Introduction

The Prioritised action framework (PAF) is a strategic multiannual planning document, aimed at identifying and presenting needs and priorities related to investments in the Natura 2000 network and associated wider green infrastructure. The current PAF covers the period of the EU Multiannual Financial Framework (MFF) 2021-2027.

The legal basis for PAFs is Article 8 of the Habitats Directive, which requires Member States to send, as appropriate, to the Commission their estimates relating to the European Union co-financing which they consider necessary to meet their following obligations in relation to Natura 2000:

to establish the necessary conservation measures involving, if need be, appropriate management plans specifically designed for the sites or integrated into other development plans,

to establish appropriate statutory, administrative or contractual measures which correspond to the ecological requirements of the natural habitat types in Annex I and the species in Annex II present on the sites.

Accordingly, the PAF identifies financing needs and priorities related to the conservation measures established for the Natura 2000 sites in view of achieving the site-level conservation objectives established for those species and habitat types for which the sites have been designated (as required by Article 6(1) of the Habitats Directive).

Where the ecological requirements of species and habitats of Community interest cannot fully be covered by measures within the Natura 2000 network itself, the Member States are invited to present in their PAF additional measures related to wider green infrastructure (GI) which is defined as ‘a strategically planned network of natural and semi-natural areas with other environmental features designed and managed to deliver a wide range of ecosystem services’. Such measures contribute to the ecological coherence of the Natura 2000 network, maintaining or restoring favourable conservation status of the targeted species and habitats.

The present PAF was prepared in consultation with the relevant authorities and stakeholders. It presents the most up-to-date information about priority management and restoration needs of the Natura 2000 network and associated wider green infrastructure. This information is provided in relation to broad categories of ecosystems, and in relation to the horizontal measures necessary to ensure an effective implementation of the EU Nature Directives. The present PAF was developed in light of the experience with the Multiannual Financial Framework 2014-2020.

Finally, it is reminded that the measures identified through this PAF will not only contribute to the implementation of Article 6.1 and Article 10 of the Habitats Directive, but also provide important socio-economic and ecosystem service benefits to the society.

Annex: additional explanatory notes

Consistency with other existing data and strategies

The assessment of financing needs presented in the PAF should carried out in consistency with other relevant information sources, such as the information that Member States report on the Natura 2000 network of sites, the 6-yearly reporting under Article 17 Habitats Directive (on the conservation status of species and habitats) and Article 12 Birds Directives (on status and trends of bird species), site-level information on conservation objectives and measures, site-level management plans, national restoration prioritization frameworks, green infrastructure strategies, other relevant national or regional strategies, etc.

Prioritisation of measures

Taking into account the provisions of Article 6(2) of the Habitats Directives, i.e. the obligation to prevent deterioration of the sites, it is expected that the financing needs for those measures that are required to avoid deterioration within the sites should be identified as priorities in any PAF. This would in particular apply to any Natura 2000-related measures targeting species and habitats that require an active agricultural management (e.g. "agri-environmental measures"). In addition, Member States are invited to identify further priorities amongst those site-related measures needed for improving the status of species and habitats that are in an unfavourable conservation status, as well as green infrastructure measures linked to the maintenance or restoration of habitats and species outside of the network. The criteria applied for selecting any such priorities will need to be explained and translated into lists of concrete measures and financing needs in the PAF.

Process of the PAF

The elaboration of the PAFs is primarily a responsibility of the national or regional authorities in charge of implementing Natura 2000. Before submitting their PAF officially to the Commission, it is expected that these competent authorities liaise closely with other relevant policy sectors, such as e.g. agriculture, forestry and spatial planning, and those involved in the management of EU funding.

According to Article 8 of the Habitats Directive, the objective of the PAFs is not only to provide an overview of the total financing needs of the Natura 2000 network, but also to identify those priority needs for which co-funding is being sought from the EU budget, subject to the availability of funding.

Such information submitted by the Member States or regions in their PAFs shall allow the Commission to establish a reliable estimate of EU-level co-funding needs under the next MMF (2021-2027) and, as far as possible, of EU co-funding needs under different EU programmes to be established under the next MFF.

An allocation of financing needs to certain EU programmes will however only be possible once the architecture of the future MFF in relation to the structure of the different funds will be known. Therefore, the authorities in charge of elaborating the PAFs are currently not asked to identify the specific future EU programmes from which co-funding is being sought. The breakdown of measures and costs to be provided in the current document is taking account of that uncertainty; and is designed to allow for an appropriate allocation of financing needs to the most relevant EU programmes later on.
