Foreword

Welcome to the first edition of the Directory of Adult Education and TrainingOpportunities for Co. Clare 2008-2009. This publication is a new venture for Co. ClareVEC Adult Education Service and aims to respond to repeated requests from learners foraccess to a resource which provides information on the full range of programmes availableto learners in County Clare. The White Paper - Learning for Life (2000) defined adulteducation as “systematic learning undertaken by adults who return to learning havingconcluded initial education and training.” In this context, adult education includes aspectsof further and third-level education, continuing education and training, communityeducation and other systematic deliberate learning by adults, formal, non-formal andinformal.

This directory aims to reflect the diversity of programmes and providers available tolearners in County Clare. Adult Education and Training is provided in a multiplicity ofcentres including private providers and those funded by the exchequer. Centres include Universities, Institutes of Technology, Further Education Colleges, Local Adult EducationCentres, Youthreach and Senior Traveller Training Centres, FAS Training Centres,Community Training Workshops and dedicated sector specific training centres such asagriculture and tourism. The wide range of private providers includes private third levelcolleges and commercial training bodies.

This directory is the result of the combined efforts of a team drawn from across the adulteducation service project managed by our exceptional Information Officer, Therese Griffin.I would like to express my sincere gratitude to all involved in the planning, preparation,layout and proof reading of this publication.

Deciding to do an adult education programme or night class is exciting. Whether yourmotivation is to develop skills for work, for leisure or simply to get out and meet otherpeople, once you make an initial decision to do a class, other choices lie ahead of you.Presented with an array of learning programmes, both full and part time, making choicescan prove to be tricky. Whatever choice you make, you cannot go wrong. Just make thedecision on the basis of your own interests, goals and life situation and enjoy your learningjourney. Back To Education Initiative – BTEI

What is the Back to Education Initiative?The B.T.E.I. provides part-time further education programmes for young people and adults. The aim is to give people an opportunity to combine a return to learning with family, work and other responsibilities.

Who can take part on BTEI programmes?Anyone who has left full time education can take part but priority will be given to early school leavers and to existing students.

Where are BTEI Progammes available?Programmes are available at Adult Education Centres and Community locations throughout the county. Classes are offered throughout the year in the mornings, afternoons, evenings or weekends.

Is there a cost to participate on the BTEI?No fees apply to:· Either waged or unwaged participants who have not completed their Leaving Certificate · To anyone entitled to, or a dependent of anyone entitled to a Social Welfare payment · To anyone entitled to, or a dependent of anyone entitled to a Medical Card

What Subjects are available from BTEI?A wide range of modules, certified by Further Education and Training Awards Council (FETAC) from levels 3-5 are available. Modules on offer are demand driven and vary from location to location:

Vocational Training Opportunities Scheme – VTOS

YOUR QUESTIONS ANSWERED

WHAT IS VTOS?The Vocational Training Opportunities Scheme is a daytime general education and work related training programme for adults. It offers you the chance to learn new skills in an environment suited to adults, to use your time productively, to make new friends, and to acquire valuable educational qualifications while still keeping your social welfare benefits.

WHO IS ELIGIBLE?An applicant for VTOS must be at least 21 years of age and getting one of the following payments for at least six months (156 days):– Unemployment Benefit; Unemployment Assistance; One-Parent Family Payment; Invalidity Pension; Disability Allowance; Disability Benefit.

The following categories are also eligible to apply for VTOS provided they are at least 21 years of age and can satisfy the Department of Social and Family Affairs that they have not been engaged in work for at least six months, and are in receipt of one of the following payments: – Blind Person’s Pension; Deserted Wife’s Allowance; Deserted Wife’s Benefit; Widow/er’s non-contributory pension; Widow/er’s contributory pension; Prisoner’s Wife’s Allowance Persons signing for credits for at least six months, and the Dependent Spouse of an eligible person can also apply, but will not receive a training allowance.

Periods spent on FAS Training Courses, Community Employment Schemes, Jobs Initiative, and Youthreach / Senior Traveller Training Centres Programmes, or time in Prison, can count towards this six-month qualifying period but a person must be getting one of the relevant social welfare payments immediately before the course commencement date.

WHAT ARE THE ENGLISH LANGUAGE REQUIREMENTS?Applicants are expected to have a reasonable command of English, both written and spoken. VTOS does however offer advanced ESOL classes.

WHAT ARE THE EDUCATIONAL ENTRY REQUIREMENTS?There are none. While we offer a range of courses from basic to more advanced levels, we particularly welcome people who may not have had the opportunity to progress through secondary school.

WHERE ARE COURSES AVAILABLE? VTOS has centres in Ennis, Kilrush and Scarriff.

WHAT COURSES ARE AVAILABLEA good range of certified courses are available in all three centres. These include FETAC Level 5 Awards in Business Studies, Childcare, Community Care, Graphic Design, Art Craft and Design and General Studies.

WHAT ARE THE HOURS OF ATTENDANCE AND HOLIDAYS, AND CAN YOU WORK PART-TIME?All classes take place Monday to Friday between 9am and 4pm in the Adult Education Centre in Clonroad Business Park, Ennis. Your hours of attendance depend on your own choice of subjects, but as timetables can change from tine to time, students are expected to be available at all times during these hours. Days off and holidays coincide as closely as possible with primary school holidays. You can work part-time during your time off without loss of benefit.

IS CHILDCARE AVAILABLE? VTOS offers limited financial help with childcare

WHAT ABOUT MONEY MATTERS?If you are in receipt of a social welfare payment you will continue to receive that payment while on the course. If your payment is a reduced payment due to means testing, you will receive the equivalent of full standard unemployment benefit while on VTOS. If you are claiming unemployment benefit you will continue to receive the standard rate of benefit while on VTOS – no means test.

If, however, your eligibility for Disability Benefit ceases due to a return to full health while on VTOS, you may complete the course, however, the VEC will not pay you an allowance to finish the course.

An extra training allowance of €31.80 per week is payable to people who have been in receipt of a social welfare payment for more than 12 months when joining VTOS. A small travel allowance is payable to people who live more than three miles from the centre.

HOW LONG ARE THE COURSES AND WHEN DO THEY START?Students can attend for one or two years, depending on their personal needs. In some circumstances students may be eligible for a third year on VTOS. The programme commences each year in late August or early September and runs until the end of June. (Students continue to receive allowances during the summer months)

THE ACCESS COURSEThe Access Course is for school leavers and adult students who wish to proceed to third level but may have been or are currently prevented from doing so due to socio-economic circumstances. It is designed specifically for those who may have been unable or prevented previously from progressing into third level courses for a variety of reasons, including long-term unemployment, low income or other personal or family circumstances.

THE COURSE WILL• build up the students’ confidence in their academic abilities.• equip the students with the necessary skills to benefit from, and participate in, a

third level educational course.• enhance students’ knowledge to the level expected of an undergraduate student.• assist the students to identify and choose the third level courses that best suits

their abilities and interests.• provide the students with an opportunity to experience the satisfaction that can

be gained from learning in an academic environment. WHO CAN APPLY FOR THE COURSE?School leavers between the ages of 17 – 22 years who have completed their Leaving Certificate in 2006/2007/2008 and meet the socio-economic and academic criteria as set down by the institutions.Adult students 23 years of age or over on 1st January of the year of application to the access course. There are no specific entry requirements, such as a Leaving Certificate or Aptitude tests. COSTSThere is no fee for this course. Course costs for those selected are borne by the institution, through the Strategic Innovation Fund.
