A word from the Chairman

Woodlands Waterfront. When we opened Phase 1 of the new park on 23 May, neither I nor my fellow MPs could resist joining them.

The park really is, as promised by URA and NParks, multi-generational. The walkways, the jetty, the playground – everything has been designed and built for the exercise and relaxation of the whole community.

Here we can all get together and enjoy ourselves, together. This is what we need to do. People who play together, stay together.

Both the HDB and the People’s Association (PA) were set up exactly 50 years ago. To celebrate their anniversary, PA put up an exhibition in our Town aptly named Our Kampung History. Look at their display of pictures from the 60s, and you are struck by the things residents used to do together. Like building roads!

In those days people did not expect the authorities to do much more than supply electricity, build schools and run postal services. They chipped in and worked with their neighbours to build the road to their kampung.

I hope we can bring back that old kampung spirit to make our estates even cleaner and more pleasant. And that you will join in the communal activities around your neighbourhood.

Talk to your neighbours, keep an eye on your block, visit your RC, and thumb an SMS (or snap a photo and MMS) to the Town Council to give your feedback and suggestions.

Let’s work together to make things even better in Kampung Sembawang!

permainan berbilang generasi yang baru di Woodlands Waterfront. Semasa kami membuka Tahap1 taman baru ini pada 23 Mei, saya dan rakan-rakan AP saya tertarik pada jambatan tali dan turut menyertai kanak-kanak ini untuk memanjat tali.

Taman ini benar-benar, seperti dijanjikan oleh URA (Penguasa Pembangunan Semula Bandar) dan NParks (Lembaga Taman Negara), bersifat berbilang generasi. Laluan-laluan pejalan kaki, jeti, taman permainan – semuanya direka bentuk dan dibina untuk membolehkan seluruh masyarakat bersenam dan bersantai.

Di sini kita semua dapat berkumpul dan berseronok, bersama-sama. Inilah yang kita perlu lakukan. Rakyat yang bersenam dan beriadah bersama, kekal bersama.

Kedua-dua HDB dan Persatuan Rakyat ditubuhkan 50 tahun yang lalu. Untuk menyambut ulang tahun mereka, Persatuan Rakyat mengadakan sebuah pameran di Bandar kita yang berjudul Sejarah Kampung Kita. Jika anda lihat gambar-gambar dari zaman 60an, anda akan kagum dengan perkara-perkara yang penduduk lakukan bersama. Seperti membina jalan!

Pada zaman itu, penduduk tidak mengharapkan pihak berkuasa melakukan lebih daripada membekalkan elektrik, membina sekolah dan mengendali perkhidmatan pos. Mereka turut membantu dan bekerja dengan jiran tetangga mereka untuk membina jalan ke kampung mereka.

Saya berharap kita dapat mengembalikan semangat kampung yang lama untuk membuat estet-estet kita lebih bersih dan lebih nyaman. Dan anda akan menyertai kegiatan-kegiatan masyarakat di sekeliling kejiranan anda.

Bercakaplah dengan jiran tetangga anda, awasi blok anda, lawat Jawatankuasa Penduduk anda, dan kirim SMS (atau ambil foto dan kirim MMS) kepada Majlis Bandaran untuk memberi maklum balas dan cadangan anda.

Marilah kita bekerjasama untuk mewujudkan keadaan yang lebih baik di Kampung Sembawang!

WOODLANDS WATERFRONT

Phase 1 consists of a 200m long waterfront promenade connected to a 400m long

refurbished jetty, waterfront picnic areas, event plaza, and an amenity building with a roof top look-out point giving great views of Johor Bahru.

Phase 2 will offer an additional 1.3km long waterfront promenade with fitness stations and lookout points, and a hilly 9 hectare coastal park with trails to the east. Everything should be ready by the end of 2010.

Grand OpeningOver two thousand of us came to see Mr Hawazi Daipi open Phase 1. Most of us brisk-walked from Republic Poly, taking advantage of the new park connector system that will eventually link all the parks in our Town.

