General For those with a military background, this plan is effective for execution upon the e-mail distribution to all

Wichita Scottish Rite members.

Overall Structure and WSR General Plan This plan affects all WSR members. The organization chart identifies all bodies, permanent committees and

long-term WSR committees. Key responsibilities and events are listed as (key responsibilities) and {events}.

Planning for the Future The Primary Officer of each body will write and coordinate a three-year plan to be executed during his year in

office. The plan will be distributed to all members of WSR at Installation each year. Failure to publish a plan

may lead to loss of office.

The Senior and Junior Wardens of Wichita Rose Croix will write, publish and coordinate their three-year draft

plans to be executed when they presumably become Wise Master. The plans will be distributed to all members

of WSR at Installation each year. Failure to publish a plan may lead to loss of office.

Plans will be based on office position, not on individual desires. If plans are based on a person being in a

position for one year, the plan cannot continue more than one year and the overall plan will fail. Plans and

actions are the function of the Office, not the Office Holder who is responsible by his Initiation Oath to execute

them. This is consistent with all of our Masonic installation charges.

All body Primary Leaders will report the status of their committees at each stated meeting. They may introduce

Committee and Team Leaders to provide details of their efforts and status. The annual report will be submitted

at the WSR Annual Meeting for inclusion in the WSR records.

WSR Plan Coordination, VMAP Oversight and Membership Retention Team The WSR Planning Team is the Personal Representative (PR), Executive Secretary and WSR Plan Manager. They

will write, coordinate and manage the WSR Plan and supervise the Body Plans. By December 2019 they will

develop this plan into a 5-year strategy which will be updated annually each December. They are responsible to:

Write, coordinate and distribute the plan.

Coordinate and support development of body plans.

Coordinate and support changes to the WSR Plan and body plans.

Lead and manage the execution of the WSR Plan.

Supervise the execution of the body plans, directing changes as required.

In January of each year the WRS Planning Team will review the new VMAP recommendations, ensure

the WSR Plan meets or exceeds the VMAP recommendations, and adjust the WSC Annual Plan as

needed to support of the WSC VMAP efforts. During October of each year, the WSR Planning Team will

review the current Annual VMAP and complete the VMAP Report. The PR will provide the report and his

guidance for the next year to the groups and committees he oversees. The Planning Coordinator will

provide the report and his guidance to the officers expected to occupy the body positions in the coming

year so they can complete their planning efforts for the coming year.

The Membership Retention Team (MRT) is the PR (Team Leader) and the three senior officers of the four

bodies. This team will focus the Membership Engagement and Retention efforts, keeping in mind that these are

the responsibilities of ALL leaders.

WSR 5-year Plan Vision The long-term plan for WSR is to move from building-centric efforts to Valley-centric efforts. For 2019-2021 this

means putting our leadership and organizations in a position to succeed by establishing and building their

success in 1-, 2- and 3-year plans which meet immediate goals and establish growth. In 2022 WSC plans to

expand our area of effort to include communities throughout our Valley area. In 2023 WSC plans to expand our

area of cooperation and coordination to all Masonic and Masonic-associated organizations within the Valley

area.

WSR and Wichita Chapter #5 Rose Croix Vision Statements The Wichita Scottish Rite (WSR) provides a structure for our members to study, learn, teach, and act upon the

philosophies and lessons of the AASR in the Valley of Wichita. These actions reinvigorate the membership by

providing a structure for involvement, actively developing leadership skills, and answering the expectations of

the WSR to our members and our community.

The officers of WSR build ‘value’ in our body so members will be actively engaged, mentally and physically,

leading to the fulfillment of our creed to educate men and provide charity to the community. By ‘value’ we

provide leadership, knowledge and services by effectively and efficiently focusing our members’ time and talent

in the fulfillment of our creed.

Wichita Chapter #5 Rose Croix provides the key function of internal communications, the primary internal

service of Masonic Education to WSC members, and the primary external service of initiating a charity effort.

The Internal Communications Committee ensures that:

Information about WSR plans, events and policies are transmitted accurately to all WSR members.

Timely feedback from WSR members is available to WSR leadership.

Contact information is current and accurate for all WSR members.

WSR members and their families are comfortable with the fact that WSR is concerned for their welfare.

WSR candidates are familiar with requirements and time of reunions.

The Masonic Education Committee ensures that accurate Masonic knowledge, programs and information are

available to all WSC members.

