Welcome to “CLI” at “The Crowne Plaza Ventura Beach”The dawning of a new era at 4CS!

For many years we have been forwarding information through the CLI process once a year. When requested we do campus visits to support

and help the Senate’s/Councils with issues that have arisen. Over the years we have found that sometimes there is a need for a more in-depth discussion or education process than these visits has time to spend on them.

This year after discussion and requests from senates about more in-depth workshops and more ONE on ONE type help, we decided to hold local area workshops. We asked you for topics that you would like to se us address in a workshop setting. The first 4CS Seminar was held in the South at Saddleback College on March 8th, 2012

Currently, we all have major economic crises at our local colleges and sometimes we have challenges in being able to participate in the shared governance processes. Please remember, Shared Governance is part of the lifeblood of your college and district. ACCJC is brutally aware that Classified Senates/Councils involvement is very important and they will be more than likely asking to interview the leader of the Classified Senate or Council. You should not be afraid to voice your perception and they do value the input that you will give them about the true nature of the climate and participation of the issues asked of you by them.

Again this year we will be holding CLI at Ventura beach and we hope that all of you will plan early enough to attend CLI 2012 at this phenomenal location. You can get all the information on the 4CS web site at, www.ccccs.org.

We hope that all of you had someone attending the Annual Convention & Partner Conferences in San Jose. These types of conferences are very worthwhile and invigorating. Another very mportant event is the Legislative Conference in January, at the Sheraton Grand Hotel in Sacramento. Your participation does make a difference of what’s going on at Capitol Hill. Our new Southeast Region 2 Representative is Dennis Gordon from Irvine Valley College. Dennis is currently serving as President of the IVC Classified Senate after serving two years as President-Elect.

In addition to serving as President, Dennis is also a member of the Chairman’s Council, President’s Executive Council, College Council and the classified representative at the Board of Trustees meetings.

When asked how he became involved with the 4CS, Dennis offered the following: “Shortly after being elected an officer of our IVC Classified Senate, I had to opportunity to attend my first Classified Leadership Conference in Lake Tahoe. I found the workshops to be extremely helpful and informative and the classified attendees were very knowledgeable and fun to be with. I have attended CLI each year since and have learned so much about classified senates around the state. That background and experience has given me an opportunity to share that knowledge with our classified employees. When our Region 2 Representative, Angela Mahaney became Vice President for the South Region, I felt it was a great opportunity to take on additional responsibilities as a 4CS Regional Representative.”

Prior to joining Irvine Valley College, Dennis was a business consultant in private industry. He also worked for Sprint Corporation, Coldwell Banker Real Estate, and Grubb and Ellis. Dennis holds a Master’s Degree in Finance, a Bachelor of Science Degree in Business Management and is a licensed real estate broker in California.

New 4CS North 1 Area Representative Teeje Jamison has been working in IT since high school and a Network/Computing Specialist at Butte College for the past 10 years. Teeje’s first leadership role came as a

jacketed CSEA Job Steward. Teeje is a graduate of the 2-year Butte College Leadership Development Institute (BCLDI) program and the 1-year Leadership Butte program. After reading USC president Steven B. Sample’s “The Contrarian’s Guide to Leadership”, Teeje learned his leadership style is that of a “gray thinker” – someone who does his best to keep an open mind and not make snap black-and-white decisions. Not a surprising attribute for a computing technician. Teeje received his Master Degree in computer science at CSU, Chico. Teeje joined the Butte College Classified Senate one year ago and was just re-elected for a 2-year term and accepted the position of Vice President of PR. When the North 1 4CS position came open, Teeje saw another opportunity for leadership development. Teeje chairs the 4CS Technology Committee and is looking forward to being a part of the 4CS Board and representing the colleges in his area.

Legislative Awareness ReportSpring 2012

As the Assembly and Senate committees discuss state budget matters, community college issues, and listen to testimonies our colleges/districts are deliberating and implementing drastic measures to sustain the system

and its integrity. Unfortunately it comes at a high cost for classified staff. The “Do More With Less” battle cry is too late. While we are invested in maintaining essential educational services to students, the uncertainty and sometimes unfortunate decisions of our policy makers are negatively impacting far too many. With the continued revenue short falls and the backfill issues there is no easy escape from the mess our state is in. You couldn’t squeeze blood out of a turnip during the 1930’s Great Depression and you still cannot today. To understand what is happening on the front lines we need to reach out to our Classified State Leaders on the Board of Governors, Chancellor’s Consultation Council, 4CS, Unions, and other community college organizations. Our elected officials need to hear our voice too. Contacting via email is quick and simple but leaves that valuable paper trail. CCLC may provide you with their California’s Community Colleges 2012-13 Budget Points:

