Adviser NI: The Complete Adviser Training Programme

Everything you need to know to provide Social Security and generalist advice in one qualification

About the Course: This exciting new qualification covers the skills, knowledge, processes and practice of providing multi-channel advice. It is taught via a face-to-face, on-line, placement, and distance learning approach allowing opportunities for application, including completion of benefit forms. The course incorporates all advice skills required for individuals to meet the Northern Ireland Advice Quality Standard and introduces learners to the core advice topics for generalist advisers. It focuses in depth on Social Security benefits and supports, and is fully up to date with Welfare Reforms in addition to legacy benefits. The course provides an entry route for those new to the advice sector to attain an industry standard accredited qualification as well as an opportunity for existing advisers to re-fresh their knowledge and skills.

Accreditation/CPD Hours:

The qualification is accredited with OCNNI at Level 4. It is worth 20 Credits and 100 CPD Hours. The course consists of 2 Mandatory Units, both of which must be completed to attain the full qualification.

Who Should Attend?

This course is recommended for anyone working or volunteering in an advice setting whether they are new or experienced and wanting to develop, refresh and/or accredit their knowledge and skills. Learners must be working or volunteering in an advice setting in order to fulfil the placement aspect of the course.

This course provides learners with an accredited qualification in generalist and Social Security advice provision. For those wishing to progress to an advanced qualification, it can be used as evidence towards a range of units in our Level 4 Diploma in Advice & Guidance, for example, ‘Manage Personal Caseload’ and ‘Develop Interactions with Advice & Guidance Clients’.

Further Learning:

This course provides the foundation for generalist and Social Security advice. In addition to the units required for this qualification a range of options are available for learners to progress their expertise in the core advice topics for self-development and/or to move into a Specialist area of advice.

An essential guide to Welfare Reform in Northern Ireland

About the Course:

This 1 day interactive course provides an overview of all aspects of current welfare reforms including PIP, ESA changes, Discretionary Support, changes to housing related benefits, and Universal Credit. It explores sanctions, mitigations, and challenging decisions (e.g. mandatory reconsiderations). The course will equip participants with a general understanding of welfare reforms introduced to date.

Who Should Attend?

This course is recommended for advisers (including volunteers), community workers, social workers and other colleagues seeking an overview of all aspects of Welfare Reform in Northern Ireland.

Location/Time/Date: This course will run on the 9th April 2018. It will be delivered at Advice NI offices in Belfast. The course runs from 10am to 4pm.

Fees: There is a charge of £85 to Advice NI Members, £105 to Voluntary and Community Sector organisations and £135 to Private and Statutory Sector organisations.

CDP Hours: There are 6 CPD hours available for this course.

An Accredited Guide to Universal Credit

Everything you need to understand how Universal Credit works for adviser and client

About the Course:

This in depth, practical course focuses on all aspects of Universal Credit, the most profound change to Social Security since its inception, to prepare Advisers for its roll-out since starting in September 2017. Key content includes:

What is Universal Credit (e.g. benefit rules, processes, applications, sanctions);

Changes to and transitions from other benefits and supports (e.g. Housing Benefit);

What Universal Credit means for the claimant (e.g. responsibilities and employability);

Claimant support (e.g. vulnerability, digital support, and financial capability).

The course will fully equip advisers with the knowledge and skills needed to calculate precise awards of Universal Credit as well as provide practical experience with completing the application, maintaining ongoing claims alongside associated digital advice, employability and financial capability promotion skills. It is accredited with OCNNI at Level 3 and in conjunction with the ‘Universal Credit: Coaching Clients Digitally’ course covers the Department for Communities (DfC) mandatory Universal Credit training requirements for advisers.

This course is recommended for Advisers (including volunteers) and other colleagues wanting to expand and/or accredit their knowledge of Universal Credit.

Universal Credit: Coaching Clients Digitally Learning to advise in the digital realm of Universal Credit

About the Course:

This fully interactive, multimedia course will train advisers in the key skills required to support clients digitally in preparing for, making and maintaining a Universal Credit account. It covers all aspects of digital support from online safety to coaching clients digitally. It will fully equip advisers with the knowledge, skills and best practice in this area, via a practical, hands-on digital experience. This course fully meets the Universal Credit digital support training element of the Department for Communities (DfC) training requirement for Advisers.

Who Should Attend?

This course is recommended for Advisers (including volunteers) and other colleagues wanting to develop their knowledge of Universal Credit and enable better digital support for clients.

Location/Time/Date:

The course will run over 1 day from 10am to 4pm. It will run on the following dates at Advice NI offices in Belfast:

Universal Credit Awareness Sessions

Free Universal Credit sessions for eligible groups

About the Course: This FREE half day training session focuses on perhaps the most significant reform to Social Security since the inception of the Welfare State. It provides participants with an overview of which means tested benefits Universal Credit replaces, how entitlement is calculated, how it works for different groups of people interfacing with the benefit and when it will be implemented in the different geographical areas of Northern Ireland. These sessions are available for a limited period (currently up to the end of March 2018).

Who Should Attend? The course is aimed at advisers and others working with groups who will be impacted by Welfare Reform (see Fees/Eligibility below).

Location/Time/Date/Booking: The sessions will be provided on a scheduled and in-house basis. Groups with 15 or more participants can avail of the in-house option by contacting [email protected].

In-house sessions will be offered on a first-come-first served basis so we advise early booking.

