1/5/2018 Jack Welch On December 8th and 9th of 2017, the AMSOIL Championship
Snocross National Races Series came to Jackson Hole,
Wyoming. The Snocross was held at the in town, Snow King
Mountain Ski Hill. Of the two full days of racing the Final Pro
event on Friday was the most exciting with nine-times
defending X Games and Snocross Champ and Driggs, Idaho
native Tucker Hibbert, riding an Arctic Cat, broke 11th at the
start of the final race and after 22 laps Tucker had fought his
way through the pack and took FIRST. It was quite a race. In
addition, the crowd enjoyed the small 120 races and lady
snowmobilers had a chance to compete.
In addition to the races several local groups had booths at the
event including Advocates for Multi-Use of Public Lands
(AMPL) which is a part of the Jackson Hole Snow Devils. I
provided Mike Mielke, one of AMPL leaders, with Share Trails
Magazines and Yellowstone Park Winter Use handouts. I also
had a discussion with Taylor Jones, President of the Wyoming
State Snowmobile Association (WSSA) about the Shoshone
National Forest Travel Management Revised Proposed Action
and how Sharetrails.org/BlueRibbon supported WSSA
comments and added some summer OHV concerns.
I hope the event returns next year to Jackson Hole. I look forward as
BlueRibbon Snowmobile Ambassador to again working with the local,
regional and state snowmobile organizations to preserve access to
public lands.
1/5/2018 Jack Welch November 25, 2017 winter started Thanksgiving weekend in
the Big Horn Mountains, the site for the Annual Bear Lodge
Bad Boys Riding Club annual dinner party and season kick off!
And I was honored to have been selected the speaker at their
dinner. In attendance at the event, hosted by Roberta and
Rick Young owners of Bear Lodge, were over 300
snowmobilers from all over the region. At the event the
leaders of the Riding Club announced another contribution to
support Jack Welch Snowmobile Ambassador. At the 2016
event the Bad Boys donation was $2000 dollars.
I continue to provide updates and support to the Big Horn mountain's
and winter rectration.
1/5/2018 Jack Welch Idaho SnoWest Snow Show November 18th and 19th in Boise,
Idaho Regional event open to the public. Provided outreach to
snowmobile community. Discussed Winter Wildlands Law Suit
on Forest Service Travel Management. Also discussed the
plans for this years access to Yellowstone Park by
snowmobile. Discussed Idaho snowmobile issues with Sandra
Mitchel Idaho State Snowmobile Association Public Lands
Director.
I followed up with Idaho Snowmobile State Snowmobile Association
Officers and Clubs on the importance of Sharetrails.org/BlueRibbon
Coalition working together on snowmobile issues. We will receive
support donation for Boise Snowmobile Club and Raffle.
12/19/2017 Randy Block National Strategy for a Sustainable Trail System - the Redbird
Crest Trail in Daniel Boone National Forest has had zero
maintenance in the past several years. The multiple-use trail
is a preferred destination of many Sharetrails.org members
from Kentucky and surrounding states.
Sharetrails led the recruitment and logistics for the first OHV volunteer
day in DBNF in over 20 years. A dozen motorcyclists drove several
hundred miles and spent their Saturday (12/16/17) helping. Two
teams improved the trail markings throughout the trail system. Two
other teams did tread and water drainage work on Section 21 and near
the Bear Creek Trailhead.
The next volunteer day will be planned for March 2018.

12/19/2017 Randy Block Kentucky Mountain Regional Authority - Jackson County is
interested in becoming a member county of this Authority.
Specifically McKee, KY is designated as a Trail Town and wants
to become an OHV destination town/county.

Sharetrails and several of its members attended and contributed to
the first County meeting on 12/14/17. The meeting was attended by
the County Judge Executive, Hal Rogers' Field Representative, Berea
College Business Development and nearly 30 local residents and
riders. The community listed desired OHV destinations and identified
current trails on a county map.
Sharetrails addressed several questions from the community regarding
how the trails, which lie on private property, might be made open to
the public. I also address the need to include motorcycle (dualsport
and dirtbikes) and 4WD trails and routes in the planning and design
process. I shared information on the Daniel Boone Backcountry Byway
and the Kentucky Adventure Tour with the group.
The community was very supportive of the planned trails and the next
meeting is scheduled for January.