General The bodies of WSR are assigned broad functions based on their philosophical lessons from the degrees. These functions, by their nature, are inter-related. Internal Communications, a key function of the Rose Croix, is critical to each of these missions being accomplished. The WSR functional areas are:

• Elmo Lodge of Perfection #9 - Recruitment and Lodge Outreach, Community Outreach and Philanthropy.

• Wichita Chapter Rose Croix #5 - Internal Communication, Masonic Education. (An initial community fund raising and community outreach function will be transferred to Elmo Lodge of Perfection #9 in 2020.)

• Wichita Council Knights of Kadosh #5 - Candidate Director(s) Management, Reunion Management, and Degree and Paraphernalia Management.

• Wichita Consistory #2 - External Communication and Virtual Meetings.

Officers will confirm that the tasks assigned in Annex C – 2019 VMAP Tasks to Wichita Chapter #5 Rose Croix

Plan Correlation are integrated into their plans.

The Chaplain, Secretary and Tiler may be committee members but they will not have specific leadership

functions. They have key roles and responsibilities across the WSR bodies.

Wichita Chapter #5 Rose Croix Goals As our primary Consistory service we will provide contact with all of our members each month, at least

telephonically, and support the Secretary through an active Communications Calling Team. The primary internal

service we will provide to our members is a more active, educational meeting. The primary external service we

will provide is giving Emergency Kits to Wichita Fire and Police forces with the funds raised through the various

events to be developed. Our Social service to the Consistory will be the Feast of Remembrance and Renewal. If

our efforts are of ‘value’ to our members they will be active. If our efforts are cohesively and effectively led by

the officer line then the efforts will be more likely to be successful and the officer line will be something to be

proud to be a member of and an asset to the Valley. If our members are active, effective and visible they will

attract new members.

The Rose Croix provides a structure to study, learn, teach, and act upon the philosophies and lessons of the

AASR in the Valley of Wichita by:

• developing and executing an Internal Communication Committee with a “Calling” Team and a

“Newsletter” Team plan to reach 80% of our members in 2019;

• leading Masonic Education discussions in meetings with one presentation in each meeting starting in

June 2019;

• planning for and hosting the annual Feast of Remembrance and Renewal for the Consistory;

• planning and leading efforts to raise funds for Emergency Kits for local police and fire units to provide 2

units in 2019.

Wichita Chapter #5 Rose Croix 2019 Actions Wichita Chapter Rose Croix #5 is responsible for functions relating to Internal Communication (with “Calling”

Team and Newsletter Team), Masonic Education, and Fund Raising for Emergency Kits for 2019.

Wise Master Action Plan for 2019

The Wise Master will execute and manage the 2019 Plan to accomplish the tasks assigned in Annex C. At a minimum he will:

Coordinate Internal Communication Committee efforts and information with the Master of Kadosh,

Wichita Consistory and the Virtual Meeting Committee.

Due to the time requirements, the 2019 Calling Team will be initially staffed with the Rose Croix officers.

These officers will recruit their replacements within the Calling Team as soon as possible.

Supervise the planning efforts of the Senior Warden, Junior Warden, Orator, Expert and Assistant

Expert.

Senior Warden and Calling Team Actions

The Calling Team identifies Brothers’ needs, concerns, suggestions and status through direct or telephonic contact. The information exchanged in these contacts:

• Develops and enhances communication between WSR and our Brother members.

• Ensures up-to-date accurate information is getting to the Craft, such as information about upcoming

Reunions and events such as the Zombee-shoot.

• Solicits support (primarily time) for key committees such as the Reunion efforts and Zombee-shoot

Committee.

• Solicits support (primarily time) of all committees.

• Shows our personal caring for our Brothers by identify any needs of our Brothers to include

transportation, family and health needs they wish to share.

• Identifies concerns of our Brothers regarding plans or actions of WSR.

• Increases member activity and attendance in WSR meetings.

• Confirms contact information of WSR Brothers to ensure we can effectively communicate.

• Ensures we are providing value, service and brotherhood to our Brothers.

The Calling Team:

Supports the SGIG and WSR Secretary by 1 June 2019. This is the first priority effort of the SGIG.

