Where’s Bill?
Happy New Year! I hope that your holiday season was enjoyable. I believe 2015 is going to be a very exciting year for
District 3 and the city of Phoenix. I hope you take advantage of the numerous events this spring and save the date
for our annual bike Ride along N. 32nd
St. on March 21. The event will include a bike rodeo, safety info, booths, and
of course, bike ride. More details coming soon.
In 2015, I am focused on the following priorities: (1) present a world class Super Bowl experience in Downtown
Phoenix in January that will entertain over one million visitors and showcase the very best our city has to offer; (2)
balance the city’s budget without raising taxes or cutting vital city services; (3) ensure a long term sustainable water
supply by partnering with the State, SRP, CAP, Native American tribes, private developers and agricultural users; (4)
hire more police officers specifically those assigned to investigate internet crimes against children; and (5) further
streamline our planning and development processes to encourage redevelopment in our city.
Finally, as the year begins, I encourage all of you to find additional ways to get involved with the City by volunteering
in City programs, and attending District 3 events like the annual bike ride and monthly coffee meetings. As always,

High Profile Cold Case Homicide Arrest
On January, 13, 2015, homicide detectives from the Phoenix Police Department Cold Case Squad were able to establish
probable cause to arrest Brian Miller, age 42, for the 1992 and 1993 murders of two young women from our community
in North Phoenix. These murders were highly publicized in the media and community. They were frequently referred to
as the “canal murders” as the crimes occurred along the canal bike path. If you or someone you know has any

Vandalism of District 3 Church
I am still shocked and angry about the vandalism of the St. Nikolas Serbian Orthodox Church in Phoenix last week. We
will not tolerate the desecration of a place of worship in the city of Phoenix. I stand by the Serbian community and the
parishioners at St. Nikolas and extend my heartfelt condolences to them for this act of hate. I also want to thank the
Phoenix Police Department and Arizona Attorney General Mark Brnovich for their support of the church and its
parishioners.
If anyone has information about this crime, please work with Phoenix Police to identify the
perpetrators or contact Silent Witness at 480-WITNESS (948-6377).
The Nature Conservancy – Working with Phoenix to Preserve our Water Supply
The Nature Conservancy, a non-profit corporation founded in 1951, is the world's leading conservation organization and
has a very active chapter here in Arizona. When it comes to water, they believe that finding solutions to avoid shortages
can only be accomplished by working closely with other water interests. Because nature provides its own infrastructure
for our water sources understanding and accounting for the needs of these natural systems—such as rivers and
aquifers—can help ensure the long-term health and availability of freshwater sources. The outcome will be a win/win
for both people and nature.
In Arizona, the Verde River helps supply up to 30 percent of the City of Phoenix’s water supply. So any additional water
flowing down the Verde River helps Phoenix residents and businesses. Together with The Nature Conservancy, the City
of Phoenix with our newly created Colorado River Water Resiliency Fund, can invest in and implement projects to
improve flows in the Verde River and its resiliency as a
healthy, productive water source. These projects can range
from agriculture efficiency to watershed forest thinning
projects.
It is only through partnerships like these that we can address
the threat of water security to people and nature by changing
the scale and pace of conservation. This transformation of
conservation relies upon benefits to multiple parties with an
emphasis on nature-based solutions – such as a flowing river
benefiting working farms and ranches, drinking water for the
Phoenix metropolitan area, recreational industry, and wildlife.

Meetings Set On Citywide Transportation Priorities
The city of Phoenix Public Transit and Street Transportation department is hosting open houses around the city to gain
resident feedback on priorities for city transportation improvements. The list of potential improvements was developed
by the Citizens Committee on the Future of Phoenix Transportation, a 34-member group appointed by the Phoenix City
Council to study and provide recommendations on the development of transit service and street infrastructure.
Since August, the committee has been working to identify
priorities based on input garnered at more than 80 events
citywide and comments from over 3,000 participants in-
person and online.
The priorities include:
• New local bus service and extensions of light rail
throughout the city
• Expansion of transit service operating hours into
early morning and late night
• Funding for street improvements, better shade
cover for pedestrians and transit users, and new
bicycle infrastructure

Update: Sky Harbor, the FAA and Flight Noise
On December 16, the Mayor and City Council directed the City of Phoenix
Aviation Department to hold community outreach meetings on the FAA implemented RNAV flight paths. The purpose of
these meetings is to provide an opportunity for the community members to discuss their questions and concerns,
receive suggestions about the ways we can best provide information to the community, and solicit input on locations the
City designated consultant can place temporary noise monitors. The meetings will be structured in a workshop format
and the information at each meeting is the same.

Veterans Court, AZ Standdown
The City of Phoenix puts a very high priority on programs for Veterans. Our Veterans' Court is an overwhelming success.
It is nationally recognized as a model for Veterans' Courts around the United States, providing opportunities for
Veterans to have legal issues expedited, reducing the circumstances that lead to Veteran homelessness. The City of
Phoenix was recently honored to receive the 2014 City Livability Award by the United States Conference of Mayors for
our Veterans' Court – the only Veteran-related program to receive this recognition. The next meeting will occur on
January 20 at 4pm in the VA Basement.
Every year in February the City of Phoenix partners with other Government and Veterans organizations to put on a 3-day
event. Last year’s event was the largest singular outreach event for homeless veterans in the nation, and served over
1,700 veterans. Services provided for the immediate needs of Vets, include VA HealthCare, Mental Health Services,
Clothing, Meals, Emergency Shelter, Transitional and Permanent Housing, ID/ Drivers License's, Court Services and Legal
Aide, Showers and Haircuts and myriad other services and resources. For more information, visit

Super Bowl XLIX “E-Waste” Recycling Rally
The Arizona Super Bowl Host Committee, the NFL and Verizon will be partnering to collect and safely recycle electronic
waste. The public will be able to discard electronic devices such as computers, televisions, or cell phones.

Arizona School Children Set Guinness World Record for
Largest-Ever Game of Red Light, Green Light
The Arizona Super Bowl Host Committee, Playworks, employee-volunteers from UnitedHealthcare and fourth- and fifth-
grade students from 17 local elementary schools set the Guinness World Record for the World’s Largest Game of Red
Light, Green Light. The event took place on the newly refurbished Super Bowl XLIX
Legacy Field at Arizona State University Preparatory Academy in Downtown
Phoenix.
The previous record was set in August 2013 by 1,068 participants at Willamette
University in Salem, OR. On January 14 1,136 children from across the state broke
the record.