10/27/2017 Jack Welch Utah SnoWest Snow Show October 20th and 21st in Salt Lake
City, Utah. Regional event open to the public. Provided
outreach to snowmobile community. Discussed Winter
Wildlands Law Suit on Forest Service Travel Management.
Also discussed the plans for this years access to Yellowstone
Park by snowmobile.
I am following up with Utah Snowmobile Association on their concerns
on snowmobile issues.
10/26/2017 Randy Block The Hoosier National Forest has been closed to OHV
recreation since the mid-1980's. It's time for that to change
and reopen to motorized users as a legitimate use of public
land.
Randy Block conferenced with AMA and ABATE recently about the
Hoosier. ABATE of Indiana is known as the largest and strongest state's
rights moto organization. The are very strong in Indianapolis where we
hope to pass a state resolution similar to Illinois in support of national
forest OHV recreation.
ABATE is "all in" on our effort. Good news! They already have a
lobbyist in place who will help identify a sponsor for our resolution
urging the Hoosier to open to OHV's. My next step is to write the
"why" and "what" for the lobbyist to go to work.
Reportedly the Hoosier was planning to reopen to OHV's in the 90's
but Heartwood got an injunction against that happening. Sharetrails
Legal Defense Team will research this matter to determine if legal
action might be our best recourse. Stay tuned!
10/26/2017 Randy Block The Kentucky Mountain Regional Authority has been setup to
bring economic development to the eastern Kentucky
counties hit hardest by the downturn in coal production. The
Authority's major project is a trail system that mirrors West
Virginia's Hatfield McCoy system. Authorized by House Bill
156, the six county region is receiving funding and help from
Frankfort to make the trail system a reality on private and
public lands.
Initial consultation with the Department of Local Government
regarding the eastern KY trail system. Basically they have rubber
stamped Hatfield McCoy legislation. They envision working
collaboratively with Daniel Boone NF. My message to him was to
differentiate the KY system from the WV and VA systems by 1) provide
technical and challenging trails, 2) provide ample mileage of
singletrack trail for motos and mtnbikes, 3) utilize abandoned county
roads, etc. for 4WD and 4) trails can/should be connected by roads for
dualsport and adv riders.
10/18/2017 Randy Block Like most USFS trail systems, Kentucky's Redbird Crest
Trail has suffered from lack of maintenance over the past
several years. Signage needs replace. Tread needs to be
resurfaced. Problem areas need to be addressed.
A Trail Volunteer Day is being planned on November 18th to address the
maintenance issues. We will be working with USFS personnel thorough
the trail system for the day. We hope to have 8-12 volunteers on the
Forest that day. Please contact Randy Block if you are willing to help or
for more information.
10/18/2017 Randy Block The Hoosier National Forest in Indiana was closed to OHV
recreation in the 1980's. Since then attempts to reopen
the HNF to off road riding have been unsuccessful largely
due to local USFS decisions. We believe NOW is the right
time to change this.
Randy Block attended the Buffaloe 500 Dual Sport ride in October and
presented "why now" to reopen the HNF to 250 attendees. As first steps -
30 folks signed up to help and one gentleman donated $100 in cash on
the spot. This DS ride is named in honor of Mr. John Buffaloe, a local
rider (now in his 90's) who is a legend in the HNF area for riding ability
and his knowledge of trails throughout the central Indiana region. Stay

10/18/2017 Randy Block Sharetrails.org attended the Virginia Four Wheel Drive
Association Annual Trail ride in Arrington, VA. At the
request of V4WDA President Jesse Schneirla, Randy Block
presented to the crowd of nearly 300 participants on the
mission and work of Sharetrails. Earlier this year the
Middle Peninsula Jeep Association of Virginia threw it's
full support behind Sharetrails/BRC when it not only
became a member organization, but also changed its
bylaws so that every individual member of MPJA would
also become a member. This action by MPFA and the
$1000 donation from V4WDA shows that Virginia really is
for (offroad) lovers! :-)

10/18/2017 Randy Block Sharetrails.org presented to the West Virginia state
legislature in September. At the invitation of West
Virginia State Senator Mark Maynard, I discussed the
Opportunities for OHV Recreation with the
Subcommittee on Parks, Recreation and Natural
Resources. WV is known for it's progressive use of
corporate mining land for OHV recreation in the Hatfield
McCoy system. Senator Maynard would like to see this
economic benefit more widely spread throughout the
state and that includes using state and federal lands for
sustainable OHV trail recreation. You can view my
presentation below.
What's being done about it? * Regular follow up with the Senator's staff
regarding:
* new ideas and specific opportunities in WV
* networking with WV residents who want to become involved
* progress and ideas at work in neighboring states.

10/8/2017 Don Amador 10/8 - After spending the last 2 years working on OHV
program legislation and the Department of Parks and
Recreation Transformation Process, I will be spending
the several weeks analyzing the various components of
our successful effort to preserve the CA OHV Program
and give it permanent status and having DPR codify the
important role that OHVMRD has at DPR and in the
statewide recreation matrix.
For now, I would suggest, in no particular order, the key
tenets of our success.
One - Having an engaged DPR leadership team over the
last 2 years that networked with OHV enthusiasts,
partners, consultants, and lobbyists was a key tenet in
our success story.
Two - Having a professional OHV team of consultants,
OHV commission, lobbyists, and grassroots leaders that
embraced the challenge to champion our OHV program
before legislators, conservation leaders, and the
administration was just as important.
Three - Having grassroots activists, clubs, and individual
riders send in comments and make phone calls when
asked may be the most important key as they made
"OHV Recreation" the number issue noted by legislators
and their staff in Sacramento over the last 9 months.
You all have a lot to be proud of! Thanks to all of you on
this huge team effort win.

stakeholders.
9/28/2017 Don Amador 9/28 - Am BRC staff lead on an important legal access
fight where OHV groups in OR have filed to become
parties in a lawsuit involving vehicle access to central
Oregon's Ochoco National Forest. The groups seek to
defend the Forest Service's Summit Trail Project
decision, which designates routes for vehicle travel. The
case was filed by WildEarth Guardians, Oregon Wild, the
Sierra Club, and Great Old Broads for Wilderness, and is
assigned to Judge Patricia Sullivan, in the Pendleton
Division of the U.S. District of Oregon.
The Ochoco Trail Riders are joined in the motion by the
Oregon Motorcycle Riders Association, the Deschutes
County 4 Wheelers, the Pacific Northwest Four Wheel
Drive Association, and the BlueRibbon Coalition. The
vehicle groups are seeking to defend the decision in
court alongside the U.S. Forest Service. They are
represented by Paul Turcke of Boise, Idaho.

