Weekly Briefs Week of October 24, 2016 CITY MANAGER’S OFFICE LiveWell Colorado Awards Arvada its Highest Recognition LiveWell Colorado awarded Elite Status City recognition to Arvada for adopting five policies that help make it a healthy place to live, work, and play. There are four levels of the LiveWell Colorado HEAL Cities & Towns Campaign: Eager, Active, Fit, and Elite. Arvada is the third city to receive Elite Status in the LiveWell Colorado HEAL Cities & Towns Campaign. In order to qualify for Elite status, a city must have adopted at least five healthy eating and active living (HEAL) policies. The following are just a few of the policies adopted by Arvada since October 2014: Updated the City Comprehensive Plan with healthy eating and active living language. Installed bike racks and bike repair stations throughout southeast Arvada. Granted paid leave time for participating in healthy activities. Supported community agriculture on City owned properties. Updated Parks and Open Space Plan with emphasis on wellness and active transportation. Adopted healthy food guidelines when City funds are used to purchase food. Activated community parks by retrofitting them with new trails, outdoor fitness equipment, a micro dog park, and kiosks through a community led process. Election Information

Ballots for the 2016 election were received last week in Arvada mailboxes and the City Clerk’s Office is ready. Please note the following election services that will be available to Arvada voters: • Beginning today through the election, the Anne Campbell Room hosts an election center.

Citizens who come to City Hall seeking to deposit their ballots or needing assistance can be referred to that location.

• There is also an election center at the DMV office at W. 64th Ave. and Wadsworth Blvd. • Questions that require a response from the County Clerk will be referred to the Jefferson

County Elections office at 303-271-8111 or residents can email [email protected] • City Clerk staff are also available to answer questions.

New this year is a ballot drive through drop off location at the West Woods Community Station, in response to requests from west Arvada residents and the commitment by the City Clerk’s Office and the County to expand opportunities for citizens to vote. Because of the security requirements for the ballot box, the installation cost over $2,000 and was completed at the City’s expense. The Arvada Motor Vehicle office and the Standley Lake Library also serve as election centers. The Standley Lake Library also offers a ballot drop off box.

FINANCE Department Receives Certificate of Achievement

The Governmental Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City for its Comprehensive Annual Financial Report (CAFR) for the year ended December 31, 2015. The City has received this award for 32 consecutive years. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized CAFR and must satisfy generally accepted accounting principles and applicable legal requirements.

Halloween Parade is Right Around the Corner!

Monday, October 31 is Halloween…..and you know what that means! Kindergartners from Lawrence Elementary and Arvada K-8 will be coming to City Hall to trick or treat. The parade will start around 9:30 a.m. so stock up on treats!

Fourth Quarter Employee Outreach The Employee Committee’s fourth quarter outreach is aimed at the senior community. We will be putting together holiday gift baskets for nursing home residents and would value everyone’s participation! How Can You Help? Would you be willing to fill out a holiday card to a lonely senior citizen? The Employee Committee will include them in our gift baskets. Get an Eye Exam. It Might Just Save Your Life. You already know that eye exams determine how near- or farsighted you are, and can often end in getting a stylish new pair of glasses. But did you know that these annual exams are crucial to your overall health and wellness—and can prove to be life changing? Take the story of 53-year-old Hal. He made an eye exam appointment, expecting nothing more than a sharper prescription and some new frames, but ended up leaving with a life-saving referral. “During a comprehensive eye exam, we routinely look inside a patient’s eyes for signs of any changes,” Dr. Art Corish says, retelling his experience with Hal. “In Hal’s case, when I dilated his eyes and examined them, I saw an unusual growth in the back of the eye—something that hadn’t been there in earlier exams." That growth was a rare form of cancer called ocular melanoma. Melanomas are a kind of cancer that usually occurs on the skin, but ocular melanoma develops within the cells that make pigment in the eye. This form of cancer is so rare that symptoms are often missed. According to Dr. Corish, “There are dozens of conditions patients won’t notice themselves until the diseases are quite advanced. Glaucoma, hypertension, diabetes, and tumors are just a few of the many diseases we look for when examining patients at their regular check-ups.” Hal has since received radiation and his tumor shrank until it completely disappeared. Without his annual check-up, Hal could have lost his eye, or even his life. Prevention is the best way to keep your eyes and body healthy. FESTIVALS COMMISSION

