Aggregate Installation APOE Reporting Instructions
For Scott AFB
1. Departure from Home Station.
1.1. Member Roles:
1.1.1. Out-process fully from home-station IPR/PDF prior to departing for Scott AFB.
1.1.2. Bring all MOBAGS/weapons, to include a 72 hour carry-on bag. Inform your home-station
IDRC/ IPR if deploying with a weapon.
1.1.3. Bring an extra copy of AF Form 245; as this will be given to PERSCO for your
accountability while at SAFB.
1.1.4. IMPORTANT: Any and all questions pertaining to deployment related per diem, travel
reimbursement, lodging rates, and any other financial matters should be addressed to home
station Accounting and Finance Office prior to departing to Scott AFB.
2. Arrival at Lambert/St. Louis International Airport.
2.1. Organic bus transportation from STL Airport to Scott AFB will be scheduled for aggregate
groups of 10 or more deployers arriving at the same time to the greatest extent possible. As such, it is
imperative that home-station UDMs/ IDRCs provide their deploying personnel's arrival itineraries as
early as possible to the Scott AFB IDRC for transportation pre-planning.
2.2. For aggregate groups of nine (9) or less deployers, take commercial taxi/ transportation from the
STL Airport to the Scott AFB Main Gate Visitors Center. Once there, contact the IDRC numbers as
applicable below. Normal duty hours are 0730-1630. Transportation/reception arrangements will be
made for these members.
2.3. IMPORTANT: How will you know if there is GOV bus transportation provided or if you should
take commercial taxi/shuttle to Scott AFB? If you are not met by a Reception Team Rep and there is
no USAF bus waiting outside Terminal 1, then you will need to procure commercial transportation to
Scott AFB.
3. Reception at Scott AFB Visiting Quarters.
3.1. Upon arrival at SAFB, you will be taken directly to the ROM area for personnel/medical reception.
3.1.1. Members without weapons will be unloaded at ROM area.
3.1.2. Members with weapons will be transported immediately to the Armory for weapons turn
in/storage. You will then be transported directly back to ROM area for check-in.
3.1.3. Deploying members will be housed in either TLF (3-bedroom houses; 3 members per unit)
or main Visitor Quarters (individual rooms).
3.1.4. Expect to be provided a combination of three hot/cold meals daily. Government
Travel Card will be accepted.
3.1.5. While in-transit at Scott AFB, all members will comply with Standards of Conduct per 375 MSG/CC memorandum (proceeding these Rl' s).
3.1.6. During reception, please have an AF Form 245 accessible for turn-in to PERSCO for accountability. This form will be returned to you prior to aircraft departure.
3.1.7. Deploying members will have access to laundry facilities in the ROM area; but must bring their own laundry supplies.
3.1.8. DO NOT expect access to gyms, running tracks, or other recreational facilities. If
additional fitness accommodations can be made at some point, you will be informed by the Q
Town staff how that will occur. You may bring your own personal exercise equipment
compatible for use within your quarters (ie. exercise bands, push up bars).
3.1.9. Ensure enough personal hygiene items for at least 20 days of travel.
3.1.10. Rooms have been "blocked" for deploying members. Reservations are not necessary. Expect to provide your GTC number upon arrival.
3.1.11. Upon completion of the ROM period and 96 hours prior to aircraft departure, you will
be administered a final COVID-19 test.
3.1.12. Upon completion of ROM, you will be required to continue following ROM procedures, such as DFAC dining procedures, social distancing, ect.
3.1.13. During ROM, the lodging phone system will be utilized as a primary method to contact deployers directly when needed; ensure you answer the phone in a timely manner.
4. Day of Aircraft Departure.
4.1. Approximately eight hours prior to aircraft departure (exact times to be determined/provided),
members will bring all luggage/MOBAGS to the designated baggage collection area provided
outside of ROM area.
4.2. Approximately seven hours prior to aircraft departure (exact times to be determined/provided),
members will be picked-up/transported from the ROM area designated pick-up point to the Passenger
Terminal.
4.2.1. Members without weapons will disembark the bus and check-in.
4.2.2. Members with weapons will remain on the bus for transport to the Armory, retrieve their
weapon, then be transported directly back to the Passenger Terminal for check-in.
4.3. PERSCO will return AF Form 245 to the deploying member upon their check-in at the passenger
terminal.