9/27/2017 Don Amador 9/27 - Continue working with legislators and our D.C
partners as the Clear Creek legislation works its way
through the U.S. Senate.

9/19/2017 Don Amador 9/19 - State lawmakers in Sacramento passed Senate Bill
249 that permanently reauthorizes the California OHV
Program. This historic vote-which also included Senate
Bill 159, a companion bill that contained the funding
structure for the program-had precedent setting broad
support from both the conservation and OHV
communities.
The BlueRibbon Coalition/Sharetrails.org (BRC) was part
of a diverse OHV stakeholder group that championed
the current OHV program managed by the California Off-
Highway Motor Vehicle Recreation Division (OHMVRD)
that is an important member of the California State Park
family.
Don Amador, Western Representative for the
BlueRibbon Coalition/Sharetrails.org, stated, "As a
member of the 2007 drafting team that helped create
the SB 742-based current program, I believe passage of
the new SB 249 legislation honors the spirit and intent of
our program that has been heralded as a national model
for environmentally responsible OHV recreation."
Continue to be engaged with new program and the review process for
the OHV commission member make-up.
9/14/2017 Don Amador 9/14-17 - I/BRC helped 4WD clubs armor segments of
the Deer Valley OHV trail as part of the "42 Route" legal
battle on the Eldorado NF. Over 27 tons of rock was
placed to armor the trail and several hundred yards of
trail delineators were installed. The Project was
completed.

8/23/2017 Don Amador 8/23 - Had meeting with R5's public services and
engineering departments where BRC is offering its
support to the agency as it works to find ways to repair
important FS roads that were damaged by severe winter
rains. I believe that partnerships with local counties,
OHMVRD, and other stakeholders will be key tenets of
addressing (both short and long-term) the road repair
issue. I also believe that the new FS Chief, Tony Tooke, is
a strong supporter of collaborative solutions when it
comes to forest health and recreation management.

8/17/2017 Don Amador 8/17 - Represented BRC at the CA OHV Commission
Meeting and Tour in Torrance. The tour included visiting
with CA State Park units in urban settings and reviewing
Honda's mini-bike youth education program. The main
meeting was also important as State Park staff said they
would be supporting current legislation under which the
CA OHV Program operates instead of the SB 249 bill text.
Continue to attend OHV Commission meetings in support of partnerships
and sustainable OHV recreation in CA as part of the OHV program.
8/10/2017 Don Amador 8/10 - Issued alert on the ELDORADO 42 ROUTE TRAIL
UPDATE - This alert was about upcoming volunteer
"alpine" trail repair/mitigation projects in Sept. which is
really a great opportunity for OHVers to celebrate
getting these 42 meadow routes reopened after more
than a two decades-long legal battle with preservationist
special interests who remain fixated on using the courts
to close designated high-elevation and other OHV routes
on the Eldorado National Forest. I committed to
representing BRC (and working) at the Sept. 15-17 trail
work party.

9/10/2017 Jack Welch The Forest service has closed Forest Road 10123, Blind
Bull Road. The reason, rock slide crossed the road. The
Sweetwater Snowpokes Snowmobile Club, of Rock
Springs, Wyoming need access to the Blind Bull Safety
Shelter to do repairs and stock the shelter before the
winter season.
I have contacted the Gary River District Ranger Justin Laycock and
explained that he can make an exception to the closure to allow the Rock
Springs Club to have a work day Sat. September 16th. We will see what
happens.
9/2/2017 Jack Welch Yellowstone National Park, Non-commercially Guide
Snowmobile Access Lottery began on September 1,
2017. Update need on the plan for this years
snowmobile season in Yellowstone National Park.
I worked with Ivan Kowski at Yellowstone National Park on plans for this
years program for Non-commercially Guide Snowmobile Access program
for the 2017-2018 season. Helped Ric Foster issue an alert on the lottery.

8/29/2017 Jack Welch Meeting of the Colorado Snowmobile Association on
August 19th
I reported on International Snowmobile Congress held in Canada and the
important efforts that are underway by the U.S. Forest Service to develop
a handbook. The handbook which will be called the "Over Snow Vehicle
(OSV) Operations and Management Guidebook" is very important
I am reaching out to Drew Stoll, Executive Director of Great Outdoors
Consultants who the Forest Service has hired to develop the Handbook .
8/29/2017 Del Albright Need for educational outreach and networking in the
jeeping world.
Travled and attended Sierra Trek with Cal4wheel, and then on to
Wyoming for Jeep Jamboree USA. Met up and discussed land use and
Sharetrails with dozens of interested four wheelers/jeepers.
Was a key note speaker in Wyoming at the banquet in the Big Horn
Mountains. Did trails and recon with locals.

