SCADA (Supervisory Control And Data Acquisition) is a system of software and hardware elements (omputers, networked data communication devices, logic and PID controllers, graphical user interfaces for high-level process supervisory management, etc.) that allows industrial and other organizations to control different processes or engineering infrastructures: monitor the infrastructure, collect and process different data in real-time, interact with different devices of existed infrastructures (sensors, controllers, valves, pumps, switch gears, PLCs etc.) through unified human-machine interface (HMI) software with graphical interface, record events, etc.

7. General requirements to the data network infrastructure

The purpose of the above mentioned requirements is to build robust, reliable and highly available data network for IP video surveillance, security and BMS systems in the harsh environments present in XXX company campus.

Given the importance of the IT infrastructure and the role it has to play, it is critically important that it meets the following criteria:

Maximum reliability and longest life time on the network infrastructure: active and passive network components have to be designed to ensure highest reliability and longest life time in harsh environments present on the site. They should be robust and comply with industry standards that are valid for active and passive components respectively (see the requirements below).

Quality: the network components used for IP video surveillance, security and BMS systems of XXX company campus should have high quality. Using low grade, entry level or pure quality components is not allowed. The components, especially the

industrial Ethernet switches, should be produced by well known international manufacturers which have own production facilities located in EU for most of the components. Special importance should be paid on industrial switches side – the manufacturer should prove the switches developed and produced by its own factories.

Flexibility: the active industrial components should provide the necessary functionality and flexibility to build required network infrastructure but the topic of minimizing the maintenance stock should be respected – the number of different models used in the network have be minimized.

High availability: The proposed equipment has to offer a maximum level of protection against breakdowns and other unforeseen circumstances that may interrupt the proper functioning of the network. The network redundancy should be organized on a data transmission by using redundant topologies and protocols. The redundant power lines should be organized for all switches as well.

Interoperability: industrial network components should have a necessary interoperability with network core switches to provide the best performance and functionality. Additionally, those components should transport the data from connected devices to SCADA as well provide extended data about its own conditions and conditions of connected devices.

Security: the proposed solution must be secured against unauthorized access to the switches by using special features such as authentication levels for different users with different responsibility, ports security, protected communication (SCP, SSHv2, HTTPS, RADIUS, SNMPv3, IEEE 802.1X etc.) etc. Additionally, network infrastructure should be protected from occasional ports disconnection by using lockable connectivity on the switches and patch panels. To improve the security even more, all network cabinets should be equipped with door sensors that are connected to I/O modules of the switches.

Easy maintenance: the solution must be able to reduce network maintenance cost and ensure a high level of responsiveness on different events. To ensure that, used industrial switches should have a configuration and maintenance software with an

intuitive GUI, extended diagnostic functionality and unique features specially targeted to make network maintenance and operations easier.

Powering end devices: to power many end devices present in the network through the same copper cabling by using Power over Ethernet technology, industrial switches should have maximum number of PoE+ ports with full power budget in accordance with respective IEEE standard.

Full solution: the vendor who provides not only industrial switches but also the full range of fibre and copper cabling components including DIN-rail mounted industrial patch panels is preferred.

8. Requirements to industrial Ethernet switches and its accessories

8.1 General requirements for industrial Ethernet switches

Considering harsh environments presented on the site, to build robust and reliable network for IP video surveillance, security and BMS system of XXX company campus DIN-rail mounted managed industrial Ethernet switches have to be used.

Chosen vendor should be well known international manufacturer with its own R&D and own factory that produce all industrial Ethernet switches in the EU. To prove own experience and capabilities, the factory visit can be requested. It’s preferred if the same vendor provides the full range of fibre and copper cabling components including an industrial range and DIN-rail mounted connectivity.

Chosen industrial Ethernet switches should have fully aluminum housing painted in black color without any holes and fans. To provide better cooling, the housing of a switch should have clearly visible ribs on all sides (with an exception of the front plate). Those ribs should be casted together with a switch housing (switches with a ribbed plates bolted to a housing is not accepted) and have maximum possible surface (a ribs depth on a switch side should be not less than 8mm). Because of the space limitation, used industrial switches should have the size not more than (W x H x D) 95 x 184 x 125 mm for 16x ports models, not more than

Managed industrial Ethernet switches have to be equipped with the robust DIN-rail clip made from stainless steel. For more flexibility in installation used industrial switches should have different positions for DIN-rail clip mounting – on the back as well as on the side with the possibility to turn the mounting of the switch in a vertical or horizontal position.

Chosen industrial Ethernet switches should ensure high reliability and long lifetime in harsh environments of the site – high operating temperature range from -40 up to +85 oC in accordance with EN 60068-2-14 and IEC 60870-2-2, high level of humidity 20 - 90 % (non-condensing) in accordance with EN 60068-2-30 and other standards linked to environments and EMC protection: IEC 61850-3, IEC 61800-3, IEEE 1613, IEC 61000-6-2, EN 61131-2, EN 60068-2-1, EN 60068-2-2, EN 60068-2-6.

To confirm chosen industrial Ethernet switches and PSUs quality and robustness, the value of MTBF parameter, measured in the harsh environments, should be not less than 500 000 hours for industrial switches and not less than 1 000 000 hours for PSUs (for 24VDC 100W PSUs not less than 890 000 hours).

To build the network with lowest downtime, chosen switches should support a minimum of the following data redundancy protocols: STP, RSTP and MRP. The vendor should confirm the availability of HSR/PRP switch model(s) as well.

