Residential Construction

PLANNING

Staff attended the Executive Meeting of the TPO Board. TPO Staff briefed the committee on the upcoming

agreements and process to finalize the TPO reapportionment process. It is expected that the necessary interlocal

agreements will be on the May TPO Board meeting.

CAPITAL IMPROVEMENT PROJECTS

The following is an update since last week for capital projects in the City from April 3, 2014 through April 9, 2014.

Road and Median Projects

Bulldog Drive Roadway

Improvements Construction 15%

Stormwater piping continues along Bulldog; Grading

for turn lanes on SR100 underway. Rear school lot

work completed and switch of bus loop from side to

rear lot occurred 4-1-14. FPL relocated poles along

Bulldog; Brighthouse completed their switchover.

Palm Coast Parkway Six-Laning Construction 4%

Sidewalk installation has begun between Cypress

Point and southbound on ramp; Installation of new

water and stormwater piping east of I95 has begun.

On 4-9-14, the power to the streetlights from Dunkin

Donuts to Old Kings Road was disconnected prior to

their removal scheduled for next week.

Royal Palms Parkway

Improvements Design 80%

Change order to Design Consultant's contract to add a

right turn lane from Royal Palms Pkwy eastbound to

Belle Terre Pkwy southbound was issued.

Operations Division recently upgraded the tower radios, and we are happy to report that weather no longer affects the connectivity. Bandwidth was also tested with the A1A School and the speeds are better with these new radios. Hoping that the lingering issues of these radios and our issues with the barrier island are now a thing of the past.

DEPARTMENT/DIVISION SUPPORT

ENTERPRISE

Operations Division received 88 Track IT’s this past week.

Operations Division continues to work on restoration of accidentally deleted files/folders. Great test of our new backup/restore system.

Operations Division staff continue to tweak the IT area layout (on 2nd floor of new City Hall) and discussed how to best organize workflow, office space, storage space, staging space, etc.

Operations Division is working with the Water Plants and their SCADA system. This is an exciting project that finally connects all of the water plants together on the same platform.

Operations Division is working on an Alert Notifications Policy and Procedures plan for the City’s Safety Team.

Applications Division made some modifications to the online Travel Authorization and Reimbursement form allowing for multiple approval process.

Applications Division started the process of creating an application for HR to be able to more effectively track Workers Comp and FMLA claims.

Applications Division set up a page for the upcoming Summer Job Fair by Parks and Recreation (http://www.palmcoastgov.com/jobfair)

ENGINEERING & STORMWATER

GIS Division has continued to support Stormwater and Finance staff with the calculation of parcels as per the Stormwater ordinance; Geofit 1 asbuilt and digitized one commercial building footprint & its impervious surface.

COMMUNITY DEVELOPMENT

GIS Division prepared an exhibition map of the Long Creek Nature Preserve featuring navigation markers.

GIS Division prepared grant application maps of Lehigh Trailhead and Lakeview Blvd, complete with FLUM, paths & sidewalks, bus stops, schools, parks, and assisted living facilities.

UTILITY

GIS Division staff conducted a project kick-off meeting with iWater, to implement Inframap Work Management System for fire hydrants. Anticipate implementation in 6 weeks.

M-3 Water Control Structure Rehabilitation Project for 2014 – Project is 26% Complete Contract award to S.E. Cline Construction, Inc., in the amount of $439,325. Formwork for weir cap being installed. Water level in Belleaire canal is stable.

Colechester @ College Waterway Bridge #63 Rehab Design - Received budget estimate, which was in line with the estimate which was previously submitted. Staff discussed design philosophy with chief engineer.

Fire Department

In the past week, the department responded to 134 calls. There was one structure fire with minimal damages noted, one vehicle fire, one water craft fire and two brush fires. A total of 101 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 164 out of a possible 800 and the fire danger is moderate.

Teen Flashlight Egg Hunt - Friday, April 18 at Belle Terre Park beginning at 8pm. Grades

7-12. Bring your own flashlight to hunt for candy filled eggs in the dark. Refreshments will be

provided.