8/15/2017 Randy Block Harrison Ohio MX Park threatened closure by local City
Council. Led by Mike Mains (Sharetrails Life Member),
the Park was reopened on July 30.
The Doug Dunaway Memorial MX Park reopened recently thanks to the
work of Sharetrails, its members, Riding Forward and local enthusiasts.
After many months of discussion and volunteer effort, the MX Park was
upgraded by: the complete redesign and building of a Junior track, partial
redesign and complete reconstruction of Adult track, improved signage
and fencing. We expect continued attempts to close the Park by one
Councilman who will remain in office only until December 31, 2017.

7/28/2017 Don Amador Region 4 (ID, NV, WY, UT) National Forests are starting
their Forest Plan Revision Process
BRC's Don Amador was interviewed by the Region 4 early prescoping
consulting team on July 27 to offer feedback on our concerns, issues, and
solutions in regards to recreation and forest planning. This will be a multi-
year planning effort that will guide future management of various
recreation opportunities over the next several decades. BRC will be
sending out alerts etc about how local OHV/OSV clubs can be engaged.

7/25/2017 Don Amador Heaving winter storms have impacted (and even
closed) many FS roads in Region 5 and elsewhere. A lot
of these roads provide OHV access to trails and riding
areas.
I had a meeting with Region 5 leadership on July 24 about finding ways to
address this issue so as to restore public access to important recreation
sites. Stay tuned.
7/25/2017 Don Amador CA Air Resources Board is starting rule making process
to more clearly define "Racing" and "Competition"
vehicles. This could impact the use of modified 4WDs
and other OHVs both both racing and casual use on
public lands.
I attended the ARB public hearing on July 19 in Sacto and then alerted
the OHV community about the need for them to become engaged in
this process and to maybe consider joining an ARB stakeholder group
(starting in Sept. 2017) to further refine the process, definitions,
impacts, etc.

7/7/2017 Don Amador The CA OHV Program is set to expire on Jan. 1, 2018. There is an ongoing and complex legislative process that
OHV groups are engaged in (many of you have sent in letters and that
has helped more than you know - so thank you!) to reauthorize the
current program. Some environmental groups are pushing anti-OHV
legislation. That is the battle that will continue through the summer.

6/28/2017 Del Albright New Jeepers/four-wheelers in CA need more hands-on,
face-to-face time with land use experts in order to avoid
mis-understandings or bad information gained from
some virtual forum social sites.
Del and Stacie represented BRC/ST at Skillz Day 6/24/17 put on by
Metalcloak, huge supporter of land use, with a booth, talks and
participant interaction/Q&A. Over 120 registered jeeps came to the one
day event and had to pass through our land use booth where we talked
about Joining, Donating, Supporting and volunteering with land use
organized recreation groups like BRC/ST.

6/28/2017 Don Amador Hard winter storms hit CA and the West causing a lot of
access road closures.
Am in contact with Region 5 to discuss a strategy to engage trail
stakeholders in finding a solution(s). Many important roads are
currently closed to public use... these roads often act as motorized OHV
routes or provide access to OHV trails. Stay tuned for updates.

6/19/2017 Jack Welch I attended and was a speaker at the International
Snowmobile Congress in Canada June 7th to June 11th.
Summary of the 4 days of meetings. I spoke and/or
presented at 4 major meetings of the ISC member
Organizations. I distributed over 250 Sharetrails
Magazines to those attending and 300 Yellowstone Park
Winter Use Plan updates on the non-commercially
guided snowmobile access program for this coming
season. In addition, I talked to several potential
advertisers at the Corp level for the next Winter
Sharetrails Magazine.
I feel that representing Sharetrails/BRC at ISC was a
positive experience that provided new contacts and
reinforced our current positive T.E.A.M relationship
with snowmobilers from the United States, Canada and
Norway.
I will continue working with snowmobile organizations and businesses
in the United States on issue related to Wilderness Study Areas and
access to public lands for snowmobiling.
6/6/2017 Don Amador There is a need by Congress and/or the Executive
Branch to address a number of important land use
policies and/or statutes that negatively impact OHV use
on FS and BLM lands.
Federal Policy Issues
In May, my office worked with BRC’s chief legal counsel and the main
land use office in Pocatello to identify important legislative and policy
issues that should be addressed by either the Congress and/or the
Executive Branch.
Those topics include;
1. Equal Access to Justice Act.
2. Agency Recreation Budgets.
3. U.S. Forest Service Planning Rule.
4. Minimization of Off Road Vehicle Impacts.
5. Forest Service Minimum Road System.
6. Recommended Wilderness.
7. Special Recreation Event Permitting.
8. NEPA Inefficiency.
9. Sage Grouse Plan Amendments.
10. DRECP
11. Land Ownership Adjustment.
6/6/2017 Don Amador The CA OHV Program expires on Jan. 1, 2018. Anti-OHV
groups continue their legislative and political effort to
functionally eliminate this 40 year old program. Pro-
OHV forces are hard at work to reauthorize the CA
Program as it exists today and to remove the sunset and
make it a permanent program at State Parks.
A primary focus of mine was on the legislative effort to reauthorize the
CA OHV Program.
This issue continues to be very contentious due to a concerted effort by
a small number of
Anti-OHV activists and some of their supporters in the CA Senate to
enact SB 249 which would
Functionally eliminate the CA OHV Program as we have known it for the
last 40 years.
This is a long and complicated legislative and highly charged political
process that will most likely last
Through the end of August. Be assured BRC is engaged and is working
hard to see that the CA
OHV Program is reauthorized in its current form with the sunset
removed which would make it
a permanent program. Stay tuned for future action alerts and updates…
it’s going to be a long HOT summer in Sacramento.
6/5/2017 Del Albright Jeep Jamboree, USA and Oregon land use and access
issues and opportunities.
Headed to Tillamook, OR and vicinity this week to attend as
Sharetrails/BRC and Ambassador for BFGoodrich Tires the 3rd Annual
Jeep Jamboree USA with folks from all over the country. Oregon and
PNW issues will be the hot topics, as well as building membership in
Sharetrails.
Don Amador has been working hard with Oregon folks on Dune and
access issues. I will meet with some of these folks at the Jamboree to
continue our BRC work in the Pacific Northwest.