Consists of 5 Sections:

The Venerable Master will initially lead the Contact List Coordination Section. There will initially be

three Call Lists:

Delinquent Dues List – WSC members who are delinquent and face SNPD action. The SGIG has

directed that this is the first priority in this effort. This is expected to be phased out through the

year but to regain importance at the beginning October of each year. This effort will be

coordinated with the Membership Retention Team and coordinated with the Executive

Secretary to ensure current due-related programs are available to members.

General WSR Members List - Confirm and maintain the WSR membership data. This will support

all the other communications activities and ensure updated information is available in our

database.

Candidate List - Establish and maintain positive contact with Candidates so that they are aware

of what they can attend, what is expected of them, what is available to them and coordinate

(with assistance of Director of the Work) attendance at Reunions.

The Senior Warden will initially lead the Data Collection and Dissemination Section. This section

will:

Design and maintain Contact Record formats. See Annex D – Initial Contact Record

Each script will include the Contact Record which will include as a minimum:

Calling Section Member

Contact date and time

Contact Result: ‘Contact Made’, ‘Message Left’, ‘No Contact – wrong number’, No Contact –

Disconnected Number’

Conversation Result: (free form)

Contact Interval Requested: ‘Monthly’, ‘Quarterly’, ‘Semi-annually’

collect data changes (address, phone number, e-mail changes), status changes (health, interest,

family) and comments from callers and provide the information to the Executive Secretary.

Assist Executive Secretary with records update.

Coordinate with the Almoner for identified members’ health and family needs.

The Junior Warden will initially lead the Script Section. This section will develop and maintain at

least three general ‘script’s, one for each calling list. These will be used to guide caller training and

provide call standards. The Section Leader will monitor the calling teams for generally following the

‘scripts’ and for feedback on modifying the scripts. ‘Scripts’ will include feedback information to be

provided to the Research Section and the Data Collection and Dissemination Section. Each script

will include information on our current activities, last meeting minutes, next meeting, and general

committee needs and plans such as Zombee-Shoot and Reunion information.

The Orator will initially lead the Calling Section ‘A-M’. This section will use the active Calling List and

Script to make calls. Results of all calls will be recorded on the Contact Record. If the call resulted in

‘No Contact – wrong number’ the record will be provided to the Research Section. If the call

resulted in ‘Contact Made’ the record will be provided to the Data Collection and Dissemination

Section. If the call results in ‘Message Left’ the caller will retain the Call Record until contact is made

or three messages have been left, at which time it will be forwarded to the Research Team.

Expert initially lead the Calling Section ‘N-Z’ initially. This section will follow the Calling Section ‘A-M’

guidance.

Assistant Expert will initially lead the Research Section. This section will evaluate ‘No Contact’

reports and reports of demised members. They will provide updated information (obituaries,

correct numbers, corrected addresses, etc.) to the Data Collection and Dissemination Section.

Junior Warden and Newsletter Team Actions

The Junior Warden will lead Newsletter Team no later than August 2019. The Newsletter Team is second priority for 2019. He will create and manage a team to edit an e-mail version newsletter monthly with a limited number of printed copies for pick-up when members sign in at the meetings. The Newsletter Team will:

Provide content to be provided by SGIC, PR, SEC, Education Committee, WSC Primary Body Officers, and

members.

Provide information and calendar for actions of all bodies to the attending members.

Provide information and calendar for all bodies to all members by e-mail.

Orator and Community Outreach Committee 2019 Actions

The Orator chairs, develops, and maintains the Community Outreach Committee. The 2019 focus of the

committee is to identify community needs, such as Emergency Kits for First Responders. Once the needs and

organizations are identified the committee will identify methods of fundraising. Transition this effort to Elmo

Expert and Feast Committee 2019 Actions

The Expert chairs, develops and maintains the committee to plan and host a Feast of Remembrance and

Renewal in the Fall of 2019. The committee will assist the WSR Feast of Remembrance and Renewal Team in

2019 and, after the Feast, will prepare an After Action Report. After analysis of the After Action Report the

committee will incorporate the 2019 Team and initiate planning for the 2020 Feast in coordination with the

Senior Warden and Assistant Expert. Integrate the participants of the 2019 Feast of Remembrance and Renewal

into the feast committee.

The Expert will assist the Senior Warden Calling Team efforts.

Assistant Expert and Masonic Education Committee 2019 Actions

The Assistant Expert chairs, develops and maintains the Masonic Education Committee. The Masonic Education Committee will:

Provide current, historic and/or esoteric information during each of our Stated in Meetings in

coordination with the Secretary. Presentations will start no later than June 2019.