“The North Region currently has 19km of park connectors and this will be increased to 90km over the next 10 to 15 years.” said Mr Hawazi. “There will be a seamless jogging and cycling route from Sungei Buloh Wetland Reserve to Woodlands Waterfront, Admiralty Park, Sembawang Park and to Lower Seletar Reservoir.

He told us that our new park was a row of yards, including junk yards, not too long ago.

Big changes “You could only see a few factories and a lot of rubbish. Now, all those who live in the North can enjoy this beautiful facility.,” said Mr Hawazi.

“Now all of us can stroll, jog, and cycle along the water’s edge. It's particularly beautiful during sunset.

“Many developments are coming up in the North Region and I hope you are looking forward to them as much as I am,” he said.

You can get away from it all or share the fun together...

They thought the park was great and thought they would probably come back at least once a month. “Early in the morning is good, but in the evening, with the lights on across the water it should be even better,” said Mr Sim.

It’s a park designed for everyone; old and young, large groups and loners, runners and walkers, picnickers and skateboarders. Designed after consultation with hundreds of Northerners, the S$19m Woodlands Waterfront is being developed in two Phases. The first opened on 23 May.

You can get away from it all or share the fun together...

A big attraction on opening day was the multi-generational playground. Children and the young-at-heart with an adventurous spirit had lots of fun with the two-storey high Sky Walk and tree pods – the first of their kind in Singapore. Our MPs couldn’t resist joining the children – and that’s the whole idea: all ages having fun together.

is 12metres wide, skateboard-smooth and almost half a kilometre in length, one of the longest coastal jetties in Singapore. An old work shed with overhead hoists has been converted for recreational use (a future coffee-shop maybe?) It’s nice to see old things upgraded to new uses, while the story of our heritage is preserved.

Not your usual playground

The new park has a wide range of exercise and play equipment, from gentle exercise machines for the elderly to swings and slides for children.

This gently sloping open green has excellent views of the sea and offers the perfect spot for a family picnic

The focal point in the park, this event space is by the main entrance and has a grand thoroughfare that leads you to the waterfront and jetty. Suitable for large group activities – like mass aerobics and dancing – you can be sure your grass roots leaders will be planning to hold many events for you here in the future.

Ia adalah sebuah taman yang dibina untuk setiap orang; tua dan muda, kumpulan-kumpulan besar dan

mereka yang bersiar-siar sendirian, para pelari dan pejalan kaki, pekelah dan pemain papan luncur. Direka setelah mendapatkan pandangan beratus-ratus penduduk Woodlands, taman Woodlands Waterfront yang menelan belanja S$19 juta dibangunkan dalam dua Tahap. Tahap pertama dibuka pada 23 Mei.

Tahap 1 terdiri daripada ruang bersiar-siar persisiran sepanjang 200m yang dihubungkan dengan jeti sepanjang 400m yang telah dihias semula, kawasan-kawasan berkelah, plaza acara dan sebuah bangunan kemudahan dengan pondok peninjau di atas bumbungnya memberi pemandangan menarik Johor Bahru.

Tahap 2 akan menawarkan ruang bersiar-siar persisiran tambahan sepanjang 1.3km dengan stesen-stesen senaman dan pondok-pondok peninjau, dan sebuah taman pantai berbukit-bukit seluas 9 hektar dengan denai-denai yang mengarah ke sebelah timur. Semuanya harus siap menjelang akhir 2010.

National Development Minister Mah Bow Tan joined Assoc Prof Ho Peng Kee at a party on 21 March to mark the completion of work in the first precinct to enjoy the Home Improvement Programme, or HIP.

Over 10m dollars worth of work had been completed in nine blocks in Yishun Street 21. Mr Tan said that up to 14 precincts will

be selected for similar programmes, every year. Under the HIP, the government pays the full

cost of essential repairs like fixing spalling concrete or replacing old waste pipes. At the same time, residents can select and part-pay for optional, but heavily subsidised, improvements such as upgrading toilets and replacing doors and gates.

