GETTING A RESIDENCE PERMIT

Residence Permit:

 As soon as you arrive in France, you have to apply for your residence permit. To this effect, you have to provide the EMBA Administration with the following documents:

- copy of your passport and visa

-  the original of your birth certificate (with your name and with the name of your parents), together with its translation in French duly certified by the French Embassy.

- the OFII* document entitled « visa long séjour - demande d’attestation Ofii »

OFII*(It stands for “the Office Français de l’Immigration et de l’Intégration): its’ a French organization in charge of welcoming, integrating foreign people and approving long stay visa for students, employees, tourists…

 Once the documents gathered, hand them to the EMBA Administration who will send your file to the Ofii in Rennes. You will receive a receipt of your residence permit proving you are recorded in the files.

The receipt give you the right to leave France territory while you are waiting for your residence permit.

 Then, you will receive a notification inviting you to the medical check-up within 3 to 4 weeks in Rennes or Brest. Based on a positive result, you will get your residence permit for the whole school year.

 To be cleared by the French Administration, always keep this permit with you! The French Police can ask for it in a current identity control.

Temporary Long Stay Visa (temporary exemption of residence permit)

This kind of visa does not require any administrative steps like Ofii.

In that case, you must give the EMBA Administration the following documents:

- copy of your passport and visa

- the original of your birth certificate (with your name and with the name of your parents), together with its translation in French duly certified by the French Embassy.

HOW TO OPEN A BANK ACCOUNT

 As soon as you arrive in France, you have to open a bank account. The EMBA Administration will collect the information to open it. You will be asked your name, date of birth and a copy of your passport.

 These documents allow the bank to prepare in advance all the administrative documents required to open a bank account. Then the bank will fix an appointment to sign the documents for the opening of your personal account.

 WARNING : We advise you to get some cash or traveller cheques for one month while waiting for your credit card + the corresponding amount of the housing deposit* (around 300€).

*The deposit: this amount corresponds to one month of rent you will have to pay when you arrive in your accommodation. The owner collects and keeps this money as a guarantee during the renting period. The owner will give back to the tenant a portion or the whole deposit within the two months following the end of the lease.

MEDICAL CARE GUIDE

 When you arrive in France, you must join the French National Health Service (“la Sécurité Sociale”). Thanks to this, a part of your fees will be covered if you need to receive any health care. This social security cover is compulsory for all (French and foreign students!

 To take advantage of it, you have to subscribe to the Sécurité Sociale through the “SMEBA”. Then, the “SMEBA” will pay back your health expenditures in accordance with the “Sécurité Sociale” repayment rates (about 70%). (To do so, please read the following).

SUBSCRIBING TO THE STUDENTS NATIONAL HEALTH SERVICE

 To subscribe to the “Sécurité Sociale” through the SMEBA you will have to fill in the SMEBA form handed over to you by the EMBA Administration upon your arrival.

 Then you have to pay the annual subscription: the price is fixed each year by the “Caisse Primaire d’Assurance Maladie” (state health insurance office). For school year 2017/2018, the amount is 217 Euros.

This subscription has to be paid in cash to the EMBA Administration within the week following your arrival.

 HOW TO GET YOUR HEALTH EXPENDITURES REIMBURSED?

 If you have to pay for a medical examination, a prescribed medicine, an hospitalisation, etc, you should send to the SMEBA the form your doctor gave you and they will pay you back the amount fixed by the “Sécurité Sociale”.

HOUSING

 Before your arrival in France, a housing will be allocated to you.

Housing types:

OPAC (managed by Quimper city)

Two locations in Quimper:

· ISUGA Campus: 3, avenue de la plage des Gueux

· The Residence of the Châtaigniers: 9, rue de l’Ile d’Houat

One room: around 300 euros per month according to the size; there are a limited number of rooms.

Individual or share apartment (private owner) in Quimper City

Around 350 euros per month.

 As soon as you arrive in France, you also must pay for a housing insurance. You will subscribe for it with the bank at the same time of the opening of your bank account.

Financial assistance (APL)

Students who have “student visa” or a residence permit delivered by Ofii can ask for financial assistance (APL) to pay the rent.

You need to fill some documents with the EMBA Administration to be transmitted to the CAF (Caisse d’Allocations Familiales).

The CAF is a French organization taking care of French families in everyday life, giving them some financial assistance.

Moving in

 At the time of your arrival in your accommodation – run by a private owner or by the OPAC - an inventory of the fixtures and fittings will be done.

 The inventory of the fixtures and fittings (Etat des lieux) is a written and signed document - by the owner and the tenant - which describes the apartment state when the tenant arrives. The owner and the tenant will keep this document to compare it to a second inventory when the tenant will leave the apartment. If there is any damage or if the apartment is dirty, the tenant will be asked to clean it, to repair the damages or to pay for them!

