news Petroleum knowledge for the world WHO WE ARE: PETROLEUM KNOWLEDGE FOR THE WORLD PETRAD was initiated by the Norwegian Ministry of Development Assistance, Norad and the Norwegian Petroleum Directorate in 1989 as a pilot project and became an independent, non-profit making government foundation in 1994. PETRAD International Programme for Petroleum Management and Administration works to facilitate knowledge and experience sharing on petroleum management, administration and technology with managers and experts in governments and national oil companies world-wide. PETRAD is situated in Stavanger, the oil capital of Norway, and shares offices with the Norwegian Petroleum Directorate and the Petroleum Safety Authority Norway. As part of the Norwegian contribution to development aid and internationalization of the Norwegian petroleum industry, PETRAD shares Norwegian government and industry knowledge and experience of managing the petroleum sector through capacity and competence development with a high level of expertise. Being able to draw on the combined resources of the Norwegian and International oil and gas industry, PETRAD is able to provide for knowledge and experience sharing between present and future leaders of the petroleum sector worldwide. PETRAD is thus able to assist developing nations with all of the elements of efficient petroleum resource management as well as promoting the Norwegian petroleum industry. PETRAD is ethically and morally dedicated and obliged to share the Norwegian oil and gas experience with all nations that see this as a benefit. ELLINOR MELBYE

THE WORK WE DO: CAPACITY DEVELOPMENT FOR THE FUTURE With the increasing requests for capacity building programs, PETRAD continues the unyielding journey of sharing the petroleum knowledge and experience Norway has gained over these last decades, thus also, improving along the way. PETRAD has completed the 20th of the two annual 8-week programs which after all these years are still highly sought after. With testimonies stating the impact PETRAD makes on their nations, national oil companies, governments, and the civil society. It proves – we do make a difference. With teachings such as Oil – a curse or a blessing, we teach how the revenues can be managed in a rightful manner and how oil can strengthen a nation’s economy, and benefit the people – we believe that this matters and that’s what keeps us going. With the continuous cooperation and support from The Ministry of Petroleum and Energy, The Ministry of Foreign Affairs, Norad and especially the Oil for Development Initiative, PETRAD will proceed within in its realms and work on further expanding our knowledge, teachings and resource personnel so that the teachings will always reflect the present situations. PETRAD – Øystein, Bengt, Gunnar, Claes, Nils Henrik, Anne-Kariin, Anna, Monica, Fouzia, Mona and Lars.

Mrs. Ellinor Melbye, Project Director in PETRAD, took an early retirement on 1 April, 2013. Ellinor had been with PETRAD since 1994 and was the key person behind much of PETRAD’s work in Africa. She has a big heart for Africa and did her utmost to facilitate knowledge sharing with her good friends all over the continent. The capacity building she did in Uganda for nearly 15 years has in particular been praised by everybody. Ellinor became known as ‘Mama PETRAD’ from developing and running the PETRAD 8-week programs for more than a decade. She was the lady full of smiles and laughter who made ‘Sharing and caring’ the PETRAD trade mark. If there was an earth quake or catastrophe in any country, she was the one full of concern for the families of former 8-week program participants and friends and immediately sent telefaxes or e-mails to them hoping that everything was all right. The lady also had temperament and did not give an inch if she thought injustice was made or did not agree with the way PETRAD was managed or being instructed by our peers. Her life with PETRAD was to give the very best to developing countries and nothing should come in the way to achieve those goals. Ellinor will now enjoy retired life with her husband Mike (her ‘boyfriend’ and the man of her life) in their beautiful little house near the harbor in Stavanger, in their small boat on the fjord during summer time, or their English cottage in the north of England. Both Ellinor and Mike enjoy music and art and are known to attend opera performances and music festivals both in Norway and abroad. They are keen travelers and even went to Antarctica some years ago. As many of you know, Ellinor and Mike are members of Amnesty International and other organizations looking after people’s rights and fighting injustice. Ellinor might be retired from PETRAD, but will no doubt be as busy as ever with those other activities. We wish Ellinor and Mike the very best for the years to come! PS! TANZANIA Study Tour on Management of Petroleum Resources – TPDC Board, and Tanzania Revenue Forecasting Model Team on Mining, Oil & Gas Oslo, Norway, 17th – 23rd March 2013