The switches should have two redundant power input with electrical shocks protection and a wide power range – from 18 till 72 VDC and typical power levels of 24, 48, 54 and 60VDC. In case of a power line failure (including voltage lowering), the switch should automatically change it to the second power line without a reboot or any failures. The switches should be able to inform the maintenance team about the power issues (even if the power range is lower than normal) by using syslog, SNMP traps

The switches power consumption, without considering PoE or PoE+, should be not more than 29W with a typical level of 15W for industrial Ethernet switches and not more than 5W watts with a typical level of 4.3W for ruggedized compact Ethernet switches.

To make the network maintenance easier, to reduce the time required for the fault detection and to forecast potential failures, chosen industrial Ethernet switches should have wide diagnostic functionalities and possibilities to set thresholds for chosen parameters. All parameters should be monitored in real-time – including but not limited to:

Provide the information about its condition and connected devices – temperature, power level on each redundant power inputs, PoE voltage, the switch uptime, number of boots, active MAC-address, memory card availability in the slot, ports usage, PoE/PoE+ status and parameters on each port, full information about the switch model, name, serial number and its product code, switch physical location etc.

SFP extended parameters and its control by setting thresholds:

o SFP transceiver vendor and product code, serial number, manufacturing date, connector type, wave length, bit rate, supported distance, operating temperature range, laser bias current range, transmitting and receiving light power range

o Controlled parameters: temperature, power supply voltage, laser bias current, transmitting and receiving light power in mW and dBm

o Parameters to set the values: power supply voltage, laser bias current, transmitting and receiving light power in mW and dBm

o The switches and SFP transceivers should support hot swap

It should be possible to define the switch name, its physical location, responsible person in the maintenance team and his/her contacts. This information should be visible in the maintenance software and web-interface of the industrial switches.

To make the network maintenance efficient, chosen switches should be equipped with SD memory cards. The switches should have the possibility to change its own MAC address to the one, fixed on the SD card that is inserted in the switch, and use this MAC-address as the main one. In case a switch failure or planned network upgrade, used SD cards should be removed from the old switches and installed to the new ones. New switches should use the configuration, firmware and MAC-address from those SD cards.

The LEDs of the switch ports should be configurable depending on the port activity, speed or link availability. Additionally, to highlight a necessary port during the installation or maintenance works, the switches should provide the possibility to set ports LEDs in on/off/blinking mode.

To ensure the correct network setup and operation, chosen switches should be interoperable with the network core switches. The vendor of chosen switches have to confirm the compatibility with Cisco, HP or Alcatel/Nokia switches by providing special setup manuals – not linked to the standard user manuals. Each provided document should be made and signed by the representatives of both vendors and should clearly explain the setup procedure for both vendors.

In addition, chosen switches have to support CDP protocol and Cisco Secure Access Control Server ACS.

For different network segments, chosen vendor should have industrial Ethernet switches with 16x and 10x gigabit ports in different combination of copper RJ45 ports and SFP slots. Usage of the switch models with COMBO ports (combined RJ45 and SFP ports when the only is working in case of usage) is not allowed. The vendor should confirm the availability of the switch models with a high number of gigabit SFP slots: 8x and 12x SFP slots.

For connecting and managing of different non-IP based devices presented on the site, chosen industrial Ethernet switches have to be equipped with at least 16 pins input and output interfaces (minimum 4 input and 2 independent output ports) for the 16x ports switches family, 12 pins (minimum 4 input and 2 independent output ports) for the 10x ports switches family and 2 pins (programmable input contacts with an alarm function) for the ruggedized compact switches family.The switches have to have the possibility to control connected devices by registering electrical circuit shut or open. To support the “dry contacts” devices type, the switches have to provide auxiliary power of 24V DC / max. 42mA. In the cases of providing the power from connected devices, the input power range, supported by the switch, has to be no less than 12…60V DC.To support different default statuses (normally open / normally shut) of connected devices, output ports of industrial switches have to be made by using relays with 3 contacts per each port – when one contact group of each relay is open, another has to be shut. As well as with IEC 61850 requirements for SERVER functionality – MMS, GOOSE, abstract data modeling. The compliance with IEC 61850 Edition 2, parts 6, 7-1, 7-2, 7-3, 7-4, 8-1 has to be confirmed by KEMA/DNV-GL certificates.Chosen switches have to comply with requirements of IEC 61850-3 as well (General environmental requirements for the equipment are used on the substations).

The vendor should also confirm the availability of small ruggedized switches with 4x gigabit RJ45 ports and two gigabit uplinks (1x RJ45 + 1x SFP or 2x SFP). Chosen switches should have 4x PoE+ ports with 120W power budget and be equipped with free programmable input contacts. The switches should have the possibility to turn the head with RJ45 ports in the horizontal or vertical position. The housing of chosen ruggedized switches should be made from metal and have a size no more than 90 x 45 x 70 mm. If there is no DIN-rail clip on the switches, those switches can be equipped with DIN-rail mounting adaptor. The operating temperature range of those compact switches should be not less than -25 … +65oC. The switch input power range should be from 46 up to 57 VDC with the typical level of 54 VDC .

To ensure full compatibility, the memory cards should be supplied by the same vendor as the chosen vendor for industrial Ethernet switches.

The memory cards should be used as redundant storage of industrial Ethernet switches configuration. Those cards should have SD format, be encrypted in accordance with AES256 requirements, have wide temperature range -40 ... +70оС and be hot-pluggable (replacing a memory card without shutting down the system).

To make the network maintenance and upgrade process easier, memory cards should a have unique MAC-address fixed on it. The MAC-address record should be protected from any changes.

In the case of MRP protocol (Media Redundancy Protocol according to IEC 62439) usage by industrial Ethernet switches, chosen memory cards should be equipped with a MRP multi license to activate this protocol.
