Provider Funding Portal
• You should have completed your Data Sharing Agreement and Portal User Pro-forma
• After the Easter holidays you will receive the following separate emails from [email protected]:
Your Provider Portal username
Your initial password
The Provider Portal user guidance
• You MUST NOT share your personal login details with anyone.

The Provider Portal for
Summer Term 2017
• After headcount day you will receive an email from us to let you know when the Summer Term 2017 task is live.
• Once the task is live you will be able to login and start completing your funding claim.
• There will be a deadline by which you will be required to have submitted your claim.
• Demand for support on the Provider Portal may be high. We will be operating a call back service during these times.

Local area SEND inspection
outcome letter- Ofsted website
• The Early Learning Together programme is effective in identifying
children’s needs early in their lives and in helping parents to
access an appropriate local provider to support their children’s
learning and development.
• Parents are helped to access free nursery places and are
encouraged to flag any issues when a child may need additional
support.
• Transition into school is mostly well managed, with a strong focus
on promoting continuity of approaches and safe routines for
children.
• The proportion of children with SEND who achieve a good level of
development at the end of the early years has risen over the past
three years to be above that of children with similarly identified
needs nationally.
For development
Some staff in universal early years services,
school nursing and complex health needs
services, and most staff in child and adolescent
mental health services (CAMHS), have a limited
understanding or experience of using EHC plans
to help drive improved outcomes for children. This
is unacceptable given the time period since the
implementation of the SEND reforms. (P7)
Newly Published
Revised EYFS 2017
• The revised EYFS was published on 3 March 2017 and will come into force on 3 April 2017. The revised EYFS is available here.
• The revised EYFS includes a requirement that to count in the staff:child ratios at level 3 staff who hold an Early Years Educator qualification must also hold a level 2 English and mathematics qualification.

• The DfE has published updated Statutory
Guidance for local authorities on the provision of
early education and childcare. It sets out what
schools and local authorities must do to comply
with the law.

agreement outlining the information local
authorities should include in their agreements
with early years providers.

30 Hours Childcare entitlement
• The Department for Education has published a number of important resources on the 30 hours childcare entitlement. These include a one-pager on Eligibility and a Frequently Asked Questions document. These resources can be accessed here.

30 Hours childcare entitlementSupport offer
• The Early Years and Childcare Service will be delivering briefing
sessions for committee members and leaders/managers who manage
an Ofsted registered EYFS setting as well as School leadership teams.
• This session will provide an update on planning for the implementation
of the 30 hours a week childcare policy and other relevant legislative
changes.
• A maximum of two representatives from each organisation can attend.
This session will support you to understand the implications of the 30
hours and develop an understanding of what this means for your
setting.
Sessions will run between 21 – 29 April 2017.

Business Planning WorkshopsSupport Offer
The Early Years and Childcare Service has commissioned the Preschool
Learning Alliance (PLA) to deliver Business Planning workshops. These
free workshops will be delivered in May 2017, a broadcast will follow with
information about the dates.
• The workshops will focus on knowing your business and will cover:-
– Sustainability
– The Health of the business
– Legal structure
– Responsibilities with regard to Ofsted
– Employer/employee responsibilities
– And much more
• In addition, we are developing a new page in EYFS resourses section on
www.suffolkcpd.co.uk ready for the summer term. This will include a
number of tools to support you and your childcare business.

EYFS Profile 2017EYFS Profile assessments must be completed for any child in EYFS provision who is in receipt of government funding in the 2017 summer term.
The EYFS profile must be submitted no later than Friday 30 June.
If you think that you will have a child who will:
• be 5 years old on or before 31 August 2017 and
• is receiving the majority of their early education free entitlement with you
please let us know by emailing [email protected].
We will then arrange for an Early Years and Childcare Quality and Access Adviser to contact you and talk through what you need to do.

Ofsted inspection trends• Environmental health rating- you need to mention this, as not
doing so could result in an inadequate judgement.
• Committee led provision- ensure you have notified Ofsted and The Charity Commission (if you operate as a registered charity) of any changes to the members of your committee.

Ofsted inspection themes
• Staff (Suitable people) (EYFS, 2014 and 2017, pg. 18). Disqualification aspect- during regular supervisions with staff ensure your manager/s confirm with staff that they are still suitable to work within the childcare setting. • Starting points/tracking children’s progress and cohort tracking- ensure you have robust systems in place for this. Resources are available on www.suffolkcpd.co.uk go to EYFS in Suffolk, then Assessment.

We have increasing numbers of children in the county with EAL and the range
of languages is expanding.
We have been reviewing and updating materials to help settings to support
children and families with EAL and these will be available on
www.suffolkcpd.co.uk
We know that practitioners recognise the importance of
• valuing children’s first language
• supporting them in the acquisition of English
• making all families feel welcome and included
Ofsted is expecting settings to ensure all children make progress
from the start, and provide appropriate support.
The new materials will help practitioners to evaluate and then enhance what
they currently do.

Childcare Support Fund (CSF)
If we have agreed Childcare Support Funding for a
vulnerable child and they don’t attend as expected
or there’s unexplained absence or an absence that
raises concerns:
Please follow your normal safeguarding
procedures, and inform the child’s referrer (for
example, Family Support Worker or Social
Worker or health worker).

Childcare Support Funding (CSF)
ReminderIf we agree to fund a child at your setting with Childcare Support Funding (CSF) you will be given an agreement number.
• Please invoice us in a timely manner (within one month of the funded period attended).
On some occasions we have been invoiced many months after a child has left or for a child who attended in the previous financial year and some forget to invoice at all. All of this creates additional administration for us and therefore additional costs.
• There will be stricter deadlines in future for you to invoice for a CSF funded child.
• If you do not invoice us within the given deadline it may not be possible for us to pay you for the childcare you have provided under CSF.

High Needs Funding
• Will remain the same for now, the system
for 0-25 is being reviewed following
Government changes to the funding.
• Expect changes for April 2019

Disability Access Fund (DAF)

• All children in receipt of Disability Living Allowance (DLA) are eligible;
• £615 per year;
• Only payable to 1 provider per annum;
• Not dependant on number of hours attended;
• Not transferable.

• An additional 4 pence per hour per child
based on your termly claim
• Not all children will need it – you decide how
it’s used
• For you to use to support emerging additional
needs (low level i.e. not eligible for High
needs).

Course codes will start with LOP which will help you to search.
Charity committee run childcare providers will be able to apply for a place for a committee member to attend as well as the manager/supervisor.
If you book a place at LoP meetings and need to swap to another session please call 0345 60 800 33, giving the details.
If you cannot attend at all after booking your place you will need to cancel your place via suffolkcpd.