5/23/2017 Randy Block Riders for Striders program to benefit children/patients
at Peyton Manning Children's Hospital. This program
uses donations to purchase Strider bikes for children to
enjoy while hospitalized. Smiles galore!
Sharetrails.org donated two Striders bikes as part of their support for
the ride/event. Sharetrails and several of its members attended the
adventure ride on May 20th. Nearly 100 riders rode from Bargersville,
IN to Bloomington Powersports for lunch. And then back to the start for
dinner. The morning was hit by several rain downpours. But a clear

5/23/2017 Randy Block National Forest Service System Trail Stewardship Grant
Program
Over $200K in grants are available for reducing the
deferred maintenance on Forest Service trails.
Sharetrails.org is leading the effort to obtain a $10,000 grant to
improve the Redbird Crest Trail in Kentucky's Daniel Boone National
Forest. Partnering with Riding Forward (nonprofit), local riders and the
USFS, the grant application is nearly complete. This grant will cover:
1) Improved signage throughout the entire 100-mile loop system and its
three trailheads.
2) Tread repair, minor rerouting and elimination of user-developed trail
on single track sections 16 through 22 of the trail (approximately 11
miles).
3) Improved fee collection through the installment of a fee/kiosk
station at the Peabody Ranger Station near the trailhead (1 station).
We currently have 15 volunteers signed up to help. Stay tuned for
progress.
5/21/2017 Jack Welch May 8th meeting with Mike Mielke and Jess Combs in
Jackson Wyoming they are leaders in the Advocates for
Multi-Use of Public (AMUPL) this group is working on
the Wilderness Study Area's of Palisades and Shoal
Creek in Teton County Wyoming.
BlueRibbon is help Mike and Jess and their group in the review and
planning of a recommendation to Wyoming, Governor Mead on the
future of access to these WSAs. Paul Turcke, BlueRibbon Attorney is
advising AMUPL on legal issues of the WSAs
5/21/2017 Jack Welch On May 6th I had meeting in West Yellowstone,
Montana with Bill and Jason Howell. We discussed
current Wilderness Study Areas (WSA) and potential
additional Wilderness that can effect snowmobile
access in Montana. We also reviewed the current Non-
commercially guided snowmobile access program for
Yellowstone National Park.
Paul Turcke, BlueRibbon attorney is currently working with the
Montana State Snowmobile Association on WSA's and new potential
Wilderness that will effect snowmobile access.
4/20/2017 Don Amador The Forest Service is in the process of Subpart C (OSV)
travel planning. There is a need to document current
OSV opportunities and issues that might impact future
OSV recreation in the Sierra Nevada.
April 19 - Did OSV trail/area recon to document existing OSV routes and
open play riding areas based out of the Little Truckee Summit staging
area on the Tahoe National Forest. This is part of BRC’s going
involvement with the Forest Service’s Subpart C OSV Travel Planning
process for 5 national forests in the Sierra Nevada Mountains.

4/20/2017 Don Amador The current CA OHV Program is set to expire on Jan. 1,
2018. There is a need to support legislation to
reauthorize the current program and to counter anti-
OHV program legislation introduced by anti-access
groups.

April 14 – I am the BRC lead on a partnership with the National
Wilderness Stewardship Alliance, American Hiking Society, Back
Country Horsemen of America, the International Mountain Biking
Association, and the American Motorcyclist Association, to help
facilitate a new $230K trails granting program (for both motorized and
non-motorized trail projects) in from the USDA Forest Service for the
National Forest Trail Stewardship Grants for National Forest System
trails for the 2017 Field season.

4/17/2017 Jack Welch April 7th, 8th and 9th Had a both at the Powderhorn
Resort Hill Climb near Mesa, Colorado. I was provided a
free booth by the local Hill Climb association. I was
helped by BlueRibbon member Evan Pedersen. We
talked to folks about sharetrails.org/BlueRibbon.
At the Hill Climb I discussed concerns about additional Wilderness in
Colorado. We also talked about the Forest Service review of the winter
snowmobile travel rule and how it would apply to Colorado Forests.