Develop and publish a 2020 Masonic Education Plan no later than August 2019.

Plan to integrate the Master Craftsman Committee, Tours Committee, and History and Library

Committee.

Coordinate with the Executive Secretary to coordinate support to TempleLive museum and library

efforts.

Coordinate with the Director of the Work to present all degrees that are conferred at all Reunions.

Senior Warden 2020 Planning

The Senior Warden will write and coordinate the Rose Croix 2020 Plan to accomplish the tasks assigned in Annex C. At a minimum the plan will be structured to:

• Coordinate and execute a plan to maintain the Internal Communication Committee with a Calling Team

and Newsletter Team.

o Maintain the Calling Team for WSR to:

o Call five groups – WSR Masons who are delinquent in paying their dues, all WSR Members, WSR

Candidates, widows and sojourners.

o Develop a Reinstatement Prospect List. The VM will coordinate with the Secretary to invite

Reinstatement Prospects to special meetings focusing on the Feast of Remembrance and

Renewal.

o Maintain the Newsletter Team

• Maintain a Masonic Education Committee.

o Develop and publish a 2021 Masonic Education Plan no later than August 2020.

o Evaluate the integration of the ‘Master Craftsman’ Organization to reduce redundancy.

o Identify, maintain, and publish a list of locations and research sources of Masonic Libraries available

for Masonic research. This list will include holdings of the WSR, TempleLive Library, KSLOR, Kansas

Masonic Home, Midwest Historic Masonic Lodge Association, Midwest Historical and Genealogical

Society, and the Wichita Public Library.

• Transition the Fund Raising Committee for Emergency Kits to first responder organizations within the

WSR Valley to Elmo Lodge of Perfection.

• Evaluate realigning the Orator, Expert and Assistant Expert responsibilities.

• Host and conduct the 2020 Feast of Remembrance and Renewal. Plan and coordinate a Feast of

Remembrance and Renewal for 2021.

• The Senior Warden will:

• Write and coordinate the Rose Croix 2021 Plan.

• Chair the Communication Committee

• The Junior Warden will:

• Write and coordinate the Rose Croix 2022 Plan.

• Chair the Masonic Education Committee.

• The Orator will chair the Feast of Remembrance and Renewal Committee.

• The Expert will assist the Senior Warden as the Calling Team Leader.

• The Assistant Expert will assist the Senior Warden as the Newsletter Team Leader.

• Identify when and how coordination with other WSR bodies or officers is required and accomplished.

2020 Plan Directives and Guidance to the Senior Warden

• The newly installed Venerable Master will publish his plan at the Installation.

• The newly installed Senior Warden will publish his proposed plan at the Installation.

• The newly installed Junior Warden will publish his proposed plan draft at the Installation.

• Sustain Calling Team effort of Monthly Call Program to All Members. Contact 85% of WSR members in

2020.

• Increase number of members supporting Calling efforts. Replace Rose Croix officers in the Team Leader

• Publish the first Masonic Research Resources List.

• Support the Master Craftsman Committee.

• Plan and host a Feast of Remembrance and Renewal in 2020.

• Employ the Community Outreach Committee to present resources to First Responders.

• Committees and Teams will at least verbally report at each meeting, however written reports for the

minutes are preferred. Committees and Teams will provide a written report for inclusion in the minutes

of the Annual Meeting.

Junior Warden’s 2021 Planning

The Junior Warden will write and coordinate the Rose Croix 2021 Plan to accomplish the tasks assigned in Annex C. At a minimum the plan will be structured to:

• Coordinate and execute a plan to maintain the Internal Communication Committee.

o Maintain the Calling Team for WSR to:

Call six groups – WSR Masons who are delinquent in paying their dues, all WSR Members, WSR

Candidates, wives, sojourners and members SNPD.

o Maintain the Newsletter Team

• Maintain a Masonic Education Committee.

o Develop and publish a 2022 Masonic Education Plan no later than August 2021.

o Evaluate and, if feasible, integrate and develop for ‘Master Craftsman’ team.

o Evaluate integration of History and Library Committee and Tours Committee to reduce redundancy.

o This committee may, with coordination with the PR and Secretary, work with TempleLive to

maintain their library resources.