Annual Cheers for the Holidays The annual “Cheers for the Holidays” event is scheduled for Friday, November 11, 6-8:30 pm at the Lamar Street Center. Tickets for the event are $40 General Admission, $60 for VIP admission and a special discounted ticket for veterans at $35. This event will feature a wide variety of wines from five Front Range wineries, including Turquoise Mesa, Black Art Cellars, Spero Winery, Redstone Meadery and River Garden Winery. Appetizers and desserts will be provided by Arvada Villa Italian Restaurant, Fuzzy’s Tacos, Healthy by Design, La Patisserie Francaise, Lost Weekend Grill and personal chef Matt Curry. Sample beers from Odyssey BeerWerks, Yak & Yeti, Grand Lake Brewery, and Lady Justice Brewing will also be part of this event. Local jazz musician Linda Styles will offer live musical entertainment and there will be a silent auction. The 2016 recipient for funds raised at this annual holiday celebration is the Ralston House. Because “Cheers for the Holidays” falls on Veterans’ Day this year, a special recognition for veterans will be included in the evening. Veterans receive discounted tickets and are encouraged to wear their uniforms to the event.

PUBLIC WORKS Public Works Holds Team Building Exercise The Public Works Department held an all-hands-on-deck meeting last week for a team building exercise. In addition to learning more about the different divisions and coming together as a Department, the different divisions—Facilities, Engineering, Geo Data Services, and Streets—competed against each other to determine which group could build the tallest spaghetti tower!

Emergency Exercise Scheduled for Annex on October 26 We are conducting an emergency preparedness exercises at the Annex Building on Wednesday, October 26 at 8 a.m. Due to the nature of this exercise, it is important that ONLY those who are participating for the exercise be in the building during that time. Therefore, if you are not part of the exercise, please do not enter the Annex on October 26 between 7:30 and 9 a.m. Questions? Contact Patty Carrico at extension 7602. Leaf Recycling is Back Public Works, Utilities, and the Sustainability Program will once again offer leaf recycling this fall. Collection of leaves from residents will be held the first three Saturdays of November—5, 12, and 19—from 9 a.m. – 3 p.m. at both the Stenger Soccer Complex (5675 Oak St.) and Permagreen Organics (5520 Harlan St.). Alpine Waste & Recycling has been contracted to provide roll-off bins at the Stenger site and transport leaves to their compost facility east of Denver International Airport. W. 72nd Ave. and Indiana St. Improvements The Engineering Division is moving forward on the process to acquire the necessary property easements for the construction of the W. 72nd Ave. and Indiana St. intersection improvements. Pending authorization of these easement acquisitions by the City Council, the Engineering Division will hold an open house public information session about the project on December 14. Parking Lot Construction Starting today, due to the drainage construction project, City Hall’s north parking lot is closed to all but Police and reserved parking. The west alley way back into the west Police Department entrance will also be shut down. There will be no access on the west side, including pedestrian access, for approximately two weeks.

COMMUNITY DEVELOPMENT Pre-Application Meetings 9604 Ralston Road Staff met with the owners of the Arvada Ralston Liquor Mart at 9489 W 58th Ave. Their lease will terminate with the forthcoming redevelopment of the Arvada Triangle and they are interested in relocating to the former Chopstix Asian Grill building at 9604 Ralston Road. Staff discussed a variety of potential building renovations and property improvements with the applicants. The property is zoned B-2 (General Business District) and retail is permitted use. Any redevelopment occurring on the property will be reviewed administratively. New Development Applications Candelas Outline Development Plan Amendment 6 The Candelas Outline Development Plan (ODP) Amendment is to revise the northwest area of Parcel 2 designated for custom/semi-custom homes, townhomes, and condominiums. The applicant is proposing to make modifications to the unit count and product type allowed within the remaining undeveloped areas. For single family detached, the lot size will be reduced from 95 feet x 125 feet to 55 feet x 100 feet, adding 53 units. The single family attached units will be reduced from 319 to 230 units. The change is still within the maximum density of 2.78 dwelling units per acre. The applicant has indicated that there are potential builders interested in developing the attached units. The property is zoned PUD-R (Residential). Public hearings before the Planning Commission and City Council are required as part of the ODP Amendment. The Learning Experience at Indiana Marketplace Staff received a preliminary development plan (PDP) to construct a 10,000 sq. ft. single story child daycare and preschool facility with a 5,000 sq. ft. playground at 14815 W. 64th Avenue. The property is zoned PUD – BP (Planned Unit Development – Business, Professional) and is approximately one acre in size. The PDP will require public hearings at Planning Commission and City Council. The final development plan will be reviewed administratively.