4/11/2017 Randy Block Harrison Ohio MX Park: I reported in March that the MX
Park will remain open despite several Council members
objections. The MX Park must be managed with
volunteer labor and donations to help the city meet its
budget.
Sharetrails.org participated in the April 9th volunteer work day. We also
held a drawing for a 1-year membership and tee shirt.
Sharetrails.org authored this (below) as a newspaper article featuring
the volunteer efforts to keep Harrison residents informed and to recruit
other help.
April 9th was a beautiful spring day on Sunday but rather than going
riding, fifteen local riders came to volunteer at the MX Park. Led by
Dave Huff of Innovative Dirt Solutions, Joe Day and Mike Mains, the
group toured and discussed plans to improve the track for both,
residents and riders. The highest priority will be to build the Junior MX
track for children as the River Park construction obliterated the
previous children’s track. The second priority is to build earthen berms
that will act as sound barriers for Willow Land residents and River Park
visitors. The work is being done at no cost to the city of Harrison
through volunteer labor and donations. If you are interested in

4/6/2017 Don Amador The CA OHV Program is set to expire on Jan. 1, 2018.
There is an ongoing effort by BRC and other OHV groups
to support a pro-OHV bill ((AB 1077) that reauthorizes
the current program.
April 4 - AB 1077 Approved by Committee - It was great to join a
number of National and State OHV organizations, trade associations,
outdoor hunting organizations, motorcycle and 4WD clubs, rural
counties, county sheriffs, and non-profit groups today in Sacramento
voicing support for AB 1077 (O’Donnell). After public testimony, the CA
Assembly Committee on Water, Parks, and Wildlife voted to approve
this important pro-OHV legislation.
This continues to be a complicated legislative and political process since
there are other related legislative proposals and the ongoing CA State
Parks Transformation Process.

4/6/2017 Don Amador April 5 - The BLM's Clear Creek Management Area in
CA's Central Coast Mountains was closed to OHV use in
2007. BRC has been working for the last 6 years with
Cong. Sam Farr (now retired) and his replacement,
Cong. Panetta on a legislative remedy.
California Reps. Jimmy Panetta (CA-20), David G. Valadao (CA-21), Jeff
Denham (CA-10), and Paul Cook (CA-08) introduced H.R. 1913, the Clear
Creek National Recreation Area and Conservation Act. This bill directs
the Bureau of Land Management (BLM) to reopen the 63,000-acre
Clear Creek Management Area in San Benito and Fresno counties for
use by off-road vehicles. The legislation would also protect 21,000 acres
of BLM land adjacent to Clear Creek by designating the area the Joaquin
Rocks Wilderness.

Randy Block and Sharetrails members are working with Daniel Boone
NF officials to include the Redbird Crest Trail on this national priority
list. At 70+ miles in length, the RCT is one of the longest multiple use
trails in the country. After several reconnaissance trips, we have
submitted a list of improvements, locations and local/regional
volunteers to the DBNF Trail Officer. Watch for updates here.
4/3/2017 Randy Block Mountain Springs Road in Estill County, Kentucky is
threatened with closure once again. This unimproved
public road is an important link in Daniel Boone
Backcountry Byway route. A local land owner has
petitioned the County to close the road at his property.
He has installed a gate across the road, posted signs and
destroyed the current road bed. Last year, Jeff Dozier,
the Ohio River Four Wheelers and Southern Four Wheel
Drive Association successfully addressed this road’s
closure with the adjoining Powell County. (see update
9/30/2016)
A Fiscal County Court meeting is set for April 17 at 6pm in Irvine,
Kentucky. Randy Block will represent Sharetrails.org. I have been

4/3/2017 Del Albright Nationwide shortage of land use and volunteerism
training.
Entering my 14th year of providing both online (RLTC) and hands-on
(VLLS) training to over 300 students (so far). This week reviewing
training programs from member clubs/Associations, providing guidance
and ideas on types of subjects Sharetrails enthusiast would benefit
from the most. Still shipping out the book that Stacie and I wrote,
Shortcuts to Land Use and Volunteerism. "Surfing" forums for training
(and recruiting) opportunities.
3/30/2017 Jack Welch March 22nd through March 26th I discussed
snowmobile access to Yellowstone Park for the next
season Dec.15th, 2017 to Mar.15th 2018. I explained
the new required training safety course you must pass

3/30/2017 Jack Welch On Wednesday, March 22nd I had a meeting with Byron
Baker, BlueRibbon Board member and Mike Mielke
from the Advocates For Multi-Use of Public Lands in

Climb. We discussed the Palisades Wilderness Study
Area (WSA) and Shoal Creek Wilderness Study Area
(WSA).
I am working with Mike and Byron on planning for a April 10th meeting

folks wanting to make these two WSA areas actual Wilderness.
3/30/2017 Del Albright Easter Jeep Safari (EJS) event in Moab, UT requires a
strong land use and Sharetrails presence, to support our
many vendors/sponsors and to ensure public
involvement in Moab and Utah trail saving.
Posting in forums, providing expertise in Utah issues, building networks
and communications platforms to ensure we keep this great event alive
and well (coming up April 8-16, 2017.)

