2007 also saw some internal restructuring to meet the identified needs of the service and thecommunity.
We were also saddened by the tragic loss of Auxiliary Constable Bradley Campbell in January 2007. Auxiliary Constable Campbell passed away as the result of injuries he sustained in a terrible (off-duty) motor vehicle collision. Auxiliary Constable Campbell was an exceptionally dedicated memberof the Auxiliary Unit who will be sadly missed.
We continue to experience new challenges which include "Adequacy and Effectiveness Standards"set out by the provincial government, re-writing of our "Policies and Procedures" to meet mandatoryrequirements and the needs of the service and the community, mandatory and enhanced training, caselaw and financial restraints just to name a few.
I also authorized the purchase of a TASER which is carried by the on duty platoon sergeant. Thesesergeants attended and successfully completed an extensive study and training program. I understandthere has been a lot of controversy lately about the Taser, however I have attended several seminarswhere the Taser has been discussed and I am satisfied that with the policies and procedures we havein place, training, supervision and accountability they are an excellent non-lethal use-of-force optionthat will assist in not only protecting our officers but the people in the community we serve as well,which could include a violent person attempting to harm themselves.
In conclusion, I look forward to new challenges in 2008. I am very fortunate to work with and proudof the members of the West Grey Police Service and the West Grey Police Services Board. Togetherwe look forward to providing the citizens of the community with the best police service possible.

Appointments/Promotions/RetirementsRobert Thompson started on Oct 31, 1976 as aSpecial Constable with the Town of DurhamPolice Dept. On September 12, 1978 he waspromoted to Fourth Class Constable for the Townof Durham Police Dept. In 1982 he became a 1stClass Constable and in 1987 was promoted to therank of Sergeant. He retained the rank ofSergeant during the transition to the newlyformed West Grey Police Service. On January 1,2007 he was appointed as Deputy Chief.
Jerry Kocher joined the Toronto PoliceForce in July 1972. In 1989 he waspromoted to the rank of Sergeant. During his tenure with the TorontoPolice Force he served in a number ofspecialized units. After his retirmentfrom the Toronto Police Service in2002 he joined the West Grey PoliceService as a Constable. He wasassigned to the Criminal InvestigationsUnit of the service until his promotionin June 2007 to the rank of Sergeant.
Mary Lovric joined the West Grey PoliceService as an administrative assistant in thefall of 2002. She brought with her severalyears of secretarial experience. Maryretired in the summer of 2007. She islooking forward to spending more time withher family in particular, her grandchildren.
Auxiliary Constable Bradley Campbell passed away in January 2007 as the
result of injuries he sustained in a terrible (off duty) motor vehicle collision. Brad was an excellent
baker by trade, many things to many people but first and foremost he was a dedicated husband to
Karen and father to Ainsley, McLeod and Erin.
Brad was also an exceptional Auxiliary Police Officer. He was an Auxiliary Police Officer with the
Harriston Police Service from 1998 until its disbandment in 1999. Brad then became an Auxiliary
Police Officer with the West Grey Police Service from 2003 until his passing in 2007.
With the numerous hours spent at his business and his commitment to his family, Brad still found
the time to serve his community and the Community of West Grey as an Auxiliary Police Officer.
Officers felt comfortable when working with him and enjoyed his company. His commitment to
Community Policing was second to none. Brad spent numerous hours at Community functions such
as Fish Derbies, Community Events, Parades just to name a few.
He will be sadly missed.

Neustadt OfficeOctober 17, 2007 marked the official opening of the NeustadtCommunity Sub-station.
This sub-station is part of the West Grey Police Service'sCommunity Policing initiatives and serves as a place forofficers to meet with members of the community regardingcomplaints, investigations and community issues. Officersassigned this zone are also required to complete reports,conduct investigations and other police related business fromthis office.

Crime Unit
The Crime Unit is responsible for all major crimesagainst persons and property. This Unit constists ofa detective sergeant and a detective constable. Theofficers of this unit possess the required knowledgeskills and abilities to conduct complexinvestigations which include sexual assaults,robberies, assaults against children etc.
The Crime Unit is overseen by the detectivesergeant. The Unit regularly assists in major crime,robberies and sexual assaults along with uniformpatrol officers. In 2007 they were responsible forsolving a number of property and drug relatedcrimes.