Mr and Mrs S.N. Nair are delighted with

the improvements to their flat in Block 235.

“They gave us ample notice when work was to be done,” one of his

three daughters told us. All the work was

completed in a couple of weeks, “and all the jobs were done at my

convenience,” he said.

An HDB survey found that 99 per cent of

residents were satisfied with their HIP. Talking

to them we found that the feature they often

liked best was their new-style laundry pole

holders. Mdm Cheng Swan Puar, who lives

in Block 235, says they make hanging out her

wet clothes much easier.

And for good reason, too! We’ve just had big parties to celebrate the upgrades that are coming to our homes – two Lift Upgrading Programmes (LUP) and a Home Improvement Programme (HIP).

enjoy ourselves – and pat each other on the back for not only getting an LUP, but an HIP as well. Under the HIP, waste pipes, spalling concrete, structural cracks and laundry pole sockets will be replaced or repaired. The electrical supply load will also be upgraded. That’s all free, and we get to choose additional upgrades like a new door or an upgraded toilet, and pay accordingly.

Mr Shanmugam added to our pool of smiles at both parties, when he came to say hello and declare the polls open. If you think we’re exaggerating how happy we were, just count the beaming faces in these pictures!

Celebrations in Chong Pang, big or small, are always happy occasions. There’s singing, dancing, plenty of good food – and a chance

to say hello to our MP, Mr K Shanmugam. Our first party on 9 April was held at Block

131 Yishun Street 11. The blocks in Yishun Street 11/Ring Road were about to be polled for an LUP,

and everyone was happy. Of course we voted yes – who wouldn’t want new lifts that stop at

Swimming, Shooting and the Pentathlon will be at the Sports School

Jumping will be at the Turf Club

Equestrian is the only Olympic sport where men and women compete on equal terms. The horse and rider work as a team to demonstrate feats of grace, agility and speed.

At YOG there will be team and individual jumping events. Contestants with the lowest demerit points will be the winners. Six teams representing the six continents will participate in the team events.

Jumping events should be held between 18 and 24 August with tickets costing $10 each for the Preliminaries and $30 for the Finals.

Aquatics. While diving events will be held at the Toa Payoh pool, YOG swimming events will be held here at the Sports School. They will include freestyle, breaststroke, backstroke, butterfly and medley competitions for both individuals and teams.

The order of the individual medley will be butterfly, backstroke, breaststroke and freestyle, while the order for medley relay will be backstroke, breaststroke, butterfly and freestyle.

As a first, a mixed gender 4 x 100m freestyle relay and 4 x 100m medley relay will be included in this YOG.

Events will be held 15 to 20 August and tickets cost $10 for the Preliminaries and $30 for the Finals.

Shooting is a target sport. YOG will have four events, men’s and women’s air rifle and air pistol. Shots will be fired at a ten-ring target.

The top eight shooters in the qualification round proceed to the finals. In the finals, the ten rings on the target are sub-divided into 10 ‘decimal’ score zones – the highest score for a shot being 10.9. The shooter with the highest total score is the winner.

Preliminaries and finals will start at 9am on 22 to 25 August and will last over four hours. Tickets cost $30 each.

The Pentathlon comes from the Greek words ‘penta’, for ‘five’, and ‘athlon’, for ‘contest’ In the the ancient Olympic Games it consisted of running, wrestling, the long jump, javelin and discus. The YOG will have just four of the five Modern Pentathlon contests: fencing, swimming, running and shooting.

In this event, pentathletes will start the last contest, the combined run/shoot, with a handicap start time based on the points they won in the fencing and swimming contests. The first athlete

across the finish line wins the gold medal. The Modern Pentathlon events, lasting

roughly 5 to 6 hours, should start at 11 am on 21, 22 and 24 August. Tickets cost $30 each.

The Sports School was opened in 2004 to support students, aged between 13 and 17 years, who want to pursue their sporting dreams while achieving a sound academic education.

