Welcome to Tennessee’s 7th Annual Conference School-Wide Positive Behavior Support Conference!

Dear Conference Participant,

EdPro Development welcomes you to Tennessee’s Seventh Annual School-wide Positive Behavioral Support (SWPBS) Conference! SWPBS is an integrated, multi-tiered systems approach that supports schools to create safe and effective learning environments through the development, implementation and evaluation of a tiered teaching, prevention and intervention response-to-intervention system of support. SWPBS is not a curriculum or a packaged product. This approach places an emphasis on schools and districts developing, implementing, and evaluating the critical features all within their own unique social and cultural contexts.

The research, practice, and evidences of success of SWPBS are unparalleled in educational history. With the Tennessee Department of Education adopting RtI2, schools and districts who are implementing this approach are poised to be the RtI2 leaders in our state. Many of you attending this conference have embraced SWPBS and have seen how the academic and behavioral supports blend together. You have experienced how the SWPBS Tier 2 teams have become the RtI2 teams of Tennessee’s RtI2 model.

More than ever, in this era of limited funding, multiple initiatives and increased complexity of student needs, educators need a platform for integrating multiple initiatives while efficiently and effectively serving our diverse student population. SWPBS provides this platform. When implemented with accuracy over time, SWPBS is making a difference in Tennessee Schools.

This remains a one-of-a-kind conference. It includes presenters from across the state of Tennessee, as well as national experts in SWPBS. Our emphasis continues to be placed on providing an opportunity for our presenters to share with you their expertise and experiences. We hope you have fun as you learn and take back useful information that will assist you as you begin or continue your own integrated SWPBS/RtI2 efforts!

Conference AssistanceIf you need special assistance at any time throughout this conference, please locate an EdPro Development staff member who is wearing a red “Host” ribbon. We will assist you to make this conference experience a positive one.

TASL Procedures & EvaluationsAt registration, you were given a blue TASL Session Evaluation and Action Plan and blue TASL card. Fill in all the blanks on the card. The TASL Session Evaluation and Action Plan must be completed and turned in with your attendance card by the end of the conference. A maximum of eleven (11) hours of credit will be issued for attendance at this conference, including keynote, breakout sessions, roundtable luncheon, and concluding session. For each session, you will need to get your TASL Session Evaluation and Action Plan signed by the presenter/facilitator. For the keynote session, no signature will be required; however, you must have information noted on your Evaluation and Action Plan. For the Roundtable Luncheon, you will need to get your TASL Session Evaluation and Action Plan signed by the table host. At the end of the conference, return your TASL Session Evaluation and Action Plan along with your TASL card to the registration desk in the box so marked.

Conference Evaluations Shortly after this conference, you will receive an email from EdPro Development asking you to complete an online TN SWPBS Conference Evaluation Survey. Your feedback is critical, and completing the evaluation will improve next year’s 8th Annual SWPBS Conference!

Conference Strands

The breakout sessions for the conference are organized into strands to assist you in finding the presentations you are most interested in attending. Strands for the conference are as follows:

Tier 1 (Universal/Primary Preventions) Tier 1 supports are for ALL students, meeting the needs of approximately 80-85% of the students in your school. If you are new to the process of SWPBS, this strand is a good place for you to start. Universal/Primary preventions include: •Identify & define school-wide rules & behavioral expectations •Teach behavioral expectations associated with school-wide rules •Develop a school-wide system for encouraging/reinforcing "rule following" •Develop an array of procedures for addressing violations to school-wide behavioral expectations •Design environments for smooth transitions and routines •Collect ongoing data for data-based decision-making

Tier 2 (Secondary Interventions) Tier 2 systems are designed for students whose needs are not met successfully with Tier 1/Universal Preventions and for whom extra, additional and/or different supports will be needed. Typically, with Tier 1 preventions in place, Tier 2 interventions are needed for only 10-15% of the students who are at risk for engaging in more serious behavior problems and/or academic failures. These systems also merge with the problem-solving model of Response to Intervention (RTI).

Tier 3 (Tertiary Interventions) Tier 3 interventions are designed for students who exhibit the most chronic and severe patterns of problem behavior. Tertiary interventions and supports are necessary for 1-5% of students in a school where Tier 1 preventions and Tier 2 interventions are in place. These sessions will address the team-based approach to the wrap-around process, comprehensive functional behavior assessment and behavior support planning for individual students who exhibit extreme problem behaviors.

High SchoolHigh schools (and large middle schools) experience unique challenges not experienced typically by elementary schools. We have devoted an entire strand to assist those of you with this challenge. This strand addresses the planning and implementation of school-wide positive behavior support at the High School level.