K - 9 Unit
Support and funding for this unit came from donations receivedfrom the community as well as a donation for an equipped K9vehicle from the Government of Ontario's Civil Remedies Act.
In the latter six months of 2007 the K9 unit responded to elevencalls to service with an 80% success rate. These calls for serviceincluded tracking of suspects from break and enter calls, executionof warrants, search for wanted and missing persons and thechecking of insecure buildings and properties. Other highlights of 2007 included two days spent with ProjectSabot, the RCMP lead joint task force for eradication. Also the K9 unit attended numerous community service events,including area fall fairs, SVCA Christmas in the county andspeaking with children's groups.
The West Grey Police ServiceK9 unit became active on June25, 2007, after completing anintensive 13 week course atWaterloo Regional PoliceService.
At the end of the course "Tye"was certified in the areas ofbuilding search, agility,handler protection, criminalapprehension, open areasearch, tracking, chase andstand off, obedience and articlesearch.

Community Partnerships:
In 2007 our service played a role in numerous Community Organizations throughwhich the delivery of local information and program initiatives were enhanced.
They include but are not limited to:

Co-op Placement:
In 2007 we participated in the John Diefenbaker Secondary School co-opprogram. We accepted a student from JDSS for the 2007 Co-Op program.
Public Complaints:
In 2007 we had 3 formal public complaints lodged against officers of this policeservice. 2 of the complaints were withdrawn and 1 was unsubstantiated.

Road SafetyWest Grey Police Service remains commited to roadsafety. The primary goal in 2007 as it has been inprevious years and will continue to be is to reduce roadfatalities and personal injury collisions through educationand enforcement. Major initiatives over the yearincluded the Reduce Impaired Driving Everywhere(R.I.D.E.) Program, bicycle safety, school bus safety andselective enforcement.
West Grey Police Service conducted several RIDE spotchecks which was partially suplemented by a $4,700.00 RIDE grant. Selective enforcement is enforcement thataddresses concerns from the public and identified highvolume motor vehicle collision areas.
The mobile speed sign has also proven to be a veryeffective tool in reducing speed. The sign is placed inidentified areas where speeding is a concern.

Auxiliary Policing
The West Grey Police Service has 5 Auxiliary Police Officers. Auxiliary PoliceOfficers are a group of dedicated community volunteers. They wear uniforms and areissued handcuffs and a baton. Auxiliary officers are under the direct command of theDeputy Chief of Police and an Auxiliary Sergeant.
Auxiliary Police Officers are required to complete a total of at least two 8 hour shiftsper month and are also required to undergo and successfully complete regular trainingwhich includes:
- CPR and First Aid - Use of Force and Defensive Tactics - Firearms
The primary duty of an Auxiliary Police Officer is to perform police duties whensupervised by a Police Officer.
Additionally, some areas where Auxiliary Police Officers are often used include:
-Assist with parades -Traffic Control -Assist at Community Events such as Fishing Derbies -Canvas and Search for Missing Persons -Participate in information kiosks and booths at Fall Fairs, Christmas in the Country and other community events -Assist with the Annual Christmas Food and Toy Drives
Auxiliary officers volunteered 1300 hours towards the program in 2007
TRAINING
In addition to the mandatory annual training which included Firearms and Use of Force, member of the West Grey Police Service received training in a number of areas. In addition to a number of one day seminars, members of the service also received the following training: COURSE K-9 Training Search Warrant Training Sexual Assault Train the Trainer Child Car Seat Safety Front Line Supervisor Advanced Patrol Training Advanced Patrol Training O.A.C.P. Traffic Seminar which included training in: Fraudulent Insurance Investigations Making Critical Observations/Gathering Evidence (Impaired by Drug/Alcohol Investigations) Incident Management System for Major Scenes Effective Partnering with the Media Raising Awareness: Distracted Driver Initiatives Project E.R.A.S.E. – Summer’s Coming Motorcycles: Enforcement/Increased Prevalence in Serious Collisions Traffic Enforcement: Provincial Updates & Case Law Examination Aging Drivers: Their Effect on Law Enforcement Gathering Forensic Evidence in Collision Investigations Sexual Assault Partner Abuse Care Domestic Violence Coordinator’s Conference Basic Investigations Skills Intoxilyzer Technician Course