• Identify when and how coordination with other WSR bodies or officers is required and accomplished.

• The Senior Warden will:

o Write and coordinate the Rose Croix 2022 Plan.

o Chair the Communication Committee

• The Junior Warden will:

o Write and coordinate the Rose Croix 2023 Plan.

o Chair the Masonic Education Committee.

• The Orator will chair the Feast of Remembrance and Renewal Committee.

• The Expert will assist the Senior Warden as the Calling Team Leader.

Elmo Lodge of Perfection is responsible for functions relating to Recruitment and Lodge Outreach, Community

Outreach and Philanthropy. The authors of the Rose Croix plans will be coordinate with their Elmo Lodge

counterparts to ensure information is disseminated to all WSR members in an accurate and timely manner.

Wichita Council Knights of Kadosh #5 Planning Guidance

The Council of Kadosh is responsible for functions relating to Candidate Director(s) Management, Reunion

Management, and Degree and Paraphernalia Management. The authors of the Rose Croix plans will be

coordinate with their Knights of Kadosh counterparts to ensure information is disseminated to all WSR members

in an accurate and timely manner.

Wichita Consistory #2 Planning Guidance

Wichita Consistory #2 is responsible for functions relating to External Communication and Virtual Meetings. The

authors of the Rose Croix plans will be coordinate with their Consistory counterparts to ensure information is

disseminated to all WSR members in an accurate and timely manner.

Membership Retention Team Guidance

The MRT is key to the Calling Team efforts to call delinquent members twice per year. Ensure coordination is

timely.

WSR Plans Coordinator Guidance

Initial draft plans, final plans and changes to plans will be coordinated with the WSR Plans Coordinator. He will

coordinate with the other bodies and elements to adjust their plans accordingly.

Annex A – Challenge, Background, Planning Guidance and References.

WSR Challenge The goal of this plan is to (in sequence) spark interest, discussion, planning, and action. If you have an emotional

reaction to this plan, either positive or negative, please call the Wise Master – he can use your help!

Wichita Chapter #5 Rose Croix Challenge The primary challenge to Wichita Chapter #5 Rose Croix officers and members in 2019 will be to lead the Wichita

Scottish Rite bodies by example to meet and if possible exceed the WSR challenge. We are the lead body

because without effective Internal Communications other elements of the WSR plan cannot develop. Since we

have several key functions and will be the first WSC body to execute this plan we will be the example to the

other WSC bodies of how, and how not, to plan and execute. We are also the lead body because Renewal is a

key lesson of the Rose Croix, and we are leading the renewal of WSR.

Background The officer structures of the four bodies within the Wichita Scottish Rite have atrophied to the point of being

hollow titles whose members can barely read the opening and closing rituals. There are many reasons and

excuses for this, but that is not the point. The correction of this problem is the sole point. This correction starts

with a plan.

The Wichita Scottish Rite, like all Masonic groups, is a body of learning and action – it is not solely a social

organization. With a plan the Rose Croix will lead the WSR effort as the key internal communications and

Masonic education specialists while having social interaction – and fun! We will activate experienced members,

attract new members and grow.

General Planning Guidance Planning rules and corollaries:

• Rank has is privilege AND ITS RESPONSIBILITIES.

• Not all of any plan will be successful if executed. None of any plan will be successful if not executed.

• A plan is designed to reach a specified outcome. It must be adjusted constantly to reach that outcome.

• Failure to plan is not an option. The failure of a plan, if it is executed, is not a disgrace.

• For the WSR to succeed, all bodies must succeed because there is an inter-relationship of all of our

functions.

• Functions can be delegated. Responsibilities cannot.

• Lack of comment or response may be taken as concurrence.

• Lead, follow or get out of the way – but DO SOMETHING!

• One of the key elements of planning is communicating. Wichita Chapter #5 Rose Croix is critical to the

WSR effort.

• Communications has five steps – transmitting, receiving, understanding, echoing, hearing and

confirming.

• Communications is interactive – it takes two or more active participants.

• Communications requires more ‘listening’ that ‘speaking’.

• Not all of the plan will be successful, but it is important to start the execution.

• By using a long-term plan, what is not accomplished and still needs to be done can be moved to later

phases. This is a building process, not an ‘all-or-nothing’ effort.

• A perfect plan never executed has ZERO percent chance of success. A 40% plan enthusiastically

executed has a 80% chance of success.
