PROJECT UPDATE The main focus of this month has been trackwork at various places on the corridor. Station construction activities also continued at the majority of stations along the line.
The photo to the left shows the future location of the Sheridan Station, under the Sheridan Bridge.
Work at the Federal Center including station and roadway demolition/improvement activities continued this month as well. See photo to the right. The majority of underground work is nearing completion and the closure of Cold Spring park-n-Ride and the open-ing of the new Federal Center Station is scheduled for May 2011. The PUC grade crossing applications were reviewed by an Administrative Law Judge and a public com-ment session was held. A number of citizens including the blind community spoke both in favor and against the quiet crossings. An evidentiary hearing is scheduled for the first week in April.

UTILITY RELOCATION
Design Overview
The estimated total number of work orders for this project is 316 which includes, approximately 267 for private utility owners and 49 work orders for public utilities that will be constructed by RTD’s Contractor. RTD has prepared 316 work orders for utility relocations; this number includes work performed by the Utility Owners and work performed by DTCG.
Construction
Xcel Energy - Electric has 31 work orders to complete all known utility relocations. The remaining work orders mainly require coordination with DTCG’s construction.
Xcel - Gas Operations has completed all known gas line relocation construction.
Qwest has 3 work orders to complete all known communications relocation construction. Qwest and DTCG have completed the second phase of constructing the temporary support for Qwest facilities during the construction of the Federal structure.
Consolidated Mutual Water Company has one (1) fire hydrant to construct to complete their relocation construction. Adesta’s and Level 3 final relocation construction needs to be coordinated with DTCG’s construction of the Decatur Bridge.
As of February 2011, the project has completed 86 percent of the Dry Utility Relocation Construction for the West Corridor.

STATION CONSTRUCTION
Work completed this month
Lamar Station stem walls and light pole foundations are complete, electrical and grounding work has begun.
Wadsworth Station canopy shop drawings for fabrication has begun.
Jefferson County Government Center Parking Structure: caissons 100% and foundation walls 89%
complete. Federal Center Station stem walls and footings for the platform are 100% complete.
Oak Station electrical service from Xcel is underway.
Garrison Station water line for station hydrants is in place.
Federal Center Station park-n-Ride installation of storm drainage system is 50% complete.

STRUCTURAL CONSTRUCTION Work performed this month
Foundation beam construction completed and begin work on cast-in-place concrete walls for the parking structure at the Jefferson County Station
Indiana Bridge installation of direct-fix rail continued Limited work on the ballast walls in various locations throughout Lakewood due to weather. The 6th Ave bridge is nearly complete. Work complete on installation of soundwalls throughout Lakewood. Painting will resume in the
spring. Work continued on MSE and CIP walls between Harlan & Sheridan. Work continued on phase 2 of the Sheridan Bridge superstructure. MSE wall abutments for phase 2 of the Sheridan Bridge complete Work continued on wall systems between Knox & Federal. Work continued on phase 2 of the Federal Bridge superstructure Excavation work under the Decatur and Lakewood Gulch bridges has begun, including wall
systems. This is a coordinated effort between the West Corridor project and a separate Gulch improvement project for Denver.
South Platte Bridge construction of the deck is underway. MSE wall panel and coping installation complete for the north CML bridge abutment, and CIP wall
work continued for the west bridge abutment. The majority of the CML bridge deck has been poured.
Expected work for March 2011
Work to continue on walls at the Jefferson County Station. Installation of pre-cast floor beams to begin near the end of March.