Keynote Address

Dr. Steve Goodman, Director for Michigan’s Integrated Behavior and Learning Support Initiative (MiBLS)

Moving towards a true integration of response to intervention systems in academic and behavior support

Dr. Steve Goodman currently serves as Director for Michigan’s statewide project to improve the behavior and reading outcomes for elementary and middle school students in over 620 schools. He received his Ph.D. in psychology with an emphasis on Applied Behavior Analysis (ABA) from Western Michigan University. His area of expertise includes school-wide positive behavior supports and an integrated approach to reading and behavior supports. His 30 years in the field of education

include 12 years as a classroom teacher working with a full range of behavioral impairments and learning challenges, teaching university students at the graduate and undergraduate level, and providing teacher consultant services. Dr. Goodman has co-authored research articles in professional journals and several book chapters promoting a unique approach to intervention that integrates behavioral and reading learning supports. He currently serves on the board of directors for the Association for Positive Behavior Support.

Dr. Goodman’s keynote will address the logic for integration of behavior and academics in a Response to Intervention model.  Key features of an integrated school-wide model will be discussed including the common components of (a) team approach, (b) focus on evidence-based practices that are implemented with fidelity, (c) progress monitoring and, (d) using data to make decisions to improve student outcomes.  Examples of implementation, systems of supports and outcomes will be provided.

Closing SessionMrs. Joe Bruce, Director of Oak Ridge Schools Family Resource Center

“This one’s for you, Ken.”

Mrs. Bruce has a BS+ degree from Middle Tennessee State University with a double major in social work and psychology. She has 25+ years experience in the fields of education and social services. Mrs. Bruce has spent her life advocating for children and families and she is highly regarded by her peers and by those she serves. She is actively involved in a myriad of community projects and organizations. She has been a presenter at

both the state and national level. Her professional affiliations include the National Association of Professional Women, National Association of Social Workers, National Educational Association, and East Tennessee Council on Children and Youth. Her professional awards include the Patriotic Civilian Service Award.

Mrs. Bruce lost her husband, Ken, when a 14 year-old student opened fire on three administrators at Campbell County High School in 2005. She will share her journey and her commitment to understand current school practices and to find ways to help make our schools the havens of safety that all students and faculty deserve.

1. Basic Training for the Integration of RTI with SWPBSSpeakers: Karen Adcock, Stephanie Davis, Michael Neal, Lisa Miller, Jackie SmithStrand: Tier 2 Location: Hermitage CJoin the Hickory Creek Army as we share the process that helped us align our existing SWPBS Protocol with the State Mandated RTI Reform. Having SWPBS already in place in our school has been instrumental with helping us transition to the new State Mandated RTI Model. Join us as we share how we tweaked our practices in Tier II and Tier III to comply with the new mandate.

2. Cane Creek Cubs: Make Your Behavior GRRRREAT!Speakers: Lesley Worsham, Summer Shelton, Pam GolliherStrand: Tier 1 Location: Hermitage BMembers form Cane Creek Elementary will present ideas on how they incorporated school-wide positive behavior in their first year of implementation. Learn the successful measures utilized and how they are moving forward to Tier 2.

Integrating Behavior and Academics at Tiers II-III of a School-Wide ModelSpeaker: Dr. Steve GoodmanStrand: Tier 2-3 Location: Hermitage CThis presentation will emphasize behavior and reading supports tat are integrated at tier II and tier III. It will include a discussion of a team approach for coordinating support efforts, tracking data for effectiveness, and providing staff with access to training and coaching to develop local capacity. Examples of an integrated model and sample implementation tools will be provided.

Along the way, we found many strategies and ideas that worked and some that did not. SWPBS offers unique opportunities for students in a small or alternative setting. White Plains Academy (WPA) is an alternative school serving grades 5-12 in Putnam County . Attendance at WPA is based on violations of behavior or zero tolerance policies; students also attend WPA for credit recovery. Top Ten Supports for Students with AutismSpeaker: Melissa BrownStrand: Tier 3 Location: KingsleyThe Centers for Disease Control and Prevention (CDC) indicate that approximately 1 in 88 American children are on the autism spectrum. More specifically, it’s estimated that 1 in 54 boys, and 1 in 252 girls are diagnosed with autism in the US. Given this statistic every educator, whether general education teacher, special education teacher, administrator or educational assistant needs to have a variety of strategies at their fingertips for supporting students with Autism in all environments. In this session the presenter will outline the top 10 supports for students with Autism. These same supports can, should be and are being used with other students with varying support needs. While this is a tier 3 session it will benefit anyone currently working in an American school in 2013.