• A Balanced Approach

• No Further Midyear Cuts

• New Tax Revenues To Restore Cut Classes

• Maintain College Affordability Through Cal Grants

• Support Educational Opportunities for Transitioning Families,

• The Voters Proposition 98 Commitment Should Not Be Manipulated

Although you should also research the valuable information from the State Chancellor’s (System) Office, CA Legislative Bill Room (Search Bills), and the Legislative Analyst’s Office (LAO); just to get you

started. I think it is also upmost important for us to remember the reasons why Classified Participatory Organizations were started and focus our efforts in maintaining our voice, our ideas, and our opinions. I have forwarded information all year with little return communication but I still have a dream. Can you imagine, the impact, if all the classified in the state came together on one talking point? United we can stand, divided we will fall!

Take a Trip to CLI...You’ll be Glad You Did!by Karen Smith

I’ll tell you about my trip to the Classified Leadership Institute in 2011. I took the plane from San Francisco at about 9am. It was a 1.25 hour flight to Burbank, where I was going to catch a northbound train to Ventura. The plane was 45 minutes late in taking off. I do not know why. Well, you know how planes are, they’re kind of smashing you into their seats, then the coffee or bloody Mary mix and a tiny bag of peanuts or a cookie. I was ok with that.

I got off the plane in Burbank. It is not a big airport. There was a huge weather change, truly June weather in Southern California (southern to me). This is the great thing. I took my rolling suitcase, went out of the airport, walked a block to the train station, figured out what was what, and waited for train to Ventura. I didn’t play this right, and I advise those who plan on doing this route to check the time for the Ventura train. I waited 2 1/2 hours. It was great though! I had snacks, I knit, looked around. There is a strip mall across the tracks and looking back now, I would have gone and looked in a few stores. It’s kind of dorky doing that with a suitcase though.

My train came, and I went down to where the conductor was to buy my ticket. She was so official, wearing the uniform, hat, pocket watch. She said in a gruffly, “You should have just gotten on any car on this train and bought a ticket when I passed by.” I did not know this. They do take credit cards. The train seats were 10 times better than first class airline seats. It too a little over two hours, just enough to sit back and take a nap, or knit or read. The comfort level is top notch. You can walk to the car with the mini cafes and buy something to drink or eat.

Here’s the best part: the train to Ventura stopped one block from the Crowne Plaza. I was so amazed. And during the time I was at the CLI, I heard that soft noise of the train going by a few times a day and marveled at mass transportation.

There are a lot of different “start” points when you take a train. Because of my deep involvement with the conference this year, I am driving a van down to Ventura. I live in Moss Beach, near Half Moon Bay. If I were to take a train, I’d drive down to San Luis Obispo and train it from there. Or else San Jose, even though there is a bus or two involved with that. It is so darn convenient. What a great opportunity to kick back, wind up and then wind down not having to worry about the drive (and then the parking) while at a CLI. I highly recommend it.

Let’s Talk About TimeBy Cari Plyley

Working in a California Community College is an honor. Being a part in a student’s education is a privilege. Being of service to your classified colleagues by representing them in college

participatory governance is an opportunity best taken advantage of.

During these difficult times classified staff are given less time and collegial support to accomplish their jobs. Hours are being reduced while more responsibilities are placed upon them. The first thing that comes to mind is to reduce participation in participatory governance to get the job done. But with what consequences? It seems to be a catch-22. If classified participation in governance goes down, decisions are made without their knowledge and expertise. Decision will be made without all of the information. By taking steps backwards instead of forwards the progress that has been made in participatory governance will be reversed.

Participatory governance has never been and will never be an easy road to travel. It takes constant care or the landscape will grow over it. This takes commitment and perseverance. And it takes everyone. Not just the few who believe in its value, but the continued maintenance and ideology that it has value and must be supported. It is in the best interest of the students and the colleges for all staff to participate in governance and to integrate such participation as a way of doing business. Good leadership involves utilizing the knowledge of those with expertise and this can only be done with encouragement and support of participation and input into governance process.

Does classified staff have time to participate in governance? Do they not have time? How much time is wasted without their participation. That is the question and good leaders will know the answer.

The mission of our organization is to support leadership training and education to better allow classified staff to be active, responsible participants in the governance process. Since the development of the 4CS and growth of classified senates in the last two decades we have seen classified grow as professionals and have seen their eyes opened to the valuable contributions they can make in the decision-making process. Local administrations and boards benefit by the active participation of classified staff in the process and classified staff needs to realize that their expertise is valued and helpful. Our jobs as executive board members of 4CS is to provide leadership training and educational networking that allows us to provide classified with information they may not usually have access to and to encourage them to seek out and become part of the process.

