financial assistance organization and is

dedicated to "Helping the Army Take Care

of Its Own.‖ AER provides commanders a

valuable asset in accomplishing their basic

command responsibility for the morale and

welfare of soldiers.

AER funds are made available to

commanders having AER Sections to

provide emergency financial assistance to

soldiers - active & retired - and their

dependents when there is a valid need.

AER provides emergency financial assistance in the form of no-interest loans or

grants to Soldiers, as well as tuition assistance for Family members. In 2010, AER

provided $69.7 million in financial relief to 62,000 Soldiers and their Families.

Funding for the program comes from voluntary donations by Soldiers and civilians,

plus investments made by AER.

ESSO scheduled system outage 23 – 24 March: This outage only impacts the creation of ESSO Fuel Ration Cards in Germany, fuel purchases at

GCSC 2011-2012 Scholarship Program Deadline 28 March: The Grafenwoehr Community and Spouses' Club is offering academic scholarship awards for

the 2011-2012 academic years to senior students and family members (spouses and dependents). This is a tremendous opportunity for eligible military and civilian family members from the Grafenwoehr, Vilseck, Netzaberg and surrounding military communities desiring to pursue a secondary education. Potluck brunch for mothers of children with special needs 29 March: 10 – 11:30 a.m., Netzaberg Teen center Café.

Please join us for our first, organizational brunch for mothers of children with special needs. We understand that being a mother of a special needs child can be challenging, particularly when you are in a foreign country, away from friends and family. You may feel lonely, isolated, or stressed, especially when your spouse is away from home. The teen center café is a wonderful facility next to Netzaberg Middle School. Rose Barracks Dog Park Ribbon Cutting Ceremony 1 April: Join us at the grand opening at 10 a.m. The Dog Park will be located off of Soldiers Road,

across from Little Mike Lake. The park is in a fenced area where folks can take their dogs and allow them to play and exercise off-leash. It is a controlled environment where dog owners take responsibility for their dog’s actions while allowing them to socialize, play and get much needed exercise.

Frankfurt benefits office to change phone number

4 April: The Federal Benefits Unit in Frankfurt will have a new telephone number to call starting April 4 if you need

Annual Overseas Housing Allowance Utilities Expense Survey Extended until 15 April: This is intended for all military personnel who reside off-post in privately leased or rental

housing under the OHA program and in-country (Germany) for six or more months. Customs clearance a MUST when selling cars in Germany U.S. personnel can avoid big trouble by getting a customs ―Permit to Transfer‖ when transferring a USAREUR-plated vehicle to a non-ID cardholder in Germany. It is essential to get a permit to transfer before you sell, donate or transfer a car to a German car dealer, junkyard or person who is not an ID card holder. If you do not obtain this permit, you will eventually fail to clear vehicle registration when it is time to PCS. Customs authorities also may require you to prove what happened to the vehicle. The ―Permit to Transfer‖ (AE Form 550-175B) is available at the U.S. Forces customs office serving your garrison. More information on selling personal property in Germany the right way is available online or by contacting your local U.S. Forces customs office.

DPW Energy Saving Tips of the Week Save Energy at Work --- Turn off office equipment when not in use. Reduce energy consumption and equipment

wear by setting computers, monitors, and copiers to sleep-mode. Better yet, turn them all the way off if you are not going to use them for an extended period of time, particularly when you go home at the end of the workday. To keep it simple, just plug your computer, scanner and printer into one power strip that can be switched off after shutting down your computer. Do the same with the microwave in the office lunchroom, and other office appliances which are always on otherwise. Over your lunch break; turn off your computer monitor. This will save energy without losing your work or having to reboot. Encourage your co-workers to do the same.

Volunteers and other help needed

Seeking Emergency Placement Care Providers The children in the USAGG need you. The Emergency Placement Care (EPC) Program trains individuals to become 24 hour providers for at risk children. The community is in need of more providers as the number of children in imminent

danger increased due to the deployment rotation of family members. The training you receive will last you a lifetime and

Main Post Closure of Parking Area by Bldg 140 4 April – 10 June: The parking lot by Bldg 140 will be closed due to re-construction. Alternate parking areas are by

Main Post Closure of Childers Street 18 - 21 April: Portion of Childers Street, starting at the southern edge of Bldg 150 until Shiloh Ave intersection will be

closed due to work associated with the parking lot by bBdg 140. Oncoming traffic from the post office can continue onto Shiloh Ave. Traffic from Gettysburg Ave onto Childers will continue left by the bank (between Bldg. 106 & 150). Detour signs will be posted.

Grafenwoehr Postal Service Center, new entrances Current: The Grafenwoehr Postal Service Center lobby throughway has been blocked to accommodate renovations. To

receive Postal Finance services, customers are asked to use the new entrance on the North Side. For Mailroom services, customers are asked to use the South entrance near the vending machines. We apologize for any inconvenience and we

Main Post Traffic Circle, current road and traffic revisions Now – end of April: Total closure of the north part of Wilbur Road between the Grafenwoehr Water Tower and

the new traffic circle. Traffic from Gate 1 to reach the JMTC HQ, Bank and Community Mailroom area will be detoured via Argonne Ave and Gettysburg Ave. During this phase traffic through the construction site will be limited to: east to west or east to south. All other traffic will reroute via Saratoga Avenue. The one lane available on Gettysburg Ave. of the southern portion of the traffic circle will only allow traffic flow from east to west (USAG HQ – JMTC HQ, Mailroom ...) and south towards Burger King and to access Concord Road (Tower Theater). Traffic from the JMTC HQ, Bank Community Mail Room and Service Credit Union area will have to leave via Childers/York Road or Shiloh Ave. Since it is not possible to allow oncoming traffic between Burger King and the Traffic circle the right lane of Wilbur Road will be blocked right after the access to/from Burger King. Additional road construction work on Fisher Street will block thru-traffic. Access to and from the Grafenwoehr Tax Office (Bldg 216) will be via Argonne Ave. Directions for alternate pedestrian and vehicle traffic will be posted.

DXM Community Awareness Campaign Poster Competition Vilseck High School Students (deadline March 29) and Netzaberg Middle School (deadline March 30) are eligible to participate. Three winners will be selected from each school and one of the winners will be voted by judges as the overall winner. 1st Place $200, 5 other top picks get $60 each. Listen for announcements at your school for the person designated to collect posters. No late entries - sorry. Poster Theme: ―DXM - Awareness and Alternatives‖ The Poster must be a message that educates the Public about‖what DXM is and the risks associated with misuse and abuse.‖ The Poster must also have a message of what are ―healthy alternatives to drug abuse." Poster must have the theme written, incorporated or designed on the poster front. Creativity is encouraged. Poster Size: The Poster must be 22 inches (wide) x 28 inches (tall); the design must be vertical. The student must write their name, grade and school on the back of the poster and turn the poster in flat and not rolled up. Poster size is the regular full size sheet of a poster board sold at the PX. Design of Poster: Poster must be original art work by the student—pencil, ink, paint, photography, graphic art, computer generated art or a combination.