Egg'stravaganza - Saturday, April 19 at Central Park in Town Center. The event will be held

from 10am-2pm and includes the traditional egg hunt, magician, music, pictures with the Bunny

and much more. Food will be available for purchase throughout the day.

FEATURED TRIP:

Discover Trip to Bok Tower Gardens . – Take a tour of beautiful Bok Tower Gardens, plus

a citrus tour through Florida’s Natural Brand Grove house, on the next Palm Coast Parks and

Recreation Department Discover Trip, on Thursday, April 24.

The Discover Trip will include a bus trip to Lake Wales, with transportation and admission to the

attractions included. The trip will depart at 8 a.m. from the Palm Coast Community Center, 305

Palm Coast Pkwy. NE, and return at 6 p.m. The cost is $55.

The utility TOP-OPS team is back on top by winning the state championship on Tuesday. The Palm

Coast team successfully challenged water treatment teams from other Florida entities in a fast-paced

question/answer completion at the Florida Water Resource conference in Orlando. This is the team’s

eighth state win and they now will go to the national competition in June.

The Corporate Drive Sidewalk Project is now complete. This new sidewalk connects Palm Coast

Parkway Eastbound with Palm Coast Parkway Westbound along Corporate Drive in front of the Flagler

Technical Center. New crosswalks and pedestrian signals were installed at both intersections. Walkers

can now navigate safely to places like Wendy’s, Dollar General, the Library and other points along Palm

Coast Parkway.

The average water demand for the week was 7.300 million gallons per day; average wastewater flow

was 5.555 million gallons per day.

Installed 9 new domestic meters, 2 new PEP tanks and replaced 1 PEP tank.

This week 318 utility customers were shut off for non-payment.

Uni-Directional Flushing - Technicians continued flushing in and around Pinwheel Lane in Section 26

on Tuesday night and on Wednesday work was done around Piermount.

Inflow Infiltration crew cleaned 4,000 feet and inspected via CCTV 3,837 feet of gravity sewer and

inspected 21 manholes.

Beachside Pump Station and Sewer Force Main – Received CO and DEP clearance. Pump station is

operational. Waiting for easements from the County and the contractor continues to work on punch list

items.

ZLD Water Treatment Plant #2 –.The contractor has completed the installation of roof on the

ultrafiltration building and has started wiring the building.

Seminole “MUP” update, project has resumed, crew installed the remaining 3 structures and 350’ of

drainage pipe, formed and poured 400 feet of concrete sidewalk. Installed asphalt 35 x 5 x 4” driveway

apron entrance at the Pinnacles Business Park entrance.

Painted soccer fields on ITSC & ITMS fields 1, 2 & 8 and relocated the recreation league fields to Ralph

Carter Park. Also painted lacrosse fields at ITSC & ITMS fields 3, 4, 5 & 6 for the tournament.

Assisted with “Relay for Life” Special Event at Town Center.

Staff repaired the wood bridge crossing handrail repair at Linear Park.

Mowing in K, B, R, P, F, W and L sections. Mowing Easthampton Drive, Belle Terre Parkway, Old

Kings Road, Palm Harbor Drive, Seminole Woods Parkway and Palm Coast Parkway.

Performed site distance trimming in the “B” section.

Graded 4,928 feet of swales and cleaned 94 culvert pipes. Repaired 2 outfalls.

Maintaining a full time two-man crew at the dirt screener to keep up with the demand for clean fill.

Screened 2000 cubic yards of dirt.

Inmates mowed and weeded 42,700 linear feet of ditch in the “B” and “L” sections.

