WILLOWLAKE POOL OPENING MAY 1
Hello, Neighbors! It’s almost pool season again! Our pool will be open from May 1 through September 30, 2012. The hours remain the same: 6:00 am to 9:00 pm daily, except for Tuesdays (maintenance), open 5:00 pm to 9:00 pm.
Annual pool registration is required to use the Willowlake pool. You must be a resident in good standing to receive a pool card. You must complete and return your Pool Registration Form every year to Randall Management. They will reactivate your pool card from last year or provide a new one if you’ve never had one. It will be turned on May 1st.
Late registration begins June 1st. Once you miss the deadline, it takes extra time to activate your pool card again and incurs a $10.00 processing fee per home, no exceptions. Lost or damaged cards can be replaced, but incur a $10.00 replacement fee, and if you go in person to get a new card, only a check, no cash and no credit card, is accepted.
Please report any lost or stolen cards immediately to Randall Management. It’s important that a lost or stolen card be deactivated to ensure no unauthorized use by unregistered persons.

Please contact me anytime with your concerns, observations, and suggestions. A common seasonal problem is unauthorized pool use. This can be avoided if all of us work together and (1) Do not open the gate for anyone, and (2) If you see that the gate has been propped open in any way, shut it. Your calls and emails save us hundreds, if not thousands, of dollars every season when there are safety and maintenance issues that need attention.

SAN JACINTO DAY - APRIL 21San Jacinto Day, Saturday, April 21, is the celebration of the battle of San Jacinto on April 21, 1836. It was the final battle of the Texas Revolution where Texas won its independence from Mexico. It is an official holiday according to the state of Texas. An annual festival, which includes a reenactment, is held on the site of the battle. The Sabine Volunteers, a reenactment group from East Texas, participate in the San Jacinto Reenactment annually. This group is named for an actual militia group during the Texas Revolution. The reenactment group consists of four members and has appeared on the History Channel. EARTH DAY
APRIL 22Earth Day, Sunday, April 22, is a day designed to inspire awareness and
appreciation for the Earth’s environment. The first Earth Day was in 1970 and it is celebrated in many countries. Earth Day is spring in the Northern Hemisphere and autumn in the Southern Hemisphere.
ARBOR DAY - APRIL 27Arbor Day is a day for planting trees.

POOL REGISTRATION INFORMATION
The 2012 Swim Season will begin Tuesday, May 1, 2012. The pool will be open daily May 1 thru September 30, 2012.
PLEASE NOTE: POOL WILL BE OPEN WITH NO GUARDS SWIM AT YOUR OWN RISK
POOL HOURS: WEDNESDAY MONDAY 6:00 a.m.–9:00 p.m. & TUESDAY 5:00 P.M –9:00 P.M.
Any unauthorized use of the pool by non-residents, residents not in good standing, unregistered residents or individuals not strictly adhering to pool rules and/or policy may result in loss of privileges of the pool as well as possible fines and other penalties. Pool closes at 9:00 pm. Any unauthorized usage after 9:00 pm could be considered trespassing resulting in loss of pool privileges, fines or criminal charges.

one card. Additional cards can be obtained at a cost of $10.00 per card. If a card is lost, the replacement cost is $10.00. Please keep this card for future swim seasons.
To obtain your card, or to have your card reactivated, please complete the enclosed Pool Registration Form and return to Randall Management. The following qualifications must be met in order to use the pool facility:• You must be a member of the Association. Members may invite up to six (6) guests per family.• Must be current on all Maintenance Fees in order to receive and/or activate the entry card. • Registration form must be signed acknowledging understanding and agreement of pool rules.• Forms not submitted for processing before May 31, 2012 will incur a processing charge of $10.00 per household.