Built on a 7-hectare site and fully-equipped with sports training, educational and residential facilities, the School has two Olympic-sized swimming pools, covered by a four-storey high shelter. The 2006 Asian Swimming

By the numbers While a city typically has 7 years to plan and prepare to host the Olympics, Singapore had just 2.5 years to organise the first Youth Olympics 201 sporting events have been lined up for the 12 days, 14 to 26 August. The Singapore YOG will have the same number of sports, 26, as the London 2012 Olympics Singapore will welcome 5,000 athletes and officials from 205 National Olympic Committees. 500,000 spectators are expected.

From 14 to 26 August, you’ll be able to experience firsthand the energy, excitement and atmosphere of an international sports event as Singapore hosts the first ever Youth Olympic Games (YOG).

Swimming, Shooting and the Pentathlon will be at the Sports SchoolChampionships and the 2008 FINA Swimming World Cup were held here. 1,800 temporary seats will be installed for the YOG swimming events.

The modern pentathlon events will make use of the swimming pool, table tennis hall and field within the school. 300 seats will be available.

Shooting, which is a niche programme at the School, will have seating capacity for 500.

The Singapore Turf Club Riding Centre is a community project by the Singapore Turf Club and its parent body, the Tote Board. Opened in 2008, the Centre’s primary aim is to promote riding, particularly for school children from 8 to 18 years of age, at affordable prices.

On a 3-hectare site off Woodlands Avenue 3, it has two world-class riding arenas, a 50-metre by 100-metre open arena and a 50-metre by 80-metre sheltered arena which has a surrounding gallery for 1,500 spectators with amenities.

A long term goal for the Centre is to develop a strong riding community in Singapore, building confidence and self-esteem in the young as well as instilling a strong sense of discipline.

Young athletes from all over the world will come to compete in 26 sports and to participate in a cultural and education programme.

Approved by the International Olympic Committee (IOC) in 2007, the YOG is intended to inspire young people around the world to take up sports...and to adopt and live by the Olympic values of Excellence, Friendship and Respect.

Beyond sports and results, these games will put emphasis on adding culture and education to the lives of participants.

And YOU can be a part of it all. Many of the events will be right here in our Town. The Swimming, Shooting and Modern Pentathlon events will be held at the Singapore Sports School while the Equestrian events will be at the Singapore Turf Club Riding Centre. Be there!

On 15 April, ‘Our Kampong History’, an exhibition celebrating the Peoples’

Association’s fiftieth anniversary, was launched at Causeway Point by Mr Khaw Boon Wan. Joined by MPs from other divisions in the GRC, he sounded a gong to open the show.

Starting from the Sixties, we learned what new developments each decade brought and read interesting trivia on what our Town was like in the early years – before some of us were even born!

We learned that singing and open-air film screenings were popular in the Uncertain Sixties, and that CCs in the Booming Eighties

held Send-Off parties for NS men. New citizens and student volunteers were our guides.

After six days at the Point, the exhibition will be on month-long show at all the CCs in our Town. If you want to learn more about the history of where you live, do go and see it. Here’s the schedule:

Apart from the exhibits, there was entertainment in the form of dance performances and music – we couldn’t help but tap our feet and clap along!

How much do you know about your home? Chances are, not too much. We might have studied Singapore’s history while we were

in school but, especially for the young ones, it’s hard to imagine that home was ever anything else but a modern, convenient block of flats. And even if you were interested in learning, where would you start looking?

That problem is solved for those of us in Yishun, thanks to a project by the HDB and the National Heritage Board. You’ll find the new Heritage Garden @ Yishun right in front of the HDB branch office at Block 934 Yishun Central 1. While enjoying the beautiful greenery and flowers, you can learn all about the history of Sembawang and Nee Soon, from their old industries to what transportation used to be like. Did you know the rivers here used to be important routes for transport? Or that Sembawang once hosted the world’s largest naval dockyard?