CIVIL CONSTRUCTION Work performed this month
Track construction activities including: Guideway sub-grade preparation and fine grading; Shredded tire ballast mat segment installations (Kipling-Pikeview, Holland, Garrison); Track underdrain installation; Sub-ballast and ballast placement/compaction; Crosstie/rail distribution and assembly (skeleton track); Placement of final ballast layer and surface/line/tamp of track (Indiana to Union); and Construction of the new Burnham Yard Lead track and signals by UPRR including at-grade crossings for Shoshone St., Rio Ct., and 13th Ave.
Construction of plinth blocks for direct fixation track on the Indiana and Colfax Bridges.
Installation of traction power substation foundations in the western half of the corridor.
Demolition of existing features and construction of storm drainage, roadway, and AHEC lot improvements in the vicinity of 5th/Curtis near Auraria.
Construction of miscellaneous inlets, manholes, culverts, piping, outlets, and other storm sewer and drainage structures, primarily in Lakewood and in the vicinity of the Federal Center Station.
Operation of pump-arounds (diversions) in Dry Gulch and Lakewood Gulch required for CBC installation, channel excavation/grading, and drop structure construction.
Installation of new concrete box culvert at Perry St. in Lakewood Gulch.
Dry and Lakewood Gulch channel excavation and grading/boulder placement/grouting for Drop Structures 1, 5, and 6.
Excavation and grading of the regional detention pond at the Federal Center Station.
Installation and maintenance of stormwater management and erosion control measures required for ongoing construction activities.
Upcoming work in March will consist primarily of the continuation of the above listed activities. New activities will include:
Construction of plinth blocks for direct fixation track on the Colfax and Kipling Bridges.
Install new No. 8 turnout for the CPV Corridor in the vicinity of 5th/Curtis near Auraria.
Substantially complete trackwork for guideway segment between Indiana and Union and establish hi-rail access for initiation of OCS construction activities by Systems contractor.

SYSTEMS CONSTRUCTION Work performed in February 2011 Review of Systems cable and equipment submittals. RTD, DTCG, BBRI and FRSC have been meeting and going over the coming ductbank installation
to make sure items being built by DTCG will be compatible with BBRI’s systems components. This month the meetings have been primarily about the CPV junction area. DTCG continued installing systemwide conduit. This ductbank will house the signal, communica-
tion and power cables. The ductbank and manholes are about 49% complete. DTCG continued installing overhead catenary system (OCS) foundations. These foundations will
support the OCS poles and system. The OCS foundations are about 40% complete. DTCG has constructed Traction Power Substation (TPSS) foundation for four of the 12 founda-
tion, this month they were working on completing TPSS 61, 54, and 63. BBRI assembled signal equipment and other systems equipment. BBRI continued to install relay House and Signal foundations. All of the Relay house and signal
foundations have been delivered. Twenty-five percent of the Relay house foundations have been installed. Thirteen percent of the signal foundations have been installed. BBRI has received 31 relay houses at the Quail Yard, and none have been placed yet
Upcoming work Continue to review of systems submittals. BBRI will have more relay house delivered to the West Corridor. BBRI will continue to install signal house foundation, signal foundations, extending conduit to
signal houses, and install ground mats at TPSS. BBRI will begin placing relay houses and signal equipment on site. DTCG will continue to install ductbank, manholes, OCS and down guy foundations. DTCG will continue to install systems supports/anchor bolts and conduits on bridges and cast in
place walls. DTCG will continue to construct TPSS 54, 63, and begin 58 and 55 foundations.

A total of three hundred and nineteen (319) parcel impacts were identified for the West Corridor Light Rail project which included acquiring property from local government entities, railroad companies, and private individual owners. As of the end of February, three hundred (300) parcel impacts have been released for construction. The following is a summary of the remaining nineteen (19) parcel impacts to be acquired:
#126 Cobe Sterilization and #129 Gambro: Negotiating. #269 Calkins: Parcel is pending the design of the Sheridan parking structure. #279A Denver Housing Authority: Appraisal pending. #326 Union Pacific Railroad (old BYL): Closing pending. #340 Auraria Higher Education Center: Negotiating. #341 CVAII: Negotiating. #351 City and County of Denver: Waiting on deed from City and County of Denver. #356 The Granville, Ltd: Negotiating.
Note: A parcel may have more than one impact. RTD has acquired possession (Possession and Use Agreement) of the following parcels:
#355 Porkchop: Negotiating. There are several parcels that RTD has acquired possession of the property through an Order for Immedi-ate Possession. If no agreement is reached, these cases will proceed to a valuation trial. The parcels are as follows: #124 HPI GSA, #136 Standard Industries, #137/138 1320 Oak/Edelen, #166 Geiser, #172 Lamb, #174 Pletcher, #222 Holiday Gardens, #245 Zellitti, #253/254 Bronk, #255 Lisa and Tom Enter-prises, and #271 Verhaeghe.