MilitaryJeepers, IH8MUD, Reno4x4 and JeepForum.
3/30/2017 Del Albright FMCA 4-Wheelers Land Use Committee organization,
development and involvement by Sharetrails.
(KOTO) via emails and conference calls to further develop the grant
process and club involvement in keeping trails open by supporting local
clubs.
The club has a substantial land use fund where clubs and apply for
grants to help save trails, do maintenance and work more effectively
with governing agencies.
3/27/2017 Don Amador The Six Rivers NF Smith River Travel Plan had recently
released its draft Record of Decision. This marks the
final phase of almost a 10 year process where BRC
worked with Del Norte County, users, and conservation
groups in a collaborative process to find common
ground. That effort created Alt. 6 which the FS selected
in the Draft ROD. BRC objected (new term for appeal) to
counter closure--oriented objections filed by anti-access
groups.
Post OBJECTION meeting update – This was the 1st FS objection
meeting (March 21) I had attended in person. The objectors included a
number of regional and national environmental/conservation groups,
Del Norte County, and BRC. At issue was the Six Rivers NF’s draft ROD
for the Smith River NRA’s travel plan in which the agency selected
Alternative 6 (this alt. was based on a long collaborative process with
various
Conservation groups, OHV reps, and Del Norte County). While a number
of environmental groups objected to Alt. 6 because it did not close
enough routes, several conservation groups stood up and joined Del
Norte County/BRC in support of Alt. 6.
Two lessons learned: One- it is critical for Objectors to show up in
person! Two- the collaborative process is worth the investment of time
and resources! Stay tuned as the FS decides what their final
Decision is. Thanks to all for your support!

so I drove out to the BLM’s Samoa Dunes and met the new Outdoor
Recreation Planner, Mike Millay, for the Arcata Field Office… he is a big

3/27/2017 Don Amador Starting March 1 - Ongoing - The current CA OHV
Program is set to expire on Jan. 1, 2018. BRC is working
with other OHV stakeholders on a phased approach to
support continuation of the current program via
support for AB 1077.
On March 6, BRC launched an Alert to Oppose SB 249 (a bill introduced
by anti-OHV groups). This was phase one.
On March 23, BRC launched an Alert to Support AB 1077 with letters to
be collected before the April 4 hearing in Sacto. Stay tuned... this is a
multi-month process.
3/27/2017 Don Amador The Trump Administration continues to appoint new
agency leadership into the BLM and FS. The is a need for
BRC to meet with new leadership to share information
and ideas on solutions to recreation management
issues.
Met with new Special Asst. to the Sec. of Interior in Wash. D.C. on
March 9. Helped inform the office about the need to support managed
recreation and support budgets that fund federal recreation "boots on
the ground" staff.

discuss The GO Act and how BRC and others can help support that

3/22/2017 Randy Block Sharetrails Representative Randy Block attended a USFS
Daniel Boone National Forest workshop hosted by the
Redbird Ranger District on Feb. 22. The workshop
featured a round-robin table discussion format focused
on: soil/water quality, wildlife habitat, forest health and
road/trail conditions.
Sharetrails and several other OHVer's in attendance encouraged the FS
to increase singletrack trail mileage on the District since it is currently
limited to less than 10 miles of trail. One opportunity cited was to move
the Redbird Crest Trail off of two current roadways (Sand Hill & KY2000)
onto FS property. Additional ideas included increased use of volunteers,
optional "easy" bypasses for the RCT more difficult sections and
improved signage at key intersections. Randy Block will continue to
engage with USFS personnel to help move these ideas forward.

3/22/2017 Randy Block Doug Dunaway Memorial MX Park in Harrison OH was
threatened with closure. A new city park is being
developed in close proximity and City Council members
were divided on if both parks could coexist.
After many meetings and discussions I am glad to report that the MX
Park will remain operational. In fact - improvements are being planned
for this coming spring with the addition of a Junior track and improved
Senior track design. Sharetrails Life Member and Harrison resident,
Mike Mains, has been a driving force in keeping the track open with
help from us and the AMA. Mr. Mains loved the experience so much -
he's running for City Council himself this year! Now that's engagement!

12/24/2016 Randy Block OHIO– Proposed closure of Doug Dunaway MX Park in
Harrison, Ohio. Local councilman wants to close this
free-admission public riding park because another
public park is planned nearby. The MX Park has never
been actively managed and volunteers have kept the
track in working order for the past 8 years.
Sharetrails.org, AMA and Riding Forward are partnering with local
residents to ensure the MX Park remains open for a minimum of two
years. During which time we will: 1) objectively measure the impact on
the new River Park, 2) measure the economic impact of the MX Park
and 3) more actively manage the MX Park with no additional cost to the
city.
Sharetrails.org has been:
* setting strategies, objectives and goals to guide local tactics
* attending regular City Counsel meetings.
* partnering with local resident (rider/spokesman) as advisor and
communication consultant.
* writing and informing local riders and public through forums,

12/24/2016 Randy Block OHIO – Wayne National Forest RTP Grant Match
The Wayne NF in Ohio receives over $300,000 in RTP
funds annually. In order to achieve their match, the
USFS organizes two OHV Trail Volunteer Days.
Randy Block participated in the two-day event, improving trail tread,
removing garbage and dangerous foliage, etc. He joined over 30
volunteers (including USFS personnel) who worked throughout the
Hanging Rock and Superior OHV trail systems.
Attached is more information and a call for volunteers for the 2017
event.