City of Palm Coast Utility Division team wins 8th TOP OPS State Championship

Palm Coast, Fla. – Palm Coast’s Public Works/Utility Division keeps on winning! The City’s “Water Buoys” team claimed its eighth TOP OPS State Championship on April 8, successfully challenging water treatment teams from other Florida entities in a fast-paced question/answer competition. Team members Fred Greiner (captain), Tom Martens, Peter Roussell and Jim Hogan (coach) correctly answered more questions than any other team competing at the annual Florida Water Resource Conference (FWRC) in Orlando. FWRC is a joint conference of the American Water Works Association, The Florida Water Environment Association (FWEA), and the Florida Water and Pollution Control Operators Association (FWPCOA). Questions in this competition covered a broad range of operational topics including basic science, chemistry, hydrology, water distribution, public health and sanitation, plant maintenance, safety and process control. The annual contest recognizes and promotes excellence in all aspects of water operations, giving operators the opportunity to showcase their knowledge and talents. The Palm Coast team has won the state championship for eight of the past 10 years. “The Palm Coast Top Ops team’s dedication and competitive drive to excel in this fast-paced contest, involving all technical aspects of water treatment, ultimately benefits the citizens of Palm Coast by having a better, more-motivated and highly trained operating staff for the City’s water treatment plants,” said Hogan, City of Palm Coast Utility Systems Manager of Water of Operations. The City’s state-champion TOP OPS Team will compete for the top national honors at the American Water Works Association Annual Conference and Exposition (ACE) to be held in Boston, Mass., June 8 to 12. Palm Coast Fire Department offers free Car Seat Check event April 23

Palm Coast, Fla. – Approximately four out of five child safety seats are installed incorrectly. Combined with the fact that car crashes are the No. 1 killer of children 1 to 12 years old in the United States, it’s easy to understand the importance of properly installed child safety seats.

The best way to protect your children in the car is to put them in the right seat, at the right time, and use it the right way, according to the National Highway Traffic Safety Administration.

To assist you with making your kids as safe as possible, the Palm Coast Fire Department is offering a free Car Seat Check event from 1 to 4 p.m. Wednesday, April 23, at Fire Station 25, 1250 Belle Terre Parkway, Palm Coast.

“The Fire Department has had a Car Seat Program for the past six years, and people are able to come to any City of Palm Coast fire station daily to have their car seats checked,” said Firefighter/EMT Christopher Cottle, who manages the City’s program. “But this special event is designed to draw extra attention to the importance of car seat safety checks.”

Fire Department personnel who have been trained as child passenger safety technicians will check to make sure car seats are installed properly and to the manufacturer and vehicle specifications. They will be able to instruct the parent/grandparent/guardian on how to properly install the seat. City employees will not actually install the seats, but they will show owners the proper steps.

Additionally, at the event, eight Palm Coast firefighters will complete their child safety seat technician training. These firefighters will join the existing team at the City’s five fire stations who regularly assist local residents with car seat checks.

People who attend the event, or stop by any station daily, are asked to bring their car seat manual and the vehicle owners’ manual with them, if possible. The best practice for safe installation utilizes both the vehicles owners’ manual and the safety seat’s instruction book; however, the Fire Department’s child passenger safety technicians will show parents, grandparents and guardians the safest way to install a seat even if those items have been misplaced.

City of Palm Coast announces daytime lane closures at Palm Harbor Bridge Palm Coast, Fla. – Motorists should expect daytime lane closures at the Palm Harbor Bridge on Palm Harbor Parkway beginning Monday, April 21, due to the rehabilitation of the bridge. The Palm Harbor Bridge is located on Palm Harbor Parkway, adjacent to the Palm Coast Yacht Club and east of the intersection with Florida Park Drive. Eastbound lane closure planned for Palm Coast Parkway work on April 15 Palm Coast, Fla. – On Tuesday, April 15, between the hours of 8 a.m. and 2 p.m., motorists and other travelers should expect eastbound lane closures along Palm Coast Parkway between just west of Cypress Point Parkway and the I-95 southbound on-ramp. Two lanes will remain open eastbound. These lane closures are required in order for the contractor to perform utility pole removal operations. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. Weather conditions and other unforeseen circumstances could alter work schedules. The City of Palm Coast strives for safe construction zones. Travelers need to be aware of heavy equipment and stay within the limits of the orange cones and barrels. City of Palm Coast offices to be closed Friday, April 18

Palm Coast, Fla. – All City of Palm Coast offices will be closed Friday, April 18, for the

Good Friday holiday. Offices will re-open on Monday, April 21, at 8 a.m. Recycling and garbage

collection will proceed according to the regular schedule.