If you meet the minimum qualifications and would like to serve on the 4CS Board, please consider this an invitation. The previous members of the Board have enjoyed their involvement on the 4CS Board and continue to remain positive about the future of 4CS. News From Across The State FROM AN IDEA TO A GROUNDBREAKING EVENT

By Debi Miller, 4CS Southeast Area 1 Rep andAngela Mahaney, 4CS Southwest Area 2 Rep

After six months of pitching an idea, circulating two surveys, receiving gobs of suggestions, and pure commitment by Classified Senate Leaders, the 1st Annual Southeast Region Leadership Retreat was held on April 23, 2010 at Saddleback College.

The Southeast Region is home to 27 colleges/districts, 16 of which have established senates. Russell Hamilton, as the South Vice President for 4CS hosted the inaugural event with support from Debi Miller, who was the GCCCD Classified Senate President at the time. Six colleges and 3 districts were represented at the first Retreat. At this groundbreaking event we were honored to have 4CS President, Benita Briones, and Jim Wilson, President Emeritus of 4CS participating. The mentoring style offered by both Benita and Jim was exceptional. Their history, background, experiences, views, and personal advice to all the leaders in attendance provided a solid foundation that would benefit their Senates.

The initial Retreat was such a great success that it opened the doors for other leaders to continue to host them. Each subsequent Retreat has been hosted by a college within the region and supported by the current Classified

Senate President. The Retreats include a welcome by one of the host college administrators, followed by the networking of ideas and sharing concerns & experiences. Usually, an agenda is prepared as an outline to follow. One of the agenda items is a campus tour after lunch along with a group photo. Financial support of a $5 dollar fee has been charged in the past for lunch, with the host college providing a continental breakfast.

The thirst for education about Classified Senate on the local and state level by our region leaders is satisfied through attendance at this event. To date, we have covered the following subject matters: General Information about 4CS and its resources on the website; best practices for Classified Senates; Union/Senate related matters; accreditation; Roberts’ Rules of Order; building awareness and teamwork; college wide committee participation; Senates & Unions working together; reassignments, transfers & reorganizations; creating senate logos; documenting your workday, and considerable informative and respectful discussions on processes and procedures for the senates.

The Retreats have been extremely informative for both the newest leaders and the more experienced ones. They are the perfect opportunity for networking. The leaders have requested that the retreats be open to the entire South Region. Retreats are now semi- annual events in January and July. The retreat on January 27, 2012 hosted by Irvine Valley College and the invitation was extended to all South Region Leaders and Classified senate representatives.

Butte College Classified Senate (BCCS) owes much of its success to its ability to make itself visible to other campus constituents. Being active participants in the

governance process is essential, but putting a “face” to the senate as a governance group is important. The senate started its visibility campaign with a small book sale for one student transfer scholarship. As large numbers of books were donated, the senate expanded to another vocational scholarship, then a classified employee scholarship, and finally a CLI scholarship (Forrest Orndorff Leadership Scholarship). This dedication to raising funds for scholarships caught the attention of other campus groups. New relationships were developed. Currently the classified senate has an information representative at Academic Senate and Associated Students meetings. Both groups plus the management association also have information seats on the Classified Senate. The latest show of support by the Associated Students is their donation of a new banner for the Classified Senate.

New Butte College Superintendent/President Dr. Kimberly Perry cannot help but see how the classified staff can come together to make their events successful – her third floor office overlooks the area where the book sales are held. Classified Senate President Peter Dahl meets with Dr. Perry monthly and he believes Dr. Perry has shown confident support in staff’s level of participation in governance. In her first month as president, Dr. Perry presented at the summer Classified Senate Orientation meeting, as well as at the first classified senate meeting in the Fall.

Cari Plyley, Historian/Parliamentarian for the BCCS, firmly believes that visibility is a key influence to show other members of the campus community that classified staff are serious about their involvement and support of student success! But this is an approach that doesn’t end with fund raising book sales as BCCS is actively working to bond the Butte College Classified Senate with other charitable activities such as Think Pink and Make a Difference Day. And it helps to have an awesome banner!

David Viar Joins 4CS in Celebrating 20 Years of Service to Community Colleges and Classified Staff

In the humble beginnings of 4CS,Dr. David Viar was a model of leadership as the Executive Director of the Community College League of California for 14 years before becoming President of Sacramento City College. In 2001, 4CS bestowed

upon Dr. Viar the first 4CS Leadership Award at the annual CCLC Convention for which he received a standing ovation.