Mona Wahlen, Project Director Bengt Hope, Assistant Managing Director Norway has a history of bilateral development cooperation with Tanzania since few years after independence. As early as in the 1980s this included support in the petroleum sector, whereas support on tax policy through technical assistance and capacity building started in the 1990s. In recent years these efforts have been significantly intensified through the Norwegian Oil for Development (OfD) and Tax for Development (TfD) initiatives. In 2012 three long term bilateral agreements were signed between Tanzania and Norway for cooperation under these initiatives and coverage of sustainable resource, environment and financial management of the petroleum resources. The cooperation under the Tax for Development initiative is broader in scope than just petroleum, and includes mining as well as taxation of large enterprises in general, and includes both tax policy and tax administration. Given this background, we were very pleased to invite the board of TPDC and the Government of Tanzania tax modelling group on mining, oil and gas sub-sectors to visit Norway to share experiences, compare and contrast practices of upstream management in petroleum with that of Tanzania today and plans for the future. In close cooperation with the board of TPDC and the Government of Tanzania tax modelling group on mining, oil and gas sub-sectors we have developed a programme for a study tour to Norway. It is with a great pleasure to have the group consisting of 25 people on the study tour.

SUDAN

«The Norwegian Protocol»; Sudanese – Norwegian Cooperation

Norway, and PETRAD, has offered assistance to Sudan through many years. The present cooperation agreement between our two countries was signed by the Sudanese Minister of petroleum, Awad Al Jaz, and the Norwegian Minister of international development aid, Erik Solheim, 22.2.2012. Under the agreement PETRAD is supporting the Norwegian Petroleum Directorate in the implementation of an extensive programme to further develop the Sudanese petroleum sector. To this end four areas of improvements have been identified: on legal framework; and on resource, safety and environment management. Programme activities were gently launched during the second half of last year, and are now fast accelerating, especially on policy and resource management items. Three comprehensive projects have been organised and initiated since January this year. A workshop on the reporting of petroleum data was conducted in Khartoum in March. This event gave the starting shot for a coordinated effort to develop enhanced capabilities within Data Management and front end solutions, the latter known as a Geographical Information System. The main objective of this project is to supply the geo-scientists of the Ministry with good quality data in their hunt for new resources, of which Sudan is very much in need. This workshop was followed in April by a high level arrangement on policy that also took place in Khartoum. With this initiative several months of preparations on a planned review of the petroleum sector’s legal framework was accomplished. Following the event, and by the approval of the Minister, a working group has been put together. The group’s mandate is to outline revised policy recommendations for the future management of the sector. At the same time, late April, “The Heglig Reactivation Development Plan” - project also came on stream. This project is the continuation of a preceding study that indicated a vast potential for increased oil recovery from producing fields in Sudan. The objective now is to develop scenarios and recommend a pilot. If successful, the project will contribute significantly to a sustainable management of petroleum reservoirs, and hence to a considerable growth in state income from production.

ASCOPE Annual Meetings

Norwegian University of Science and Technology’s study tour to Malaysia,

17th – 22nd March 2013

Dr. Øystein Berg, Managing Director PETRAD Managing Director, Dr. Oystein Berg, attended the ASCOPE Annual Meetings in Kuala Lumpur 15-20 May, 2013. PETRAD has assisted ASCOPE, the organisation for the 9 National Oil Companies in South East Asia, with knowledge sharing programs in the petroleum sector for more than 20 years. The cooperation with ASCOPE is also linked to similar cooperation with the CCOP which is the organisation for the resource and geoscience responsible government agencies in 13 countries in East and South East Asia. PETRAD has together with ASCOPE and CCOP arranged 202 tailored seminars and workshops in the region with nearly 9000 participants over the years.

Dr. Øystein Berg, Managing Director Petrad assisted 65 students and 2 professors from NTNU – Norwegian University of Science and Technology with a study tour to Malaysia in the period 17-22 March, 2013. The study tour started with a garden party at the residence of the Norwegian Ambassador, Mr. Hans Ola Urstad, followed by visits to the National Oil Company, Petronas, Petronas University of Technology in the city of Ipoh and to several companies working in the Malaysian Petroleum Industry.
