The Health and Wellbeing Board: September 2015 

The Surrey Health and Wellbeing Board held a meeting in public on the 10 September 2015. This update provides a summary of the meeting. 

What was discussed: An update on the Board Member’s commissioning intentions. An update on the Better Care Fund plan. An update on the priority to improve older adults health and wellbeing An update on the priority to improve children’s health and wellbeing.

Joint Strategic Needs Assessment and Commissioning IntentionsPresented by:

Richard Stockley, Surrey County CouncilAll board members

What was discussed:Richard explained the proposed approach for refreshing the Joint Strategic Needs Assessment (JSNA). This assessment identifies the health and care needs of Surrey’s residents and is a statutory responsibility of the Board. It was proposed that the JSNA be restructured around the ‘life course’ - this means that the JSNA will focus on the different stages of a person’s life, from childhood to old age. Chapters will be produced systematically, and a group will be formed to set the assessment’s strategic direction going forward. This group will work with partners to ensure content is fit for purpose. The JSNA will inform Surrey’s service planning work which was also discussed at the meeting.

Board members outlined what services their organisations were planning to commission over the coming year. It was noted that all the commissioning intentions were aligned with the Health and Wellbeing Strategy’s priorities and outcomes.

What was agreed:The board endorsed the commissioning intentions and Joint Strategic Needs Assessment refresh.The board agreed to take a more joined up approach to presenting the commissioning intentions next year.

 What the issue is:The colder winter months can have serious negative health effects. Every year health issues such as heart attacks, and snow-related falls increase at this time of year.

What the Board has done about this:Last winter the Board tasked the Surrey Health and Wellbeing Communication’s Group with implementing a co-ordinated approach to Surrey’s preparations for the changing weather.  What is being done to keep residents well this winter:At the meeting, plans for a Surrey-wide joint winter campaign were discussed. The campaign will be launched in September and will focus on 3 key messages: keep warm; keep well; and be prepared and safe. The campaign will be aligned with the NHS’s national winter preparedness campaign.The campaign’s message will be spread throughout all Board member’s organisations and a variety of channels including the Healthy Surrey website.

What the Board decided:The Board endorsed the campaign and agreed to be ambassadors for it.

Improving Children’s Health and Wellbeing    

Presented by:Julie Fisher, Surrey County Council

What was discussed:Julie updated the Board on the Children and Young People’s Partnership Action Plan 2015-16, and presented the Children’s Improvement Plan 2015 which has been published. Julie talked through the key workstreams that had been identified and highlighted the vital role all partners will play in achieving the ambitions and goals set out in the Improvement Plan. Additionally, Cllr James Friend highlighted Surrey’s work in tackling childhood obesity. He discussed the key successes that have been made in reducing childhood obesity, following a county-wide event the Board sponsored on this issue in March 2015. One big success was Reigate and Banstead’s RnBe Active Activity Week - a week long programme of activities aimed at inactive children and young people. This ran from 14 – 20 September 2015.

What was agreed:The Board agreed to support the Children and Young People’s Partnership Action Plan and the Children’s Improvement Plan. It also agreed to include childhood obesity -in the next priority update.

Presented by:Sarah Parker, Guildford and Waverley Clinical Commissioning GroupDiane McCormack, Guildford and Waverley Clinical Commissioning Group

What was discussed:The presenters spoke about the Local Transformation Plan for Children and Young People’s Mental Health and Wellbeing which aims to reprocure targeted and specialist community mental health services for children and young people in 2015/16. The Board has a statutory duty to sign off this plan. The plan focuses on: Providing clear/single referral routes to Children and Adolescent

Mental Health Services (CAMHS). Jointly commissioning multimodal services for children and young

people with neurodevelopmental difficulties. Improving access to CAMHS for vulnerable children and young

people. Current position including achievementsWhat was agreed:The board signed off the transformation plan (noting that the plan may still change slightly depending on feedback from NHS England).

What was discussed:An update was given on Surrey’s Better Care Fund plan with the accompanying report detailing progress that had been made by each of the six Local Joint Commissioning Groups across Surrey in implementing the Better Care Fund plans. Surrey is above target in areas including increasing dementia diagnoses, reducing delayed transfers of care and improving patient experience. However challenges in reducing non-elective admissions were noted.

Improving Older Adults Health and Wellbeing   Presented by:Karen Thorburn, North West Surrey Clinical Commissioning Group

What was discussed:Karen outlined the proposed approach to refreshing the Older Adults Action Plan. The refresh will include the following:

More alignment with related existing plans Evidence and need based actions A metrics dashboard with a simplified reporting template.

What was agreed:The board agreed to the refresh.The board will hold a workshop to provide their input into the refresh.