At this year’s Annual Classified Leadership Institute in Ventura, Dr. Viar will again join the 4CS in celebrating 20 years of service to classified staff and community colleges. Dr. Viar will speak at the 4CS Recognition and Awards Dinner at the Institute on Friday, June 15th at Ventura Crown Plaza on the beach.

Cristina Arellano South Scholarship Recipient

Cristina is an EOPS/CARE Outreach Technician at Coastline Community College in Fountain Valley, CA.

She is currently serving as Vice-President of her Classified Senate along with executing duties as President. By her leadership, she has improved participation and activity level to their Senate’s monthly meetings. She has fundraised over $2500 that is distributed in scholarships for classified employees.

Through her leadership, she has encouraged other leaders on campus to become more involved in decision making processes along with committee participation. Coastline’s Classified Senate has good momentum and is supported by their college’s president. She hopes to learn more about best practices and network extensively with others from Community Colleges.

James is a Peralta District Classified Senator at Laney

College. He works with many committees within the district, including, but not limited to the Advisory, Facilities, Tri-Senate, Basic Skills and Accreditation Committees. As the District reels from the State’s budget crisis, James’ leadership role helped focus efforts to continue support for students while meeting financial realities. He was part of some tough choices that mitigatedresponsibility as stewards at Laney College. Showing true leadership, James does extensive Classified Outreach and still manages to put students first in the decision making process. His wish is to build healthy, viable partnerships with the college’s community.

Debbie WeatherlyAt Large Scholarship Recipient

Debbie Weatherly is an Account Specialist in Santa Rosa Junior College. She

has learned, from attending previous Classified Leadership Institutes that Classified Senates have a right to exist. Her involvement with Classified Senate has changed their image from a social group to a governance group that has been validated in their service to the District.

Debbie hopes to be an inspiration to others who may be struggling by her involvement with her Senate, for which she serves as President and will be running for president for one more term. She has previously served on presidential hiring committees, and also on the college’s Institutional Planning Council.

Katie Juras

Jim Wilson Scholarship Recipient

It is a coincidence that Katie Juras hails from Sierra College, the same college

from which Jim Wilson has just retired. After ten years at the college, leadership roles have landed her positions on committees such as Program Review, Accreditation Writing Team, Equal Opportunity Officer and on the newly formed Spectrum Committe Member, newly formed and passionate about improving retention and success of the College’s LGBTQ students.

Katie works in the Liberal Arts Division, working with several chairs inputting class schedules for over 20 departments. She works collaboratively with three deans and countless faculty, ultimately generating course schedule for all of the division (1,100 courses, 47% of the total FTES and course offerings).

News From Across The State

4cs Speakers Bureau - Notes from the RoadThis Spring I had the distinct pleasure of visiting two very different campuses for two very different reasons. I am pleased to share my experiences with you.

Many of our colleagues do not realize how our

Speakers Bureau works. The primary mission of 4CS is to support our local senates, and the 4CS Speakers Bureau is one of the best ways that we can support them. One or more of us will visit your college, at your request, and do a presentation of your choice. If you have monetary resources, we will ask for reimbursement for travel costs, but if you don’t have resources, we will show up gladly at no cost to you or your senate!

On January 20th, I met with the staff of the Peralta District on their Flex Day to give a presentation on how to maintain and grow the Classified Senate, and how to form a District Classified Senate. Staff will be interested to know that there are only two District Classified Senates in the state, of which Peralta District is one (the other is the Contra Costa District Council). The session was well-attended by both classified senate and classified union leaders. It was especially heartening to see the two groups actively seeking ways to support each other. (Grossmont-Cuyamaca Classified Senate is a district-wide senate, the difference being each campus does not have it’s own senate.)

Then on March 20th, I met with Butte College staff to discuss how classified staff are able to contribute to student transfer success. We had a wonderful discussion validating the numerous contributions of classified staff, but also discussing how, in the current climate, our contributions are at risk, and how we can address those concerns.

I felt with both experiences, I ended up learning just as much, if not more than what I shared. In other words, I would gladly do this again and again, because I grow from each experience and in the process, help my colleagues. The 4CS Speakers Bureau is a service of the California Community Colleges Classified Senate. The Speakers Bureau connects you with a network of community college leaders who can provide a variety of presentations and facilitate workshops.

Our speakers and workshop leaders are current or past employees of the California Community College System who have years of direct experience working with students, staff and local districts. Each of our speakers has extensive and direct experiences working with community college participatory governance and closely related topics. Many of our workshops are designed to assist you in discovering your own potential and solutions by providing a structure for effective communication and by sharing ideas from across the state.
