The academic procession enters the Auditorium and the members of the procession take their seats on the stage.

The choir sings Gaudeamus Igitur (or a CD is played) while those present remain standing.

The Chancellor constitutes the congregation.

Ncube, Swikani (LLD) Swikani Ncube was born on 5 December 1984 in Victoria Falls, Zimbabwe. He obtained his ‘A’ level Certificate in 2003. After completing his Bachelor of Laws Degree at the University of Fort Hare in 2009, he obtained an LLM in International Law from Stellenbosch University in 2010. Before registering with the University of Johannesburg as a full-time LLD candidate in 2013, he lectured at the Midlands State University’s Faculty of Law, where he taught the Law of Delict as well as the Law of Evidence. He is married to Advocate Harriett Mutenga and they are blessed with a son, Jayden. Mr Ncube’s thesis is positioned within the post-Cold War re-configuration of collective security which found expression in the 1992 seminal report of the then Secretary-General of the United Nations, Mr Bhoutros-Bhoutros Ghali, and commonly referred to as An Agenda for Peace. With the Cold War stand-off out of the way, African states, in particular, were compelled to face the structural weaknesses that prevented the OAU from responding effectively to fratricidal intra-state conflicts that were so prevalent on the continent since the advent of decolonization. At the institutional level, the OAU was replaced by the African Union (AU) in 2000 which introduced a new, redefined peace and security framework for the continent composed of a Peace and Security Council, a Panel of the Wise, a Continental Early- Warning System, a Peace Fund, and a Common Defence Policy. It is this new institutional framework and its functioning that are analysed in the thesis against the four pillars An Agenda for Peace has put forward for collective security in the 21st century, namely preventive diplomacy, peace-making, peace-keeping, and post-conflict peace-building. The study concludes with the finding that the AU’s failure to include amongst the main pillars of its security architecture an organ dedicated to post-conflict reconstruction constitutes a fundamental omission and a major weakness within the AU’s institutional framework for sustainable peace and security maintenance. In addressing this failure, the main contribution of the thesis lies in its argumentation for the establishment and operationalisation of a unitary AU Task Force for Post-Conflict Reconstruction and Development.