QUALITY MANAGEMENT The RTD FasTracks team has implemented a systematic quality management oversight (QMO) program based on the FTA Quality Assurance/Quality Control Guidelines, and the international standard for quality systems, ISO 9001. RTD’s Quality Management system is described in the RTD FasTracks Quality Assurance Program Plan. Specific processes are further described in the Quality Management Oversight Program Manual, and accompanying procedures.
This Month The weekly Quality Team meetings and verification inspections of the contractor’s construction work
continued in February in accordance with the RTD Quality Management Oversight Program Manual; results of RTD verification inspections are communicated to the contractor, and tracked within RTD’s Quality Management Oversight database to ensure any non-conformances are corrected to RTD’s satisfaction and closed.
Kumar and Associates continued split sampling/testing of concrete and soil backfill and
embankment. Kumar also continued their audits of the material testing data entered into the Quality Records Database (QRD) for the project.
DTCG Quality staff continued to issue and close Nonconformance Reports (NCRs) and conduct audits
of subcontractors and suppliers.
Next Month Perform Management System Audit of DTCG’s Construction Safety Plan and continue other planned
activities.

Focused Risks RTD is focused on two risks. Ongoing oversight by RTD of design errors requiring re-design work
and/or added construction costs. The project team holds weekly meetings to assess and mitigate the design cost impacts. Secondly, the PUC approvals for crossing are being closely managed. It is important to the WC that RTD receives timely approvals of crossing by the PUC as to not influence the schedule. Meetings are continuing between RTD and the PUC to work towards the common goal.

PROJECT SCHEDULE (continued) Drainage: Overall drainage is 97% complete and will be complete by October 2011
Stations/Parking: Stations, parking lots and structures have all been started with the exception of the Wadsworth and Sheridan garages. Significant work has been completed at Red Rocks Station as well as at Wadsworth and Perry Stations. Overall station work is 19% complete. Station work will complete in June 2012.
The Wadsworth and Sheridan Parking Structures will be funded by (COP) Certificate of Participation. Any related expenditures up to 60 days prior to Board Approval (April 2010) can be covered by the COP, which includes the cost of building demo and related hazardous material mitigation, some utility relocations, and some ROW relocation payments. Non-COP expenditures related to the parking structures will be paid for by RTD, including roadway and drainage improvements.

PROJECT SCHEDULE (Continued) Trackwork: Trackwork has begun throughout the corridor. Specific areas of installation include Jeffco to Red Rocks, 13th Avenue between Kipling and Carr Streets and near Perry Station. Overall, trackwork is 20% complete and will be completed in 2012.
Total Float: -10 Work days Schedule Delay due to: ROW Acquisition The Civil total float shown in the construction schedules is –10 days of float. Based on the linear meth-odology of the scheduling and conservative durations still in the schedule. RTD is confident that these 10 days will be mitigated. Systems schedule is implementing the revised interim milestones dates to the schedule. Within the month, RTD will have the modified schedule from the Systems contractor.
Critical Path: Civil construction critical path (CP) begins the CML Bridge at the east end of the corridor. When the CML Bridge is complete the CP switches to the construction of the Burnham Yard Lead, then onto the prepara-tion of sitework for the Auraria Station. The Auraria Station is the final scope of work on the critical path leading to completion of the construction schedule.