There is an open comment period for the Canyonlands
East and Birds of Prey BLM area that closes Dec. 15. It
looks as if they are trying to close possibly 100s of miles
of trails/roads, including two rock crawling trails that
they don't even list as open currently, and therefore
don't have number designations. Is there any way for us
to get some help?

comments, It is however important that clubs and organizations like
yours be involved in the process as well. We rely on clubs like yours for
your knowledge of specifics on trails, roads and areas with potential for
closure it is extremely important that those specific concerns be
address in comments submitted by your group.
We are also working with Jeff Cook, Outdoor Recreation Analyst at
Idaho Parks and Rec on reviewing the EAs. I am attaching his notes that
were presented to the Idaho Recreation Council along with a draft of
their comments on the East Canyonlands Travel Plan Draft EA and
South NCA Travel Plan EA. In his notes there are the URLs that will
direct you to a mapping application that shows all the routes and the
missed routes, as well as the proposed designations under the various
alternatives. Use the Layer Widget in the Header toolbars on the right
hand side to click the various alternatives on and off.

key media outlets. Friends of Emma Long Motorcycle Park (FEMLP) will
address City Council on 10/13/16 requesting a full and fair hearing. A
Texas statewide alert was issued requesting local members to attend
the City Council meeting.

Here is an example of why we have to keep fighting the
battle. For those of you in Moab you can share it with
some of the other folks. I'll put it on the Website.
I found this map on the Leadville FS site. It shows a
bunch of closures, some of which effect us. These are
trails that have been on the approved trail list and have
just recently been closed. Some of them are:
1. Iron Mike (Halfmoon Gulch)
2. A short section of trail just before you get to the
Champion Mill which would keep us from reaching the
gate.
3. The last two miles to the top of Twin Cone.

Moab, FMCA 4-Wheelers Event. Here's the map that
goes with the e-mail that Bill McGimpsy sent to you.
You will need to go to each individual page and then
zoom in. Look for the trails that have been cross-
hatched. These closures, to my knowledge, were done
without any previous announcement or user input. It is
posted on the Leadville, USFS, Website however you
have to look for it. The "Iron Mike" trail, which has been
closed, is one of the trails that the Mile High Jeep Club
has used during several All For Fun events with Forest
Service approval."

9/30/2016 Randy Block Daniel Boone Backcountry Byway - local landowner
(recent move-in) has been blocking public road
(Mountain Springs Road) to prevent access.
Sharetrails.org contacted local SFWDA representatives to discuss. We
issued national alert and notified local forums to increase
member/nonmember awareness of the online petition effort. Well over
1000 signatures resulted.
Local SFWDA members met with local county Judge Executives to
discuss issue and request action. The JE's agree that the road is public
and should remain open. Things look good! Sharetrails.org has
committed legal support should that be needed. Stay tuned.
9/23/2016 Don Amador Closure of Soldier Pass 4WD Road in/near Sedona I talked with one of our new BRC members down there and it is the old
story of home development/encroachment where over the last 30
years homes have been built along or near the short section of trail
which is now popular with homeowners who want to take a short hike
in/near town. We have all seen this happen in the West.
Short story is that I told the BRC member that it would be best
long-term to organize a local OHV club and become a stakeholder group
and look for new opportunity on trails that are not in the middle of
town. I told them they would most likely find the FS a welcome partner
if they proactively look for new OHV challenges that are not in town
and/or to better utilize existing OHV routes that are not in the city
limits. I also offered to help them with getting started, etc.

are currently reviewing the situation to determine if/how legal
intervention might help the local groups.

9/15/2016 Don Amador Quick DRECP Update: I/BRC attended the DRECP
webinar today and asked how the ROD impacts OHV
recreation? Their response was that the ROD designates
OHV open areas as Special Recreation Management
Areas which is mostly a good thing. They said that
individual route planning will be done during project
level planning such as the West Mojave Route Network
Project. Will have to continue my review of the planning
documents. Stay tuned.
Also, they did not list BRC’s Protest filed in Dec. 2015 of

planning effort for S. CA. BRC has been involved for
several years.

9/14/2016 Don Amador Sierra National Monument proposal being led by the
Monument's director, Deanna Wulff.
I have contacted the Monument's director, Deanna Wulff, and told her
that before BRC could support the Monument, she/her team must
meet with local/state OHV leaders and get their support. Stay tuned.
9/14/2016 Don Amador The U.S. Air Force has applied to the Bureau of Land
Management (BLM) to continue to use the site of its
Nevada Test and Training Range (NTTR) and to expand it
by about 300,000 acres of additional public land. As a
result of the withdrawal application, the BLM has
segregated approximately 300,000 acres from
appropriation under the public land laws. The two-year
segregation is obligatory while the Air Force prepares an
Environmental Impact Statement (EIS) on its expansion
and extension proposals for the area northeast of Las
Vegas.
IMPACTS - Could impact both casual OHV recreation
and permitted OHV events.
BRC will be issuing an alert for meetings, etc. I have contacted the BLM
for additional information and maps. Stay tuned.

include more than 600,000 acres of additional public
land. As a result of the Navy’s withdrawal application,
the BLM has segregated the proposed expansion area
from appropriation under the public land laws. The two-
year segregation is obligatory while the Navy prepares
an Environmental Impact Statement (EIS) on its
expansion and extension proposals for the Fallon site
about 65 miles east of Reno.

and permitted motorized events.
ACTION ITEMS - BRC is issuing an alert for this issue including public
meetings in Oct. I am also contacting the Navy/BLM/Local Users for
more information and will attend and/or schd. meetings as appropriate.
9/12/2016 Martin Hackworth A long-established motorcycle park(dating back to the
1970's) created by local riders and approved by the city
of Austin is now under threat from an preservationist
group. This is a local issue but with implications that go
beyond local.