All that’s on the many panels all through the garden. There are maps, pictures – even a statue of Mr Lim Nee Soon, for whom Yishun was named. The garden was declared open by Mr Ong Ah Heng on 2 May, and immediately drew its first crowd. Old friends chuckled as they looked at pictures from the time they were kids, and the young ones tried their best to wrap their minds around how things used to be.

Grandparents finally had photographic proof to back up their statements of, “When I was your age...”.

Right after the official opening, Mr Ong Ah Heng and Dr Lim Wee Kiak took a guided tour through the garden. Dr Lim’s knowledge of old Sembawang was second only to Mr Ong’s...and the expert from the Heritage Board.

It was a little sunny that morning. But give the creepers on the trellis some time to grow, and you’ll enjoy learning about Sembawang’s history in green, shady comfort.

“And remember how Ah Tiong’s mother always used to wait for him at the bus stop there?” Well, maybe that wasn’t exactly what they said, but many old boys had a good time down memory lane that day.

Even though the plants haven’t grown, the garden is a perfect, landscaped joy to walk through. The panels add learning to relaxation.

In last September’s issue of this newsletter, the Town Council asked you what criteria you wanted to see used in assessing their work –

and the Council thank you for your many useful comments and suggestions.

Based on that feedback, and more from other Singaporeans, MND chose six indicators in four key areas – cleanliness, maintenance, lift performance and S&CC arrears management.

These criteria give useful data in key areas of the Council’s work. And when you know the facts, MND hopes you’ll get more involved in the Council’s work, more interested in helping develop ways to improve your estate.

How the blocks are inspectedThe first reports showed that nearly all the Town Councils are doing well in managing S&CC arrears and lift performance. However, there is still room for improvement in cleanliness and maintenance.

HDB officials carry out the inspection for cleanliness and maintenance. Their checklist for cleanliness includes things like bulky refuse, litter, graffiti, cobwebs and floor stains.

Their checklist for maintenance includes obstructions on the common corridor, unauthorized structures (like the photo above), and the condition of tiles, benches, railings, electrical fittings and playground equipment.

To ensure inspections are fair, the common areas of all blocks, except those that are being repaired or repainted, are inspected – on weekdays after 10am – at least once a year.

How we can do betterFirst, and very important: give your feedback – comments and suggestions for improvements.

Second: act as the eyes and ears of the Council. You live in your block, you know best – and you know first! – what needs fixing. Speak up. You now have half a dozen ways to reach the Town Council, listed on page 3.

Third: try and fix the problem yourself. Tell your neighbour that their dog is leaving a mess in the lift. Pick up that flyer that dropped near the bin.

A cleaner, better-maintained Town The first Town Council Management Reports (TCMR) covering the period from October last year to March this year were released by the Ministry of National Development (MND) on 10 June.

A fter several delays – the last caused by a rise in costs caused by the rush to complete the two Integrated Resorts – ground has been

broken for the building of a new Admiral Garden CC in Woodlands division to replace the small, ten-year-old CC on the void deck of Block 649.

The new CC will have all the usual facilities such as badmintion court, multi-purpose hall, dance studio plus karaoke, homecraft, meeting and other rooms. It will also have a rooftop garden for families to enjoy.

“This will be the the first CC to have an observatory,” Said Ms Ellen Lee. “ We have quite a strong following of astronomy enthusiasts and we want them to grow this hobby with residents.”

The new CC has a site area of nearly 2,750 square metres and should be ready in 2012.

Mdm Jamliah Rahim has attended courses at the CC and is pleased that it will soon have its own building. “It will be bigger, it will accommodate more people, more activities.”

In their art competition, the kids suggested some amazing colour schemes for the new CC.

Mohamad Siraj led the Woodlands ComBeatz – youngest member five years old! – in a performance that had everyone clapping in time.

Mr Muthaiah Palaniappan was pleased there would be an observatory in the new CC.“I have never looked at stars through a telescope. I’m looking forward to it,” he said