• Swim at your own risk! Lifeguards will not be in charge of this pool and area!• Only Willowlake residents and their invited guests may use the pool. Residents are limited to six (6) guests per family and residents must accompany all guests.• An adult over the age of 18 must accompany children under the age of 13. • Pets are not allowed in the pool area.• Glass containers are strictly prohibited in the pool area.• Alcoholic beverages are strictly prohibited in the pool area.• Do not throw objects into the pool area or tamper with filter covers.• Do not toss life saving equipment except in an emergency.• Gate into the swimming pool area is to remain shut at all times and is never to be propped open.• No loud music, excessive noise or foul language is permitted.• Diving is not permitted in any area of the pool.• No running or excessive horseplay.• No food, drinks or gum in the pool.• No Smoking in the Pool Area.• Please deposit all litter in trash receptacles.• Only residents with a key card will be allowed in the pool area except when accompanying a guest. There is a $10.00 charge for lost or additional cards. Swim Team RegistrationMake a splash this summer! Register for the Winchester
Hurricanes Swim Team on Saturday April 14th at the Winchester Country Clubhouse at 9607 Rio Grande Road, from 10 am to noon. Who Can Join? You Can! The requirements to join the team are simple:
You must be between the ages of 4 and 18 and be able to swim one length of the pool unaided. The “6 & under” age group can stop and hold the lane line if necessary. We especially need swimmers in the “6 & under” age group.
We will be offering our “Guppy school” again this year for those of you who are not sure about joining. After the first week of practice, if you or the coach decides your swimmer is not ready for the team, no fees will be required.
You can fill out the registration forms ahead and bring them with you by visiting our website: http://winchesterhurricanes.com/Registration.aspx. The cost is $95 each for the first 2 swimmers, $50 for the 3rd swimmer, and $40 for the 4th swimmer. This is a great deal for 10 weeks of practice and swim meets! A refundable volunteer deposit check is required at registration. Fees include a trophy, a team t-shirt and the team party.
Winchester Swim Team, Inc. serves over 200 neighborhood kids from the Willowlake, Winchester and Willow Pointe subdivisions each year and is affiliated with the Northwest Aquatic League “NWAL”.

PET PEEVESPet peeves, yes, we all have them. After asking some of our residents
what their pet peeves were, here’s the response I got:
• Seeing cars/company trucks parked against curbs in front of homes while their driveways remain empty
• Trash cans and bags of grass left by the curb or on the street several days before pickup, also residents blowing cut grass into the street instead of sweeping it up
• Convoy of cars/trucks parked next to curb on Little Branch at entrance, these same drivers leaving trash along those curbs
• Seeing drivers who are not residents cut through our neighborhood
• Drivers running stop signs
• Drivers waiting for their kids’ bus to arrive while parked at a stop sign blocking the intersection
• Seeing red and green holiday spotlights shining at night in front of some houses all year long
• 18-wheelers parked on Legacy Park Dr. during the day and at night
• Non-residents using the walking trails, all who fail to properly dispose of their dog’s poo at our parks
• Drivers leaving their car windows rolled down while playing loud music
• Solicitors at the door, at dinner time or anytime
• People who don’t live here using the pool, who gain access to the pool because some people prop the gate open
• Leasers who don’t follow deed restrictions
• Residents that never attend the annual meetings, who complain about everything and never volunteer for anything
Although the above pet peeves are prevalent in many communities and are out of our control for the most part, still, perhaps it makes some of us feel a little bit better to vent them at times in a peaceful manner.

Harris County Alarm DetailIn order to increase compliance and spread awareness, our office is
requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D) as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation which could range up to $500.
Should you or your residents require a copy of the permit application form, or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Should you have any questions, please contact the Harris County Sheriff’s Office Alarm Detail at 713-755- 4600 M-F, 8am-5pm. If you would like any of our Alarm Detail personnel to attend one of your HOA meetings, we would be glad to attend and answer as many questions as possible.

THE TEXAS STATE LAW PROHIBITS THE FOLLOWING:
Blocking driveways, Parking too close to intersections, Parking too close to corners, Blocking fire hydrants, Parking in fire lanes
Blocking Sidewalks If a vehicle is parked blocking a sidewalk, it becomes very difficult for pedestrians, bicycles, children, strollers and wheelchairs to pass safely. Blocking the sidewalk can result in forcing these people to enter into the street causing unsafe conditions.
Blocking Driveways When a vehicle is parked blocking a driveway, it creates an inconvenience for the homeowners attempting to leave, or enter his/her driveway.
48-Hour ParkingNo vehicle can be parked on any residential street for more than 48 consecutive hours.
Parking too close to an Intersection or CrosswalkVehicles may not be parked within 30 feet of a stop sign or within 20 feet of a crosswalk.
Blocking a Fire HydrantThis is one of the most common violations when a vehicle is parked blocking a fire hydrant, or fire lane. This can create problems for emergency vehicles and hinders their ability to do their job effectively. No vehicles may be parked within 15 feet of a fire hydrant.
Parking next to Curbs andOncoming TrafficVehicles cannot be more than 18” away from the curb and must be parallel to curb – the vehicle cannot park with the front or rear of the vehicle pointing to the curb (cul-de- sacs.) The vehicle must be parked in the same direction as the traffic flow.
