RFP for the next phases of Windward infrastructure. He received 5 bids however the low bid did not include the required bid bond nor did they submit all required information so after discussion with District Counsel and others his recommendation to the Board is to disqualify H & G Contracting and deem them as non-responsive and authorize the Committee to rank and score the four remaining bids. He thinks there is some opportunity to save some money on the project and get whoever is selected a little closer to the budget.

The Committee Meeting is scheduled for Friday, December 11, 2020.

On MOTION by Mr. Williams, seconded by Mr. Weidemiller, with all in favor, the Board accepted the recommendation of the District Engineer to name H & G Contracting non-responsive and authorize the Committee to rank and score the remaining 4 bidders.

Mr. Vogler commented that a notification letter must be sent to H & G Contracting by District Engineer or District Manager. Mr. Kennedy stated he will work with Ms. Carvalho or Mr. Vogler to get the notice out by Monday.

Audience Comments and Supervisors Requests

A request was made to continue the meeting to December 21, 2020.

FOURTH ORDER OF BUSINESS Continuance

There was no additional business to discuss. Ms. Carvalho requested a motion to continue the meeting to December 21, 2020 at 12:15PM at the same location.

On MOTION by Mr. Williams, seconded by Ms. Foster, with all in favor, the December 9, 2020 Board of Supervisors Meeting of the Windward at Lakewood Ranch Community Development District was continued at 12:52P.M. to December 21, 2020 at 12:15PM at the same location.