Money Management: Supporting Communities with

Welfare Reform Supporting those financially affected by welfare reform to make their money go further

About the Course:

This fully interactive course will look at the potential financial impact of Welfare Reform and how to support those affected within the community. It covers the topic of budgeting, borrowing, spending, managing money within households, financial inclusion, digital inclusion, using online tools to manage money, and signposting to support services available. It will provide participants with useful tool and information to support money management. This 1 day course is available for FREE and is part of the Department for Communities initiatives to assist those impacted by Welfare Reforms. These sessions are available for a limited period (currently up to the end of March 2018).

Who Should Attend?

This course is recommended for staff, members, and volunteers of organisations, networks and community groups working with those impacted by welfare reform.

Welfare Reform in a Nutshell Sessions Targeting your learning on Welfare Reform

Overview:

We have a selection of Welfare Reform sessions suitable for those who have already benefited from our Welfare Reform training and wish to update their knowledge in a timely and cost effective manner or for those who just need information on a specific aspect of Welfare Reform.

Location: All of our Welfare Reform in a Nutshell Sessions are 90 minutes in length and delivered at Advice NI Offices in Belfast. Bespoke/in-house training options are available for those wishing to access the course at an alternative date/time/location. Please see ‘Bespoke Training’ section.

Nutshell: Understanding New Sanctions: NEW

This session will explain how individuals will have certain obligations placed upon them to successfully maintain their claim to benefits and the impact of sanctions on those deemed not to have carried out these actions. It will look at the new 2018 sanctions regime relating to ESA, JSA and Universal Credit.

Nutshell: Using PIP Guidance and Case Law to Challenge Decisions: NEW

This session will help you challenge negative PIP decisions by focusing on significant regulations, guidance and case law to incorporate into your mandatory reconsiderations, appeals and complaints to the assessment provider.

This session will cover the detail of Universal Credit Advance Payments, Budgeting Advances, Hardship Payments for those experiencing Sanctions and the Discretionary Support Scheme.

This session will look at how decisions are made, what mandatory reconsideration is and what direct lodgement means for a client’s rights to appeal. It will explain the new process for challenging a case and the financial considerations of this for benefits like ESA or JSA.

Nutshell: Using ESA Assessment Guidance and Case Law NEW

This session will help you focus on the key regulations (including 29 & 35) assessment guidance and case law required to maximise and strengthen ESA applications, mandatory reconsiderations and appeals.

Nutshell: PIP – Better Form Filling Newly Revised

This session will encourage advisers completing PIP forms to carefully consider and use the reliability and majority regulations, case law and guidance to produce stronger initial applications.

Nutshell: Universal Credit for Self-Employment NEW

This session will explain in detail how self-employed income is treated by Universal Credit and will include information on The Minimum Income Floor, Monthly Accounting, Start-up Periods and Conditionality Issues which might impact upon the self-employed.

Everything You Need to Know About Housing and Welfare Reform

This session will cover the key reforms to housing related benefit payments including; The “Bedroom tax” ; Changes to Support with Mortgage Interest Payments; What’s happening to Housing Benefit, Local Housing Allowance and Supported Accommodation; Changes to financial assistance for Rates; and Pay to Stay (England). It will also focus on housing related mitigations.

Everything You Need to Know About Employment and Support Allowance in Welfare Reform

This session will look at all of the key reforms to ESA including; time limiting of Contributions Based ESA; ESA for Young People; What ESA will look like within Universal Credit; Changes to the Work Related Activity Group; and ESA mandatory reconsiderations, sanctions and mitigations.

About the Course:

This fully interactive, case law specific three day accredited course in Social Security Tribunal Representation will cover in detail:

“Playing to win” Understanding the importance of the initial application and assessment process and form filling when a case reaches hearing.

Understanding the crucial role of legislation, guidance, case law and decision making guides in Social Security decision making.

Understanding and using PIP, ESA and Universal Credit case law.

The course will fully equip advisers with the knowledge and skills needed to successfully and professionally represent their clients at the 1st Tier Social Security Tribunal.

Who Should Attend?

This course is beneficial for Advisers and other colleagues wanting to develop and/or accredit their practising ability to effectively represent clients at Tribunal. A baseline understanding of PIP, ESA, and general benefit advice and processes is recommended for this course.

Location/Time/Date:

The course will run over 3 days from 10am to 4pm each day. It will run on the 20th & 27th of February and the 6th of March 2018. Participants will need to attend all 3 days. It will be delivered at Advice NI offices in Belfast.

Fees: The cost of the course is £450 per person which includes OCNNI registration and certification fees.

Accreditation/CPD Hours: This course is accredited with OCNNI at Level 4 and worth 45 CPD hours (inclusive of self-study time).

About the Course: Universal Credit will fundamentally change the current means-tested benefits and tax credit systems as we know it. This in depth, 1 day course, will identify which benefits Universal Credit replaces and which remain outside Universal Credit. It will explain the detailed rules of Universal Credit, including the basic conditions of entitlement, financial conditions, benefit caps, under-occupancy penalties and claimant conditionality, including sanctions. It will highlight, how Universal Credit is calculated for single people, lone parents, couples, those with dependent children, those who have limited capability for work, carers and those who need assistance with housing costs.

4. An Introduction to Personal Independence Payment

A practical course detailing the criteria for the new personal care benefit for working age people

About the Course Welfare Reform (NI) Order 2015 is introducing significant reforms to the Social Security Benefit System, including the gradual abolition of Disability Living Allowance (DLA) for working age people in favour of a new benefit, known as Personal Independence Payments (PIP). PIP Fresh Claims began on 20th June 2016. This ½ day course will detail the two components of PIP, the basic conditions of entitlement, special rules and provide a full introduction as to how entitlement to PIP is assessed. This will include a look at the PIP 1 and 2 forms and the medical assessment points system.
