OverviewThe mission of the Multi-State Collaborative on Military Credit (MCMC) is to facilitate an interstate partnership of 13 states, and to translate competencies acquired by veterans through military training and experiences toward college credentials. States will exchange information and share best practices in the areas of articulation of credit, certification and licensure, communication, and data and technology.

Project Goals• To assist student veterans with completing postsecondary

education and the transition into civilian employment, MCMC has established the following three goals: 1. Assist states and postsecondary institutions in aiding military

connected students with critical life transitions from the military to postsecondary education and then from postsecondary education to civilian employment.

2. Increase postsecondary education completion rates by creating models for the consistent, transparent, and effective awarding of credit for military training and experience that can be scaled regionally and nationally, thereby lowering the cost of education and reducing the time to completion.

3. Establish a strong network of support, communication, documentation, and data collection among institutions and organizations for the purpose of promoting shared interests and tracking the efficacy of efforts to enhance military connected students’ educational success.

Our Government Affairs

The Department of Government Affairs represents student veterans by serving as subject matter experts on veterans in higher education. We seek to advocate on behalf of student veterans by informing policy makers in both the legislative and executive branches and change laws and policies to benefit veterans.

Forever GI Bill Highlights

SVA was able to capture the widespread energy surrounding the idea of creating a streamlined GI Bill and brought over 40 different VSOs, MSOs, and Higher Education organizations to a roundtable that we lead. Out of the roundtable, a consensus on the following priorities:

▪ Purple Heart Equity: Grants full GI Bill benefits to Purple Heart recipients regardless of total time in service

▪ Yellow Ribbon for Survivors: Removes technical oversight that excludes survivors from the Yellow Ribbon Program

▪ Reservist Equity: Addresses technical oversight and adds 12304b and 12301h order codes to VA's definition of "active duty service”

▪ School Closure Equity: All students using the GI Bill would now have a chance for restitution, just like their civilian counterparts using Dept. of Ed. programs

▪ Making It "Forever": Ends the arbitrary 15-year use-it-or-lose-it time limit and recognizes we shouldn't punish veterans and family members who go back to school later in life