 If the tenant refuses to do so, the owner has the right to deduct the equivalent amount of the expenditures he will have to make from the deposit* to repair the apartment. The owner can also deduct the whole amount of the deposit if he thinks it is necessary. Moreover, he can also ask the tenant for an extra charge if the initial amount cannot cover all the damages. In this case, you should require the estimate or the invoice of the repair work.

WI-FI

If you live in an individual or share apartment managed by a private owner, Wi-Fi is available and, most of the time, included in the rent.

If you live in an apartment managed by OPAC, you should buy a “live box”. When an apartment is next door to one another, you can share the wi-fi.

You can ask some help to the French students or the teachers in charge.

TRANSPORTS GUIDE

 To move within Quimper and in its vicinity, you can use the bus company called “Q.U.B.” and, should you wish to visit the surroundings of Quimper, the coach company VIAOO29, which has a regular bus service leaving from the bus terminal or downtown.

 Single tickets (1,30 €) can be bought in the bus but the student bus card (“la carte de bus étudiant”) is cheaper.

 “La carte de bus étudiant” is valid for 8 months (172 €) or 9 months (193 €). You can also by a card for one month (32€).

HOW TO GET YOUR STUDENT BUS CARD

 To get your card, you have to go to the Q.U.B. office (see address hereunder) with:

- an identity paper (such as passport…)

- a photo (ID size)

- your student card (given by the school on the first day).

 When there is no bus, particularly late evenings, you can call a taxi company.

MAIL GUIDE (Post Office)

 To send or to receive postal mails in France people use the services of a French administration called LA POSTE. (The post office)

 HOW YOU SHOULD DO TO RECEIVE YOUR MAILS

 As a tenant you will receive your mail in your mailbox. It is extremely important to give your detailed address to every organization or people you know.

 Here is an example of the perfect address!

 HOW TO MAIL IN FRANCE?

 When a mail is sent within France, stamps in accordance with the letter weight should be affixed on the letter. As an example: a stamp of 0.85€ is for a “regular” letter of 2 or 3 pages weighing 20 grams. It is the most current stamps, also affixed on postcards.

 If the mail weighs more than 20 grams it should be weighed at “LA POSTE” (at the post office) to know the corresponding amount.

 Mail can also be sent “recommandé” (as a recorded letter), in specific envelopes, etc. LA POSTE proposes many possibilities and can inform you.

WARNING: The apartment number must not be forgotten in the address! When you leave ISUGA, do not forget to give us your new address in France or in your native country!

BEFORE YOUR DEPARTURE

CANCELLATION PROCEDURES

Before your departure, some procedures must be done with organizations like the bank, the housing, the CAF.

3 months before leaving:

Accommodation:

You must send to the owner of your accommodation the “préavis de départ”: the notice to leave.

The teachers in charge of Japanese, Chinese or Korean departments will explain to you what to do.

WARNING: Don’t forget to do it 3 months before your departure, otherwise you’ll have to pay your rent after leaving.

Example: you’re planning to leave on 22th December, send your notice on 22th September.

If you send it on 12th October you’ll pay your rent until 12th January.

Also, when you know exactly your departure date, the EMBA Administration will call the building manager to fix an appointment for the inventory of the fixtures and fittings. (see below).

1 month before leaving:

Bank:

If you are leaving France to go back to your country, you need to cancel your housing insurance and close your bank account.

You’ll have to tell the EMBA Administration 1 month before leaving, so that we can prepare the necessary documents.

Caf:

At the same time, you’ll need to contact the CAF to inform them of your departure date.They will stop any payments APL (financial assistance) at that date in order to avoid to have any overpayments, which will eventually need to be reimbursed. (See the information on the Caf).

INVENTORY OF FIXTURES

As explained above (Housing), the owner and the tenant will compare the first inventory to a second inventory when the tenant will leave the apartment.

So then, it’s very important to perfectly clean the apartment before the inventory and throughout your stay.

Please find below some advices to give a clean apartment back.

At the end of the inventory, you’ll give back the keys to the owner.

 Each following task must be executed before showing your apartment to your owner:

 In the kitchen:

- The sink must be clean and empty

- The cooker/the stove must be clean

- The floor must be brushed and washed

- The ventilation grid must be washed

- The fridge must be defrosted and washed

WARNING: Please unplug your fridge. If not, the fridge will smell.

- The wall above the cooker/the stove must be cleaned.

- Windows and doors must be cleaned.

 In the bathroom:

- The sink, the tub or the shower must be cleaned to be white

- Mirrors must be cleaned with the appropriate product (see previous pages) and a duster or soft paper

- The floor must be brushed and washed and doors must be cleaned

- The ventilation grid(s) must be washed

 In the toilets:

- The toilets must be cleaned and lime scale in the joints must be removed, it means WHITE!

- The top and the bowl must be washed.

- The “base” of the toilets must be clean too, as well as the door.

- The floor must be brushed and washed.

 In the main room:

- The inner and outer cupboards must be emptied and washed

- The floor must be brushed and washed

- The carpet must be vacuumed and marks must be removed if necessary.

- Windows and doors must be cleaned
