Beneficiary Led ‘Individual House’ Construction or Enhancement (BLC) lcdk liuk---?kj gks viuk ULBs should, aſter verificaon of land docu- ments, approved layout & inspecon of the site, enter into an agreement with the beneficiary outlining construciton and payment milestones. Beneficiary may start the construcon using his own funds or any other fund and GoI assistance will be released by the States/UTs/ULBs in pro- poron to the construcon by individual benefi- ciary. The last installment of Rs. 30,000/- of GOI as- sistance should be released only aſter comple- on of the house. The progress of such individual houses should be tracked through geo-tagged photographs so that each house can be monitored effecvely. States will be required to develop a system for tracking progress of such houses through geo- tagged photographs. Transfer of funds to the beneficiary’s bank ac- count by Direct Beneficiary Transfer (DBT) mode is mandatory based on geo-tagging of house at various stages of construcon under BLC ver- cal. Why Enhancement? As per the Technical Group on Urban Housing Shortage (2012-17), 80% of households are living in congested houses. Congeson factor is defined as the percentage of households in which each married couple does not have a separate room to live. Provisions related to enhancement in PMAY(U) Guidelines* As per clause 7.2 (b) of PMAY(U) guidelines: “If the beneficiary has a pucca house with carpet area of up to 21 sq. mt. or a semi-pucca house, lacking in one of the facilies (i.e. room, kitchen, toilet, bathroom or a combinaon of any of these), it may be taken up for enhancement subject to ULB/State ensuring structural safety of the house and adherence to following condions: i. The total carpet area aſter enhancement must not be less than 21 Sq Mt and must not be more than 30 Sq Mt. ii. Enhancement shall mean addion of minimum carpet area of 9.0 Sq Mt into the exisng house with pucca construcon of at least one habitable room or room with kitchen and/or bathroom and/or toilet conforming to NBC norms. iii. Eligibility

1. UrbanresidentsofEconomicallyWeakerSection(EWS)withannualincomeuptoRs.3lakh.

2. In case of BLC (NewConstruction), beneficiaryfamilies should not own a pucca house any-whereinIndia.

3. IncaseofBLC(Enhancement),beneficiaryhav-ingapuccahousewithcarpetareaofupto21sqm. or a semi-pucca house, lacking in oneofthefacilitiesi.e.room,kitchen,toilet,bathoracombinationofthesewouldbecovered.

4. Themaximum carpet area after enhancmeentshouldnotbemorethan30sqm.

5. Beneficiariesinslumswhicharenotbeingrede-velopedcanbecoveredunderthiscomponentif beneficiaries have a Kutcha or Semi-Puccahouse.

Benefit• ToindividualeligiblefamiliesbelongingtoEWS

categories, toeither constructanewhouseorenhance existing house on their own to coverthebeneficiaries,whoarenotabletotakead-vantageofothercomponentsofthemission.

• SuchfamiliesmayavailofcentralassistanceofRs.1.50lakhsforconstructionofnewhouseorfor enhancement of existing house under themission.

Implementation through ULBs

• Beneficiariesdesirousofavailingthisassistanceshall approach the ULBs with adequate docu-mentation regardingavailabilityof landownedbythem.

• TheULBsshallvalidatetheinformationgivenbythebeneficiaryandbuildingplanforthehouse

MiniMUM CArPEt ArEA As PEr nBCILLUstrAtIonsubmitted by beneficiary so that ownership ofland and other details of beneficiary like eco-nomicstatusandeligibilitycanbeascertained.

• Theconditionof thehousese.g.Kutcha,Semi-Kutchaetc.oftheprospectivebeneficiaryshouldbe checked with SECC data to ensure benefi-ciary’sconsequenteligibilityforconstructionofnewhousing.

• SECCdataregardingnumberofrooms,detailsoffamilymembersetc.shouldalsobecheckedtoensurebeneficiary’seligibilityforenhancementofhouse.

• Onthebasisoftheseapplications,ULBswillpre-pareanintegratedcitywidehousingprojectforsuchindividualbeneficiariesinaccordancewiththeCityDevelopmentPlan(CDP)orothersuchplan of the city to ensure construction of pro-posedhousesareasperplanningnormsofthecityandschemeisimplementedinanintegratedmanner.

• Individualapplicantsforassistanceshallnotbeconsidered.SuchProjectswouldbeapprovedbyStatesinSLSMC.

• While approving projects for individual houseconstruction, ULBs and States/UTs should en-sure that requiredfinance for constructing theplanned house is available to the beneficiaryfrom different sources including his own con-tribution,GoIassistance,StateGovernmentas-sistance etc. In no case, GoI assistancewill bereleased for housewherebalance cost of con-structionisnottiedup,asotherwisereleaseofGoIassistancemay result intohalf constructedhouses.

• States/UTs or citiesmay also contribute finan-cially for such individual house construction.CentralassistancewillbereleasedtotheAadharlinkedbankaccountsofbeneficiaries identifiedinprojectsbytheStates/UTsasperrecommen-dationsofULBs/implementingagency.

• Though the funds fromCentralGovernment toStateGovernmentswouldbereleasedinlump-sum including assistance for this component,State Government should release financial as-sistancetothebeneficiaries in3-4 installmentsdepending on progress of construction of thehouse.
