Saint Paul Children’s Collaborative Request for Proposals: Violence PreventionIn 2012, the Saint Paul Children’s Collaborative launched a citywide Youth Master Plan.  Our vision for this work is to ensure that Saint Paul is a place where all children learn, grow and thrive.  To measure citywide progress toward this vision, we track progress toward these six goals:

1. Kindergarten readiness2. Reading by third grade3. Children with health care coverage4. Children’s connection to one or more caring adult5. Children safe and free from child abuse and neglect6. Children graduate from high school.

Related to goal 5, we are opening a special one-time RFP to provide funding for one or more programs with a specific focus on keeping children/youth in Saint Paul safe, particularly from gun violence. Please provide evidence that your proposed project is likely to keep children/youth safe. For example, see A Comprehensive Technical Package for the Prevention of Youth Violence and Associated Risk Behaviors and From Risk to Opportunity: Afterschool Programs Keep Kids Safe When Juvenile Crime Peaks. There are also resources available on our website (www.stpaulkids.org). The maximum grant amount is $182,500 over the 24-month grant period (June 1, 2020 - May 31, 2022), although it is possible that amount may be spread in awards to more than one organization.

Eligible applicants include non-profit organizations or government entities with demonstrated success or based in promising practices related to keeping children and youth safe. Our goal is to provide support to population groups that our Youth Master Plan data show are experiencing disparities in opportunities and outcomes. Note that current (2020-21) Learn, Grow, Thrive grantees are NOT

eligible to apply. Applicants that applied but did not receive funding for 2020-21 Learn, Grow, Thrive grants are eligible to apply if their work fits the narrower focus of this RFP.

Grant funds may only be used to support direct services to children and families living in Saint Paul – due to restrictions based on the source of funding, no grant funds may be used to support administration or evaluation costs. Grant funds may not be requested for funding child care tuition costs (birth – K), scholarships for program participants or for direct services provided by unpaid volunteers.
